		<section id="H5994C7B5D05F46D69418765AFC9E4ABC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Vector-Borne Disease Research Accountability and Transparency Act of 2014</short-title></quote>.</text>
		</section><section id="HE2C7AFEF586E4CB680136BFB1EAFD508"><enum>2.</enum><header>Scientific framework for vector-borne diseases</header><text display-inline="no-display-inline">Subpart 6 of part C of title IV of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/285f">42 U.S.C. 285f et seq.</external-xref>) is
			 amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H8FEF3F23148D43A5824FC3096AF8643B" style="OLC">
				<section id="H51389DFB867348CE9E7C1DA386F2B6EE"><enum>447D.</enum><header>Scientific framework for vector-borne diseases</header>
					<subsection id="H6D7A51D1502145E8865DD8FAC16B7A88"><enum>(a)</enum><header>Development of Scientific Framework for Vector-Borne Diseases</header>
						<paragraph id="HF16C9424E02C4012911367AFF064764F"><enum>(1)</enum><header>In General</header><text>For each vector-borne disease identified under subsection (b), the Directors shall develop a
			 scientific framework for the conduct or support of research on such
			 vector-borne disease.</text>
						</paragraph><paragraph id="H2DBFD7A50D7343698F315F7080920C5B"><enum>(2)</enum><header>Contents</header><text>The scientific framework with respect to a vector-borne disease shall include the following:</text>
							<subparagraph id="HC32D79F0EA0F4B68849463F5FEB1C98B"><enum>(A)</enum><header>Current Status</header>
								<clause id="HA968B86CEB35437B8B3B4DA8454F952E"><enum>(i)</enum><header>Comprehensive review of the literature</header><text>A summary of findings from the current literature in the areas of—</text>
									<subclause id="H8535FF477F804B8482A78AA8F3D8D8AD"><enum>(I)</enum><text>the prevention, diagnosis, and treatment of acute and chronic vector-borne disease;</text>
									</subclause><subclause id="HC8E93F402501482D810BD2E22F08E096"><enum>(II)</enum><text>the fundamental environmental and biologic process that regulate acute and chronic vector-borne
			 disease; and</text>
									</subclause><subclause id="HD13BD7E868914DA8BA58ED2BA4101EAF"><enum>(III)</enum><text>the epidemiology of acute and chronic vector-borne disease.</text>
									</subclause></clause><clause commented="no" id="HC88651A0C5D34C12B8CD9F958EA69107"><enum>(ii)</enum><header>Number of incidences internationally</header><text display-inline="yes-display-inline">An assessment of the incidence of acute and chronic vector-borne disease reported internationally.</text>
								</clause><clause id="H4C238DBEAA7A487F8CCACF4DC74C22C0"><enum>(iii)</enum><header>Scientific advances</header><text>The identification of relevant and diverse emerging scientific areas, and promising scientific
			 advances, in basic, translational, and clinical science relating to the
			 areas described in subclauses (I) and (II) of clause (i).</text>
								</clause><clause id="HE9003409571949C698D5456A65118775"><enum>(iv)</enum><header>Researchers</header><text>A description of the availability of individuals who—</text>
									<subclause id="HDE6C728D75C64B9694B8A24797146DB5"><enum>(I)</enum><text>conduct scientific research in the areas described in clause (i); and</text>
									</subclause><subclause id="HBDDC1F914B074B2BBC81669A731E7117"><enum>(II)</enum><text>represent a diversity of scientific perspectives relevant to such areas.</text>
									</subclause></clause><clause id="H7C0F0213998C4AF08CA2152DF21F403A"><enum>(v)</enum><header>Coordinated research initiatives</header><text>The identification of the types of initiatives and partnerships for the coordination of intramural
			 and extramural research of the National Institutes of Health and the
			 Centers for Disease Control and Prevention in the areas described in
			 clause (i) with research of the relevant national research institutes,
			 Federal agencies, and non-Federal public and private entities in such
			 areas.</text>
								</clause><clause id="H45070F4906244387A1E25327C03D3A22"><enum>(vi)</enum><header>Research resources</header><text>The identification of public and private resources, such as patient registries, that are available
			 to facilitate research relating to each of the areas described in clause
			 (i).</text>
								</clause></subparagraph><subparagraph id="HD1E872664FCC4C1DA166DB3D12958B32"><enum>(B)</enum><header>Identification of Research Questions</header><text>The identification of research questions relating to basic, translational, and clinical science in
			 the areas described in subclauses (I) and (II) of subparagraph (A)(i) that
			 have not been adequately addressed with respect to acute or chronic
			 vector-borne disease.</text>
							</subparagraph><subparagraph id="HD0F55B443A7D4C3A929FC8ADEA47FA15"><enum>(C)</enum><header>Recommendations</header><text>Recommendations for appropriate actions that should be taken to advance research in the areas
			 described in subparagraph (A)(i) and to address the research questions
			 identified in subparagraph (B), as well as for appropriate benchmarks to
			 measure progress on achieving such action, including the following:</text>
								<clause id="H0FBAEF2A73CA4453A4A517BB9578AAF2"><enum>(i)</enum><header>Researchers</header><text>Ensuring adequate availability of individuals described in subparagraph (A)(iv).</text>
								</clause><clause id="H6E3585B0493245C0A2ABD589E30AA555"><enum>(ii)</enum><header>Coordinated research initiatives</header><text>Promoting and developing initiatives and partnerships described in subparagraph (A)(v).</text>
								</clause><clause id="HFE985C1C9CE644108CF074F78FE85605"><enum>(iii)</enum><header>Research resources</header><text>Developing additional public and private resources described in subparagraph (A)(vi) and
			 strengthening existing resources.</text>
								</clause></subparagraph></paragraph><paragraph id="H9FF647873B414B64980033F097F43052"><enum>(3)</enum><header>Timing</header>
							<subparagraph id="HA59D0B3147044942865089A6B6D4DF10"><enum>(A)</enum><header>Initial development and subsequent update</header><text>For each vector-borne disease identified under subsection (b)(1), the Directors shall—</text>
								<clause id="H30B09624643C4AAE90158E827059BFDA"><enum>(i)</enum><text>develop a scientific framework under this subsection not later than 18 months after the date of the
			 enactment of this section; and</text>
								</clause><clause id="H23E57D5D38504859A9023421D5997F4B"><enum>(ii)</enum><text>review and update the scientific framework not later than 5 years after its initial development.</text>
								</clause></subparagraph><subparagraph id="H345C098E285D4EBDA094B20BD00CF4F9"><enum>(B)</enum><header>Other updates</header><text>The Directors may review and update each scientific framework developed under this subsection as
			 necessary.</text>
							</subparagraph></paragraph><paragraph id="H2F30B850AADA458398A2943B85D1003C"><enum>(4)</enum><header>Public Notice</header><text>With respect to each scientific framework developed under this subsection, not later than 30 days
			 after the date of completion of the framework, the Directors shall—</text>
							<subparagraph id="H8164298212E34FADBE9E1F05459D22B6"><enum>(A)</enum><text>submit such framework to the Committee on Energy and Commerce and the Committee on Appropriations
			 of
			 the House of Representatives, and the Committee on Health, Education,
			 Labor, and Pensions and the Committee on Appropriations of the Senate; and</text>
							</subparagraph><subparagraph id="H9C721C7118C340229A94E856A04D1F16"><enum>(B)</enum><text>make such framework publicly available on the Internet Web site of the Department of Health and
			 Human Services.</text>
							</subparagraph></paragraph></subsection><subsection id="HA5DC50837FB74FFBA0FAD43657F692CF"><enum>(b)</enum><header>Identification of vector-Borne diseases</header>
						<paragraph id="HB17E0DCEC435403A875D74522D9A27FD"><enum>(1)</enum><header>In general</header><text>Not later than 6 months after the date of the enactment of this section, the Directors shall
			 identify 2 or more bacterial or parasitic vector-borne diseases that each
			 have a high incidence domestically.</text>
						</paragraph><paragraph id="H9D5D120595144AFC8C223C91816FA397"><enum>(2)</enum><header>Treating tick-borne diseases as a single vector-borne disease</header><text display-inline="yes-display-inline">For purposes of identifying vector-borne diseases under this subsection and developing scientific
			 frameworks for such diseases under subsection (a), tick-borne diseases,
			 including Lyme disease and other tick-borne diseases that are known to be
			 transmitted by ticks to humans in the United States, shall be treated as a
			 single vector-borne disease.</text>
						</paragraph><paragraph id="H1E98AA2060284ED4AD2A2C2165BA1FEB"><enum>(3)</enum><header>Additional vector-borne diseases</header><text>Subject to paragraph (2), the Directors may, at any time, identify other vector-borne diseases for
			 purposes of this section. In identifying a vector-borne disease pursuant
			 to the previous sentence, the Directors may consider additional metrics of
			 progress against such type of vector-borne disease.</text>
						</paragraph></subsection><subsection id="HDF36A93D6B22402FBBF2C01686BF271C"><enum>(c)</enum><header>Working groups</header>
						<paragraph id="H0732C0D0E48E4A898CAE0F4E82CD64FF"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">For each vector-borne disease identified under subsection (b), the Directors shall convene a
			 working group in accordance with the Federal Advisory Committee Act. The
			 Directors (or their designees) shall participate in the meetings of each
			 such working group.</text>
						</paragraph><paragraph id="HDA42B35D6D404A67AB73C82855B06D48"><enum>(2)</enum><header>Members</header><text display-inline="yes-display-inline">Each working group convened under this subsection shall be comprised of the following members:</text>
							<subparagraph id="HD872A78278E34E64BA60B446745C235C"><enum>(A)</enum><text>One or more representatives of each of the following:</text>
								<clause id="HAE985C7B8052436097CA236DEEB52846"><enum>(i)</enum><text>The National Institutes of Health.</text>
								</clause><clause id="HB9AD716D77234FE6AE4576D5DD040CD7"><enum>(ii)</enum><text>The Centers for Disease Control and Prevention.</text>
								</clause><clause id="H3B7F4724769B4DB68D3F9BE1D52E5228"><enum>(iii)</enum><text>Other agencies or offices of the Department of Health and Human Services, as determined appropriate
			 by the Directors.</text>
								</clause><clause id="H9B890D4798B24714AAA9C1F0C2B76321"><enum>(iv)</enum><text>Other Federal agencies, as determined appropriate by the Directors.</text>
								</clause></subparagraph><subparagraph id="H7BA98C96B96C45338C2F9DA061FAD91F"><enum>(B)</enum><text>One or more representatives of each of the following categories:</text>
								<clause id="HE604F085D94D4C50B822BBA223BC7CED"><enum>(i)</enum><text>Physicians with experience in diagnosing and treating stages or manifestations of the relevant
			 vector-borne disease.</text>
								</clause><clause id="H0F0512E4DA15430CAE64070447191ADF"><enum>(ii)</enum><text>Non-Federal scientists or researchers with expertise, and representing a diversity of perspectives,
			 regarding the science pertaining to vector-borne diseases.</text>
								</clause><clause id="H9FB87D2871D740A5B304527BD1AD94E3"><enum>(iii)</enum><text>Patients and their family members.</text>
								</clause><clause id="H793B74F60436497A9F18745EA1140384"><enum>(iv)</enum><text>Nonprofit organizations that advocate for patients by promoting education, services, or research.</text>
								</clause><clause id="HA9A11794265B44CE92C51AD5245B0A17"><enum>(v)</enum><text>Other individuals whose expertise is determined by the Directors to be beneficial to the
			 functioning of the working group.</text>
								</clause></subparagraph><subparagraph id="H83AFD3D26F7F4B1E9BFD15D3A833E21C"><enum>(C)</enum><text>One individual appointed by the Speaker of the House of Representatives.</text>
							</subparagraph><subparagraph id="HFFE10CDCA2A94B89AFAB6D1F101CAAFA"><enum>(D)</enum><text>One individual appointed by the Majority Leader of the Senate.</text>
							</subparagraph></paragraph><paragraph id="H4566FAC929684BE4A7AE58886055AEE1"><enum>(3)</enum><header>FACA sunset inapplicable</header><text>Section 14(a) of the Federal Advisory Committee Act (5 U.S.C. App.; relating to termination of
			 advisory committees) shall not apply to a working group convened under
			 paragraph (1).</text>
						</paragraph><paragraph id="H3137A53656F045FCA3BE12F97071B150"><enum>(4)</enum><header>Other working groups</header><text>If the Directors, in addition to convening the working groups required by this subsection, choose
			 to continue any working group on any vector-borne disease in existence on
			 the date of enactment of the <short-title>Vector-Borne Disease Research Accountability and Transparency Act of 2014</short-title>, any such working group is deemed to be an advisory committee subject to the Federal Advisory
			 Committee Act.</text>
						</paragraph></subsection><subsection id="H0FBB2D7913BB48DA95DEB32EB22937A6"><enum>(d)</enum><header>Public hearings</header>
						<paragraph id="H41339AD385B541F4ACC091FD2323A6C5"><enum>(1)</enum><header>In General</header><text>The Directors shall, within 60 days after identifying a vector-borne disease under section (b), and
			 annually thereafter, convene public forums—</text>
							<subparagraph id="HF620E58E255846BAB1AA56018EB5CA9F"><enum>(A)</enum><text>to seek public input on the development of the scientific framework for such vector-borne disease
			 under this section and progress in addressing related chronic conditions;
			 and</text>
							</subparagraph><subparagraph id="HEECBBC64378144F1BAEA3D05219E76BB"><enum>(B)</enum><text>to identify, and seek public input on, potential emerging strains in species of pathogenic
			 organisms.</text>
							</subparagraph></paragraph><paragraph id="HB20B5A6D435546FD97F16736C227B2A8"><enum>(2)</enum><header>Participants</header><text>The participants at the forums convened under this subsection shall be researchers, physicians,
			 patients, and other members of the public.</text>
						</paragraph></subsection><subsection id="H509224F08D5941ABA2E98F680ED05299"><enum>(e)</enum><header>Reporting</header>
						<paragraph id="H2B1E78314C074F2CA4B7A5F5E5528AEF"><enum>(1)</enum><header>Biennial reports</header><text>The Directors shall ensure that each biennial report under section 403 includes information on
			 actions undertaken to carry out each scientific framework developed under
			 subsection (a) with respect to a vector-borne disease, including the
			 following:</text>
							<subparagraph id="HDB191ABF119645C291AD28C7F03756C0"><enum>(A)</enum><text>Information on research grants awarded by the National Institutes of Health and the Centers for
			 Disease Control and Prevention for research relating to such vector-borne
			 disease.</text>
							</subparagraph><subparagraph id="HA029FB14D21D4333BE2A0AEAFEBFA398"><enum>(B)</enum><text>An assessment of the progress made in improving outcomes.</text>
							</subparagraph></paragraph><paragraph id="H210554B1A4DD4FA5855572EAE4B3AAA6"><enum>(2)</enum><header>Additional one-time reports</header>
							<subparagraph id="H71951D5C89524FD5B726764A5AA40272"><enum>(A)</enum><header>Frameworks</header><text>For each vector-borne disease identified under subsection (b)(1), the Directors shall, not later
			 than 6 years after the initial development of a scientific framework for
			 such disease under subsection (a), submit a report to the Congress on the
			 effectiveness of the framework (including the update required by
			 subsection (a)(3)(A)(ii)) in improving the prevention, detection,
			 diagnosis, and treatment of such disease.</text>
							</subparagraph><subparagraph id="HD4D7F7F560F44AC9960D871F7F1FE332"><enum>(B)</enum><header>Total number of working groups</header><text>Not later than 1 year after the date of enactment of this section, the Directors shall submit a
			 report to the Congress identifying the total number of working groups
			 convened under this section.</text>
							</subparagraph></paragraph></subsection><subsection id="H16947F6DC0A34111BB181433BD490D5D"><enum>(f)</enum><header>Recommendations for exception funding</header><text>The Directors shall consider each relevant scientific framework developed under subsection (a) when
			 making recommendations for exception funding for grant applications.</text>
					</subsection><subsection id="H5DE2518646934E878093550AEA88B3EB"><enum>(g)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section:</text>
						<paragraph id="H212CB931C576403981939BD036F1E148"><enum>(1)</enum><text>The term <term>Directors</term> means the Director of NIH and the Director of the Centers for Disease Control and Prevention
			 acting jointly.</text>
						</paragraph><paragraph id="HB33F789A1C4C433AA0697C1A705D84D9"><enum>(2)</enum><text>The term <term>vector-borne disease</term> means an infection transmitted to humans or other animals by ticks, mosquitoes, or fleas, such as
			 Lyme disease.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
