		<official-title>To amend section 292 of the Immigration and Nationality Act to require the Attorney General to
			 appoint counsel for unaccompanied alien children and aliens with serious
			 mental disabilities, and for other purposes.</official-title>

		<section id="HA0E5CBC619554EE997856CD4342F254F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Vulnerable Immigrant Voice Act</short-title></quote>.</text>
		</section><section id="H4F977147B2694A839A6322116F3FC074"><enum>2.</enum><header>Appointment of counsel in certain cases</header>
			<subsection id="H6157B8851C834F5E8A46C0D9F4D13D7D"><enum>(a)</enum><header>Appointment of counsel for unaccompanied alien children and aliens with a serious mental disability</header><text>Section 292 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1362">8 U.S.C. 1362</external-xref>) is amended—</text>
				<paragraph display-inline="no-display-inline" id="HF662096527BE43BD9B4EA85FEA28FB62"><enum>(1)</enum><text>by inserting <quote>(a)</quote> before <quote>In any</quote>;</text>
				</paragraph><paragraph id="HB66D3C3344624C7CAFFB75628515BA96"><enum>(2)</enum><text>by striking <quote>(at no expense to the Government)</quote>;</text>
				</paragraph><paragraph id="H457E4AD14D444FE28B3633F83EF79B4B"><enum>(3)</enum><text>by striking <quote>he shall</quote> and inserting <quote>the person shall</quote>; and</text>
				</paragraph><paragraph id="H597480C070564633A803ED9F73FF53DC"><enum>(4)</enum><text>by adding at the end the following:</text>
					<quoted-block id="H4AF71579278B4C098374CC92A8B10F82" style="OLC">
						<subsection id="H517DBAFF83644C42A7AA54AF25AC7F88"><enum>(b)</enum><text>Except as provided in subsection (c), the Government is not required to provide counsel to aliens
			 under subsection (a).</text>
						</subsection><subsection id="H42E249B834B8410EBDBB15E4BA59E7AB"><enum>(c)</enum><text display-inline="yes-display-inline">Notwithstanding subsection (b), the Attorney General shall appoint counsel, at the expense of the
			 Government if necessary (to the extent provided in appropriations Acts),
			 to represent an alien in a removal proceeding who—</text>
							<paragraph id="H54782D9A19E14225BEAF50D2EB89976B"><enum>(1)</enum><text>has been determined by the Secretary to be an unaccompanied alien child (as defined in section 462
			 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/279">6 U.S.C. 279(g)</external-xref>)); or</text>
							</paragraph><paragraph id="HE737F99E075A4265B22C25D00B28F770"><enum>(2)</enum><text>is incompetent to represent himself or herself due to a serious mental disability that would be
			 included in section 3(1) of the Americans with Disabilities Act of 1990
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/12102">42 U.S.C. 12102(1)</external-xref>).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H7D1407BA53B74EED80F070814EDD60C6"><enum>(b)</enum><header>Funding</header><text>There are authorized to be appropriated such sums as may be necessary to carry out the amendments
			 made by this section.</text>
