		<official-title>To establish Presidential awards to recognize organizations that have made extraordinary efforts to
			 create jobs and strengthen the economy of the United States.</official-title>

		<section id="H037062066FC347418D36914D16479E28" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Presidential Make it in America Awards Act of 2014</short-title></quote>.</text>
		</section><section id="HE9C424A0365743C0AFC294D6A4A8CC1E"><enum>2.</enum><header>Presidential Make It In America Awards</header>
			<subsection id="H41D98CB5217F4A75A88C3CDCBB09FD01"><enum>(a)</enum><header>Establishment and Award Criteria</header><text>There are established the following Presidential awards:</text>
				<paragraph id="H79F43C3B4E1D4D8591FB07CD5C416C7F"><enum>(1)</enum><text display-inline="yes-display-inline">The Presidential Reshoring Award, which shall be awarded to the best example of a United States
			 company that returns manufacturing jobs and operations from overseas to
			 the United States.</text>
				</paragraph><paragraph id="HDFE61DDDA6E94DABAAD55635EA39D9B0"><enum>(2)</enum><text display-inline="yes-display-inline">The Presidential Invest in America Award, which shall be awarded to the best example of a United
			 States company that invests in significant new domestic manufacturing jobs
			 and operations.</text>
				</paragraph><paragraph id="H4E5FAA696B0548A591E9FACA31BF6FF5"><enum>(3)</enum><text display-inline="yes-display-inline">The Presidential Foreign Direct Investment Award, which shall be awarded to the best example of a
			 foreign company that invests in United States manufacturing jobs and
			 operations.</text>
				</paragraph></subsection><subsection id="H37F261C8FD6A477EBC5B403F215407F4"><enum>(b)</enum><header>Making and Presentation of Awards</header>
				<paragraph id="HE142FFCD68A745BD9BDE2B453D84CA45"><enum>(1)</enum><header>Making of Awards</header><text display-inline="yes-display-inline">The President (on the basis of recommendations received from the Secretary of Commerce (hereafter
			 in this section referred to as <quote>the Secretary</quote>)), or the Secretary, shall periodically make each of the awards described in subsection (a) to a
			 qualified organization in an eligible category which in the judgment of
			 the President or the Secretary meets the relevant criteria described in
			 paragraphs (1) through (3) of subsection (a).</text>
				</paragraph><paragraph id="H1D4F626D8C5F45F18B7B50301F8717A8"><enum>(2)</enum><header>Presentation of Awards</header><text>The presentation of the awards shall be made by the President or the Secretary with such ceremonies
			 as the President or the Secretary determine to be appropriate.</text>
				</paragraph></subsection><subsection id="H17C959BB95C24FA2BAA9B29F5FA22FE6"><enum>(c)</enum><header>Qualified Organization</header><text display-inline="yes-display-inline">An organization may qualify for an award under this section only if it—</text>
				<paragraph id="H1FB124F4383344E6964C352C859EA6E9"><enum>(1)</enum><text>submits an application to the Secretary;</text>
				</paragraph><paragraph id="HCA40069217D64A829FCD439701D98263"><enum>(2)</enum><text>permits a rigorous evaluation of the way in which its business and other operations have benefitted
			 the economic or social well-being of the United States; and</text>
				</paragraph><paragraph id="H6F0E52A7FC784CE0BA0E3C02A3720974"><enum>(3)</enum><text>meets such requirements and specifications as the Secretary determines to be appropriate to achieve
			 the objectives of this section.</text>
				</paragraph></subsection><subsection id="H910AAAB26E08442995F686A162A67D30"><enum>(d)</enum><header>Categories in Which Awards May be Given</header>
				<paragraph id="HB64C2DC32142445B8AB0DF528716FB4E"><enum>(1)</enum><header>Eligible Categories</header><text>Subject to paragraph (2), each of the awards described in subsection (a) may be awarded in each of
			 the following categories:</text>
					<subparagraph id="HC9569F9E897446878BFB14E236357D09"><enum>(A)</enum><text>Small business.</text>
					</subparagraph><subparagraph id="HBA1F8BD3917B4D1296404A14328D141D"><enum>(B)</enum><text>Company or its subsidiary.</text>
					</subparagraph><subparagraph id="H6C1BF8F97E374AA49C3CC7D2AB39A86A"><enum>(C)</enum><text>Company which primarily provides services.</text>
					</subparagraph><subparagraph id="HF17C76DFD2C343F7A6931BF63D69082E"><enum>(D)</enum><text>Health care provider.</text>
					</subparagraph><subparagraph id="H7FEF3D549F32497B936EAB0F6A497551"><enum>(E)</enum><text>Education provider.</text>
					</subparagraph><subparagraph id="H5E397DCF6D4D4C85830F23119C79485A"><enum>(F)</enum><text>Nonprofit organization.</text>
					</subparagraph></paragraph><paragraph id="H699C49CE169A41F6A25A5C0FE79C278C"><enum>(2)</enum><header>Modification of Categories</header>
					<subparagraph id="HA8AF3DB095DF4F22A7B174123B7A0849"><enum>(A)</enum><text>Upon a determination that the objectives of this section would be better served thereby, the
			 Secretary may at any time expand, subdivide, or otherwise modify the list
			 of categories within which awards may be made as initially in effect under
			 paragraph (1), and may establish separate award categories for other
			 organizations including units of government.</text>
					</subparagraph><subparagraph id="HF3311374573D4189844778BF5E18C3FC"><enum>(B)</enum><text>The expansion, subdivision, modification, or establishment of award categories under subparagraph
			 (A) shall not be effective until the Secretary has submitted a detailed
			 description thereof to the Congress and a period of 30 days has elapsed
			 since that submission.</text>
					</subparagraph></paragraph><paragraph id="HB6FBA28A485146828C7D7CE8680AEFFF"><enum>(3)</enum><header>Number of Awards</header><text>In any year, not more than 1 of each award described in subsection (a) may be made to a qualified
			 organization in each eligible category. No award shall be made within any
			 category if there are no qualified organizations in that category.</text>
				</paragraph></subsection><subsection id="HF479FD5189C84DC990D9E2838034CCF6"><enum>(e)</enum><header>Publication of Award</header><text display-inline="yes-display-inline">An organization to which an award is made under this section may publicize the receipt of the award
			 by the organization and may use the award in advertising.</text>
			</subsection><subsection id="H87068C43BFBF469FBAD7486A3075ED1D"><enum>(f)</enum><header>Information Sharing</header><text>The Secretary shall publish on the website of the Department of Commerce information on the
			 successful strategies and programs of organizations that receive awards
			 under this section.</text>
			</subsection><subsection id="H0C1C3E678B094F159D7E9FB093F12485"><enum>(g)</enum><header>Funding</header><text>The Secretary is authorized to seek and accept gifts from public and private sources to carry out
			 the program under this section. If additional sums are needed to cover the
			 full cost of the program, the Secretary shall impose fees upon the
			 organizations applying for an award in amounts sufficient to provide such
			 additional sums. The Secretary is authorized to use appropriated funds to
			 carry out responsibilities under this Act.</text>
			</subsection><subsection id="HF8A7AD0B30CD4CA9B387B2610D67FFE2"><enum>(h)</enum><header>Report</header><text>The Secretary shall prepare and submit to the President and the Congress, not later than 3 years
			 after the date of the enactment of this Act, a report on the effectiveness
			 of the activities conducted under this section.</text>
