		<official-title>To amend the Millennium Challenge Act of 2003 to authorize concurrent compacts for purposes of
			 regional economic integration and cross-border collaborations, and for
			 other purposes.</official-title>

		<section id="HDF16072743ED4916B013214E851340E2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Millennium Compacts for Regional Economic Integration Act</short-title></quote> or <quote><short-title>M–CORE Act</short-title></quote>.</text>
		</section><section id="H451F098BE680415DBAADAC503DF1FC5C"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HF4E61E44ABC743129E3DA0D4BA58667B"><enum>(1)</enum><text display-inline="yes-display-inline">For more than a decade, six of the world’s 10 fastest growing economies are located in sub-Saharan
			 Africa.</text>
			</paragraph><paragraph id="HAABF3C507A9C406A8B0D218EE2FB3A06"><enum>(2)</enum><text>Many African nations are landlocked and their economies are isolated and will require greater
			 support to benefit from regional integration of markets, infrastructure,
			 and trade promotion type policies.</text>
			</paragraph><paragraph id="H942D8CFA239F40878D68489DDC753295"><enum>(3)</enum><text>By connecting isolated African economies, there exists the potential to increase investment
			 opportunities and support market-based growth.</text>
			</paragraph><paragraph id="HEA469554992E473CB6632C5E77820E51"><enum>(4)</enum><text>While the African continent has experienced positive economic growth trends, successfully
			 addressing the continent's infrastructure gaps could increase gross
			 domestic product growth by an estimated two percent.</text>
			</paragraph><paragraph id="H18684038669A41B7963DD03849E9B75B"><enum>(5)</enum><text>In recent years, the World Bank has doubled its investment in African regional integration from
			 $1.8 billion to $3.6 billion for projects to address infrastructure
			 deficiencies, unemployment, and poverty reduction.</text>
			</paragraph><paragraph id="H6F923502A3184D0EB6006D94B129DD7B"><enum>(6)</enum><text>African nations, including regional economic bodies, have increasingly realized that a key driver
			 to economic growth must involve greater cross-border collaboration and
			 regional economic integration to address deficiencies in areas such as
			 communications, transport, and energy networks.</text>
			</paragraph><paragraph id="H209E427CBF27455B9039B7AAF4D3A5D2"><enum>(7)</enum><text>The Millennium Challenge Corporation’s compacts have increased access to reliable power, enhanced
			 highway corridors, and upgraded regional trading hubs, thereby promoting
			 economic growth and cross-border engagement between and among African
			 nations.</text>
			</paragraph></section><section id="HF56085AB2DAA4F0A88C7976170A316C0"><enum>3.</enum><header>Purpose</header><text display-inline="no-display-inline">This purpose of this Act is to expand the Millennium Challenge Corporation’s ability to develop
			 compacts with nations, particularly in Africa, that promote regional
			 economic integration and cross-border collaborations.</text>
		</section><section id="HC02321F053E945E5B155FCF61353C337" section-type="subsequent-section"><enum>4.</enum><header>Millennium Challenge Compact</header>
			<subsection id="H67B9F49D8DAD4FA0BB078690EE09E9C3"><enum>(a)</enum><header>Concurrent compacts</header><text display-inline="yes-display-inline">Section 609 of the Millennium Challenge Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/22/7708">22 U.S.C. 7708</external-xref>) is amended—</text>
				<paragraph id="HE15E1649F47F44DBBF5758F07C682FCD"><enum>(1)</enum><text>by striking the first sentence of subsection (k); and</text>
				</paragraph><paragraph id="H4B2835DE5BCC4B2D9FC51CAA11D774B1"><enum>(2)</enum><text>by inserting after subsection (k) the following new subsection:</text>
					<quoted-block id="H63D513DE21AD4601B99BB2602AFE1D80" style="OLC">
						<subsection id="H41F63657585A41DFBF8A62A71AC26826"><enum>(l)</enum><header>Concurrent compacts</header><text display-inline="yes-display-inline">In accordance with the requirements of this title, an eligible country and the United States may
			 enter into and have in effect more than one Compact at any given time,
			 including a concurrent Compact for purposes of regional economic
			 integration or cross-border collaborations, only if the Board determines
			 that the country is making considerable and demonstrable progress in
			 implementing the terms of existing Compacts and supplementary agreements
			 thereto.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HF8942E4374B64F669CDF5222BD5F1BB7"><enum>(b)</enum><header>Applicability</header><text>The amendments made by subsection (a) apply with respect to Compacts entered into between the
			 United States and an eligible country under the Millennium Challenge Act
			 of 2003 before, on, or after the date of the enactment of this Act.</text>
			</subsection><subsection id="H9A6ABD5F1E684D82865C41FAE8948D63"><enum>(c)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">Section 613(b)(2)(A) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/7712">22 U.S.C. 7712(b)(2)(A)</external-xref>) is amended by striking “the” before
			 “Compact” and inserting “any”.</text>
