		<official-title>To amend the Federal Power Act to require the Federal Energy Regulatory Commission to minimize
			 infringement on the exercise and enjoyment of property rights in issuing
			 hydropower licenses, and for other purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="H7D6770295B9A48258707D31769F7DF45" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Home Owner Rights Enforcement Act</short-title></quote>.</text>
		</section><section id="HED904A8364354857A19B1A0717C26014"><enum>2.</enum><header>Hydropower licenses</header>
			<subsection id="H2A9535458B3542FB9D191E1E35724551"><enum>(a)</enum><text>Section 4(e) of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/797">16 U.S.C. 797(e)</external-xref>) is amended—</text>
				<paragraph id="HB2CBD167C33C413395BF071D0BB117D5"><enum>(1)</enum><text>by designating the first, second, and third sentences as paragraphs (1) through (3) respectively;
			 and</text>
				</paragraph><paragraph id="H14DDAF86579E4C53B7BC970B958C6185"><enum>(2)</enum><text>in paragraph (3) (as so designated)—</text>
					<subparagraph id="H366865FDF62C4D7A9A058AA03D6899A6"><enum>(A)</enum><text>by striking <quote>and</quote> after <quote>recreational opportunities,</quote>; and</text>
					</subparagraph><subparagraph id="H1EB5F92926DC4582925A0725ADBE3EE4"><enum>(B)</enum><text>by inserting <quote>, and minimizing infringement on the useful exercise and enjoyment of property rights held by
			 nonlicensees</quote> after <quote>aspects of environmental quality</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="HFAF08493610942408812EA412EC7C019"><enum>(b)</enum><text>Section 10 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/803">16 U.S.C. 803</external-xref>) is amended—</text>
				<paragraph id="H1664CDF5F55347D18FC0B13A12021FF1"><enum>(1)</enum><text>in subsection (a)(1), by inserting <quote>, including minimizing infringement on the useful exercise and enjoyment of property rights held by
			 nonlicensees</quote> after <quote>section 4(e)</quote>; and</text>
				</paragraph><paragraph id="H49B28B47379148C7970959CE8874D971"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HEB6C95A805C6493BADAE0D8DB4C3AD00" style="OLC">
						<subsection commented="no" id="HF1D1712983CB411D9CDCD71439744A83"><enum>(k)</enum><header>Private landownership</header><text display-inline="yes-display-inline">In developing any recreational resource within the project boundary, the licensee shall consider
			 private landownership as a means to encourage and facilitate—</text>
							<paragraph commented="no" id="HB695D259B0EA4B8A9C371F8408EDE756"><enum>(1)</enum><text display-inline="yes-display-inline">private investment; and</text>
							</paragraph><paragraph commented="no" id="H98E3D9EAA2A14352BFE0CAB2D55C7B3F"><enum>(2)</enum><text display-inline="yes-display-inline">increased tourism and recreational use.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
