			<paragraph id="HF401DA066CB348DEA57D632F8BD3BEE0"><enum>(1)</enum><header>Adjudication</header><text display-inline="yes-display-inline">The term <term>adjudication</term> means any final judgment, order, ruling, or decree entered in any judicial proceeding adjudicating
			 or affecting water rights, surface water management, or groundwater
			 management.</text>
			</paragraph><paragraph id="H705E648061F548BE8D493204AFEB3DEA"><enum>(2)</enum><header>Advisory council</header><text>The term <term>advisory council</term> means the San Gabriel National Recreation Area Public Advisory Council established by section
			 7(a).</text>
			</paragraph><paragraph id="HEA06D35ECD804BFBAD47F6EEC3CB88E3"><enum>(3)</enum><header>Federal lands</header><text>The term <term>Federal lands</term> includes lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the
			 Interior.</text>
			</paragraph><paragraph id="H657D8182113544E48902AD5C0DA557CA"><enum>(4)</enum><header>Management plan</header><text>The term <term>management plan</term> means the management plan for the San Gabriel National Recreation Area required by section 4(e).</text>
			</paragraph><paragraph id="H61A0F33935F642418BE51AA885D8D337"><enum>(5)</enum><header>Park lands</header><text>The term <term>park lands</term> means Federal lands under the jurisdiction of the Secretary and administered as part of the
			 National Park System.</text>
			</paragraph><paragraph id="HFB5D81F08D7348D0BF55C1B988ED7AF2"><enum>(6)</enum><header>Partnership</header><text>The term <term>partnership</term> means the San Gabriel National Recreation Partnership established by section 8(a).</text>
			</paragraph><paragraph id="HBD97127971E943AC967D990BB5A147BF"><enum>(7)</enum><header>Recreation area</header><text>The term <term>recreation area</term> means the San Gabriel National Recreation Area established by section 3(b).</text>
			</paragraph><paragraph id="H620A483F2ECF4E86A6748B9ADC86758A"><enum>(8)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="H7885864B7563484597FBC6C021BF2B84"><enum>(9)</enum><header>Secretaries</header><text>The term <term>Secretaries</term> means the Secretary of the Interior and the Secretary of Agriculture acting jointly.</text>
			</paragraph><paragraph id="H3AF7197F18DD4ED393EB29781964F56C"><enum>(10)</enum><header>State</header><text>The term <term>State</term> means the State of California.</text>
			</paragraph><paragraph id="H510339434CE34E569D3976FDAEF4E660"><enum>(11)</enum><header>Utility facility</header><text>The term <term>utility facility</term> means electric substations, communication facilities, towers, poles, and lines, ground wires,
			 communication circuits, and other structures, and related infrastructure.</text>
			</paragraph><paragraph id="H330F90556AE44573A42862FD081BBA39"><enum>(12)</enum><header>Water resource facility</header><text display-inline="yes-display-inline">The term <term>water resource facility</term> means irrigation and pumping facilities, dams and reservoirs, flood control facilities, water
			 conservation works, including debris protection facilities, sediment
			 placement sites, rain gauges, and stream gauges, water quality facilities,
			 recycled water facilities and water pumping, conveyance distribution
			 systems, and water treatment facilities, aqueducts, canals, ditches,
			 pipelines, wells, hydropower projects, and transmission and other
			 ancillary facilities, groundwater recharge facilities, water conservation,
			 water filtration plants, and other water diversion, conservation,
			 groundwater recharge, storage, and carriage structures.</text>
			</paragraph></section><section id="HD1C7F52E8BDB4A829E47CE3DEAFD006D"><enum>3.</enum><header>Establishment of San Gabriel National Recreation Area</header>
			<subsection id="H14B67CDCD8AF4590B4D870641CAE3E27"><enum>(a)</enum><header>Purposes</header><text>The purposes of this Act are—</text>
				<paragraph id="HD74B22137ECA45CD9133FE9F9E46A580"><enum>(1)</enum><text>to conserve, protect, and enhance for the benefit and enjoyment of present and future generations
			 the ecological, scenic, wildlife, recreational, cultural, historical,
			 natural, educational, and scientific resources of the recreation area;</text>
				</paragraph><paragraph id="HBBFCBB5CE67B4C14B9FC551347FEA517"><enum>(2)</enum><text>to provide environmentally responsible, well-managed recreational opportunities within the
			 recreation area, and improve access to and from the recreation area;</text>
				</paragraph><paragraph id="HE276844D72734BD4BA65D5D665EC8101"><enum>(3)</enum><text>to provide expanded educational and interpretive services that will increase public understanding
			 of and appreciation for the natural and cultural resources of the
			 recreation area;</text>
				</paragraph><paragraph id="H528A88315E4948B0A53CB0561CB414CA"><enum>(4)</enum><text>to facilitate the cooperative management of the lands and resources within the recreation area, in
			 collaboration with the State and political subdivisions of the State,
			 historical, business, cultural, civic, recreational, tourism and other
			 nongovernmental organizations, and the public; and</text>
				</paragraph><paragraph id="HAA644290296441E1B979162C70416C7C"><enum>(5)</enum><text display-inline="yes-display-inline">to allow the continued use of the recreation area by all persons, entities, and local government
			 agencies in activities relating to integrated water management, flood
			 protection, water conservation, water quality, water rights, water supply,
			 groundwater recharge and monitoring, wastewater treatment, public roads
			 and bridges, and utilities within or adjacent to the recreation area.</text>
				</paragraph></subsection><subsection id="H4157276DFE7E44B09DF14C61062CEB8D"><enum>(b)</enum><header>Establishment and boundaries</header><text display-inline="yes-display-inline">Subject to valid existing rights, there is hereby designated the San Gabriel National Recreation
			 Area in the State, which shall consist of approximately 615,245 acres of
			 Federal lands and interests in land in the State as depicted on the map
			 titled <quote>San Gabriel National Recreation Area</quote> and dated June 12, 2014.</text>
			</subsection><subsection id="H0E5070311D404BCD8620BB3F091DBEE2"><enum>(c)</enum><header>Map and legal description</header>
				<paragraph id="H64C5F3F432F74EE39BDE35425B5E24E4"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of the enactment of this Act, the Secretary shall file a map
			 and a legal description of the recreation area with—</text>
					<subparagraph id="H28EE715FE6AF4673923EC05B753D7F23"><enum>(A)</enum><text>the Committee on Natural Resources of the House of Representatives; and</text>
					</subparagraph><subparagraph id="H09F1CBB41A5540CC94E7A4FD1E557FD1"><enum>(B)</enum><text>the Committee on Energy and Natural Resources of the Senate.</text>
					</subparagraph></paragraph><paragraph id="H2833B796E2D84790BE1BB6020A3C8D4C"><enum>(2)</enum><header>Force of law</header><text>The map and legal description filed under paragraph (1) shall have the same force and effect as if
			 included in this Act, except that the Secretary may correct any clerical
			 and typographical errors in the map and legal description.</text>
				</paragraph><paragraph id="H226225EBBE0E4F9DA7564401D029E52F"><enum>(3)</enum><header>Public availability</header><text>The map and legal description filed under paragraph (1) shall be on file and available for public
			 inspection in the appropriate offices of the Forest Service and agencies
			 of the Department of the Interior.</text>
				</paragraph></subsection><subsection id="HAC191238D9B849D5AFC7F4218EAAA806"><enum>(d)</enum><header>Administration and jurisdiction</header>
				<paragraph id="H8F68EDE3A4324DB4A9651AE39D64E785"><enum>(1)</enum><header>National forest system lands</header><text>The National Forest System lands within the recreation area shall be administered by the Secretary
			 of Agriculture.</text>
				</paragraph><paragraph id="H6C1956575F204F19A486AFC824DE43A7"><enum>(2)</enum><header>National park system lands</header><text>The park lands shall be administered by the Secretary as a unit of the National Park System.</text>
				</paragraph><paragraph id="H4510F8A3D083477098E404480CAFAC4A"><enum>(3)</enum><header>No change in jurisdiction</header><text>Nothing in this Act transfers administrative jurisdiction of Federal lands from the Secretary of
			 Defense or Secretary of Agriculture to the Secretary.</text>
				</paragraph><paragraph id="HB491EC1E2AA249C2A0C75B826BD4724B"><enum>(4)</enum><header>State and local jurisdiction</header><text display-inline="yes-display-inline">Nothing in this Act alters, modifies, or diminishes any right, responsibility, power, authority,
			 jurisdiction, or entitlement of the State, any political subdivision
			 thereof, or any State, or local agency under existing Federal, State, and
			 local law (including regulations).</text>
				</paragraph><paragraph id="H1294DC33FAE54B418E5AE5BA7D7BBF89"><enum>(5)</enum><header>Military jurisdiction</header><text>Nothing in this Act affects lands under the jurisdiction of the Secretary of Defense.</text>
				</paragraph><paragraph id="H4985E25106014243B64DA2CA3B55A0A1"><enum>(6)</enum><header>Applicable law</header><text>Nothing in this Act shall be construed to apply the laws (including regulations) generally
			 applicable to units of the National Park System to the National Forest
			 System lands in the recreation area.</text>
				</paragraph><paragraph id="H5B323AED13074F9CB171CC35872454A5"><enum>(7)</enum><header>Administrative transfer</header><text display-inline="yes-display-inline">Administrative jurisdiction over the approximately 2,987 acres of land administered by the Bureau
			 of Land Management that is identified as <quote>BLM lands for transfer</quote> on the map entitled <quote>San Gabriel National Recreation Area,</quote> and dated June 12, 2014, is transferred from the Bureau of Land Management to the National Park
			 Service.</text>
				</paragraph></subsection></section><section id="H87EFBAC515B64FEBAB1CCCDF5CE4D2F8"><enum>4.</enum><header>Management</header>
			<subsection id="H6E6619526FB043539D2A2453B19083A1"><enum>(a)</enum><header>National forest system</header><text display-inline="yes-display-inline">Subject to valid existing rights, the Secretary of Agriculture shall manage the National Forest
			 System lands within the recreation area in a manner that protects, and
			 enhances their natural resources and values, in accordance with—</text>
				<paragraph id="H9C467F08DDC940758312D293D21ABE7C"><enum>(1)</enum><text>this Act;</text>
				</paragraph><paragraph id="H6385D2E6820D41B18B9B48138B256A10"><enum>(2)</enum><text>the laws, regulations, and rules applicable to the National Forest System;</text>
				</paragraph><paragraph id="HCD70C4CE834E4A6C974CE6AD3A57C2D1"><enum>(3)</enum><text>the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>); and</text>
				</paragraph><paragraph id="H2386C20466A2488C9AC1770913C6CC8D"><enum>(4)</enum><text>other applicable law (including Federal, State, or local law, and regulations).</text>
				</paragraph></subsection><subsection id="H2629CE29F6F44A3C813A515C27D5C0B4"><enum>(b)</enum><header>National park system</header><text display-inline="yes-display-inline">Subject to valid existing rights, the Secretary shall manage the park lands in a manner that
			 protects, and enhances their natural resources and values, in accordance
			 with—</text>
				<paragraph id="H3D89754748B3405EACB784AD10502E3D"><enum>(1)</enum><text>this Act;</text>
				</paragraph><paragraph id="H22F17C729A1E4E429F27B8AE646D99DB"><enum>(2)</enum><text>the laws generally applicable to units of the National Park System, including the National Park
			 Service Organic Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1">16 U.S.C. 1 et seq.</external-xref>); and</text>
				</paragraph><paragraph id="HE487EE022ABE4ED28470395D7B189782"><enum>(3)</enum><text>other applicable law (including Federal, State, or local law, and regulations).</text>
				</paragraph></subsection><subsection id="H1A77EDA347684C69878B0F736F4E553B"><enum>(c)</enum><header>Consultation</header><text>The Secretary of Agriculture and the Secretary shall consult with the Secretary of Defense
			 regarding opportunities to manage, to the maximum extent practicable, the
			 Army Corps of Engineers lands within the recreation area in accordance
			 with the purposes described in section 3(a).</text>
			</subsection><subsection id="H6A3DB1C3BB78462296E87D4D34256DF5"><enum>(d)</enum><header>Uses</header>
				<paragraph id="H008284C037724473BD99757BF3137F05"><enum>(1)</enum><header>National forest system</header><text display-inline="yes-display-inline">Subject to valid existing rights, the Secretary of Agriculture shall—</text>
					<subparagraph id="H6F40D0953A5644ECB2A163BEFBB37381"><enum>(A)</enum><text>allow such uses of the National Forest System lands as the Secretary of Agriculture determines
			 would further the purposes described in section 3(a).</text>
					</subparagraph><subparagraph id="HC172ABCA779D4FA692E125F7B12721AF"><enum>(B)</enum><text display-inline="yes-display-inline">continue to authorize, maintain, and enhance the recreational use of National Forest System lands
			 within the recreation area, including hunting, fishing, swimming,
			 bicycling, camping, hiking, hang gliding, sightseeing, nature study,
			 horseback riding, rafting, motorized recreation on authorized routes and
			 in authorized areas, and other recreational activities that are feasible
			 and consistent with—</text>
						<clause id="H656AF3908EFB463C9489813C515F5979"><enum>(i)</enum><text>the purposes described in section 3(a);</text>
						</clause><clause id="HC80D82D311364E41B4321A87BBB816B6"><enum>(ii)</enum><text>this section; and</text>
						</clause><clause id="H81D152BD31484AA6A74E65A15A56D26D"><enum>(iii)</enum><text display-inline="yes-display-inline">any other applicable Federal, State, and local laws, ordinances, and plans.</text>
						</clause></subparagraph></paragraph><paragraph id="HF53834F0C01D4F0099CAADF7BBEBE143"><enum>(2)</enum><header>Non-Federal lands</header><text>Nothing in this Act shall—</text>
					<subparagraph id="H1C6FBB06A6F84644A1603EE1D2461FA3"><enum>(A)</enum><text>authorize the Secretary or the Secretary of Agriculture to take any action that would affect the
			 use of any land not owned by the United States;</text>
					</subparagraph><subparagraph id="H9567C106E2534A30A94922074ACB730C"><enum>(B)</enum><text>affect the use of, or access to, any non-Federal land within the recreation area;</text>
					</subparagraph><subparagraph id="H7E8D2EE48AFF448C9D6EA76C9FB3B837"><enum>(C)</enum><text>modify any provision of Federal, State, or local law with respect to public access to or use of
			 non-Federal land;</text>
					</subparagraph><subparagraph id="HA0CB9196B1D042D5ADA4B0154D261494"><enum>(D)</enum><text>require any owner of non-Federal land to allow public access (including Federal, State, or local
			 government access) to private property or any other non-Federal land;</text>
					</subparagraph><subparagraph id="H3FA33A9BDAF64E758DD6A11673CCBD95"><enum>(E)</enum><text>alter any duly adopted land use regulation, approved land use plan, or any other regulatory
			 authority of any State, or local agency, or tribal government;</text>
					</subparagraph><subparagraph id="HC38DFFB2D4774A88997AAE90B5791CE0"><enum>(F)</enum><text>create any liability, or affects any liability under any other law, of any private property owner
			 or other owner of non-Federal land with respect to any person injured on
			 private property or other non-Federal land;</text>
					</subparagraph><subparagraph id="HB1F9DDD174AD4E6F8D499270D1EA571E"><enum>(G)</enum><text>convey any land use or other regulatory authority to the partnership;</text>
					</subparagraph><subparagraph id="H03BBE44139304569A5F2A6BBCC949E7E"><enum>(H)</enum><text display-inline="yes-display-inline">be construed to cause any Federal, State, or local regulations or permit requirements intended to
			 apply to units of the National Park System, to affect the Federal lands
			 outside of park lands or non-Federal lands of the recreation area; or</text>
					</subparagraph><subparagraph id="HB73275D11A5D4908A0531E8D0FE795AC"><enum>(I)</enum><text>require any city to participate in any program administered by the Secretary or Secretary of
			 Agriculture.</text>
					</subparagraph></paragraph><paragraph id="HFB1304A9DF0749D490B13A63F6EC73D6"><enum>(3)</enum><header>Cooperation</header><text>The Secretary and the Secretary of Agriculture are encouraged to work with owners of non-Federal
			 land who have agreed to cooperate with the Secretary and the Secretary of
			 Agriculture to further the purposes of this Act.</text>
				</paragraph><paragraph id="HE54A0081ED74415B9B42D430C90D11EA"><enum>(4)</enum><header>Buffer zones</header>
					<subparagraph id="HCF25C0CB86394950991675DD4E160463"><enum>(A)</enum><header>In general</header><text>Congress does not intend for designation of the recreation area to lead to the creation of
			 protective perimeters or buffer zones around the recreation area.</text>
					</subparagraph><subparagraph id="HA89DB5C5874B419AB4EA3C56BE92897C"><enum>(B)</enum><header>Activities or uses up to boundaries</header><text>The fact that certain activities or land can be seen or heard from within the recreation area shall
			 not, of itself, preclude the activities or land uses up to the boundary of
			 the recreation area.</text>
					</subparagraph></paragraph><paragraph id="H19252CB7A26E41ECA3A58D34E803BBDA"><enum>(5)</enum><header>Facilities</header><text display-inline="yes-display-inline">Nothing in this Act shall affect the operation, maintenance, modification, construction, or
			 expansion of any water resource facility or any solid waste, sanitary
			 sewer, water or wastewater treatment, groundwater recharge or
			 conservation, hydroelectric, conveyance distribution system, recycled
			 water facility, or utility facility located within or adjacent to the
			 recreation area.</text>
				</paragraph><paragraph id="HA9F41967F09A4922AAD2C025762398CA"><enum>(6)</enum><header>Exemption</header><text>Section 5(c) of <external-xref legal-doc="public-law" parsable-cite="pl/90/401">Public Law 90–401</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/460l-22">16 U.S.C. 460l–22(c)</external-xref>) shall not apply to the Puente Hills
			 landfill, materials recovery facility, or intermodal facility.</text>
				</paragraph></subsection><subsection id="H474AD5BCB9F14624B34B4C8B4D192A89"><enum>(e)</enum><header>Management plan</header><text>Not later than 3 years after the date of the enactment of this Act, the Secretaries and the
			 advisory council shall create a comprehensive management plan for the
			 recreation area that fulfills the purposes described in section 3(a).</text>
				<paragraph id="H280D0EAE2E844AF29EEE869CDB90ACE9"><enum>(1)</enum><header>In general</header><text>In developing the management plan required by this section, and to the extent consistent with this
			 section, the Secretaries may incorporate any provision from a land and
			 resource management plan, or any other plan applicable to the recreation
			 area.</text>
				</paragraph><paragraph id="H57368BF784404ED8A7CC9FB1619B0386"><enum>(2)</enum><header>Access and visitor services</header><text>The Secretaries shall, to the maximum extent practicable, incorporate the visitor services plan and
			 access study required by section 9 into the management plan required by
			 this subsection.</text>
				</paragraph><paragraph id="H0D1100E3D5AD47998F23AA990731BD7B"><enum>(3)</enum><header>Partnership</header><text>In developing the management plan, the Secretaries shall consider recommendations of the
			 partnership. To the maximum extent practicable, the Secretary shall
			 incorporate recommendations of the partnership into the management plan,
			 where such recommendations are feasible and consistent with the purposes
			 in section 3(a), this Act, and applicable laws (including regulations).</text>
				</paragraph></subsection><subsection id="H98ABB6FF1FDE4532ABA6002E68D8A489"><enum>(f)</enum><header>Fish and wildlife</header>
				<paragraph id="HCFAE51FA43FB4DA6A15367402EB79568"><enum>(1)</enum><header>In general</header><text>Nothing in this Act affects the jurisdiction of the State with respect to fish and wildlife located
			 on public land in the State.</text>
				</paragraph><paragraph id="H8C226A0E9B3B4F128D97D87961561B0F"><enum>(2)</enum><header>Hunting</header><text>The Secretary of Agriculture may permit hunting on National Forest System lands within the
			 recreation area, consistent with applicable Federal, State, and local
			 laws.</text>
				</paragraph></subsection><subsection id="H11B1C994D1264A34931D6FB894FA9690"><enum>(g)</enum><header>Motorized vehicles</header>
				<paragraph id="H838E286E2CE64CF9957E65A3B4EC4CE0"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2), motorized vehicle use on National Forest System lands within
			 the recreation area shall be permitted only on roads and trails designated
			 by the management plan for use by motorized vehicles.</text>
				</paragraph><paragraph id="HF2B92C2A329045F2A95A9B97CCF14BB2"><enum>(2)</enum><header>Exception</header><text>The Secretary of Agriculture may permit the use of motorized vehicles off roads and trails
			 designated for use by motorized vehicles—</text>
					<subparagraph id="HCD248A900B2D494D9C64D00BFC72C518"><enum>(A)</enum><text>to respond to an emergency;</text>
					</subparagraph><subparagraph id="H452294E65B06401181E9C68CF23F6DFB"><enum>(B)</enum><text>for administrative purposes;</text>
					</subparagraph><subparagraph id="HACA956CC37FD4DD8965F780FDA18FAD1"><enum>(C)</enum><text>within the—</text>
						<clause id="H047749AAC50D472C8A1369BA766AA715"><enum>(i)</enum><text>Little Rock Off-Highway Vehicle Area; and</text>
						</clause><clause id="H71D3F2132B034E3995BFC048776CB002"><enum>(ii)</enum><text>San Gabriel Canyon Off-Highway Vehicle Area; or</text>
						</clause></subparagraph><subparagraph id="HBA07CFD52D3741F39D113903D8C4C243"><enum>(D)</enum><text display-inline="yes-display-inline">as necessary to permit local government agencies and electrical or communication utilities to
			 perform activities relating to fire management, law enforcement,
			 integrated water management, flood protection and water conservation
			 (including debris control and sediment management), water replenishment,
			 water rights, water supply, public roads and bridges, utility facility,
			 including the operation, maintenance, and construction of any utility
			 facility or right-of-way.</text>
					</subparagraph></paragraph></subsection><subsection id="H0CE682466C83473780D58B438722510A"><enum>(h)</enum><header>Withdrawal</header>
				<paragraph id="H61FE738E7605423A8235A8ADE5B02C33"><enum>(1)</enum><header>In general</header><text>Subject to valid existing rights, all Federal land within the recreation area is withdrawn from—</text>
					<subparagraph id="H83C8EF0DCD4048D8B0EE8FBBBAC4C79D"><enum>(A)</enum><text>entry, appropriation, or disposal under the public land laws;</text>
					</subparagraph><subparagraph id="H239B91E4DE7C4361AC9A3CC82EF1D2BD"><enum>(B)</enum><text>location, entry, and patent under the mining laws; and</text>
					</subparagraph><subparagraph id="HD2ED6F0E6D4E4D809B6AEB96CB340257"><enum>(C)</enum><text>leasing or disposition under all laws relating to—</text>
						<clause id="HDB951BB8BF3F40D698DE1B713AD8EE54"><enum>(i)</enum><text>minerals; and</text>
						</clause><clause id="HEB39C09E42C442898FC25DD5BB179376"><enum>(ii)</enum><text>operation of the mineral leasing, mineral materials, and geothermal leasing laws.</text>
						</clause></subparagraph></paragraph><paragraph id="H8F4B05A10BB24E7388721D99B36D0821"><enum>(2)</enum><header>Additional land</header><text>If the Secretary of Agriculture or the Secretary acquires additional land, in accordance with
			 section 5(a), that is located within or adjacent to the recreation area
			 after the date of the enactment of this Act, the land is withdrawn from
			 operation of the laws referred to in paragraph (1) on the date of
			 acquisition of the land.</text>
				</paragraph></subsection><subsection id="H1F2D5E36E7CF47BE918D4FF309BC808B"><enum>(i)</enum><header>Grazing</header><text>The Secretary of Agriculture shall permit grazing on the National Forest System lands within the
			 recreation area, where established before the date of the enactment of
			 this Act—</text>
				<paragraph id="H3D3FBB1D600542D69CE5D9BDF95E384E"><enum>(1)</enum><text>subject to all applicable laws (including regulations);</text>
				</paragraph><paragraph id="H73A0A1CF126542EFA131E068C21D59E9"><enum>(2)</enum><text>consistent with the purposes described in subsection 3(a); and</text>
				</paragraph><paragraph id="H8A0D056522254F8EB6DB17C025A80544"><enum>(3)</enum><text>subject to such reasonable regulations as the Secretary of Agriculture deems necessary.</text>
				</paragraph></subsection><subsection id="H6E9329E1437540D9BA6E4489574AE720"><enum>(j)</enum><header>Wildland fire operations</header>
				<paragraph id="H9EEA9E35A77F41149173EFDC48FF46AD"><enum>(1)</enum><header>In general</header><text>Nothing in this section prohibits the Secretary of Agriculture in cooperation with other Federal,
			 State, and local agencies, as appropriate, from conducting wildland fire
			 operations, consistent with the purposes described in section 3(a).</text>
				</paragraph><paragraph id="HDF892F75FE7A417C81C28D497CD3E839"><enum>(2)</enum><header>Consultation and revision of plans</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall, in
			 consultation with appropriate State or local firefighting agencies, amend
			 the local fire management plans that apply to the recreation area.</text>
				</paragraph></subsection><subsection id="HF873F7BE584F4FB78B24044223F97FA4"><enum>(k)</enum><header>Native American cultural and religious uses</header><text>Nothing in this Act diminishes—</text>
				<paragraph id="H8700CFF0E20E4A79A68B7096C55F5C95"><enum>(1)</enum><text>the rights of any Indian tribe; or</text>
				</paragraph><paragraph id="HCD6FEF7692CE4F5DA3B0F113550FAFE1"><enum>(2)</enum><text>any tribal rights regarding access to Federal land for tribal activities, including spiritual,
			 cultural, and traditional food-gathering activities.</text>
				</paragraph></subsection></section><section id="H0DAEF5CAAD994EB2BF0B9754729E96F8"><enum>5.</enum><header>Non-Federal lands</header>
			<subsection id="HB148C57D86EA44E29852583F5758229E"><enum>(a)</enum><header>Incorporation and limitation on acquired lands and interests</header>
				<paragraph id="HFC72129CE70F4D3F98361A598B1F23EB"><enum>(1)</enum><header>Authority</header><text>The Secretary and the Secretary of Agriculture may acquire non-Federal land within the boundaries
			 of the recreation area only through exchange, donation, or purchase from a
			 willing seller.</text>
				</paragraph><paragraph id="H43BF0231D5444FB7ABE588E0562EFBA5"><enum>(2)</enum><header>Eminent domain</header><text>Nothing in this Act authorizes the use of eminent domain to acquire land or interests in land.</text>
				</paragraph><paragraph id="H317979CB7696453AA60D50B719B0048A"><enum>(3)</enum><header>Management</header>
					<subparagraph id="H0A4C20E53DBE4806BF88ADFD3444A435"><enum>(A)</enum><header>In general</header><text>Any land or interest in land acquired by the United States and located within the recreation area
			 shall—</text>
						<clause id="HA361766C90244D8A9C5ECC6EB303C266"><enum>(i)</enum><text>be part of the recreation area; and</text>
						</clause><clause id="H9FB2F0788A8A4040AFD7169268CEC3EA"><enum>(ii)</enum><text>be administered in accordance with—</text>
							<subclause id="HC8460A3988854AF1AB6D1BCBBBFD4A33"><enum>(I)</enum><text>this section; and</text>
							</subclause><subclause id="HC32A3C7B7BC04BB48A71DD7665327F3C"><enum>(II)</enum><text>any other applicable law (including regulations).</text>
							</subclause></clause></subparagraph><subparagraph id="HE9C8690F9A7F40179ADF1D84DC2B56A3"><enum>(B)</enum><header>Administration</header>
						<clause id="HAA9C13D9E31E4BD19071E7C0B8513643"><enum>(i)</enum><text>Any land or interest in land that is located within the recreation area that is acquired by the
			 Forest Service shall be administered by the Secretary of Agriculture.</text>
						</clause><clause id="HC646A68CB3A14C6F9A4E7D24C3CAB71D"><enum>(ii)</enum><text>Any land or interest in land that is located within the recreation area that is acquired by the
			 National Park Service shall be incorporated into the park lands and
			 administered by the Secretary.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="HB9D22E900DCA4286AEE27F3E95B826AF"><enum>(b)</enum><header>Additional Requirement</header><text>Any land acquired by the Secretary or Secretary of Agriculture shall, in the opinion of the
			 appropriate Secretary, contain important biological, cultural, historic,
			 or recreational values.</text>
			</subsection></section><section id="HBB2FBAF3208E4500AE6AD189863928F5"><enum>6.</enum><header>Water rights; water resource facilities; public roads; utility facilities</header>
			<subsection id="H76609D0B76F04C11B2E2E88EADD4AEA7"><enum>(a)</enum><header>No effect on water rights</header><text>Nothing in this Act—</text>
				<paragraph id="HBC155312814D4BA489601A070E102003"><enum>(1)</enum><text>shall affect the use or allocation, in existence on the date of the enactment of this Act, of any
			 water, water right, or interest in water (including potable, recycled,
			 reclaimed, waste, imported, exported, banked, stored water, surface water,
			 groundwater, and public trust interests);</text>
				</paragraph><paragraph id="H290B14EA737D4F18917FB949A3BEB821"><enum>(2)</enum><text>shall affect any public or private contract in existence on the date of the enactment of this Act
			 for the sale, lease, or loan of any water (including potable, recycled,
			 reclaimed, waste, imported, exported, banked, stored water, surface water,
			 and groundwater);</text>
				</paragraph><paragraph id="H89ED65C44B6F4FD894DBC1A6CD46463B"><enum>(3)</enum><text>shall be considered to be a relinquishment or reduction of any water rights reserved or
			 appropriated by the United States in the State on or before the date of
			 the enactment of this Act;</text>
				</paragraph><paragraph id="HFE1BB41FD1074999810B1D7FCF21E9E8"><enum>(4)</enum><text>authorizes or imposes any new reserved Federal water rights or expands water usage pursuant to any
			 existing Federal reserved riparian or appropriative rights;</text>
				</paragraph><paragraph id="H8588CAA7526E423A8772F2E47CC24FC4"><enum>(5)</enum><text>shall be considered to be a relinquishment or reduction of any water rights (including potable,
			 recycled, reclaimed, waste, imported, exported, banked, stored water,
			 surface water and groundwater) held, reserved or appropriated by any
			 public entity, or other person or entities, on or before the date of the
			 enactment of this Act;</text>
				</paragraph><paragraph id="HAC513867CBF741AA82E88EA69453ECBE"><enum>(6)</enum><text>shall be construed to, or shall interfere or conflict with the exercise of the powers or duties of
			 any watermaster, public agency, or other body or entity responsible for
			 groundwater or surface water management or groundwater replenishment as
			 designated or established pursuant to any adjudication, or Federal or
			 State statute including, without limitation, the management of the San
			 Gabriel River watershed and basin, to provide water supply and other
			 environmental benefits as described in—</text>
					<subparagraph id="H896A3A6E38A84A5AA99C00AA4E770EF1"><enum>(A)</enum><text>the Southwestern Willow Flycatcher Management Plan San Gabriel River—Morris Reservoir to Santa Fe
			 Dam dated September 2012; or</text>
					</subparagraph><subparagraph id="H8FF8E2AAD3E5404E9172729EE3F40D2E"><enum>(B)</enum><text>the Long-Term Management Plan: West Fork San Gabriel River dated May 8, 1989;</text>
					</subparagraph></paragraph><paragraph id="HF0F86F2212FA455185FC74DD5B672644"><enum>(7)</enum><text>shall be construed to, or shall interfere or conflict with any provision of any judgment or court
			 order issued, or rule or regulation adopted, pursuant to any adjudication
			 affecting water, water rights or water management in the San Gabriel River
			 or Lytle Creek watersheds and basins;</text>
				</paragraph><paragraph id="HB16891CFB79B487F8A240DF56E9061F0"><enum>(8)</enum><text>shall be construed to impede or adversely impact any previously adopted Los Angeles County Drainage
			 Area project, as described in the report of the Chief of Engineers dated
			 June 30, 1992, including any supplement or addendum to that report, or any
			 maintenance agreement to operate the project;</text>
				</paragraph><paragraph id="HB9A76DCDC5E24C0AAEAC1EB47DE61EE2"><enum>(9)</enum><text>shall interfere or conflict with any action by a watermaster or public agency that is authorized
			 pursuant to Federal or State statute, water right or adjudication,
			 including, but not limited to, actions relating to water conservation,
			 water quality, surface water diversion or impoundment, groundwater
			 recharge, water treatment, conservation or storage of water, pollution,
			 waste discharge, the pumping of groundwater; the spreading, injection,
			 pumping, storage, or the use of water from local sources, storm water
			 flows, and runoff, or from imported or recycled water, that is undertaken
			 in connection with the management or regulation of the San Gabriel River
			 or Lytle Creek watersheds and groundwater basins;</text>
				</paragraph><paragraph id="H108BE85F2A26482F9FAFC45D9E488ABF"><enum>(10)</enum><text>shall interfere with, obstruct, hinder, or delay the exercise of, or access to, any water right by
			 the owner of a public water system, or other person or entity, including,
			 but not limited to, the construction, operation, maintenance, replacement,
			 repair, location, or relocation of any well; pipeline; or water pumping,
			 treatment, diversion, impoundment, or storage facility; or other facility
			 or property necessary or useful to access any water right or operate any
			 public water system;</text>
				</paragraph><paragraph id="H4363CEB88A9C46DAA16BFD0828D3CAFB"><enum>(11)</enum><text>shall require initiation or reinitiation of consultation with the United States Fish and Wildlife
			 Service under, or the application of provisions of, the Endangered Species
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1531">16 U.S.C. 1531 et seq.</external-xref>) concerning—</text>
					<subparagraph id="H6BF53AFF2A904785B2D509FC2A5FFE19"><enum>(A)</enum><text>the plans described in paragraph 6(A) or 6(B); or</text>
					</subparagraph><subparagraph id="H274F55832B734A24B38EA42D1DA8C495"><enum>(B)</enum><text>any action or activity affecting water, water rights or water management or water resource
			 facilities in the San Gabriel River or Lytle Creek watersheds and basins;
			 or</text>
					</subparagraph></paragraph><paragraph id="H0D2F501972A44C779B62C8ED0182F032"><enum>(12)</enum><text>authorizes any agency or employee of the United States, or any other person, to take any action
			 inconsistent with paragraphs (1) through (11).</text>
				</paragraph></subsection><subsection id="HB05AF0F16E754345833524BAD8CF09C3"><enum>(b)</enum><header>Definition</header><text>As used in this section, <quote>adjudication</quote> means any final judgment, order, ruling, or decree entered in any judicial proceeding adjudicating
			 or affecting water rights, surface water management, or groundwater
			 management.</text>
			</subsection><subsection id="H0490CC20C5104FD1B049ADBE74E79DD4"><enum>(c)</enum><header>Water resource facilities</header>
				<paragraph id="H53EE9008B19E4DCBB48373AC96DC61FC"><enum>(1)</enum><header>No effect on existing water resource facilities</header><text>Nothing in this Act shall affect—</text>
					<subparagraph id="H34464D77B2874DF7839239C1EB9DDE37"><enum>(A)</enum><text>the use, operation, maintenance, repair, construction, reconfiguration, expansion, or replacement
			 of a water resource facility within or adjacent to the recreation area; or</text>
					</subparagraph><subparagraph id="HD5BC8EE68D0B43FB9AA6F012F984B8A9"><enum>(B)</enum><text>access to a water resource facility within or adjacent to the recreation area.</text>
					</subparagraph></paragraph><paragraph id="H775B7863CC7349D68B31B3BF3C316C80"><enum>(2)</enum><header>No effect on new water resource facilities</header><text>Nothing in this Act shall preclude the establishment of new water resource facilities (including
			 instream sites, routes, and areas) within the recreation area if such
			 facilities are necessary to preserve or enhance the health, safety, water
			 supply, or utility services to residents of Los Angeles or San Bernardino
			 Counties.</text>
				</paragraph><paragraph id="H3EF6B519C38E4C7EBD41E997EFBA8D23"><enum>(3)</enum><header>Flood control</header><text>Nothing in this Act shall be construed to—</text>
					<subparagraph id="HDD2B99EF2F194299A4BDFF4887729CC3"><enum>(A)</enum><text display-inline="yes-display-inline">impose new restrictions or requirements on flood protection, water conservation, water supply,
			 groundwater recharge, water transfers, or water quality operations; or</text>
					</subparagraph><subparagraph id="H75AFD480AD124402AB8E40609C551317"><enum>(B)</enum><text display-inline="yes-display-inline">increase the liability of agencies carrying out flood protection, water conservation, water supply,
			 groundwater recharge, water transfers, or water quality operations.</text>
					</subparagraph></paragraph><paragraph id="H8557705C9C0E4F3B85D062EBE38FE9D6"><enum>(4)</enum><header>Diversion or use of water</header><text display-inline="yes-display-inline">Nothing in this Act shall authorize or require the use of water in or the diversion of water to the
			 recreation area or the park lands.</text>
				</paragraph></subsection><subsection id="H4DAC6D9976BC43D8B217098EFB15A974"><enum>(d)</enum><header>Utility facilities and rights of way</header><text>Nothing in this Act shall—</text>
				<paragraph id="HB518FE5840C5494D8F21125C5F918BE1"><enum>(1)</enum><text>affect the use, operation, maintenance, repair, construction, reconfiguration, expansion,
			 inspection, renewal, reconstruction, alteration, addition, relocation,
			 improvement, removal, or replacement of utility facilities or appurtenant
			 rights of way within or adjacent to the recreation area;</text>
				</paragraph><paragraph id="H30DCED67F08E412BBE185DDB01154075"><enum>(2)</enum><text>affect access to utility facilities or rights of way within or adjacent to the recreation area; or</text>
				</paragraph><paragraph id="H4A0368944272486F89BAE5F95B147819"><enum>(3)</enum><text>preclude the establishment of new utility facilities or rights of way (including instream sites,
			 routes, and areas) within the recreation area if such facilities are
			 necessary for public health and safety, electricity supply, or other
			 utility services.</text>
				</paragraph></subsection><subsection id="H7F7B37A158CB4BF4BACC67CB91400D4A"><enum>(e)</enum><header>Roads; public transit</header>
				<paragraph id="HD03EB153103946EBB9203927450F5CEC"><enum>(1)</enum><header>Definitions</header><text>In this subsection:</text>
					<subparagraph id="H2535E532A5E7458B9BE8D22214473453"><enum>(A)</enum><header>Public roads</header><text>the term <term>public roads</term> means any paved road or bridge (including any appurtenant structures and rights of way) that is
			 operated or maintained by a non-Federal entity and is—</text>
						<clause id="H166F3A69464F4F058CF4E792373EB204"><enum>(i)</enum><text>open to vehicular use by the public; or</text>
						</clause><clause id="H5BE5CFAF46EB4D4392F7E01A5004E6D2"><enum>(ii)</enum><text display-inline="yes-display-inline">used by public agencies or utilities for the operation, maintenance, repair, construction, and
			 rehabilitation of infrastructure, utility facility, or right-of-way.</text>
						</clause></subparagraph><subparagraph id="H85447F09931140E7AF58530D81D1F83B"><enum>(B)</enum><header>Public transit</header><text>The term <term>public transit</term> means transit services (including operations and rights of way) that are operated or maintained by
			 a non-Federal entity and are—</text>
						<clause id="H9A69C1D28B3C4EF4986A05C59FD17806"><enum>(i)</enum><text>open to the public; or</text>
						</clause><clause id="H12966ECBB70240728F87FAA9AE9B71F1"><enum>(ii)</enum><text display-inline="yes-display-inline">used by public agencies or contractors for the operation, maintenance, repair, construction, and
			 rehabilitation of infrastructure, utility facility, or right-of-way.</text>
						</clause></subparagraph></paragraph><paragraph id="H92BC68FF166846BEA81CD5E653439E93"><enum>(2)</enum><header>No effect on public roads or public transit</header><text>Nothing in this Act—</text>
					<subparagraph id="HE95A91016A1845C18BFE88F5EBA6846F"><enum>(A)</enum><text>authorizes the Secretary or Secretary of Agriculture to take any action that would affect the
			 operation, maintenance, repair, and rehabilitation of public roads or
			 public transit (including activities necessary to comply with Federal and
			 State safety standards or public transit); or</text>
					</subparagraph><subparagraph id="HE85090C8001B4C93B7F88E81A3583D1E"><enum>(B)</enum><text>creates any new liability, or increases any existing liability, of any owner of operator of public
			 roads.</text>
					</subparagraph></paragraph></subsection></section><section id="H2D10146CABD94F108BFDC9A531717B8C"><enum>7.</enum><header>San Gabriel National Recreation Area Public Advisory Council</header>
			<subsection id="HD96E8BA6850C414EA47CE49DDF76375C"><enum>(a)</enum><header>Establishment</header><text>Not more than 180 days after the date of the enactment of this Act, the Secretaries shall establish
			 a public advisory council, to be known as the <quote>San Gabriel National Recreation Area Public Advisory Council</quote>.</text>
			</subsection><subsection id="HEF05CDB2659242E8920373D570993CB9"><enum>(b)</enum><header>Duties</header><text>The public advisory council shall—</text>
				<paragraph id="H3CABC43057EB46F48B3A57B872624E6C"><enum>(1)</enum><text display-inline="yes-display-inline">advise the Secretaries on the development and implementation of the management plan; and</text>
				</paragraph><paragraph id="HF7514D6108E34CDE995972A79B6E3098"><enum>(2)</enum><text>advise the Secretary on the development and implementation of the visitor services plan and access
			 study required by section 3.</text>
				</paragraph></subsection><subsection id="HDAB0D43D84C14D95B5CC1FD9BB0F773F"><enum>(c)</enum><header>Applicable law</header><text>The public advisory council shall be subject to—</text>
				<paragraph id="H4C44AA6C23304EE5AA34495E549D4A09"><enum>(1)</enum><text>the Federal Advisory Committee Act (5 U.S.C. App.);</text>
				</paragraph><paragraph id="HE49645A3D6E5498F9EE3D6A7B73E2085"><enum>(2)</enum><text>all other applicable law (including regulations).</text>
				</paragraph></subsection><subsection id="HEE05F9D408F24D8FA554D34889ACA70E"><enum>(d)</enum><header>Members</header>
				<paragraph id="H1A9B8A94BA924E0DA313302E59A124A0"><enum>(1)</enum><header>Size of public advisory council</header><text>The public advisory council shall include 21 members.</text>
				</paragraph><paragraph id="H1AA36345AC1A458DA897D38B3C66CEAE"><enum>(2)</enum><header>Makeup of public advisory council</header><text display-inline="yes-display-inline">After considering the recommendations of the partnership, the Secretaries shall appoint members of
			 the public advisory council to represent the following interests—</text>
					<subparagraph id="H1E99AA6039034425904B491D88484A88"><enum>(A)</enum><text>two members to represent local, regional, or national environmental organizations;</text>
					</subparagraph><subparagraph id="H894A1E85C9334FC3AE6BBC63A537DCE9"><enum>(B)</enum><text>two members to represent the interests of outdoor recreation, including off-highway vehicle
			 recreation, within the recreation area;</text>
					</subparagraph><subparagraph id="HB6F4018CD5AE4860A53A035A3AB5DEFE"><enum>(C)</enum><text>two members to represent the interests of community-based organizations whose mission includes
			 expanding access to the outdoors;</text>
					</subparagraph><subparagraph id="HC81C43ABAE1A4C2980D447F3D134751A"><enum>(D)</enum><text>two members to represent business interests;</text>
					</subparagraph><subparagraph id="H27E5AF9E49154FD7A21DB063A9E00AD9"><enum>(E)</enum><text>one member to represent Native American tribes within or adjacent to the recreation area;</text>
					</subparagraph><subparagraph id="H65FC38593762470387090286472FE909"><enum>(F)</enum><text>one member to represent the interests of homeowners’ associations within the recreation area;</text>
					</subparagraph><subparagraph id="HB8B84FC183144CBBBCF42D9697A8AECA"><enum>(G)</enum><text display-inline="yes-display-inline">three members to represent the interests of holders of adjudicated water rights, water agencies,
			 wastewater and sewer agencies, recycled water facilities, and water
			 replenishment entities;</text>
					</subparagraph><subparagraph id="HFF2419A139D14A9081D8B39BF44DBEE1"><enum>(H)</enum><text>one member to represent energy and mineral development interests;</text>
					</subparagraph><subparagraph id="H1B89E00D067B476AB9507ACA9857FDA8"><enum>(I)</enum><text>one member to represent owners of Federal grazing permits, or other land use permits within the
			 recreation area;</text>
					</subparagraph><subparagraph id="H5D6776E824A24E249C844896F73E7833"><enum>(J)</enum><text>one member to represent archaeological and historical interests;</text>
					</subparagraph><subparagraph id="H36A88421013B4452B80041D431372804"><enum>(K)</enum><text>one member to represent the interests of environmental educators;</text>
					</subparagraph><subparagraph id="H3C5E846761FF45ECBF148BE99B1050B5"><enum>(L)</enum><text>one member to represent cultural history interests;</text>
					</subparagraph><subparagraph id="HD39817247B1242049E171F4F1DBD13E7"><enum>(M)</enum><text>one member to represent environmental justice interests;</text>
					</subparagraph><subparagraph id="H93B3824103EB412DA5A36C8061BD4F9B"><enum>(N)</enum><text display-inline="yes-display-inline">one member to represent electrical utility interests; and</text>
					</subparagraph><subparagraph id="H5E314ABB8B4944DA8EBDA3F711C43564"><enum>(O)</enum><text>two members to represent the affected public at large.</text>
					</subparagraph></paragraph></subsection><subsection id="HEC5D6A93B9EC4965A2978B0E8A4AF17B"><enum>(e)</enum><header>Terms</header>
				<paragraph id="HC1F0B3959716439DA31868B98EC19C4D"><enum>(1)</enum><header>Staggered terms</header><text>Members of the public advisory council shall be appointed for terms of 3 years, except that, of the
			 members first appointed, 6 of the members shall be appointed for a term of
			 1 year and 6 of the members shall be appointed for a term of 2 years.</text>
				</paragraph><paragraph id="H710236A21A72410DA208FA250FA119C7"><enum>(2)</enum><header>Reappointment</header><text>A member may be reappointed to serve on the public advisory council upon the expiration of the
			 member’s current term.</text>
				</paragraph><paragraph id="H0312DBCF96E34EE78B25842D03D5B2EC"><enum>(3)</enum><header>Vacancy</header><text>A vacancy on the public advisory council shall be filled in the same manner as the original
			 appointment.</text>
				</paragraph></subsection><subsection id="H35CEEF3B91C7475CA583F0369AD2F0AB"><enum>(f)</enum><header>Quorum</header><text>A quorum shall be ten members of the public advisory council. The operations of the advisory
			 council shall not be impaired by the fact that a member has not yet been
			 appointed as long as a quorum has been attained.</text>
			</subsection><subsection id="H319BD9E836204BE7AB490D64B3F26F41"><enum>(g)</enum><header>Chairperson and procedures</header><text>The public advisory council shall elect a chairperson and establish such rules and procedures as it
			 deems necessary or desirable.</text>
			</subsection><subsection id="H3A91FCF26E6A4B028ACA410CEB6CD438"><enum>(h)</enum><header>Service without compensation</header><text>Members of the public advisory council shall serve without pay.</text>
			</subsection><subsection id="H97A62197F75A4E96891EB57E0F63353F"><enum>(i)</enum><header>Termination</header><text>The public advisory council shall cease to exist—</text>
				<paragraph id="HF3D15EFAAD4D48319CB47F906059C5E3"><enum>(1)</enum><text>on the date that is five years after the date on which the management plans are officially adopted
			 by the Secretaries; or</text>
				</paragraph><paragraph id="H1557EA160643433D8E5F72250AE39131"><enum>(2)</enum><text>on such later date as the Secretaries consider appropriate.</text>
				</paragraph></subsection></section><section id="HFE05C2EF918743A09A32E915BA2663B6"><enum>8.</enum><header>San Gabriel National Recreation Area Partnership</header>
			<subsection id="H8BE4E271A91240868EDB234D5DB57EED"><enum>(a)</enum><header>In general</header><text>There is hereby established the San Gabriel National Recreation Area Partnership.</text>
			</subsection><subsection id="H7AA9D83E1C8140E6B32ED2694E55B052"><enum>(b)</enum><header>Purposes</header><text>The purposes of the partnership are to—</text>
				<paragraph id="HDFA28AA75382436FADBC0BD0ACF18BEF"><enum>(1)</enum><text>coordinate the activities of Federal, State, tribal, and local authorities, and the private sector,
			 in fulfilling the purposes of this Act; and</text>
				</paragraph><paragraph id="HC5EB47589B7D4B009978D9C919E9A642"><enum>(2)</enum><text>use the resources and expertise of each agency in improving the management and recreational
			 opportunities within the recreation area.</text>
				</paragraph></subsection><subsection id="H71A2BBA3EE9C4FBCA2925337C4291AFA"><enum>(c)</enum><header>Membership</header><text>The members of the partnership shall include the following:</text>
				<paragraph id="H06A2080F226A4A90A4950C277CE0AB1E"><enum>(1)</enum><text>The Secretary of Agriculture, or a designee of the Secretary, to represent the Forest Service.</text>
				</paragraph><paragraph id="HE7CC8CEEF8F94E36A4075FD67A01CAD8"><enum>(2)</enum><text>The Secretary, or a designee of the Secretary, to represent the National Park Service and Bureau of
			 Land Management.</text>
				</paragraph><paragraph id="HE4FA6CC3274F448BA0B541C4C81EB53F"><enum>(3)</enum><text>The Secretary of Defense, or a designee of the Secretary, to represent the Army Corps of Engineers.</text>
				</paragraph><paragraph id="H50B3065F921541D7906A220FB550BD22"><enum>(4)</enum><text>The Secretary of the State Natural Resources Agency, or a designee of the Secretary, to represent
			 the California Department of Parks and Recreation and the Rivers and
			 Mountains Conservancy.</text>
				</paragraph><paragraph id="HEBDA9AFB88294C43930CD5444289CAE5"><enum>(5)</enum><text>A designee of the Los Angeles County Board of Supervisors.</text>
				</paragraph><paragraph id="H023565330E4A41B0A245F6F4C23FF65E"><enum>(6)</enum><text>A designee of the San Bernardino County Board of Supervisors.</text>
				</paragraph><paragraph id="H4E197EA9B3FD4903AF5BF13AC9F9D32B"><enum>(7)</enum><text>A designee of the Puente Hills Habitat Preservation Authority.</text>
				</paragraph><paragraph id="H7CD4943F46974CD696D4A92ADF70B33F"><enum>(8)</enum><text display-inline="yes-display-inline">Four designees of the San Gabriel Council of Governments, one of whom is to be elected from a local
			 land conservancy.</text>
				</paragraph><paragraph id="H9210ECF5B18A429A828887E3D69209D6"><enum>(9)</enum><text>Two designees of the San Bernardino Associated Governments.</text>
				</paragraph><paragraph id="H159102BD79B4418DABFB919EEE37AA61"><enum>(10)</enum><text>A designee of the San Gabriel Valley Economic Partnership.</text>
				</paragraph><paragraph id="HE58CACB6B29042538200BA3BFA87E002"><enum>(11)</enum><text>A designee of the Los Angeles County Flood Control District.</text>
				</paragraph><paragraph id="H0CD5F68AEE304310AE2B90F13B42CE52"><enum>(12)</enum><text>A designee of the San Gabriel Valley Water Association.</text>
				</paragraph><paragraph id="HBE5857107CFF4B2B993D65D2F9E703D6"><enum>(13)</enum><text>A designee of the Central Basin Water Association.</text>
				</paragraph><paragraph id="H8DEAAF02EBF947AAA5A1526ECA220FA9"><enum>(14)</enum><text>A designee of the Six Basins Watermaster.</text>
				</paragraph><paragraph id="HF42875D314D5463A964140BD063528E8"><enum>(15)</enum><text>A designee of a public utility company, to be appointed by the Secretary.</text>
				</paragraph><paragraph id="H8A4184EDF030487FA3E7431428360DF8"><enum>(16)</enum><text>A designee of the Watershed Conservation Authority.</text>
				</paragraph><paragraph id="H052C4BF284ED496696038D2A7BB89447"><enum>(17)</enum><text display-inline="yes-display-inline">A designee of the public advisory council so long as the public advisory council remains in effect.</text>
				</paragraph></subsection><subsection id="H273B2E6EFECC499ABC3EC0C2167987B8"><enum>(d)</enum><header>Duties</header><text>To further the purposes of this Act, and in a manner consistent with the purposes described in
			 section 3(a), the partnership shall—</text>
				<paragraph id="H15426F34BDF9464094D36589950F9735"><enum>(1)</enum><text>make recommendations to the Secretaries on the development and implementation of the management
			 plan;</text>
				</paragraph><paragraph id="HEE0C39ED51CB4C5B9073CA8A01BA23B5"><enum>(2)</enum><text>advise the Secretary of Agriculture on the provision and management of recreational opportunities,
			 and improvement of visitor services and education on the National Forest
			 System lands within the recreation area;</text>
				</paragraph><paragraph id="H0DDCC914DF8A4ABB9427FCEDD304AFC9"><enum>(3)</enum><text>review and comment on the visitor services plan and access study required by section 103;</text>
				</paragraph><paragraph id="H155B90DC12CB48068C6049197BC37107"><enum>(4)</enum><text>seek opportunities to facilitate the implementation of the visitor services plan and access study
			 required by section 9;</text>
				</paragraph><paragraph id="H918BC2C850EA4FFFAE15BA4BAA203DC2"><enum>(5)</enum><text>assist units of local government, regional planning organizations, and nonprofit organizations in
			 fulfilling the purposes of the recreation area by—</text>
					<subparagraph id="H0A0B9FA9C7F54C0C94EBA8F4D46DBBF3"><enum>(A)</enum><text>carrying out programs and projects that recognize, protect, and enhance important resource values
			 within the recreation area;</text>
					</subparagraph><subparagraph id="HD058D87835E44F8B950ED9155C3E5009"><enum>(B)</enum><text>establishing and maintaining interpretive exhibits and programs within the recreation area;</text>
					</subparagraph><subparagraph id="H0AB7972DD3234AE9AC75EDD979735120"><enum>(C)</enum><text>developing recreational and educational opportunities in the recreation area, consistent with the
			 purposes of this Act;</text>
					</subparagraph><subparagraph id="HC67640F1F76E4F9A8FD72AE2C8095D97"><enum>(D)</enum><text>increasing public awareness of, and appreciation for, natural, historic, scenic, and cultural
			 resources of the recreation area;</text>
					</subparagraph><subparagraph id="HCF9301BB81874E019FBC43CD913504CA"><enum>(E)</enum><text>ensuring that signs identifying points of public access and sites of interest are posted throughout
			 the recreation area;</text>
					</subparagraph><subparagraph id="H017EFEED85194E29BB61307CD22AE002"><enum>(F)</enum><text>promoting a wide range of partnerships among governments, organizations, and individuals to further
			 the purposes of the recreation area; and</text>
					</subparagraph><subparagraph id="H85581AA6EBC54B56B897B7570856B8D4"><enum>(G)</enum><text>ensuring that management of the recreation area takes into account local ordinances and land-use
			 plans, as well as adjacent residents and property owners;</text>
					</subparagraph></paragraph><paragraph id="H56A4A847CA984E6DA5E7E1A04F8202E9"><enum>(6)</enum><text>make recommendations to the Secretaries on members to be appointed to the advisory council; and</text>
				</paragraph><paragraph id="H31ED483609294756B0F0D5909A417DF5"><enum>(7)</enum><text>undertake any other action necessary to fulfill the purposes of this Act.</text>
				</paragraph></subsection><subsection id="HEDE546E57EAE416B98D656BE9F896CD4"><enum>(e)</enum><header>Authorities</header><text>The partnership may, subject to the prior approval of the Secretary, for the purposes of preparing
			 and implementing the management plans, use Federal funds made available
			 under this section to—</text>
				<paragraph id="H32205250BA454D23BD002381A8B2969D"><enum>(1)</enum><text>make grants to the State, political subdivisions of the State, nonprofit organizations, and other
			 persons;</text>
				</paragraph><paragraph id="H063B909D9AF64E7FB8D08407A6947CDB"><enum>(2)</enum><text>enter into cooperative agreements with, or provide grants or technical assistance to, the State,
			 political subdivisions of the State, nonprofit organizations, Federal
			 agencies, and other interested parties;</text>
				</paragraph><paragraph id="H10290968AA014955A1AE778871761C3A"><enum>(3)</enum><text>hire and compensate staff;</text>
				</paragraph><paragraph id="HFE6E8E34505546B1BBC0642E121FBE07"><enum>(4)</enum><text>obtain funds or services from any source, including funds and services provided under any other
			 Federal law or program;</text>
				</paragraph><paragraph id="HDB493AE31A0C4F1689E38D5139B76107"><enum>(5)</enum><text>contract for goods or services; and</text>
				</paragraph><paragraph id="H0A890A2764A4483F84BD0E3BA19DA45E"><enum>(6)</enum><text>support activities of partners and any other activities that further the purposes of the recreation
			 area and are consistent with the approved management plans.</text>
				</paragraph></subsection><subsection id="H74AF6030043D47B3B3ACA89D66821D15"><enum>(f)</enum><header>Terms of office; reappointment; vacancies</header>
				<paragraph id="HE9123048D0D041F5B8C62B252D61A278"><enum>(1)</enum><header>Terms</header><text>Members of the partnership shall be appointed for terms of 3 years.</text>
				</paragraph><paragraph id="HAC7CCC115E26459786FAB14FC5DA3B60"><enum>(2)</enum><header>Reappointment</header><text>A member may be reappointed to serve on the partnership upon the expiration of the member’s current
			 term.</text>
				</paragraph><paragraph id="HDA46CB2768FE4BD6862F272E0D686A2C"><enum>(3)</enum><header>Vacancy</header><text>A vacancy on the partnership shall be filled in the same manner as the original appointment.</text>
				</paragraph></subsection><subsection id="H16606A154E4A4D19B35F63D5C572926F"><enum>(g)</enum><header>Quorum</header><text>A quorum shall be eleven members of the partnership. The operations of the partnership shall not be
			 impaired by the fact that a member has not yet been appointed as long as a
			 quorum has been attained.</text>
			</subsection><subsection id="HE7348FC5A62944D69ABBDC10ECC14810"><enum>(h)</enum><header>Chairperson and procedures</header><text>The partnership shall elect a chairperson and establish such rules and procedures as it deems
			 necessary or desirable.</text>
			</subsection><subsection id="H7D0EC984A85542748FEFFACAF2DA6B98"><enum>(i)</enum><header>Service without compensation</header><text>Members of the partnership shall serve without pay.</text>
			</subsection><subsection id="H73D0ED98D40541AFB0CB6C2F498B2127"><enum>(j)</enum><header>Duties and authorities of the secretary</header>
				<paragraph id="H71BBFD7FA6714687804A326C898380A0"><enum>(1)</enum><header>In general</header><text>The Secretary shall convene the partnership on a regular basis to carry out this Act.</text>
				</paragraph><paragraph id="H90719AACE1FF4C84BE92F4F3A1012B17"><enum>(2)</enum><header>Visitor services and access</header><text>The Secretary is authorized to carry out the visitor services plan required by section 9(a)(2) and
			 access study required by section 9(c)(2).</text>
				</paragraph><paragraph id="H0F004EAC86824E51AD3DC5824F579734"><enum>(3)</enum><header>Technical and financial assistance</header><text>The Secretary may provide technical and financial assistance, on a reimbursable or non-reimbursable
			 basis, as determined by the Secretary, to the partnership or any members
			 of the partnership to carry out this Act.</text>
				</paragraph><paragraph id="HDE6DDE23285347399E3C900DE0269A32"><enum>(4)</enum><header>Cooperative agreements</header><text>The Secretary may enter into cooperative agreements with the partnership, any members of the
			 partnership, or other public or private entities to provide technical,
			 financial or other assistance to carry out this Act.</text>
				</paragraph><paragraph id="HA066951CCD904490BD9E315BDE1B7E61"><enum>(5)</enum><header>Construction of facilities on non-Federal lands</header>
					<subparagraph id="H2D28A5EFAA614347A85C90B65B520885"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">In order to facilitate the administration of the recreation area, the Secretary is authorized,
			 subject to valid existing rights, to construct administrative or visitor
			 use facilities on non-Federal public lands within the recreation area.</text>
					</subparagraph><subparagraph id="HCC15106B9EA14B28B69DEC1E985F87A7"><enum>(B)</enum><header>Additional requirement</header><text>Such facilities may only be developed—</text>
						<clause id="HC99EB4E18B294C098444096EF2582FE6"><enum>(i)</enum><text>with the consent of the owner of the non-Federal public land; and</text>
						</clause><clause id="H62163AEDF5124C61A8901AE73207AB83"><enum>(ii)</enum><text>in accordance with applicable Federal, State, and local laws, regulations, and plans.</text>
						</clause></subparagraph></paragraph><paragraph id="HFE543ECF149E47BCA3529F9FA04E8692"><enum>(6)</enum><header>Priority</header><text>The Secretary shall give priority to actions that—</text>
					<subparagraph id="HA0FDB0FF697B40138470BF7F5646A6CB"><enum>(A)</enum><text>conserve the significant natural, historic, cultural, and scenic resources of the recreation area;
			 and</text>
					</subparagraph><subparagraph id="H1625B42616FD430C8A5A1E347449D7BF"><enum>(B)</enum><text>provide educational, interpretive, and recreational opportunities consistent with the purposes of
			 the recreation area.</text>
					</subparagraph></paragraph></subsection><subsection id="H4F98E8ED119940328FCB33A9EF0F88A0"><enum>(k)</enum><header>Committees</header><text>The partnership shall establish—</text>
				<paragraph id="H0FF8ED2565EC42C48FF45AAC2BC3ED18"><enum>(1)</enum><text>a Water Technical Advisory Committee to advise the Secretaries on water-related issues relating to
			 the recreation area; and</text>
				</paragraph><paragraph id="H6336C412A0964290969847B6498FBD70"><enum>(2)</enum><text>a Public Safety Advisory Committee to advise the Secretaries on public safety issues relating to
			 the recreation area.</text>
				</paragraph></subsection></section><section id="HEF4C47EE34A94BFBBA007151086E335D"><enum>9.</enum><header>Access and visitor services</header>
			<subsection id="H81EA1C18B56B48C4B1763AEEF12CFC9A"><enum>(a)</enum><header>Visitor services</header>
				<paragraph id="H71C5B1ADF3594CB09BAE7427E75B8031"><enum>(1)</enum><header>Purpose</header><text>The purpose of this subsection is to facilitate the development of an integrated visitor services
			 plan that will improve visitor experiences within the recreation area
			 through expanded recreational opportunities, and increased interpretation,
			 education, resource protection, and enforcement.</text>
				</paragraph><paragraph id="HC5A094E0C2E742CDA8DEBC44BE5B6448"><enum>(2)</enum><header>Plan required</header><text>Not later than three years after the date of the enactment of this Act, and in accordance with this
			 subsection, the Secretary, in consultation with the Secretary of
			 Agriculture and the Partnership, shall develop an integrated visitor
			 services plan for the recreation area.</text>
				</paragraph><paragraph id="H7D214C92B02E4316BB593A303713E826"><enum>(3)</enum><header>Contents</header><text>The visitor services plan required by this subsection shall—</text>
					<subparagraph id="H92A1249E0B1542CDA40FA3FFBED3DCB5"><enum>(A)</enum><text>assess current and anticipated future visitation to the recreation area, including recreation
			 destinations;</text>
					</subparagraph><subparagraph id="HE5AD1376BDD849BA9DB37F9BCE26862D"><enum>(B)</enum><text>consider the demand for various types of recreation (including hiking, picnicking, horseback
			 riding, and the use of motorized and mechanized vehicles) where
			 permissible and appropriate;</text>
					</subparagraph><subparagraph id="H270B8964A55C4684B999FE89C81D0774"><enum>(C)</enum><text display-inline="yes-display-inline">evaluate the impacts of recreation on natural and cultural resources, water resource facilities,
			 public roads, adjacent residents and property owners, and utilities within
			 the recreation area, as well as the effectiveness of current enforcement
			 efforts;</text>
					</subparagraph><subparagraph id="H19C4BBF719DB4F7AB0B5685351BFFC7F"><enum>(D)</enum><text>assess the current level of interpretive and educational services and facilities;</text>
					</subparagraph><subparagraph id="H6E4A158367EF4F1D901BE47D026D5D06"><enum>(E)</enum><text>include recommendations to—</text>
						<clause id="HF39B6193215C4CE6A2928524881561F6"><enum>(i)</enum><text>expand opportunities for high-demand recreational activities, consistent with the purposes
			 described in section 3(a);</text>
						</clause><clause id="HD274C7F9274F4549A41B08C172F2ED30"><enum>(ii)</enum><text>better manage recreation area resources and improve the experience of recreation area visitors
			 through expanded interpretive and educational services and facilities, and
			 improved enforcement; and</text>
						</clause><clause id="H6C6718229DB544ECA32F9820DC8F2BAC"><enum>(iii)</enum><text>better manage recreation area resources to reduce negative impacts on the environment, ecology, and
			 integrated water management activities in the area;</text>
						</clause></subparagraph><subparagraph id="HC3D73DD0D2CF405BA0774B5CCC141307"><enum>(F)</enum><text>in coordination and consultation with owners of non-Federal land, assess options to incorporate
			 recreational opportunities on non-Federal land into the recreation area—</text>
						<clause id="HCFECBB756DF74B269A408BCF582E0874"><enum>(i)</enum><text>in a manner consistent with the purposes and uses of the non-Federal land; and</text>
						</clause><clause id="HC3BF34BFC1524FABB3986B9EFD3F20EB"><enum>(ii)</enum><text>with the consent of the non-Federal land owner;</text>
						</clause></subparagraph><subparagraph id="H5C3DC464CBBC4F9FAEFB9E9763421402"><enum>(G)</enum><text>assess opportunities to provide recreational opportunities that connect the San Gabriel River to
			 the National Forest System lands; and</text>
					</subparagraph><subparagraph id="HCF628D8C4F3D4F4DA97B9DBB231E051C"><enum>(H)</enum><text>be developed and carried out in accordance with applicable Federal, State, and local laws and
			 ordinances.</text>
					</subparagraph></paragraph><paragraph id="H48E33E512F0443A7A27A738B3C42C7E5"><enum>(4)</enum><header>Consultation</header><text>In developing the plan required by this subsection, the Secretary shall—</text>
					<subparagraph id="H064EEA06909A423B82FAC661EBFA244E"><enum>(A)</enum><text>consult with—</text>
						<clause id="HCA045B363C3F4AC78ADC536DC55763FD"><enum>(i)</enum><text>the Secretary of Agriculture and other appropriate Federal agencies;</text>
						</clause><clause id="H81ED614FD50543709F23B6547A4C4B7C"><enum>(ii)</enum><text>the partnership;</text>
						</clause><clause id="HFD96284E4B94436C8C3F6A176BA63159"><enum>(iii)</enum><text>the public advisory council;</text>
						</clause><clause id="H3697D2185FF64AAB8F01684EBEF5F84B"><enum>(iv)</enum><text>appropriate State and local agencies; and</text>
						</clause><clause id="HEC5AA9115E814DB18E30E99F8F75358B"><enum>(v)</enum><text>interested nongovernmental organizations; and</text>
						</clause></subparagraph><subparagraph id="H9F60DD9F0CA44701A0E4522C47041059"><enum>(B)</enum><text>involve members of the public.</text>
					</subparagraph></paragraph></subsection><subsection id="H75781237ABCD4F03A02DC0064AC66BB4"><enum>(b)</enum><header>Visitor facilities</header><text display-inline="yes-display-inline">The Secretary and Secretary of Agriculture are authorized to construct visitor use facilities,
			 within the recreation area. Such facilities shall be developed in
			 conformance with all existing Federal, State, and local laws (including
			 regulations) and applicable Federal, State, and local plans.</text>
			</subsection><subsection id="H9E61C523A1EB4AFAB33F7DBB5826F27E"><enum>(c)</enum><header>Access study</header>
				<paragraph id="HD86BA839801F478BAF572E4702A514E8"><enum>(1)</enum><header>Purpose</header><text>The purpose of this subsection is to assess the feasibility of improving the accessibility of the
			 recreation area.</text>
				</paragraph><paragraph id="H2A9513FD62BA427BAB4C636CC11B9207"><enum>(2)</enum><header>Study required</header><text>Not later than three years after the date of the enactment of this Act, and in accordance with this
			 subsection, the Secretary shall conduct a study on the accessibility of
			 the recreation area.</text>
				</paragraph><paragraph id="HE9B9D198B75F4EF1B31BB71ECE36FB54"><enum>(3)</enum><header>Contents</header><text>The access study required by this subsection shall—</text>
					<subparagraph id="H0B90758789864FEBA01DBA5A9B927085"><enum>(A)</enum><text>evaluate the means by which members of the public access various locations within the recreation
			 area;</text>
					</subparagraph><subparagraph id="H8C1A8543BD684692B7F7ABCA7B9B5589"><enum>(B)</enum><text>consider alternatives to sustainably improve the recreational access of the National Forest System
			 from the San Gabriel River;</text>
					</subparagraph><subparagraph id="H49A271239D394BA5BB1AE8C74C23B198"><enum>(C)</enum><text>provide options and recommendations for improving the accessibility of the recreation area,
			 consistent with the purposes described in section 3(a); and</text>
					</subparagraph><subparagraph id="H58734898737A4EEB8EA274EB73AC473B"><enum>(D)</enum><text>be developed and carried out in accordance with applicable Federal, State, and local laws and
			 ordinances.</text>
					</subparagraph></paragraph><paragraph id="HDB38236B04394662BF930AAA7A03B9D5"><enum>(4)</enum><header>Consultation</header><text>In developing the study required by this subsection, the Secretary shall—</text>
					<subparagraph id="H7760FAB641A647F38E175910124AB506"><enum>(A)</enum><text>consult with—</text>
						<clause id="H97C0B6BC9BEA41F5A9C1FB346991FD84"><enum>(i)</enum><text>the Secretary of Agriculture and other appropriate Federal agencies;</text>
						</clause><clause id="H7DB8C4B6418C48ED9637FB3DF585ED47"><enum>(ii)</enum><text>the partnership;</text>
						</clause><clause id="H46987790FFA84AC6A151A902B3C13323"><enum>(iii)</enum><text>the public advisory council;</text>
						</clause><clause id="HA90C581EB8CA4A69946501184E5A8C9A"><enum>(iv)</enum><text>appropriate State and local agencies; and</text>
						</clause><clause id="H937A260DDD2E42EEBAE458BA062B8132"><enum>(v)</enum><text>interested nongovernmental organizations; and</text>
						</clause></subparagraph><subparagraph id="HEC0F6D90032448F3AC5CFDE24A1FE809"><enum>(B)</enum><text>involve members of the public.</text>
					</subparagraph></paragraph></subsection><subsection id="H2B0DD77FC3404997933C77FA008128B9"><enum>(d)</enum><header>Donations</header>
				<paragraph id="H37711DD644C0404186A3CA140ABF3FA6"><enum>(1)</enum><header>In general</header><text>The Secretary and the Secretary of Agriculture may accept and use donated funds, property, in-kind
			 contributions, and services to carry out this Act.</text>
				</paragraph><paragraph id="H0EE9AE448EF14183BFFE30F57535EDC7"><enum>(2)</enum><header>Prohibition</header><text>The Secretary or Secretary of Agriculture may not accept non-Federal land that has been acquired
			 through use of eminent domain after the date of the enactment of this Act.</text>
				</paragraph></subsection><subsection id="H7A3B8F8E59BA47F7BAA1F605C868C716"><enum>(e)</enum><header>Coordination</header>
				<paragraph id="H172DE3E37EF146F6A3A10B0A1692DBFE"><enum>(1)</enum><header>In general</header><text>The Secretary of Agriculture and the Secretary shall coordinate in carrying out this Act.</text>
				</paragraph><paragraph id="H995DB83887B741E1BFC2DA19602170FF"><enum>(2)</enum><header>Cooperative agreements</header><text>In carrying out this Act, the Secretary and Secretary of Agriculture may make grants to, or enter
			 into cooperative agreements with, State, tribal, and local governmental
			 entities and private entities to conduct research, develop scientific
			 analyses, and carry out any other initiative relating to the management of
			 and visitation to the recreation area.</text>
				</paragraph><paragraph id="H5A941C8A0C2F46C6A699911D4041EA6F"><enum>(3)</enum><header>Coordination between Federal agencies</header>
					<subparagraph id="H06938C644C91437587EA72DB54E66117"><enum>(A)</enum><header>Agreement required</header><text>Not later than 18 months after the date of the enactment of this Act, the Secretary of Agriculture
			 shall enter into an agreement with the Secretary to carry out this Act on
			 National Forest System lands within the recreation area.</text>
					</subparagraph><subparagraph id="HFAD403A4809C4E76BA5B3E2A3253C9C7"><enum>(B)</enum><header>Required components</header><text>The agreement required by subparagraph (A) shall address, at a minimum, in a manner consistent with
			 the purposes for which the recreation area has been established—</text>
						<clause id="H3B53AA944A7A43A5A18F6BF893A87036"><enum>(i)</enum><text>sharing of resources between the Secretary of Agriculture and Secretary;</text>
						</clause><clause id="H1ED6B2255F2947D19B90B66C3CFFFE17"><enum>(ii)</enum><text>improved visitor services, education, and enforcement;</text>
						</clause><clause id="H867C500D49D644BDAC66C8569F4D0ECA"><enum>(iii)</enum><text>enhanced resource protection within the recreation area; and</text>
						</clause><clause id="HFD565840FA7A43F392C9B428A5977616"><enum>(iv)</enum><text>better connecting the National Forest System lands and park lands.</text>
						</clause></subparagraph><subparagraph id="HA37B825F99F0405BB1D35455888D9CA2"><enum>(C)</enum><header>National park service</header><text>The Secretary may share resources such as management, research, planning, interpretation, visitor
			 services, and enforcement with any unit of the National Park System.</text>
					</subparagraph><subparagraph id="H0BBC846297BB45E88962F61C3E2DA201"><enum>(D)</enum><header>Angeles national forest</header><text>The Secretary may share resources such as management, research, planning, interpretation, visitor
			 services, and enforcement with the Angeles National Forest in order to
			 fulfill the purposes of the recreation area.</text>
					</subparagraph></paragraph><paragraph id="H42F36F0B4401408DAB7B045E33E4184A"><enum>(4)</enum><header>Technical assistance</header><text>The Secretary may provide technical assistance to interested public agencies, private landowners,
			 and organizations, to carry out the purposes of this Act.</text>
				</paragraph></subsection><subsection commented="no" id="H256128A6397E44D1A66410295A6225CF"><enum>(f)</enum><header>Diversion or use of water</header><text>Nothing in this Act shall authorize or require the use of water in or the diversion of water to the
			 recreation area or the park lands.</text>
