		<section id="H581D322ADE6449AF9B80A8CC2EFACBFE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Repeal and Rebuild Act of 2014</short-title></quote>.</text>
		</section><section id="H00324D4218A94366B171900B9A019096"><enum>2.</enum><header>Repeal of excise tax on gasoline</header>
			<subsection id="H742F882830FB46CBBE9E436F608AF45F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/4081">Section 4081(a)(2)(A)(i)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>18.3 cents per gallon</quote> and inserting <quote>0 cents per gallon</quote>.</text>
			</subsection><subsection id="HC5F22F77040F4C9FBE1973A9B8CC2715"><enum>(b)</enum><header>Conforming amendments</header>
				<paragraph id="HFB64CC68D7EE4EB884291AA7571322D5"><enum>(1)</enum><text><external-xref legal-doc="usc" parsable-cite="usc/26/4081">Section 4081(d)(1)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>clauses (i) and</quote> and inserting <quote>clause</quote>.</text>
				</paragraph><paragraph id="H936EFA2237AB40319F3F0C55F2C6B5FF"><enum>(2)</enum><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/4041">Section 4041(a)(2)(B)(i)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>the rate of tax specified in section 4081(a)(2)(A)(i) which is in effect at the time of such sale
			 or use,</quote> and inserting <quote>18.3 cents per gallon</quote>.</text>
				</paragraph></subsection><subsection id="H66122E4716034480939F4049F4BDFE51"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to fuel sold or used after December 31, 2014.</text>
			</subsection></section><section id="H5F15BC5D405447FC988B405D42F5E877"><enum>3.</enum><header>Repeal of excise tax on tires</header>
			<subsection id="H939A041E401C4C7DBCCF7318D57563A6"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter A of chapter 32 of subtitle D of the Internal Revenue Code of 1986 is amended by
			 striking part II (relating to tires).</text>
			</subsection><subsection id="H6644D6A158B84DBAAB4991D345BE3B44"><enum>(b)</enum><header>Conforming amendments</header>
				<paragraph id="HE6B79DB2E90B454DA3CE08600C4551CC"><enum>(1)</enum><text display-inline="yes-display-inline">The table of parts for subchapter A of chapter 32 of subtitle D of the Internal Revenue Code of
			 1986 is amended by striking the item relating to part II.</text>
				</paragraph><paragraph id="H69C0955246614F61B3A67D3CB0CB4D41"><enum>(2)</enum><text><external-xref legal-doc="usc" parsable-cite="usc/26/9503">Section 9503(b)(1)</external-xref> of the Internal Revenue Code of 1986 is amended by striking subparagraph (C) and
			 redesignating subparagraphs (D) and (E) as subparagraphs (C) and (D),
			 respectively.</text>
				</paragraph><paragraph id="HDF816B4CE35E4897BE877AD5B88136B4"><enum>(3)</enum><text><external-xref legal-doc="usc" parsable-cite="usc/26/6412">Section 6412(a)(1)</external-xref> of the Internal Revenue Code of 1986 is amended—</text>
					<subparagraph id="H2112D69B9610484797859EA3D5D3202D"><enum>(A)</enum><text>in the text by striking <quote>4071 or</quote>, and</text>
					</subparagraph><subparagraph id="H87FEF416F8E3478C891F1CD6D773D703"><enum>(B)</enum><text>in the heading by striking <quote><header-in-text level="paragraph" style="OLC">Tires and taxable</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">Taxable</header-in-text></quote>.</text>
					</subparagraph></paragraph><paragraph id="HF6EF2C4485FC4B3D8BFE8BEEEBE72A35"><enum>(4)</enum><text><external-xref legal-doc="usc" parsable-cite="usc/26/6416">Section 6416</external-xref> of the Internal Revenue Code of 1986 is amended by striking subparagraph (C) of
			 subsection (b)(1).</text>
				</paragraph><paragraph id="HE1439631B4784F24BAFFB6C89309A2D2"><enum>(5)</enum><text><external-xref legal-doc="usc" parsable-cite="usc/26/4218">Section 4218</external-xref> of the Internal Revenue Code of 1986 is amended—</text>
					<subparagraph id="H99D8617E19E04E3A84E39D7FA21DC297"><enum>(A)</enum><text>in subsection (a) by striking <quote>(other than a tire taxable under section 4071)</quote>, and</text>
					</subparagraph><subparagraph id="HE6C2B4DE0C9949C9902AA40559C15CB9"><enum>(B)</enum><text>by striking subsection (b) and redesignating subsection (c) as subsection (b).</text>
					</subparagraph></paragraph><paragraph id="H619B03D686744021AE083061541724BD"><enum>(6)</enum><text><external-xref legal-doc="usc" parsable-cite="usc/26/4221">Section 4221</external-xref> of the Internal Revenue Code of 1986 is amended—</text>
					<subparagraph id="H4E46B2BC72B742688B67387C8B6ADB4D"><enum>(A)</enum><text>in subsection (a) by striking <quote>or 4071,</quote>, and</text>
					</subparagraph><subparagraph id="HF14C46EB1B5240B6B3FBF9C583E9B4F7"><enum>(B)</enum><text>in subsection (e) by striking paragraph (2).</text>
					</subparagraph></paragraph><paragraph id="H8D97784309B94D709718C8DF2CFA3751"><enum>(7)</enum><text><external-xref legal-doc="usc" parsable-cite="usc/26/4051">Section 4051</external-xref> of the Internal Revenue Code of 1986 is amended by striking subsection (e).</text>
				</paragraph></subsection><subsection id="H0B8E16A31AEE4548B9A02E582FCD2C27"><enum>(c)</enum><header>Effective date</header>
				<paragraph id="H54CB6157D62D461391D85B397D37E1DF"><enum>(1)</enum><text>Except as provided by paragraph (2), the amendments made by this section shall apply to sales after
			 December 31, 2014.</text>
				</paragraph><paragraph id="H6F47A1E2116C48A09FC28E57FA7261E8"><enum>(2)</enum><text>The amendments made by paragraphs (3), (4), (5), and (6) of subsection (b) shall apply to taxes
			 imposed after December 31, 2014.</text>
				</paragraph></subsection><subsection id="H3F3110036BEF436D83430F000E5887ED"><enum>(d)</enum><header>Special rule for floor stocks refunds relating to tires and taxable fuels</header><text>In the case of an article subject to the tax imposed by section 4071 or 4081 before January 1,
			 2015, which has been sold, held, and not used and is intended for sale in
			 the manner specified by section 6412(a)(1) of the Internal Revenue Code of
			 1986, such section shall be applied by substituting—</text>
				<paragraph id="H413866C1A47044F7A0B0DED090A233D7"><enum>(1)</enum><text><quote>January 1, 2015</quote> for <quote>October 1, 2016</quote>,</text>
				</paragraph><paragraph id="HA3847F6AF7AD48168383A9E5037AE4B8"><enum>(2)</enum><text><quote>July 1, 2015</quote> for <quote>January 1, 2017</quote>, and</text>
				</paragraph><paragraph id="HE8D1FC92601D4C49A93C16306EFBB1A6"><enum>(3)</enum><text><quote>October 1, 2015</quote> for <quote>March 31, 2017</quote>.</text>
				</paragraph></subsection></section><section id="H8754959065E2409992E574873EFA775C" section-type="subsequent-section"><enum>4.</enum><header>Double indexation of diesel fuels tax</header>
			<subsection id="HD40D70AA25DF48339E24993E8B4C9E7C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Paragraph (2) of <external-xref legal-doc="usc" parsable-cite="usc/26/4081">section 4081(a)</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the
			 end the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="HE63E6461569748648584003C55A1EFB6" style="OLC">
					<subparagraph id="H0D9E9571B9A34553B8124066D0A63941"><enum>(E)</enum><header>Index for highway construction cost inflation and fuel efficiency</header>
						<clause id="HCB2403AC3EF14B219CEB492F8206B5D7"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">In the case of any calendar year after 2014, the 24.3 cents rate in subparagraph (A)(iii) and the
			 19.7 cents rate in subparagraph (D), shall each be increased by an amount
			 equal to—</text>
							<subclause id="H9A916D3B452B4167BDE05E1FF30FAD92"><enum>(I)</enum><text>such dollar amount, multiplied by</text>
							</subclause><subclause id="HED5CD9870BE84EF89479697BEACED894"><enum>(II)</enum><text>the double indexation for the calendar year.</text></subclause><continuation-text continuation-text-level="clause">Any increase determined under subparagraph (A) shall be rounded to the nearest tenth of a cent.</continuation-text></clause><clause id="H1BC872D860824B95825D96E266A3BD34"><enum>(ii)</enum><header>Exception for fuel used in aviation</header><text>The adjustment under clause (i) shall not apply with respect to the rate of tax under subparagraph
			 (A)(iii) by reason of subparagraph (C).</text>
						</clause><clause id="H5F6D79887FFE445D94DAAE5BE33689F4"><enum>(iii)</enum><header>Double indexation</header><text>For purposes of clause (i), the double indexation for any calendar year is the sum of—</text>
							<subclause id="H1CAAC3045F5D4C26AC7CBB2196D4ADAB"><enum>(I)</enum><text display-inline="yes-display-inline">the highway construction cost adjustment, and</text>
							</subclause><subclause id="H55B37A9989654B21BCFAEDBCBD1AB28A"><enum>(II)</enum><text display-inline="yes-display-inline">the CAFE fuel saved adjustment.</text>
							</subclause></clause><clause id="HC188CFDCB4BB4EECA4B4B747D8DB98C8"><enum>(iv)</enum><header>Highway construction cost adjustment</header><text>For purposes of clause (iii), the highway construction cost adjustment for any calendar year is the
			 percentage (if any) by which—</text>
							<subclause id="H62D1333A9A8041F691B770277B5B934E"><enum>(I)</enum><text display-inline="yes-display-inline">the National Highway Construction Cost Index for the preceding calendar year, exceeds</text>
							</subclause><subclause id="HEF95DD0778E5479A8F43D4387AB96F46"><enum>(II)</enum><text display-inline="yes-display-inline">the National Highway Construction Cost Index for calendar year 2013.</text>
							</subclause></clause><clause id="H3856827B396847FE99AD207B2EB71F9E"><enum>(v)</enum><header>National Highway Construction Cost Index for any calendar year</header><text display-inline="yes-display-inline">For purposes of clause (iv), the National Highway Construction Cost Index for any calendar year is
			 the average of the National Highway Construction Cost Index as of the
			 close of the 12-month period ending on August 31 of such calendar year.</text>
						</clause><clause id="H1645D9914E294F429990100531EED289"><enum>(vi)</enum><header>National Highway Construction Cost Index</header><text display-inline="yes-display-inline">For purposes of clause (iv), the term <term>National Highway Construction Cost Index</term> means the last National Highway Construction Cost Index published by the Department of
			 Transportation.</text>
						</clause><clause commented="no" id="H0C05C109154A439EB6BAAA2071BCA494"><enum>(vii)</enum><header>CAFE fuel saved adjustment</header><text display-inline="yes-display-inline">For purposes of clause (iii), the CAFE fuel saved adjustment for a calendar year is the percentage
			 (if any) by which annual motor fuel use is reduced by the estimated CAFE
			 fuel saved for that calendar year from the annual motor fuel use for the
			 prior calendar year.</text>
						</clause><clause commented="no" id="H64401D1812BA4CDD9C91C1214ABC8EEE"><enum>(viii)</enum><header>Estimated CAFE fuel saved</header><text display-inline="yes-display-inline">The term <term>estimated CAFE fuel saved</term> for a calendar year means the combined fuel saved estimates issued by the National Highway Traffic
			 Safety Administration and the Environmental Protection Agency for
			 passenger automobiles and light trucks and published in the Federal
			 Register on May 7, 2010, and October 15, 2012, as part of final rules to
			 implement corporate average fuel economy standards, and such successor
			 estimates included in successor rules.</text>
						</clause><clause commented="no" id="H776278D925834C049820B0129A6B2DA4"><enum>(ix)</enum><header>Annual motor fuel use</header><text display-inline="yes-display-inline">The term <term>annual motor fuel use</term> means the total number of gallons of gasoline used in a calendar year in highway use, as published
			 by the Federal Highway Administration as part of its annual motor fuel use
			 survey.</text>
						</clause><clause id="HF760A453E381407B8EF40E6DF12011D5"><enum>(x)</enum><header>Notice</header><text display-inline="yes-display-inline">Not later than December 15, 2014, and annually thereafter, the Secretary shall publish the rates of
			 tax as adjusted under this subparagraph for the succeeding calendar year.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HBD828A4C2EEC4F56ABA8AB72E212CF7B"><enum>(b)</enum><header>Retail fuel excise tax</header><text>Subsection (a) of <external-xref legal-doc="usc" parsable-cite="usc/26/4041">section 4041</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end
			 the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HEDC55D4F2F964AF2B15FBFB4C2AD4C9D" style="OLC">
					<paragraph id="HB3A01C04C9044F17AB0467CD0E7BC726"><enum>(4)</enum><header>Highway inflation adjustment</header>
						<subparagraph id="H3EAAC809CA3441BCBBAD9E45FFD2C1C4"><enum>(A)</enum><header>In general</header><text>In the case of any calendar year after 2014, each dollar amount in paragraphs (1)(C)(iii)(I),
			 (2)(B)(ii), and (3)(A) of this subsection and in subsections (b)(2)(A)(i),
			 (b)(2)(C)(i), and (m)(1) shall be increased by an amount equal to—</text>
							<clause id="H3A2FFADD8ADB445A83D300ACD0E4C04F"><enum>(i)</enum><text>such dollar amount, multiplied by</text>
							</clause><clause id="HB7ED244F6E734E6DBCE6410E16C95CAE"><enum>(ii)</enum><text>the double indexation determined under section 4081(a)(2)(E) for the calendar year.</text>
							</clause></subparagraph><subparagraph id="H566581FECD33497C85187C862A428093"><enum>(B)</enum><header>Rounding</header><text>Any increase determined under subparagraph (A) shall be rounded to the nearest tenth of a cent.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection display-inline="no-display-inline" id="H14E747969A674BEEB9CC03F315C82796"><enum>(c)</enum><header>Conforming amendment</header><text>Subparagraph (A) of <external-xref legal-doc="usc" parsable-cite="usc/26/4081">section 4081(a)(2)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>The rate</quote> and inserting <quote>Except as provided in subparagraph (C), the rate</quote>.</text>
			</subsection><subsection id="HA8511F58D23049FF9B964FC85C4D896B"><enum>(d)</enum><header>Effective date</header><text>The amendments made by this section shall apply to periods beginning after December 31, 2014.</text>
			</subsection></section><section id="H629C9BBC6C4646EEAF328174F9037951" section-type="subsequent-section"><enum>5.</enum><header>Increase in tax on petroleum; transfer to Highway Trust Fund</header>
			<subsection id="H257BE651734B4C5CA4B2AFE73C5A7D7D"><enum>(a)</enum><header>In general</header><text>Paragraph (1) of <external-xref legal-doc="usc" parsable-cite="usc/26/4611">section 4611(c)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>and</quote> at the end of subparagraph (A), by striking the period at the end of subparagraph (B) and
			 inserting <quote>, and</quote>, and by inserting after subparagraph (B) the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="H84B44F3A34E54791B7A1449C3F3A8DA8" style="OLC">
					<subparagraph id="H3BFF64BF074B43A0A9245DF583BEB54F"><enum>(C)</enum><text display-inline="yes-display-inline">the Highway Trust Fund financing rate.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H24F7499337C646E8BAA599E95695485E"><enum>(b)</enum><header>Rates</header>
				<paragraph id="HB930E272EE3F4DFCBDF91118AA1A9E3B"><enum>(1)</enum><header>In general</header><text>Paragraph (2) of <external-xref legal-doc="usc" parsable-cite="usc/26/4611">section 4611(c)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>and</quote> at the end of subparagraph (A), by striking the period at the end of subparagraph (B) and
			 inserting <quote>, and</quote>, and by inserting after subparagraph (B) the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="H55A3B6E1F4BB42809844CAAAF4B1A3E3" style="OLC">
						<subparagraph id="H331C8FE1DAE140CA80809809933D194D"><enum>(C)</enum><text display-inline="yes-display-inline">the Highway Trust Fund financing rate is $6.75 a barrel.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H3EA92C7BC68E45D8A43E268A097DA209"><enum>(2)</enum><header>Adjustment for inflation</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/4611">Section 4611(c)</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H436CA258255D4D0F883BC0B99A7CCA79" style="OLC">
						<paragraph id="H56C9E088043D47688CCB94EC88D5D721"><enum>(3)</enum><header>Highway Trust Fund financing rate inflation adjustment</header>
							<subparagraph id="HCC202016AA3F47E68C4164437164DFEF"><enum>(A)</enum><header>In general</header><text>In the case of any calendar year after 2014, the dollar amount in paragraph (2)(C) shall be
			 increased by an amount equal to—</text>
								<clause id="H61FDC5736E7A4D8C86470B97AA83B43A"><enum>(i)</enum><text>such dollar amount, multiplied by</text>
								</clause><clause id="H71A0C2466A584B2DB6A255BA9D045CCD"><enum>(ii)</enum><text>the double indexation determined under section 4081(a)(2)(E) for the calendar year.</text>
								</clause></subparagraph><subparagraph id="HBFFC962EB5E04F8683E1B3DFDFE2ED3F"><enum>(B)</enum><header>Rounding</header><text>Any increase determined under subparagraph (A) shall be rounded to the nearest tenth of a cent.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H27C6B304C681425D9B14C039AD4A55A9"><enum>(3)</enum><header>Credit for manufacturers tax</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/4611">Section 4611</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H4CE94C758D82439C9E37DD06DE5D0AD6" style="OLC">
						<subsection id="H2EACCF359154411EA8ED4E019BC2347C"><enum>(g)</enum><header>Credit for manufacturers tax</header>
							<paragraph id="H1BF6103406644D2BA08DEDFB1A0D7F72"><enum>(1)</enum><header>In general</header><text>Under regulations prescribed by the Secretary, there shall be allowed to the person liable for the
			 tax under subsection (d) a credit against so much of the tax imposed by
			 subsection (a) as relates to the Highway Trust Fund financing rate for
			 each gallon of fuel—</text>
								<subparagraph id="HEC2F772214E94F639608ADEEBCD2BF07"><enum>(A)</enum><text>produced, removed (within the meaning of section 4083(c)), or sold (as the case may be) with
			 respect to the barrel of crude oil or petroleum on which tax is imposed
			 under subsection (a), and</text>
								</subparagraph><subparagraph id="HE8F76DDCCC3D4554B6FFE99E2413ED62"><enum>(B)</enum><text>on which tax is imposed under section 4081(a).</text>
								</subparagraph></paragraph><paragraph id="H0F90263F38304FAAA98359EF939B4AB3"><enum>(2)</enum><header>Not applicable to gasoline</header><text>Paragraph (1) shall not apply to gasoline (as defined in section 4083(a)(2)).</text>
							</paragraph><paragraph id="H6D01D127A62940B58C4FB87F66C847C0"><enum>(3)</enum><header>Amount of credit</header><text display-inline="yes-display-inline">The amount of the credit allowable under paragraph (1) with respect to a gallon of a type of fuel
			 produced from a barrel shall be the product of—</text>
								<subparagraph id="H34208472B4D3403FB607393AB9B65B45"><enum>(A)</enum><text>the Highway Trust Fund financing rate (as defined in section 4611(c)(2)) multiplied by <fraction>1/42</fraction>,</text>
								</subparagraph><subparagraph id="HFCE3D48829BA4E4D9045CC3AF8A7C42C"><enum>(B)</enum><text>the sum of—</text>
									<clause id="H1F5E120BF89D42A1885117F9B0FE15CA"><enum>(i)</enum><text>1, plus</text>
									</clause><clause id="H28F401F38FE74632B96CF9C81FFA5C13"><enum>(ii)</enum><text>the absolute value of the processing gain from the refinery yield (expressed as a decimal number)
			 for the second calendar year preceding the year in which payment under
			 paragraph (1) is made, as determined by the Energy Information
			 Administration of the Department of Energy, and</text>
									</clause></subparagraph><subparagraph commented="no" id="H5FB9A376843C43C29408E1DD436F5429"><enum>(C)</enum><text display-inline="yes-display-inline">the refinery yield for a product (expressed as a decimal number) for the second calendar year
			 preceding the year in which payment under paragraph (1) is made, as
			 determined by the Energy Information Administration of the Department of
			 Energy.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H2932D1722AAA4210860878DD4BC009FC"><enum>(4)</enum><header>Leaking underground storage tank trust fund tax</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/4611">Section 4611</external-xref> of the Internal Revenue Code of 1986, as amended by paragraph (3), is amended by
			 adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H5C5676DE20AE47EDAFC972DBFA550171" style="OLC">
						<subsection id="HE27C857F39EE4B9E860E6674A7CBBAE1"><enum>(h)</enum><header>Leaking underground storage tank trust fund tax</header><text display-inline="yes-display-inline">The rate of tax specified in subsection (c)(1)(C) shall be increased by 0.1 cent per gallon
			 equivalent. For purposes of the preceding sentence, the per gallon
			 equivalent shall be determined in accordance with section 4611(g)(3) by
			 inserting 0.1 cent per gallon for the Highway Trust Fund financing rate in
			 subparagraph (A) thereof. The increase in tax under this subsection shall
			 in this title be added to and treated as part of the Leaking Underground
			 Storage Tank Trust Fund financing rate under section 4081(a)(2)(B).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HD3C31C23D9774C98B07BD2F6761437B3"><enum>(c)</enum><header>Credit for alcohol fuel, biodiesel, and alternative fuel mixtures</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/6426">Section 6426(a)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>and</quote> at the end of paragraph (1), by striking the period at the end of paragraph (2) and inserting <quote>, and</quote>, and by inserting after paragraph (2) the following:</text>
				<quoted-block display-inline="no-display-inline" id="H200A3BDF1F364A4188E3BBB3BC05E9D2" style="OLC">
					<paragraph id="H3788C0286C3F44DAB8F753EC362464B2"><enum>(3)</enum><text display-inline="yes-display-inline">against so much of the tax imposed by section 4611 as is attributable to subsection (c)(1)(C) an
			 amount equal to the sum of the credits described in subsections (b), (c),
			 and (e), determined on the same fraction of the amount of such tax as the
			 gallon of taxable fuel is of the whole barrel.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE84A4638F292481F86F779E7EF934AD7"><enum>(d)</enum><header>Conforming amendment</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/34">Section 34(a)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>and</quote> at the end of paragraph (2), by striking the period at the end of paragraph (3), and by inserting
			 after paragraph (3) the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H56139F72E3A442D7998696B36C0480F9" style="OLC">
					<paragraph id="H3EFE679B67D94B4A923E896DCCD87D05"><enum>(4)</enum><text display-inline="yes-display-inline">under section 4611(g)(3).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H934E8B3E107B4FF6BA776344BED3A39A"><enum>(e)</enum><header>Effective date</header><text>The amendments made by this section shall take effect on January 1, 2015.</text>
			</subsection></section><section id="HAD6C65497861405F9A1B21D33B106C68"><enum>6.</enum><header>Transportation bonds</header>
			<subsection id="HD6508F7B589A45DAAB556AF5B93463D4"><enum>(a)</enum><header>Issuance</header><text display-inline="yes-display-inline">The Secretary of the Treasury shall, pursuant to subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/31">chapter 31</external-xref> of title 31, United
			 States Code, issue bonds which meet the terms and conditions of subsection
			 (b), and the bond revenue (other than capitalized interest described in
			 subsection (b)(2)) shall be transferred to the Highway Trust Fund and
			 allocated between the Highway Account and the Mass Transit Account using
			 the same ratio as provided under section 9503(e)(2) of the Internal
			 Revenue Code of 1986.</text>
			</subsection><subsection id="H68D863ACA30C46B08CFB1AE526B12667"><enum>(b)</enum><header>Terms and conditions</header><text>The terms and conditions of bonds referred to in this subsection are the following:</text>
				<paragraph id="H0F65C38BF0A14ECC8CB336FCDDEB153B"><enum>(1)</enum><header>Term</header><text>Bonds issued under subsection (a) shall have a term of 10 years.</text>
				</paragraph><paragraph id="HD6A2C810095E4452BB039CC6F8EC35C1"><enum>(2)</enum><header>Interest</header><text display-inline="yes-display-inline">Interest shall be paid from the Temporary Transportation Bond Repayment Account.</text>
				</paragraph><paragraph id="H050BCCBC92414D61856E91BE0BA386CF"><enum>(3)</enum><header>Capitalized interest</header><text display-inline="yes-display-inline">The Secretary of the Treasury may include capitalized interest in the principal amount of bonds
			 issued under subsection (a) to pay the interest that the issuer estimates
			 will become due and payable on the bonds prior to the receipt of
			 sufficient transfers under section 9503(g)(2) of the Internal Revenue Code
			 of 1986 to the Temporary Transportation Bond Repayment Account.
			 Capitalized interest shall be deposited into the Transportation Bond
			 Repayment Account and applied to interest on such bonds.</text>
				</paragraph><paragraph id="HBAC94E98FB684379B926180BA0504D77"><enum>(4)</enum><header>Amount outstanding</header><text display-inline="yes-display-inline">The total face amount of bonds issued under this section may not exceed the amount the Secretary of
			 the Treasury determines can be redeemed, taking into account this section
			 and <external-xref legal-doc="usc" parsable-cite="usc/26/9503">section 9503(g)</external-xref> of the Internal Revenue Code of 1986.</text>
				</paragraph></subsection><subsection id="H134B3874BE7A40808A1C3E94CF25DEAA"><enum>(c)</enum><header>Transfers of transportation bond proceeds</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/9503">Section 9503(b)</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following
			 new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HB3BBEFEE60464443885982AC40B27829" style="OLC">
					<paragraph id="HA257D71CD4F7411399C6212CFE643FAE"><enum>(7)</enum><header>Transfers of transportation bond proceeds</header><text display-inline="yes-display-inline">There are hereby appropriated to the Highway Trust Fund amounts equivalent to the proceeds received
			 in the Treasury before October 1, 2016, under section 6(a) of the <short-title>Repeal and Rebuild Act of 2014</short-title>.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H65287712208D42BE957425A3106B4A61"><enum>(d)</enum><header>Temporary Transportation Bond Repayment account</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/9503">Section 9503</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H8C05DB7A7DE646118CBDBBB7A5B425DF" style="OLC">
					<subsection id="H2D3C1AFA7F054072BDA0142D11B0C95E"><enum>(g)</enum><header>Establishment of Temporary Transportation Bond Repayment account</header>
						<paragraph id="H76BC8EAF0C6941778C1DC54F1D16BD0D"><enum>(1)</enum><header>Creation of account</header><text>There is established in the Highway Trust Fund a separate account to be known as the <quote>Temporary Transportation Bond Repayment Account</quote> consisting of such amounts as may be transferred or credited to the Temporary Transportation Bond
			 Repayment Account as provided in this section.</text>
						</paragraph><paragraph commented="no" id="HA67C2DD459FC4DD09C62FA0E3D65EDDE"><enum>(2)</enum><header>Transfers to Temporary Transportation Bond Repayment Account</header><text display-inline="yes-display-inline">The Secretary of the Treasury shall transfer to the Temporary Transportation Bond Repayment Account
			 the excess of—</text>
							<subparagraph id="HC43922A502DC42E583D30028BA48EEC3"><enum>(A)</enum><text>the portion of the amounts appropriated to the Highway Trust Fund under subsection (b) which are
			 attributable to the increase in taxes under—</text>
								<clause id="H22685846F919480B9C5ADCA3FA186FCF"><enum>(i)</enum><text>section 4041 by reason of section 4041(a)(4),</text>
								</clause><clause id="HDFED7BC9DFF545F1BF700734B30B9DE1"><enum>(ii)</enum><text>section 4081 by reason of section 4081(a)(2)(E), and</text>
								</clause><clause id="H7CB6BED86D364C6181EBFEF6D78990E1"><enum>(iii)</enum><text>section 4461 by reason of section 4611(c)(2)(C) and after the application of section 4461(g), over</text>
								</clause></subparagraph><subparagraph id="H1A095A8164C34315BDF8E9EE8C5B538E"><enum>(B)</enum><text>the amount estimated by the Secretary which would have been collected under section
			 4081(a)(2)(A)(i) and part II of subchapter A of chapter 32 if such
			 provisions had not been repealed.</text>
							</subparagraph></paragraph><paragraph id="H223334A91ED44D6985C8E7C0644B2CE1"><enum>(3)</enum><header>Expenditures from Account</header><text>Amounts in the Temporary Transportation Bond Repayment Account shall be available for redeeming
			 bonds issued under section 6 of the <short-title>Repeal and Rebuild Act of 2014</short-title>.</text>
						</paragraph><paragraph id="HA0FD157C32D142D9B3DABF5818446A8A"><enum>(4)</enum><header>Termination</header><text display-inline="yes-display-inline">The Temporary Transportation Bond Repayment Account shall close after all bonds issued under
			 section 6 of the <short-title>Repeal and Rebuild Act of 2014</short-title> have been redeemed and all amounts in the account and all future revenue that would have
			 transferred to the account shall be transferred to the Highway Trust Fund
			 and allocated between the Highway Account and the Mass Transit Account in
			 the same ratio as provided under subsection (e)(2).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HCBD8751B26E547E5B3CA380CB3431448"><enum>(e)</enum><header>Conforming amendment</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/9503">Section 9503(e)(5)(B)</external-xref> of the Internal Revenue Code of 1986 is amended by inserting <quote>or the Temporary Transportation Bond Repayment Account</quote> before the period at the end.</text>
			</subsection><subsection id="HB7FEAFD177D442449C6740C0EC6561CF"><enum>(f)</enum><header>Effective date</header><text>The amendments made by this section shall apply to periods after December 31, 2014.</text>
