<section id="HB31AA9CC124D4F6F86F5725B68D4E4D4" section-type="section-one"><enum>1.</enum><header>Report on energy and water savings potential from thermal insulation</header> 
<subsection id="HCB45474D4B4D4F7496842ECBB14F29CD"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Secretary of Energy, in consultation with appropriate Federal agencies and relevant stakeholders, shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Energy and Commerce of the House of Representatives a report on the impact of thermal insulation on both energy and water use systems for potable hot and chilled water in Federal buildings, and the return on investment of installing such insulation.</text> </subsection>
<subsection id="H504C702A3D1F4390808650D4599D7235"><enum>(b)</enum><header>Contents</header><text display-inline="yes-display-inline">The report shall include—</text> 
<paragraph id="H74EBDBAFEDF444598C535934C559CE14"><enum>(1)</enum><text>an analysis based on the cost of municipal or regional water for delivered water and the avoided cost of new water; and</text> </paragraph>
<paragraph id="HB4DAF75C1E1545EF87D7E555DFD17899"><enum>(2)</enum><text>a summary of energy and water savings, including short term and long term (20 years) projections of such savings.</text> </paragraph></subsection></section>
