		<section id="H01D565F396634AC69245C67669772385" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Pathogen Reduction and Testing Reform Act of 2014</short-title></quote>.</text>
		</section><section id="H2C8E35EC0A834E2BA12732E5BB30B74B"><enum>2.</enum><header>Products containing certain pathogens or contaminants adulterated</header>
			<subsection id="H524FAD0A26194007B7B30AF613492FD8"><enum>(a)</enum><header>Meat and meat food products</header><text display-inline="yes-display-inline">Section 1(m) of the Federal Meat Inspection Act (<external-xref legal-doc="usc" parsable-cite="usc/21/601">21 U.S.C. 601(m)</external-xref>) is amended—</text>
				<paragraph id="HA879997AB5CD461D98C2C90424827860"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text>
					<subparagraph id="H27EDC503AD2F4BC0A3AEEE3D6713C363"><enum>(A)</enum><text>by inserting <quote>or a microbial pathogen that is associated with serious illness or death</quote> after <quote>which may render it injurious to health</quote>; and</text>
					</subparagraph><subparagraph id="H426D425DEE584B40A1534E1D477E5E4B"><enum>(B)</enum><text>by inserting <quote>or such a microbial pathogen</quote> after <quote>added substance</quote>; and</text>
					</subparagraph></paragraph><paragraph id="H211CAA6415C2457AB860C81822AE805A"><enum>(2)</enum><text>in paragraph (2)—</text>
					<subparagraph id="H143D74C35924404BB81CD5736A99590F"><enum>(A)</enum><text>by redesignating subparagraphs (B), (C), and (D) as subparagraphs (C), (D), and (E), respectively;</text>
					</subparagraph><subparagraph id="HCF0745B5F1F84755A97BA5E7BECAD1A0"><enum>(B)</enum><text>by inserting after subparagraph (A) the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H7178F6C2793A4DFCAD6ED0429684C194" style="traditional">
							<subparagraph id="HE9B7C0B6FD9B47678433B8A827B45DDA" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">if it bears or contains a strain of a microbial pathogen, such as Campylobacter or Salmonella, that
			 is resistant to not less than two critically important antibiotics for
			 human medicine (as
			 specified in the World Health Organization’s list of Critically Important
			 Antimicrobials);</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HD8E73C9857CB4D07A5A9B11E1C371570"><enum>(C)</enum><text display-inline="yes-display-inline">in subparagraph (E) (as redesignated by subparagraph (A)) by striking <quote>clause (B), (C), or (D)</quote> and inserting <quote>this subparagraph or subparagraph (C) or (D)</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H9A86C17344CB4FA683343A1E63D25B8E"><enum>(b)</enum><header>Poultry and poultry products</header><text display-inline="yes-display-inline">Section 4(g) of the Poultry Products Inspection Act (<external-xref legal-doc="usc" parsable-cite="usc/21/453">21 U.S.C. 453(g)</external-xref>) is amended—</text>
				<paragraph id="HB0AD1B4571224A45BC66DC3300E534D9"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text>
					<subparagraph id="H937B39E3077D402785DA426ADAA27322"><enum>(A)</enum><text>by inserting <quote>or a microbial pathogen that is associated with serious illness or death</quote> after <quote>which may render it injurious to health</quote>; and</text>
					</subparagraph><subparagraph id="H69BECA0FC8004D41A0453A61BA237975"><enum>(B)</enum><text>by inserting <quote>or such a microbial pathogen</quote> after <quote>added substance</quote>; and</text>
					</subparagraph></paragraph><paragraph id="HF00B7F15EF2349CBBEA7309DE8AF050F"><enum>(2)</enum><text>in paragraph (2)—</text>
					<subparagraph id="HB1685EF97C2D488A8FCF5E5142081629"><enum>(A)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (B), (C), and (D) as subparagraphs (C), (D), and (E), respectively;</text>
					</subparagraph><subparagraph id="H8D6EB2AB53054C1B81BA3D112E770447"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting after subparagraph (A) the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H02E8E8584A0E4DB6B5CD7E0771ED4A16" style="traditional">
							<subparagraph id="H9A1A0446F4FD445F835958BF13C32FE3" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">if it bears or contains a strain of a microbial pathogen, such as Campylobacter or Salmonella, that
			 is resistant to not less than two critically important antibiotics for
			 human medicine (as
			 specified in the World Health Organization’s list of Critically Important
			 Antimicrobials);</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HB57EB60EB490484A9162397D1953BEC3"><enum>(C)</enum><text display-inline="yes-display-inline">in subparagraph (E) (as redesignated by subparagraph (A)) by striking <quote>clause (B), (C), or (D)</quote> and inserting <quote>this subparagraph or subparagraph (C) or (D)</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="HB83721B117994270AA5EE8BC89C13EC0"><enum>(c)</enum><header>Eggs and egg products</header><text display-inline="yes-display-inline">Section 4(a) of the Egg Products Inspection Act (<external-xref legal-doc="usc" parsable-cite="usc/21/1033">21 U.S.C. 1033(a)</external-xref>) is amended—</text>
				<paragraph id="H0DF6DF949EAD40F9BDF8568EEEC6B569"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text>
					<subparagraph id="H40B05545CA694219B12A8D1D8B058BE8"><enum>(A)</enum><text>by inserting <quote>or a microbial pathogen that is associated with serious illness or death</quote> after <quote>which may render it injurious to health</quote>; and</text>
					</subparagraph><subparagraph id="HB4955B55165046C993B90CA6E86807A9"><enum>(B)</enum><text>by inserting <quote>or such a microbial pathogen</quote> after <quote>added substance</quote>; and</text>
					</subparagraph></paragraph><paragraph id="H14BC5FB726E64A989F107F2DB253A7A2"><enum>(2)</enum><text>in paragraph (2)—</text>
					<subparagraph id="HD28C80E2FA3A4099A18B8684A12A2686"><enum>(A)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (B), (C), and (D) as subparagraphs (C), (D), and (E), respectively;</text>
					</subparagraph><subparagraph id="H2EBAE9379999403A9255A690A8A0CD51"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting after subparagraph (A) the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H1094D1CCC41F4BB3A12710FD184ED0DD" style="traditional">
							<subparagraph id="H2943F429B7594469AD956DE3318ADBC9" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">if it bears or contains a strain of a microbial pathogen, such as Campylobacter or Salmonella, that
			 is resistant to not less than two critically important antibiotics for
			 human medicine (as
			 specified in the World Health Organization’s list of Critically Important
			 Antimicrobials);</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H0A8838FC8B3042109061825C1B28A674"><enum>(C)</enum><text display-inline="yes-display-inline">in subparagraph (E) (as redesignated by subparagraph (A)) by striking <quote>clause (B), (C), or (D)</quote> and inserting <quote>this subparagraph or subparagraph (C) or (D)</quote>.</text>
					</subparagraph></paragraph></subsection></section><section id="HFC4A2FAF914942C1AD77EB403DCFBF6B"><enum>3.</enum><header>Testing for certain pathogens or contaminants required</header>
			<subsection id="HAFC860510B244786BABBE388C2D72A30"><enum>(a)</enum><header>Meat and meat food products</header><text>The Federal Meat Inspection Act is amended by inserting after section 9 (<external-xref legal-doc="usc" parsable-cite="usc/21/609">21 U.S.C. 609</external-xref>) the
			 following new section:</text>
				<quoted-block display-inline="no-display-inline" id="H67D4C53FFD5544C5AC8CAD4BF2D1E9CD" style="OLC">
					<section id="HA474AF6F74044DA98ADA747EEF09BC37"><enum>9A.</enum><header>Testing for certain pathogens or contaminants required</header><text display-inline="no-display-inline">Not later than one year after the date of the enactment of this section, the Secretary shall, for
			 purposes of examinations or inspections conducted under this Act,
			 establish sampling protocols and testing procedures using the methods and
			 technologies the Secretary determines are most appropriate—</text>
						<paragraph id="HDB32A531C3EE416A8C0EA357C802BFDD"><enum>(1)</enum><text display-inline="yes-display-inline">to determine if meat and meat food products are adulterated within the meaning of paragraph (1) or
			 (2)(B) of section 1(m); and</text>
						</paragraph><paragraph id="H0CBCA2006A9A4076B92A1EA6C36202DC"><enum>(2)</enum><text>to prevent the use in commerce of any product that is determined to be so adulterated.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HABCFF3928FD44A62B547305C2EEB4AAA"><enum>(b)</enum><header>Poultry and poultry products</header><text>The Poultry Products Inspection Act is amended by inserting after section 8 (<external-xref legal-doc="usc" parsable-cite="usc/21/457">21 U.S.C. 457</external-xref>) the
			 following new section:</text>
				<quoted-block display-inline="no-display-inline" id="H9E5AF80B0AFF4D8BB9FBCAB1B39EDBE5" style="OLC">
					<section id="H20FB3A885F68442BADA9F45FEB7BA8DB"><enum>8A.</enum><header>Testing for certain pathogens or contaminants required</header><text display-inline="no-display-inline">Not later than one year after the date of the enactment of this section, the Secretary shall, for
			 purposes of examinations or inspections conducted under this Act,
			 establish sampling protocols and testing procedures using the methods and
			 technologies the Secretary determines are most appropriate—</text>
						<paragraph id="H8AB998B2ED424CAF83D5554620DDB9B7"><enum>(1)</enum><text display-inline="yes-display-inline">to determine if poultry and poultry products are adulterated within the meaning of paragraph (1) or
			 (2)(B) of section 4(g); and</text>
						</paragraph><paragraph id="H7DBA3C70E4254C3ABA58D2C63E812301"><enum>(2)</enum><text display-inline="yes-display-inline">to prevent the entry into or flow or movement in commerce of, or the burdening of commerce by, any
			 such product that is determined to be so adulterated.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HA47677C1471C476CADE614FD3D89434D"><enum>(c)</enum><header>Egg and egg products</header><text>The Egg Products Inspection Act is amended by inserting after section 7 (<external-xref legal-doc="usc" parsable-cite="usc/21/1036">21 U.S.C. 1036</external-xref>) the
			 following new section:</text>
				<quoted-block display-inline="no-display-inline" id="HD0683087EDB840FA8E0161C3E78C39C7" style="OLC">
					<section id="H647C2E21FE6941F6B822B224D142D111"><enum>7A.</enum><header>Testing for certain pathogens or contaminants required</header><text display-inline="no-display-inline">Not later than one year after the date of the enactment of this section, the Secretary shall, for
			 purposes of examinations or inspections conducted under this Act,
			 establish sampling protocols and testing procedures using the methods and
			 technologies the Secretary determines are most appropriate—</text>
						<paragraph id="H3A5F9F2FC2C54AFA8EFDFF14D23FC2E2"><enum>(1)</enum><text>to determine if eggs and egg products are adulterated within the meaning of paragraph (1) or (2)(B)
			 of section 4(a); and</text>
						</paragraph><paragraph id="H788D1C83C0E14ACB8E9ACBFF54DF2FF5"><enum>(2)</enum><text display-inline="yes-display-inline">to prevent the entry into or flow or movement in commerce of, or the burdening of commerce by, any
			 such product that is determined to be so adulterated.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="HB78C339D366344569EC79224BE799BCF"><enum>4.</enum><header>Regulations; effective date</header>
			<subsection id="H020E14383CDC4FBE9E2E5CFF841325C8"><enum>(a)</enum><header>Regulations</header><text display-inline="yes-display-inline">Not later than 18 months after the date of the enactment of this Act, the Secretary of Agriculture
			 shall issue regulations to carry out the amendments made by this Act.</text>
			</subsection><subsection id="H539A9FE8ABB7428E8B12B9485DEEBE84"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this Act shall apply with respect to meat and meat food products, poultry
			 and poultry products, and eggs and egg products entering into interstate
			 or foreign commerce on or after the date of the enactment of this Act. <italic></italic></text>
