		<section id="HF961E305B58F4709A489B237CD89A4C2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ending Special Mail Privileges for Congress Act of 2014</short-title></quote>.</text>
		</section><section id="HC0B7244258F14ADCA14B87F0A43E80E0"><enum>2.</enum><header>Repeal of frank; requirements relating to the use of Congressional mail</header>
			<subsection id="HB27857BF85994862909CD8F6D6A421C5"><enum>(a)</enum><header>Repeal of Franking Privilege</header><text><external-xref legal-doc="usc" parsable-cite="usc/39/3201">Section 3201</external-xref> of title 39, United States Code, is amended—</text>
				<paragraph id="HD2E44A950F4B48C1902C6B19F5F885DF"><enum>(1)</enum><text>in paragraph (1), by striking <quote>other than franked mail</quote> and inserting <quote>other than Congressional mail subject to section 3210 of this title</quote>; and</text>
				</paragraph><paragraph id="HCA720B4A7B2D4F429941EADE19DA6DB9"><enum>(2)</enum><text>by striking paragraphs (3) and (4).</text>
				</paragraph></subsection><subsection id="HCAE84919566347B39DCF273577F0F098"><enum>(b)</enum><header>Requirements for Mail Transmitted by Members of Congress and Congressional Officials</header>
				<paragraph id="H596EF65308524A0897B11B804123CD7E"><enum>(1)</enum><header>Policy and intent of Congress in sending Congressional mail</header><text>Section 3210(a) of such title is amended as follows:</text>
					<subparagraph id="H3DA015E9FEF54E789E7A81117E707920"><enum>(A)</enum><text>In paragraph (1), by striking <quote>as franked mail</quote> and inserting <quote>as Congressional mail</quote>.</text>
					</subparagraph><subparagraph id="HD8379C43F0684DC8B62B80E3FA7451DF"><enum>(B)</enum><text>In paragraph (3)—</text>

			</subsection><subsection id="H97973328B7FE4C61A8DD2E4C8AD09AB8"><enum>(b)</enum><header>Regulations</header><text>In consultation with the United States Postal Service, the Committee on House Administration of the
			 House of Representatives and the Committee on Rules and Administration of
			 the Senate shall each revise the regulations governing the treatment of
			 official mail of the House or Senate (as the case may be) to take into
			 account the amendments made by this Act.</text>
