		<section id="HBD3C363BAE4F486BA5A2901D3BE0DDBF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Transparency in Higher Education Act</short-title></quote>.</text>
		</section><section id="H315DB510722144C0BC06964D5B5F167F"><enum>2.</enum><header>College Dashboard website</header>
			<subsection id="HFBCF03F5551347E284B0AAA3AFE1D540"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Section 132 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1015a">20 U.S.C. 1015a</external-xref>) is amended—</text>
				<paragraph id="HCCAC53D24D914B6B8264760A9B00DC76"><enum>(1)</enum><text>in subsection (a)—</text>
					<subparagraph id="H48338C37C3C2419FA1012E9BE6689520"><enum>(A)</enum><text>in paragraph (2), by striking <quote>first-time,</quote>;</text>
					</subparagraph><subparagraph id="HD84C7AF538FA407093AE35038B6BBE33"><enum>(B)</enum><text>in paragraph (3) in the matter preceding subparagraph (A), by striking <quote>first-time,</quote>; and</text>
					</subparagraph><subparagraph id="H622778CDD1224A118B4E31D6DF65243F"><enum>(C)</enum><text>in paragraph (4), by striking <quote>first-time,</quote>;</text>
					</subparagraph></paragraph><paragraph id="H30BFF46DE90543348BD3C65158324B47"><enum>(2)</enum><text>in subsection (b)—</text>
					<subparagraph id="H8EE1002474DE49D59E1DFC82A49BE51E"><enum>(A)</enum><text>in paragraph (1), by striking <quote>first-time</quote>; and</text>
					</subparagraph><subparagraph id="HE19B4133AABA464DAFB2D436A772CCD9"><enum>(B)</enum><text>in paragraph (2), by striking <quote>first-time</quote>;</text>
					</subparagraph></paragraph><paragraph id="HE2C0706D4D4D43718DCE39DB4CE8B6DF"><enum>(3)</enum><text>by striking subsections (c) through (g), (j), and (l);</text>
				</paragraph><paragraph id="HFFF06B2C4A1D4025883D29E09BFA6E48"><enum>(4)</enum><text>by redesignating subsections (h), (i), and (k) as subsections (c), (d), and (e), respectively; and</text>
				</paragraph><paragraph id="H2755274D420D4D35844EC6B4D078714F"><enum>(5)</enum><text>by striking subsection (d) (as so redesignated) and inserting the following new subsection:</text>

						<subsection id="H0EA41FA3A9EE4395A9B498FEBBC07349"><enum>(d)</enum><header>Consumer information</header>
							<paragraph id="HD1C204C2BE664AC19C3DA05DF66BDA6F"><enum>(1)</enum><header>Availability of title IV institution information</header><text display-inline="yes-display-inline">The Secretary shall develop and make publicly available a website to be known as the <quote>College Dashboard website</quote> in accordance with this section and prominently display on such website, in simple,
			 understandable, and unbiased terms for the most recent academic year for
			 which satisfactory data are available, the following information with
			 respect to each institution of higher education that participates in a
			 program under title IV:</text>
								<subparagraph id="H05D5BC5BCF524A678C42E7FACC70BDF9"><enum>(A)</enum><text>A link to the website of the institution.</text>
								</subparagraph><subparagraph id="H8417C25F5659421D9DC6111B81CABDD3"><enum>(B)</enum><text>An identification of the type of institution as one of the following:</text>
									<clause display-inline="no-display-inline" id="HAC627A1A72264860A79CFA75A1A0DBB1">
										<enum>(i)</enum>
										<text>A four-year public institution of higher education.</text>
									</clause><clause id="H5141CEDF123343CF8B88C05E6B84E1BD">
										<enum>(ii)</enum>
										<text>A four-year private, nonprofit institution of higher education.</text>
									</clause><clause id="H35195000ED934FC4AC6F782A9DF6E154">
										<enum>(iii)</enum>
										<text>A four-year private, for-profit institution of higher education.</text>
									</clause><clause id="H4540BE8CD8684134A19DFA6FF2D989EC">
										<enum>(iv)</enum>
										<text>A two-year public institution of higher education.</text>
									</clause><clause id="H29C9DEEEA32E415BA859C27313D0B001">
										<enum>(v)</enum>
										<text>A two-year private, nonprofit institution of higher education.</text>
									</clause><clause id="H6ABDDE5E45124B14A6CFFB8655605109">
										<enum>(vi)</enum>
										<text>A two-year private, for-profit institution of higher education.</text>
									</clause><clause id="HCA82C8C3C04B46C2A8FD5145EAB1E0DB">
										<enum>(vii)</enum>
										<text>A less than two-year public institution of higher education.</text>
									</clause><clause id="HFC1B9EBA12724351A11F2E59BB60AB11">
										<enum>(viii)</enum>
										<text>A less than two-year private, nonprofit institution of higher education.</text>
									</clause><clause id="HEA06C4FF4F034554A34D67C29E5B3FE8">
										<enum>(ix)</enum>
										<text>A less than two-year private, for-profit institution of higher education.</text>
									</clause></subparagraph><subparagraph id="H2FC813226AD9411CA6D6707744F96689"><enum>(C)</enum><text>The number of students enrolled at the institution—</text>
									<clause id="HF4349ED235AA4AFA98F52B96FF78333D"><enum>(i)</enum><text>as undergraduate students; and</text>
									</clause><clause id="H155106D1F6554AE1B4E971F11F743A10"><enum>(ii)</enum><text>as graduate students, if applicable.</text>
									</clause></subparagraph><subparagraph id="HD6944881ABCF4202B9C442FA4BBC05DE"><enum>(D)</enum><text>The student-faculty ratio.</text>
								</subparagraph><subparagraph id="H597C0E4CEBEC4316A152B5E08A8D0C69"><enum>(E)</enum><text>The percentage of degree-seeking or certificate-seeking undergraduate students enrolled at the
			 institution who obtain a degree or certificate within—</text>
									<clause id="H458F29EBA01D4B33A4516A9E390D522F"><enum>(i)</enum><text>100 percent of the normal time for completion of, or graduation from, the program in which the
			 student is enrolled;</text>
									</clause><clause id="H34C57B9A6BD74C9C81CD614D40DD50FD"><enum>(ii)</enum><text>150 percent of the normal time for completion of, or graduation from, the program in which the
			 student is enrolled; and</text>
									</clause><clause id="HFF18E25B676749FB98044AB25A573C1F"><enum>(iii)</enum><text>200 percent of the normal time for completion of, or graduation from, the program in which the
			 student is enrolled.</text>
									</clause></subparagraph><subparagraph id="H4B207A3D969546A89FC5B4F33DE9FAEA"><enum>(F)</enum><text>The average net price per year for undergraduate students receiving Federal student financial aid
			 under title IV based on an income category selected by the user from a
			 list containing the following income categories:</text>
									<clause id="H79BDD13A36324706BB19C92A40EDDD47"><enum>(i)</enum><text>$0 to $30,000.</text>
									</clause><clause id="H68B1218A38E44F029C12F050AB15A6AF"><enum>(ii)</enum><text>$30,001 to $48,000.</text>
									</clause><clause id="HC6AB00E5A3024CBDA0982A4B85A6C7CB"><enum>(iii)</enum><text>$48,001 to $75,000.</text>
									</clause><clause id="H84335489B012406982006D28B690DC3F"><enum>(iv)</enum><text>$75,001 to $110,000.</text>
									</clause><clause id="H76D5F9BB4033464D83438C5DE2227B1C"><enum>(v)</enum><text>$110, 001 to $150,000.</text>
									</clause><clause id="H91AA5A5D3398457297AFCAC0DAC51212"><enum>(vi)</enum><text>Over $150,000.</text>
									</clause></subparagraph><subparagraph id="H2AA9F74CA5CF4AA4BE245CF3BA729CCB"><enum>(G)</enum><text>A link to the net price calculator for such institution.</text>
								</subparagraph><subparagraph id="HBFF174939FEE40C9A503EE420CB5942F"><enum>(H)</enum><text display-inline="yes-display-inline">The percentage of undergraduate students who obtained a certificate or degree from the institution
			 who borrowed Federal student loans and the average Federal student loan
			 debt incurred by an undergraduate student who obtained a certificate or
			 degree from the institution and borrowed Federal student loans in the
			 course of obtaining such certificate or degree.</text>
								</subparagraph><subparagraph id="H57E7FAC043C241F9A5C73E44F6E030C6"><enum>(I)</enum><text>A link to national and regional data from the Bureau of Labor Statistics on starting salaries in
			 all major occupations.</text>
								</subparagraph><subparagraph id="H0418A3AF5BB14B7184A66413333481CF"><enum>(J)</enum><text>A link to the webpage of the institution containing campus safety data with respect to such
			 institution.</text>
								</subparagraph></paragraph><paragraph id="H52102AF696394D7385575A59A121B4EF"><enum>(2)</enum><header>Additional information</header><text display-inline="yes-display-inline">The Secretary shall publish on Internet webpages that are linked to through the College Dashboard
			 website for the most recent academic year for which satisfactory data is
			 available the following information with respect to each institution of
			 higher education that participates in a program under title IV:</text>
								<subparagraph id="H806B45333FC54B62B3043BA9ADDA4505"><enum>(A)</enum><header>Enrollment</header>
									<clause id="H87FF361E94694058BC82EEFBD238543F"><enum>(i)</enum><text display-inline="yes-display-inline">The percentages of male and female undergraduate students enrolled at the institution.</text>
									</clause><clause id="H05A1310434FB4DD489660B63BBAEBEB8"><enum>(ii)</enum><text>The percentages of undergraduate students enrolled at the institution—</text>
										<subclause id="H3362F749A445433BA73916BAD3B64947"><enum>(I)</enum><text>full-time; and</text>
										</subclause><subclause id="H39D1D144EDEF443DA14E892528AD7707"><enum>(II)</enum><text>less than full-time.</text>
										</subclause></clause><clause commented="no" display-inline="no-display-inline" id="H9DF64336ED554151B2CF793E8A813B3B">
										<enum>(iii)</enum>
										<text>In the case of an institution other than an institution that provides all courses and programs
			 through distance education, of the undergraduate students enrolled at the
			 institution—</text>
										<subclause commented="no" id="H88D35F10DEB5439E96F2E44413A2318D">
											<enum>(I)</enum>
											<text>the percentage of such students who are from the State in which the institution is located;</text>
										</subclause><subclause commented="no" id="H17B6FDFA040E41E3B50C52A2CCC587E0">
											<enum>(II)</enum>
											<text>the percentage of such students who are from other States; and</text>
										</subclause><subclause commented="no" id="H59BA6BA10F6C4FB886320463BFBC40A9">
											<enum>(III)</enum>
											<text>the percentage of such students who are international students.</text>
										</subclause></clause><clause display-inline="no-display-inline" id="H7395C52E6399470DAFCBE34E22F190CA">
										<enum>(iv)</enum>
										<text>The percentages of undergraduate students enrolled at the institution, disaggregated by—</text>
										<subclause id="H3B5AD243F21F46A7947C287B68B564B1"><enum>(I)</enum><text>race and ethnic background;</text>
										</subclause><subclause id="H69E6EEA9BE87407A8E1A0C6CCBCC6738"><enum>(II)</enum><text>classification as a student with a disability;</text>
										</subclause><subclause id="H57E8F97D21414A44886E8BBA9EAB6A10"><enum>(III)</enum><text>recipients of a Federal Pell Grant;</text>
										</subclause><subclause commented="no" id="H37A3DA344356401B844CD254AFFE3862"><enum>(IV)</enum><text>recipients of assistance under a tuition assistance program conducted by the Department of Defense
			 under section <external-xref legal-doc="usc" parsable-cite="usc/10/1784a">1784a</external-xref> or <external-xref legal-doc="usc" parsable-cite="usc/10/2007">2007</external-xref> of title 10, United States Code, or other
			 authorities available to the Department of Defense or veterans’ education
			 benefits (as defined in section 480); and</text>
										</subclause><subclause id="H1C336EDDEE7D4C179FB2C4828C32077F"><enum>(V)</enum><text>recipients of a Federal student loan.</text>
										</subclause></clause></subparagraph><subparagraph id="H791D6126B16149B09D6A4A68F122B71E"><enum>(B)</enum><header>Completion</header><text>The information required under paragraph (1)(E), disaggregated by—</text>
									<clause id="H45096B0259A54EFAA48B0B0919F9D16F"><enum>(i)</enum><text>recipients of a Federal Pell Grant;</text>
									</clause><clause id="H97FDE9D85E344CD1B59EC69710FBE75E"><enum>(ii)</enum><text>recipients of a loan made under part D (other than a Federal Direct Unsubsidized Stafford Loan) who
			 did not receive a Federal Pell Grant;</text>
									</clause><clause id="H2312BE72B09B4DFB99B9933A940FFD69"><enum>(iii)</enum><text>persons who did not receive a Federal Pell Grant or a loan made under part D (other than a Federal
			 Direct Unsubsidized Stafford Loan);</text>
									</clause><clause id="H04477ECD7B6E4915AAA0F79CCBD3E3F0"><enum>(iv)</enum><text>race and ethnic background;</text>
									</clause><clause id="H8D7BB53F70DC4618AE29146909805316"><enum>(v)</enum><text>classification as a student with a disability; and</text>
									</clause><clause commented="no" id="HA4C2BBC4B22B4A2FB7E3E3BFE28E5EBF"><enum>(vi)</enum><text display-inline="yes-display-inline">recipients of assistance under a tuition assistance program conducted by the Department of Defense
			 under section <external-xref legal-doc="usc" parsable-cite="usc/10/1784a">1784a</external-xref> or <external-xref legal-doc="usc" parsable-cite="usc/10/2007">2007</external-xref> of title 10, United States Code, or other
			 authorities available to the Department of Defense or veterans’ education
			 benefits (as defined in section 480).</text>
									</clause></subparagraph><subparagraph id="H8A656C05B5E04F94984B4B9DCF519003">
									<enum>(C)</enum><header>Costs</header>
									<clause display-inline="no-display-inline" id="H686E78DB47DC4D8CBCCFD3A5FACD0906">
										<enum>(i)</enum>
										<text>The cost of attendance for full-time undergraduate students enrolled in the institution who live on
			 campus.</text>
									</clause><clause display-inline="no-display-inline" id="HBEA23158271542B2A6FA7AF979BE98DA">
										<enum>(ii)</enum>
										<text>The cost of attendance for full-time undergraduate students enrolled in the institution who live
			 off campus.</text>
									</clause><clause id="H1B8135F448FF4A93AC0A12718A5217D8"><enum>(iii)</enum><text>The cost of tuition and fees for full-time undergraduate students enrolled in the institution.</text>
									</clause><clause id="HD7557AE45AA24CA5A56ADD88849D4EE3"><enum>(iv)</enum><text display-inline="yes-display-inline">The cost of tuition and fees per credit hour or credit hour equivalency for undergraduate students
			 enrolled in the institution less than full time.</text>
									</clause><clause display-inline="no-display-inline" id="H7E9F175F8F474627958045D7F0D2D3DB">
										<enum>(v)</enum>
										<text>In the case of a public institution of higher education (other than an institution described in
			 clause (vi)) and notwithstanding subsection (b)(1), the costs described in
			 clauses (i) and (ii) for—</text>
										<subclause display-inline="no-display-inline" id="HED80AA50B2E54EA9B4298561B5143842">
											<enum>(I)</enum>
											<text>full-time students enrolled in the institution who are residents of the State in which the
			 institution is located; and</text>
										</subclause><subclause display-inline="no-display-inline" id="H319A18DBC8294A02A98B88358F0E4DBF">
											<enum>(II)</enum>
											<text>full-time students enrolled in the institution who are not residents of such State.</text>
										</subclause></clause><clause id="H1561449017BD4ADA9B1A68250496EA72"><enum>(vi)</enum><text>In the case of a public institution of higher education that offers different tuition rates for
			 students who are residents of a geographic subdivision smaller than a
			 State and students not located in such geographic subdivision and
			 notwithstanding subsection (b)(1), the costs described in clauses (i) and
			 (ii) for—</text>
										<subclause id="H52D07AEC3EBA48A697BE54DD322BC4CB"><enum>(I)</enum><text>full-time students enrolled at the institution who are residents of such geographic subdivision;</text>
										</subclause><subclause id="HCB263B51C3B7488E937A4C980B87ECC6"><enum>(II)</enum><text>full-time students enrolled at the institution who are residents of the State in which the
			 institution is located but not residents of such geographic subdivision;
			 and</text>
										</subclause><subclause id="H8D244933EDA14FE19806D550012AB75B"><enum>(III)</enum><text>full-time students enrolled at the institution who are not residents of such State.</text>
										</subclause></clause></subparagraph><subparagraph id="HCE376932C50747DBAFA64B2925DE65D3"><enum>(D)</enum><header>Financial aid</header>
									<clause id="HAFE481FEC15C4D398871301BF4D2BA49">
										<enum>(i)</enum>
										<text>The average annual grant amount (including Federal, State, and institutional aid) awarded to an
			 undergraduate student enrolled at the institution who receives financial
			 aid.</text>
									</clause><clause id="H9309CC23940A4CE5B827BD863D3E2F02">
										<enum>(ii)</enum>
										<text>The percentage of undergraduate students enrolled at the institution receiving Federal, State, and
			 institutional grants, student loans, and any other type of student
			 financial assistance known by the institution, provided publicly or
			 through the institution, such as Federal work-study funds.</text>
									</clause><clause id="H3AF91C0AC17B424BBCB530342F8BF2B6"><enum>(iii)</enum><text>The cohort default rate (as defined in section 435(m)) for such institution.</text>
									</clause></subparagraph><subparagraph id="HA65863EDE46B4EB2BF1D929572DB4F06"><enum>(E)</enum><header>Faculty information</header>
									<clause id="H4EFD219B49484135B15F134AF1BBA00B"><enum>(i)</enum><text>The ratio of the number of course sections taught by part-time instructors to the number of course
			 sections taught by full-time faculty, disaggregated by course sections
			 intended primarily for undergraduate students and course sections intended
			 primarily for graduate students.</text>
									</clause><clause id="H65F6CA057FEC492EA80B0EADB5B45CB5"><enum>(ii)</enum><text>The mean and median years of employment for part-time instructors.</text>
									</clause></subparagraph></paragraph><paragraph id="H8D3AB19414C6409DAC60A5DD3F9AD912"><enum>(3)</enum><header>Other data matters</header>
								<subparagraph id="HB25804C7EE434CAF8FA3AACFE8315DF9"><enum>(A)</enum><header>Completion data</header><text>The Commissioner of Education Statistics shall ensure that the information required under paragraph
			 (1)(E) includes information with respect to all students at an
			 institution, including students other than first-time, full-time students
			 and students who transfer to another institution, in a manner that the
			 Commissioner considers appropriate.</text>
								</subparagraph><subparagraph id="H7D35D9858C754DD6AC0734249289DD04"><enum>(B)</enum><header>Adjustment of income categories</header><text display-inline="yes-display-inline">The Secretary may annually adjust the range of each of the income categories described in paragraph
			 (1)(F) to account for a change in the Consumer Price Index for All Urban
			 Consumers as determined by the Bureau of Labor Statistics if the Secretary
			 determines an adjustment is necessary.</text>
								</subparagraph></paragraph><paragraph id="H470D031A186E45C2BAFAB057F7E02321"><enum>(4)</enum><header>Institutional comparison</header><text>The Secretary shall include on the College Dashboard website a method for users to easily compare
			 the information required under paragraphs (1) and (2) between
			 institutions.</text>
							</paragraph><paragraph id="HEEE95AB47AB04110A01D3C80C9AF1114"><enum>(5)</enum><header>Updates</header>
								<subparagraph id="H9AFCB7A70FCB4A8A9452A6BC6C12B980"><enum>(A)</enum><header>Data</header><text>The Secretary shall update the College Dashboard website not less than annually.</text>
								</subparagraph><subparagraph id="H0108146446384BD2BC632CE2DD5E92DE"><enum>(B)</enum><header>Technology and format</header><text>The Secretary shall regularly assess the format and technology of the College Dashboard website and
			 make any changes or updates that the Secretary considers appropriate.</text>
								</subparagraph></paragraph><paragraph id="H54E955914AEB48A4AF33F732C72B94EB"><enum>(6)</enum><header>Consumer testing</header>
								<subparagraph id="H045C03BD92374F1592C83F0FCD71C160"><enum>(A)</enum><header>In general</header><text>In developing and maintaining the College Dashboard website, the Secretary, in consultation with
			 appropriate departments and agencies of the Federal Government, shall
			 conduct consumer testing with appropriate persons, including current and
			 prospective college students, family members of such students,
			 institutions of higher education, and experts, to ensure that the College
			 Dashboard website is usable and easily understandable and provides useful
			 and relevant information to students and families.</text>
								</subparagraph><subparagraph commented="no" id="H6F40B20431C94F9D9051933260900829"><enum>(B)</enum><header>Recommendations for changes</header><text>The Secretary shall submit to the authorizing committees any recommendations that the Secretary
			 considers appropriate for changing the information required to be provided
			 on the College Dashboard website under paragraphs (1) and (2) based on the
			 results of the consumer testing conducted under subparagraph (A).</text>
								</subparagraph></paragraph><paragraph id="HF6CE8837519B48A485E5A2B703A8DAFA"><enum>(7)</enum><header>Provision of appropriate links to prospective students after submission of <enum-in-header>FAFSA</enum-in-header></header><text display-inline="yes-display-inline">The Secretary shall provide to each student that submits a Free Application for Federal Student Aid
			 described in section 483 a link to the webpage of the College Dashboard
			 website that contains the information required under paragraph (1) for
			 each institution of higher education such student includes on such
			 Application.</text>
							</paragraph><paragraph id="HE5A1360E38F443A8B022A77B1D7E64D7"><enum>(8)</enum><header>Interagency coordination</header><text display-inline="yes-display-inline">The Secretary, in consultation with each appropriate head of a department or agency of the Federal
			 Government, shall ensure to the greatest extent practicable that any
			 information related to higher education that is published by such
			 department or agency is consistent with the information published on the
			 College Dashboard website.</text>
							</paragraph><paragraph commented="no" id="H12C1A5C3F91C4FBF99E773056959DC6E"><enum>(9)</enum><header>References to College Navigator website</header><text>Any reference in this Act to the College Navigator website shall be considered a reference to the
			 College Dashboard website.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HC7F78FB90C604256898AAA4EBCB67766"><enum>(b)</enum><header>Conforming amendments</header><text>The Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>), as amended by subsection (a) of this
			 section, is further amended—</text>
				<paragraph id="H6AC0D1A23084429DACB9B14B93936A65"><enum>(1)</enum><text>in section 131(h) (<external-xref legal-doc="usc" parsable-cite="usc/20/1015">20 U.S.C. 1015(h)</external-xref>), by striking <quote>College Navigator</quote> and inserting <quote>College Dashboard</quote>; and</text>
				</paragraph><paragraph id="H27257BC6FB3C428FA914653F351108E7"><enum>(2)</enum><text>in section 132(a) (<external-xref legal-doc="usc" parsable-cite="usc/20/1015a">20 U.S.C. 1015a(a)</external-xref>), by striking paragraph (1) and inserting the following new
			 paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="HE0B27C6C7CF84B4EA5EA470B1229B8FA" style="OLC">
						<paragraph id="H672CA24FA3CC43BC86177687926B5026"><enum>(1)</enum><header>College Dashboard website</header><text display-inline="yes-display-inline">The term <quote>College Dashboard website</quote> means the College Dashboard website required under subsection (d).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HFBE26F30AA6F4C7289FBB267DE417C4F"><enum>(c)</enum><header>Development</header><text>The Secretary of Education shall develop and publish the College Dashboard website required under
			 section 132 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1015a">20 U.S.C. 1015a</external-xref>), as
			 amended by subsections (a) and (b) of this section, not later than one
			 year after the date of the enactment of this Act.</text>
			</subsection><subsection id="H40A03C01F5C74E74B6E57CACCEFC7DDD"><enum>(d)</enum><header>College Navigator website maintenance</header><text>The Secretary shall maintain the College Navigator website required under section 132 of the Higher
			 Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1015a">20 U.S.C. 1015a</external-xref>), as in effect the day before the
			 date of the enactment of this Act, in the manner required under the Higher
			 Education Act of 1965, as in effect on such day, until the College
			 Dashboard website referred to in subsection (c) is complete and publicly
			 available on the Internet.</text>
			</subsection></section><section id="H0A1E8CC2D84644528308A5991F7853BA"><enum>3.</enum><header>Net price calculators</header><text display-inline="no-display-inline">Subsection (c) of section 132 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1015a">20 U.S.C. 1015a</external-xref>), as
			 redesignated by section 2(a)(4) of this Act, is amended—</text>
			<paragraph id="HE04842CD84BD4946B5A08B433359E866"><enum>(1)</enum><text>by redesignating paragraph (4) as paragraph (6); and</text>
			</paragraph><paragraph id="H32D609917D9E4091B8F4758B825AB815"><enum>(2)</enum><text>by inserting after paragraph (3) the following new paragraphs:</text>
				<quoted-block display-inline="no-display-inline" id="H0BE85470817C4E2ABC2E81F685A9E051" style="OLC">
					<paragraph id="HF7CE56D9512845679EB090B516F7BA92"><enum>(4)</enum><header>Minimum requirements for net price calculators</header><text>Not later than 1 year after the date of the enactment of the Strengthening Transparency in Higher
			 Education Act, a net price calculator for an institution of higher
			 education shall meet the following requirements:</text>
						<subparagraph id="H83A49347EB224BC9ACA22B303DD32368"><enum>(A)</enum><text>The link for the calculator shall—</text>
							<clause id="H513623B3A0364BE7B9BF4C732CF5AD7C"><enum>(i)</enum><text>be clearly labeled as a net price calculator and prominently, clearly, and conspicuously posted in
			 locations on the website of such institution where information on costs
			 and aid is provided and any other location that the institution considers
			 appropriate; and</text>
							</clause><clause id="HBC6BE2E63BE04F018B541F5EDE302EE1"><enum>(ii)</enum><text>match in size and font to the other prominent links on the webpage where the link for the
			 calculator is displayed.</text>
							</clause></subparagraph><subparagraph id="H0BECE8AFF2334B9FA97526E9097E4247"><enum>(B)</enum><text>The webpage displaying the results for the calculator shall specify at least the following
			 information:</text>
							<clause id="H65F9D74177F546639AC16AEB7A9FECF9"><enum>(i)</enum><text>The net price (as calculated under subsection (a)(2)) for such institution, which shall be the most
			 visually prominent figure on the results screen.</text>
							</clause><clause id="H1096B4F8D71745DE83EAD613A71A0CED"><enum>(ii)</enum><text>Cost of attendance, including—</text>
								<subclause id="HC0E778C53E2E4A4DA5ED5AF3F2D2081A"><enum>(I)</enum><text>tuition and fees;</text>
								</subclause><subclause id="H571EA9A3BDDD4E168DB3E0D9BDEC05CD"><enum>(II)</enum><text>average annual cost of room and board for the institution for a full-time undergraduate student
			 enrolled in the institution;</text>
								</subclause><subclause id="HAF68D10635CA465A9E87DF18D4B214D3"><enum>(III)</enum><text>average annual cost of books and supplies for a full-time undergraduate student enrolled in the
			 institution; and</text>
								</subclause><subclause id="HECF85C7709C24B2A8271B58C6EF60724"><enum>(IV)</enum><text>estimated cost of other expenses (including personal expenses and transportation) for a full-time
			 undergraduate student enrolled in the institution.</text>
								</subclause></clause><clause id="H5D4D6BAAD8F04C5E99B2159C714C5EE8"><enum>(iii)</enum><text>Estimated total need-based grant aid and merit-based grant aid from Federal, State, and
			 institutional sources that may be available to a full-time undergraduate
			 student.</text>
							</clause><clause id="H651BFFCE14544C89B14307F757543C36"><enum>(iv)</enum><text>Percentage of the full-time undergraduate students enrolled in the institution that received any
			 type of grant aid described in clause (iii).</text>
							</clause><clause id="H5634407847614E33A0155CECF7EAC60C"><enum>(v)</enum><text>The disclaimer described in paragraph (6).</text>
							</clause><clause id="H789E9D8D28234A31ADAEC96F89CFB962"><enum>(vi)</enum><text>In the case of a calculator that—</text>
								<subclause id="H296DFBDBEC314C0B98039E495A37B94F"><enum>(I)</enum><text>includes questions to estimate the eligibility of a student or prospective student for veterans’
			 education benefits (as defined in section 480) or educational benefits for
			 active duty service members, such benefits are displayed on the results
			 screen in a manner that clearly distinguishes such benefits from the grant
			 aid described in clause (iii); or</text>
								</subclause><subclause id="H92B82ABC6DF244E593F8C71BA28F9922"><enum>(II)</enum><text>does not include questions to estimate eligibility for the benefits described in subclause (I), the
			 results screen indicates that certain students (or prospective students)
			 may qualify for such benefits and includes a link to information about
			 such benefits.</text>
								</subclause></clause></subparagraph><subparagraph id="H03D53AAF498044438412E53BC38CE37A"><enum>(C)</enum><text>The institution shall populate the calculator with data from an academic year that is not more than
			 2 academic years prior to the most recent academic year.</text>
						</subparagraph></paragraph><paragraph id="H8EBE950D8B6E43E683D9C2565528208A"><enum>(5)</enum><header>Prohibition on use of data collected by the net price calculator</header><text>A net price calculator for an institution of higher education shall—</text>
						<subparagraph id="HDAD25C45E324487B9E5D88C2266B3EFF"><enum>(A)</enum><text>clearly indicate which questions are required to be completed for an estimate of the net price from
			 the calculator;</text>
						</subparagraph><subparagraph id="H46F700EBD3D64BD7A0F415E4C64AEFAF"><enum>(B)</enum><text>in the case of a calculator that requests contact information from users, clearly mark such
			 requests as optional and provide for an estimate of the net price from the
			 calculator without requiring users to enter such information; and</text>
						</subparagraph><subparagraph id="H2259EAE40317453492EF6E261656CEAB"><enum>(C)</enum><text>prohibit any personally identifiable information provided by users from being sold or made
			 available to third parties.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section commented="no" id="H7FA1ED38EE82457FB410C617144D7B02"><enum>4.</enum><header>Funding</header>
			<subsection commented="no" id="H19B61DA121FF4529BCE7DCFEC1BE11EF"><enum>(a)</enum><header>Use of existing funds</header><text display-inline="yes-display-inline">Of the amount authorized to be appropriated to the Department of Education to maintain the College
			 Navigator website, $1,000,000 shall be available to carry out this Act and
			 the amendments made by this Act.</text>
			</subsection><subsection commented="no" id="HFAC6D35D1A984DAB921A5490FED97FAC"><enum>(b)</enum><header>No additional funds authorized</header><text>No funds are authorized by this Act to be appropriated to carry out this Act or the amendments made
			 by this Act.</text>
