		<section id="H0BAEBB80840C474F8C00DB7EF37E804A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Creating Higher Education Affordability Necessary to Compete Economically Act</short-title></quote> or the <quote><short-title>Middle Class CHANCE Act</short-title></quote>.</text>
		</section><section id="H21807FA12BBD4367BAC01B252BD85E18"><enum>2.</enum><header>Increase in the maximum amount of a Federal Pell Grant</header><text display-inline="no-display-inline">Section 401(b)(7)(C) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a(b)(7)(C)</external-xref>) is amended by
			 striking clauses (ii) and (iii) and inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="HE6722454F8804C2C8B0E14A7799A2425" style="OLC">
				<clause id="H320780486FAF41E2B3E0E3ED8EDBE94F"><enum>(ii)</enum><header>Award year 2014–2015</header><text>For award year 2014–2015, the amount determined under this subparagraph for purposes of
			 subparagraph (B)(iii) shall be increased to $4,040.</text>
				</clause><clause id="H27748D8ADC274B49BAFDAA90CAADACD0"><enum>(iii)</enum><header>Subsequent award years</header><text>For award year 2015–2016 and each subsequent award year, the amount determined under this
			 subparagraph for purposes of subparagraph (B)(iii) shall be equal to—</text>
					<subclause id="HF94CF72626CE46DF9B093AD2846C73EB"><enum>(I)</enum><text>the amount determined under this subparagraph for the preceding award year; increased by</text>
					</subclause><subclause id="H6D86B725DFBF4F3B832B975A0E778FCA"><enum>(II)</enum><text>a percentage equal to the annual adjustment percentage for the award year for which the amount
			 under this subparagraph is being determined; and</text>
					</subclause><subclause id="H2B8454A051CF4960AE164D0CC1F4A7CB"><enum>(III)</enum><text>rounded to the nearest $5.</text></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H673D65B76ECE45BB82075BADD5B401F5"><enum>3.</enum><header>Year-Round Federal Pell Grant students</header>
			<subsection id="H246E6D89E9F745D383D1285BFAE84758"><enum>(a)</enum><header>In general</header><text>Section 401(b) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a(b)</external-xref>) is amended by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HBBE42178A2DA44AF80D7836A13AB1700" style="OLC">
					<paragraph id="H1C10AA0F45CE4201BE0C0F1042C3E0AA" indent="up1"><enum>(8)</enum><header>Year-Round Federal Pell Grant students</header>
						<subparagraph id="H12265BB32E8D4CEBA9C754357800443D"><enum>(A)</enum><header>In General</header><text>Notwithstanding any other provision of this subsection, the Secretary shall award, to an eligible
			 student who meets the requirements in subparagraph (B) who has received a
			 Federal Pell Grant for an award year and is enrolled in a program of study
			 for one or more additional payment periods during the same award year that
			 are not otherwise covered by the student's Federal Pell Grant, an
			 additional Federal Pell Grant for the additional payment periods.</text>
						</subparagraph><subparagraph id="HB7C225DE058945AEAB122A44136412F3"><enum>(B)</enum><header>Eligibility</header><text>In order to be eligible to receive the additional Federal Pell Grant for an award year that is
			 described in subparagraph (A), a student shall, in addition to meeting all
			 eligibility requirements for the receipt of a Federal Pell Grant—</text>
							<clause id="HBC411F2F5B154BD4A430BF1D54825967"><enum>(i)</enum><text>be enrolled full-time in an institution of higher education; and</text>
							</clause><clause id="H6DDD7337A8B248E2BB8D534DD29EFAD3"><enum>(ii)</enum><text>have successfully completed at least a full-time course load (as determined by the institution)
			 prior to receiving an additional Federal Pell Grant award as described in
			 subparagraph (A).</text>
							</clause></subparagraph><subparagraph id="H8316CE4C9FE0464FAAF0F5FBAC4838C3"><enum>(C)</enum><header>Amounts</header><text>In the case of a student receiving more than one Federal Pell Grant in a single award year under
			 subparagraph (A), the total amount of the Federal Pell Grants awarded to
			 such student for the award year shall not exceed an amount equal to 150
			 percent of the total maximum Federal Pell Grant for such award year
			 calculated in accordance with paragraph (7)(C)(iv)(II).</text>
						</subparagraph><subparagraph id="H51BCA9FADFF3486BBC73EE14152EFDC9"><enum>(D)</enum><header>Inclusion in duration limit</header><text>Any period of study covered by a Federal Pell Grant awarded under subparagraph (A) shall be
			 included in determining a student's duration limit under subsection
			 (c)(5).</text>
						</subparagraph></paragraph><paragraph id="H1F00D4A1DB814F80B48E452FC1CB5D67" indent="up1"><enum>(9)</enum><header>Crossover period</header><text>In any case where an eligible student is receiving a Federal Pell Grant for a payment period that
			 spans 2 award years, the Secretary shall allow the eligible institution in
			 which the student is enrolled to determine the award year to which the
			 additional period shall be assigned.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H0FEEB3FB090E433CB9CEC6759B27F378"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall take effect on July 1, 2014.</text>
			</subsection></section><section id="HCD9FC327727640D6824629DAFEA70140"><enum>4.</enum><header>Pell Grant Duration Limit</header><text display-inline="no-display-inline">Section 401(c)(5) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a(c)(5)</external-xref>) is amended by
			 striking <quote>12 semesters</quote> and inserting <quote>15 semesters</quote> each place the term appears.</text>
