		<section id="H9B6738DD43294664940748B45FEE0A2D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protection Against Wasteful Spending Act of 2014</short-title></quote>.</text>
		</section><section id="H66E299C3817C4B34A972B4D1F92C6D07"><enum>2.</enum><header>Report recommendations of wasteful and excessive spending required</header>
			<subsection id="H23F2E14A68994F1392690CEB4DAB05CA"><enum>(a)</enum><header>Implementation of report recommendations required</header><text display-inline="yes-display-inline">With respect to each of fiscal years 2014 through 2020 and except as provided in subsection (b),
			 not later than 4 years after the submission of a report regarding wasteful
			 and excessive spending, or duplicative programs causing wasteful and
			 excessive spending, by an inspector general of an agency (in this Act,
			 referred to as the <quote>IG report</quote>), the head of the agency shall implement all of the recommendations in such report.</text>
			</subsection><subsection commented="no" id="HC291BA04B720407A81ABFAD1EA5150D9"><enum>(b)</enum><header>Exception</header><text>The implementation requirement in subsection (a) shall not apply to a recommendation by an
			 inspector general that would violate an existing law. With regard to any
			 such recommendation, the head of the relevant agency shall submit to
			 Congress a description of the necessary change to the law to legally
			 implement the recommendation.</text>
			</subsection><subsection commented="no" id="HC20A136667CC4912A5F61AB8F69D23EE"><enum>(c)</enum><header>Report required</header>
				<paragraph commented="no" id="HA114F0BF73D24EC5B834EAF842F75525"><enum>(1)</enum><header>Initial report</header><text display-inline="yes-display-inline">Not later than 6 months after the submission of an IG report, or 6 months after the date of the
			 enactment of this Act, whichever is later, the head of the relevant agency
			 shall submit to Congress a report on—</text>
					<subparagraph commented="no" id="H72BE83776AA84DA8BDBBEF8E443A7AE0"><enum>(A)</enum><text>the progress of the implementation of each recommendation in the IG report;</text>
					</subparagraph><subparagraph commented="no" id="HBE56EBF5320D4A2BA37A2F87D4BFA844"><enum>(B)</enum><text>the time period required to complete each such implementation;</text>
					</subparagraph><subparagraph commented="no" id="H6C2365B368BE4C8DA4423E4593EC1830"><enum>(C)</enum><text>the wasteful and excessive spending, and duplicative programs causing wasteful and excessive
			 spending within each agency described in the IG report;</text>
					</subparagraph><subparagraph commented="no" id="HA17BC3510CEE4E1294DED4E9396A66A5"><enum>(D)</enum><text>the savings created from the completion of implementing each recommendation; and</text>
					</subparagraph><subparagraph commented="no" id="HC611875781EB4BB486F87E79EE74BAF9"><enum>(E)</enum><text>the reason each recommendation was not implemented before the submission of the IG report.</text>
					</subparagraph></paragraph><paragraph commented="no" id="H062B339FE1F741C0B3F08B3A9015BD66"><enum>(2)</enum><header>Subsequent reports</header><text display-inline="yes-display-inline">Not later than 13 months, and yearly thereafter until an updated report is submitted for fiscal
			 year 2020, after the submission of an IG report, the head of the relevant
			 agency shall submit to Congress an updated report on the information
			 described in subparagraphs (A) through (E) of paragraph (1).</text>
				</paragraph></subsection></section><section commented="no" id="HB62E0184047F4F2FB76ADBBA652CC647"><enum>3.</enum><header>Failure to implement recommendations</header>
			<subsection commented="no" id="HD4FE1C537922422DB3E28C49890E4429"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Any agency that fails to implement a recommendation from an IG report, that is not an exception
			 under section 2(b), in a timely manner, may not obligate any funds
			 available to such agency for—</text>
				<paragraph commented="no" id="H596C1B5C95CB4582A824CA359D46DD69"><enum>(1)</enum><text>convention or seminar attendance and international or domestic travel by any politically-appointed
			 official; or</text>
				</paragraph><paragraph commented="no" id="H130207ED285D4EF2909298D001BDE9F7"><enum>(2)</enum><text>any bonus or salary increase, performance or otherwise, with respect to such an official.</text>
				</paragraph></subsection><subsection commented="no" id="H6BCCEBBCFA934747AA0C68BA74AF81CA"><enum>(b)</enum><header>Funds subject to obligation limitation</header><text display-inline="yes-display-inline">On the date that is 60 days after the submission of a report pursuant to section 2(c) that shows
			 that an agency has failed to implement a recommendation of an IG report in
			 a timely manner, of the funds prohibited from being obligated pursuant to
			 subsection (a) (if any)—</text>
				<paragraph commented="no" id="H93C2EF947F7044E3998411896D6FC185"><enum>(1)</enum><text display-inline="yes-display-inline">50 percent shall be credited to the Highway Trust Fund established under section 9503(a) of the
			 Internal Revenue Code of 1986, to be made available without further
			 appropriation; and</text>
				</paragraph><paragraph commented="no" id="H7968084B6D3E416BAAA3E4FCA5646E6C"><enum>(2)</enum><text display-inline="yes-display-inline">50 percent shall be transferred to the Administrator of the Environmental Protection Agency for
			 making capitalization grants for State water pollution control revolving
			 funds under section 603 of the Federal Water Pollution Control Act (33
			 U.S.C. 1382), to be made available without further appropriation.</text>
				</paragraph></subsection><subsection commented="no" id="H7F0FD8709D9243F5A7CC973DFB058055"><enum>(c)</enum><header>Timely manner defined</header><text>In this section, the term <quote>timely manner</quote> means, as determined by the Director of the Office of Management and Budget, in consultation with
			 the Comptroller General and the inspector general of the relevant agency,
			 with regard to the implementation of a recommendation from an IG report,
			 that is not an exception under section 2(b)—</text>
				<paragraph commented="no" id="H50DFB88D3CDE4F8FA4FD9676E0A19429"><enum>(1)</enum><text>30 percent completion of such recommendation within the first year following the submission of the
			 IG report; and</text>
				</paragraph><paragraph commented="no" id="H2A50FD8A94274A1DAD97A34CE236DCCD"><enum>(2)</enum><text display-inline="yes-display-inline">70 percent completion of such recommendation within the second year following the submission of the
			 IG report.</text>
				</paragraph></subsection></section><section commented="no" id="H49F8927BA1CD4A7CBCA47C1394B8A9E8"><enum>4.</enum><header>Use of savings</header><text display-inline="no-display-inline">Of the savings (if any) from the implementation of a recommendation from an IG report pursuant to
			 this Act—</text>
			<paragraph commented="no" id="H03EBFBF6A32D43809CD4216D93EF2722"><enum>(1)</enum><text display-inline="yes-display-inline">50 percent shall be credited to the Highway Trust Fund established under section 9503(a) of the
			 Internal Revenue Code of 1986, to be made available without further
			 appropriation; and</text>
			</paragraph><paragraph commented="no" id="HC35D3B264783429D8A879DEE6D3602B3"><enum>(2)</enum><text display-inline="yes-display-inline">50 percent shall be transferred to the Administrator of the Environmental Protection Agency for
			 making capitalization grants for State water pollution control revolving
			 funds under section 603 of the Federal Water Pollution Control Act (33
			 U.S.C. 1382), to be made available without further appropriation.</text>
			</paragraph></section><section id="HEC0032970E3A467A9BDF22407222123D"><enum>5.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text>
			<paragraph id="HECEA6DAA760E46D49973826798A37749"><enum>(1)</enum><text>the term <quote>agency</quote> has the meaning given that term in <external-xref legal-doc="usc" parsable-cite="usc/5/551">section 551</external-xref> of title 5, United States Code; and</text>
			</paragraph><paragraph id="H1AC653DF98DA4144A8AC2F98A32A70D1"><enum>(2)</enum><text>the term <quote>politically-appointed official</quote> means any employee of the Federal Government who is—</text>
				<subparagraph id="H28565AB25C3149EB9A4DEB44D0189A4A"><enum>(A)</enum><text>not paid under the General Schedule (<external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/53">chapter 53</external-xref> of title 5, United States Code); and</text>
				</subparagraph><subparagraph id="HBE5E5AA837F3449AA53DBE86A41A4D1B"><enum>(B)</enum><text>appointed by the President by and with the advice and consent of the Senate.</text>
				</subparagraph></paragraph></section></legis-body>
