		<official-title>To amend the Internal Revenue Code of 1986 to exempt certain educational institutions from the
			 employer health insurance mandate, and for other purposes.</official-title>

		<section id="HA007E47589A742768375286A1FAE4B92" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safeguarding Classrooms Hurt by ObamaCare’s Obligatory Levies</short-title></quote>.</text>
		</section><section id="H00B0FB567FC84DF2822C83CC41FA97DF"><enum>2.</enum><header>Certain educational institutions exempt from employer health insurance mandate</header>
			<subsection id="HBB214353EF30448F9518BE94DD5546BE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/4980H">Section 4980H(c)(2)</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the
			 following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="H0851679CE76045C68B99A283996FD467" style="OLC">
					<subparagraph id="HCDBA46FD129840E0BA745C92224E9D70"><enum>(F)</enum><header>Exception for certain educational institutions</header><text display-inline="yes-display-inline">The term <term>applicable large employer</term> shall not include—</text>
						<clause commented="no" id="HF81914043A83413CAF16B912F1D6FDFE"><enum>(i)</enum><text>any elementary school or secondary school (as such terms are defined in section 9101 of the
			 Elementary and Secondary Education Act of 1965),</text>
						</clause><clause id="HDBB531629EFF41C69FE3CBF1A6B3219B"><enum>(ii)</enum><text display-inline="yes-display-inline">any local educational agency or State educational agency (as such terms are defined in section 9101
			 of such Act), and</text>
						</clause><clause id="HD252A8735E17441A919385D7B2790F0A"><enum>(iii)</enum><text>any institution of higher education (as such term is defined in section 102 of the Higher Education
			 Act of 1965).</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H5F4571637A7E42E194D2D81A6D4AD7FE"><enum>(b)</enum><header>Effective date</header><text>The amendment made by this section shall apply to months beginning after December 31, 2013.</text>
			</subsection></section><section id="HD311F306BEAB43888E1F87759287AE35"><enum>3.</enum><header>Study of impact on education</header><text display-inline="no-display-inline">The Secretary of Education shall—</text>
			<paragraph id="H1BC8CA1143744543A12C70129B4886FB"><enum>(1)</enum><text display-inline="yes-display-inline">study the impact of the employer health insurance mandate under section 4980H of the Internal
			 Revenue Code of 1986 as in effect on the day before the date of enactment
			 of this Act and the impact of such mandate as in effect on the day after
			 the date of enactment of this Act on—</text>
				<subparagraph id="H9694CC41D7E64D5894D4556EC63347B9"><enum>(A)</enum><text display-inline="yes-display-inline">in coordination with the national assessment of title I under section 1501 of the Elementary and
			 Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6491">20 U.S.C. 6491</external-xref>), the ability of State
			 educational agencies, local educational agencies, elementary schools, and
			 secondary schools to meet the purposes of title I of the Elementary and
			 Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>); and</text>
				</subparagraph><subparagraph id="H9CB5E9B2B10E4FDBB0B40B0B7335F97D"><enum>(B)</enum><text display-inline="yes-display-inline">in coordination with the annual data collection conducted through the Integrated Postsecondary
			 Education Data System described in section 132(i)(4) of the Higher
			 Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1015a">20 U.S.C. 1015a(i)(4)</external-xref>), the ability of institutions
			 of higher education to maintain academic programs; and</text>
				</subparagraph></paragraph><paragraph id="H74E155FCED0D4F7D85C9A51517232F6E"><enum>(2)</enum><text display-inline="yes-display-inline">not later than one year after the date of the enactment of this Act, submit separate written
			 reports to Congress with respect to the studies conducted under
			 subparagraphs (A) and (B) of paragraph (1).</text>
