		<section id="HA928AAC345BA43C08BEEE33FB644065D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Computer Science Career Education Act of 2014</short-title></quote>.</text>
		</section><section id="H749F475E6AEA4787814806A3044E05F7"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HDE7862E1E4D045ABBC2F61525018C52E"><enum>(1)</enum><header>Eligible partnership</header><text>The term <term>eligible partnership</term> means a consortium between or among at least 1 local educational agency, at least 1 institution of
			 higher education, and representatives of the community, including
			 nonprofit organizations, local or regional employers (including State
			 agencies) with a documented workforce need in the computer science sector,
			 workforce investment boards or other entities providing employment
			 services, regional economic development organizations, industry
			 associations, representatives of labor organizations, or central labor
			 coalitions, where appropriate, and parents and students.</text>
			</paragraph><paragraph id="HCB0D63B01EC84BF2A730AACFD17D5AC2"><enum>(2)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> means—</text>
				<subparagraph id="HCD0BCB692DE44899B37458A66B7429A2"><enum>(A)</enum><text>an institution of higher education as defined in section 101 of the Higher Education Act of 1965
			 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>); or</text>
				</subparagraph><subparagraph id="H66B44E50F78744ADB1C47575040F7C33"><enum>(B)</enum><text>a postsecondary vocational institution as defined in section 102(c) of the Higher Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002(c)</external-xref>).</text>
				</subparagraph></paragraph><paragraph id="H329228D943D14995B6B7B9077C73E73E"><enum>(3)</enum><header>Local educational agency</header><text>The term <term>local educational agency</term> has the meaning given the term in section 9101 of the Elementary and Secondary Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text>
			</paragraph><paragraph id="HD47049E10DB74C158987E891B6369867"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Education.</text>
			</paragraph><paragraph id="H5306462F5A8640A3B0BFBFC917F6B3C4"><enum>(5)</enum><header>State educational agency</header><text>The term <term>State educational agency</term> has the meaning given the term in section 9101 of the Elementary and Secondary Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text>
			</paragraph></section><section id="HC0A9916188FD4BA7A1CDC643719C0410" section-type="subsequent-section"><enum>3.</enum><header>Establishment of grant program</header>
			<subsection id="HB66B0D37F63642909130FD9F274DBC11"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">From the amounts appropriated to carry out this section, the Secretary shall award grants, on a
			 competitive basis, to eligible partnerships to enable such partnerships to
			 develop and operate a 4- or 6-year computer science career education
			 program.</text>
			</subsection><subsection id="HAB86F51710A0465D824C9A7E6E429868"><enum>(b)</enum><header>Application</header>
				<paragraph id="H93A738DFB9DC40D2AF3498B5290925D5"><enum>(1)</enum><header>In general</header><text>Each eligible partnership that desires to receive a grant under this Act shall submit an
			 application to the Secretary at such time, in such manner, and containing
			 such information as the Secretary may require.</text>
				</paragraph><paragraph id="HA748B86A60C946EBB5E136235D34F771"><enum>(2)</enum><header>Content</header><text>Each application submitted under paragraph (1) shall—</text>
					<subparagraph id="HD3105BC49FB9443A99C18BB417B8C701"><enum>(A)</enum><text>describe the eligible partners and partnership, the roles and responsibilities of each partner, and
			 a demonstration of each partner’s ability to support the proposed program;</text>
					</subparagraph><subparagraph id="H03B9764CBF434C0CB94D8992822235ED"><enum>(B)</enum><text>describe how the eligible partnership will implement a computer science career education program,
			 as described in subsection (c);</text>
					</subparagraph><subparagraph id="H01709DA9EB794DE0B6536EFDF2A9A371"><enum>(C)</enum><text>ensure funding under the grant program is spent in a coordinated manner with other local resources;</text>
					</subparagraph><subparagraph id="HAC2F461156A44E0E89EE31FA0A568888"><enum>(D)</enum><text>describe the State or local workforce shortages, as determined by the relevant State agency in
			 charge of workforce data, in the computer science sector;</text>
					</subparagraph><subparagraph id="HA57163294CCF4C5595775CDB7A1B11C6"><enum>(E)</enum><text>make information, including career guidance and advisement resources, available about the program;</text>
					</subparagraph><subparagraph id="HE1AFCFAAB11A4E03B34DF164ED2631EA"><enum>(F)</enum><text>ensure non-duplication of the partnership's development of computer science career education
			 programs;</text>
					</subparagraph><subparagraph id="H0A6D5EB80DD74CDAB9ACECE1C2813CC0"><enum>(G)</enum><text>ensure equitable access to the program; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H0B62AC8271CF49EEBD057E55C70D9A32"><enum>(H)</enum><text>demonstrate alignment of the partnership's computer science career education program to the State
			 or local computer science sector.</text>
					</subparagraph></paragraph></subsection><subsection id="H748AA2BD98824C2AAA729FCEE8E34EE2"><enum>(c)</enum><header>Content of computer science career education program</header><text>An eligible partnership that receives a grant under this Act shall use the grant funds to develop
			 and operate a 4- or 6-year computer science career education program that—</text>
				<paragraph id="H7146B6FB69EA421E9D4F8C2BBA21F160"><enum>(1)</enum><text>includes the development of computer science programs for both secondary education and
			 postsecondary education that—</text>
					<subparagraph id="HF32FB44E9DD0432090CD40C98E591542"><enum>(A)</enum><text>are aligned with rigorous computer science standards for kindergarten through grade 12 computer
			 science education;</text>
					</subparagraph><subparagraph id="H3680879900704C54960FA29955BB9A1F"><enum>(B)</enum><text>link secondary schools and institutions of higher education through non-duplicative sequences of
			 courses in computer science career fields, including the investigation of
			 opportunities for secondary students to enroll concurrently in secondary
			 and postsecondary course­work;</text>
					</subparagraph><subparagraph id="HBD62E5BDCB50472092BF2F48EEC0B983"><enum>(C)</enum><text>use, if appropriate and available, work-based or worksite learning in conjunction with business;</text>
					</subparagraph><subparagraph id="H7D64A92DF21B485EBB65F467853209D0"><enum>(D)</enum><text>use educational technology and distance learning, as appropriate, to involve all of the partners in
			 the eligible partnership more fully in the development and operation of
			 the programs;</text>
					</subparagraph><subparagraph id="HCA50586054D841E19039B4F03CAC435C"><enum>(E)</enum><text>stay current with the needs, expectations, and methods of business; and</text>
					</subparagraph><subparagraph id="HC3E79E2A6CC44A8D8625C24A4CFFCBCC"><enum>(F)</enum><text>create innovative opportunities for students that lead to student attainment of industry-recognized
			 credentials;</text>
					</subparagraph></paragraph><paragraph id="HDECD4341CB8B4681859FAFEEBC9A0B51"><enum>(2)</enum><text>includes professional development for teachers that—</text>
					<subparagraph id="H941174964E134A699AA84486F9F0FD28"><enum>(A)</enum><text>is designed to prepare teachers to teach the fundamental concepts of computer science using
			 effective teaching methods for all students;</text>
					</subparagraph><subparagraph id="H7EE265DCE54945B697EB04FF9082EAEA"><enum>(B)</enum><text>provides for joint training for teachers in the eligible partnership, including between secondary
			 and postsecondary teachers and core academic teachers and career and
			 technical education teachers at both the secondary level and postsecondary
			 level;</text>
					</subparagraph><subparagraph id="H7E2297A7429D493BB9A993AB6B1E9CC2"><enum>(C)</enum><text>is designed to ensure that teachers and administrators are aware of current career pathways and the
			 needs and expectations of business and industry;</text>
					</subparagraph><subparagraph id="HF7ACD0639464477A988C0E9D7EEAAA8B"><enum>(D)</enum><text>focuses on training postsecondary and secondary education faculty in the use of contextual and
			 applied curricula and instruction; and</text>
					</subparagraph><subparagraph id="HB0AB2A6A2DA9402D8E9EF6CA3750AA85"><enum>(E)</enum><text>if needed, ensures secondary school teachers are qualified to teach postsecondary courses in the
			 secondary school according to articulation agreements;</text>
					</subparagraph></paragraph><paragraph id="HC0B3220BF2A640ACA01EA789B1A25FE8"><enum>(3)</enum><text>includes career and academic counseling for the students that—</text>
					<subparagraph id="HC85E89AB63AE4E9FB76C7E1D69491238"><enum>(A)</enum><text>provides information to students regarding available computer science career education programs;</text>
					</subparagraph><subparagraph id="H81E4D6C9CF804A5A88F1D45DF5CE9AE7"><enum>(B)</enum><text>supports student progress in completing computer science career education programs;</text>
					</subparagraph><subparagraph id="HD2DDCCCC75BA4B0D9F17AEF590A92D76"><enum>(C)</enum><text>provides labor market information on local, State, regional, and national computer science
			 employment opportunities, such as occupation demand, education
			 requirements, and expected compensation; and</text>
					</subparagraph><subparagraph id="HC5397D6D78AD427EA4C2152C2DB09098"><enum>(D)</enum><text>tracks student placement in appropriate employment, or transfer to an institution of higher
			 education; and</text>
					</subparagraph></paragraph><paragraph id="HC9B610C8F34B4E4BA46528FF604990FB"><enum>(4)</enum><text>provides equal access to the full range of career education programs, to individuals who are
			 members of underrepresented groups and special populations, including the
			 development of program services appropriate to the needs of special
			 populations.</text>
				</paragraph></subsection><subsection id="H17B1E16CEB1C4B65B0BFE39BC81505B3"><enum>(d)</enum><header>Additional authorized activities</header><text>An eligible partnership that receives a grant under this Act may use the grant funds to—</text>
				<paragraph id="HE4E7F34842704EC79B10EE2839A600BE"><enum>(1)</enum><text>provide for the acquisition of computer equipment, software, and software licenses to directly
			 develop and support a computer science program;</text>
				</paragraph><paragraph id="H626CF0B25BE545EF858D05A0E50B7650"><enum>(2)</enum><text>acquire technical assistance from State or local entities that have designed, established, and
			 operated career education programs that have effectively used educational
			 technology and distance learning in the delivery of curricula and services
			 and in the articulation process; and</text>
				</paragraph><paragraph id="H64FE6C4555044804AA996E96DD46EC2A"><enum>(3)</enum><text>establish articulation agreements with institutions of higher education, and cooperative agreements
			 with labor organizations, or business located inside or outside the State
			 and served by the eligible partnership, especially with regard to using
			 distance learning and educational technology to provide for the delivery
			 of services and programs.</text>
