		<official-title>To establish a pilot program to promote public-private partnerships among apprenticeships or other
			 job training programs, local educational agencies, and community colleges,
			 and for other purposes.</official-title>

		<section id="H84A141F40914420E912A21C885AB679C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Youth Access to American Jobs Act of 2014</short-title></quote>.</text>
		</section><section id="H7D7C5AF9A0654053BD420A683D46974C"><enum>2.</enum><header>2–2–2 Pilot Program</header>
			<subsection id="HED8E437543AD4C43A9234FAFCB15820A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">From the amounts appropriated to carry out this Act, the Secretary of Education, in consultation
			 with the Secretary of Labor, shall award grants to 10 eligible entities to
			 carry a program described in subsection (c) for eligible students.</text>
			</subsection><subsection id="H0692C3FBBA6C4A1B9D5C17DF81486250"><enum>(b)</enum><header>Application requirements</header><text>An eligible entity that desires to receive a grant under this section shall submit an application
			 to the Secretary as such time, in such manner, and containing such
			 information as the Secretary may require.</text>
			</subsection><subsection id="HAC65827E65874EE184361D1F23C51BAE"><enum>(c)</enum><header>Uses of funds</header><text>An eligible entity that receives a grant under this section shall use such grant to carry out a
			 program under which each eligible student participating in the program—</text>
				<paragraph id="H1C89494C288E4A9DA0F4387D7FE9E4C2"><enum>(1)</enum><text>during grades 11 and 12 at a secondary school served by the local educational agency in the
			 eligible entity, takes STEM courses and courses that prepare such student
			 for community college;</text>
				</paragraph><paragraph id="HB6B1262562874437ABCCC997BEAD59B4"><enum>(2)</enum><text>upon graduating from the secondary school, enrolls in a course of study related to the
			 manufacturing field at the community college in the eligible entity; and</text>
				</paragraph><paragraph id="H04FBB33E76794651BD35AD0AE34BEAA5"><enum>(3)</enum><text>upon receiving an associate’s degree from the community college, enrolls and participates, for a
			 2-year period, in—</text>
					<subparagraph id="H442524D7A4AE42A1A596A6A17A67B14E"><enum>(A)</enum><text>the State apprenticeship program in the eligible entity; or</text>
					</subparagraph><subparagraph id="H8E1AB915F13347DB933256479585DAAF"><enum>(B)</enum><text>the joint-labor management training program in the eligible entity.</text>
					</subparagraph></paragraph></subsection><subsection id="H1544A3994EC342929577235BA6E4B953"><enum>(d)</enum><header>Eligible students</header><text display-inline="yes-display-inline">To be eligible to participate in a program described in subsection (c), a student shall, prior to
			 participating in the program, demonstrate academic ability and a
			 commitment to pursue a career in a manufacturing field or other vocational
			 field.</text>
			</subsection><subsection id="H26583FA27519483E97029D737412D37A"><enum>(e)</enum><header>Definitions</header><text>In this section:</text>
				<paragraph id="HD12BED1470EA4DBCB621A442B2E26B41"><enum>(1)</enum><header>Community college</header><text display-inline="yes-display-inline">The term <quote>community college</quote> has the meaning given the term in section 312(f) of the Higher Education Act of 1965 (20 U.S.C.
			 1058(f)).</text>
				</paragraph><paragraph id="HC505DB6EA57646D69B148A15F962BEAC"><enum>(2)</enum><header>Eligible entity</header><text>The term <quote>eligible entity</quote> means a partnership among—</text>
					<subparagraph id="HAF5E19607E9D44559FF547DA27EE86C1"><enum>(A)</enum><text>a local educational agency;</text>
					</subparagraph><subparagraph id="H65BDE93B88E64A149257D379265A5EDB"><enum>(B)</enum><text>a community college; and</text>
					</subparagraph><subparagraph id="HD7062B1520304D43AC6C12635B907C5E"><enum>(C)</enum><text>a State apprenticeship program or a joint-labor management training program.</text>
					</subparagraph></paragraph><paragraph id="H2D4A2857E7AF415B9E0602E104CB4F2A"><enum>(3)</enum><header>ESEA terms</header><text>The terms <quote>local educational agency</quote>, <quote>secondary school</quote>, and <quote>State</quote> have the meanings given the terms in section 9101 of the Elementary and Secondary Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text>
				</paragraph><paragraph id="H2A82DC0DD9B04130820ACD30DC8ACFC7"><enum>(4)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Education.</text>
				</paragraph><paragraph id="HD6C4992D5F394487B6952510BFEC633E"><enum>(5)</enum><header>State apprenticeship program</header><text>The term <quote>State apprenticeship program</quote> means an apprenticeship program that provides an apprenticeship with an employer in the
			 manufacturing field to students with an associate’s degree related to the
			 field of manufacturing.</text>
				</paragraph><paragraph id="HD1BCFBE82C034080A7B3771D80124975"><enum>(6)</enum><header>STEM</header><text>The term <quote>STEM</quote> means science, technology, engineering, and mathematics.</text>
