		<official-title>To award a gold medal on behalf of the Congress to the U.S. Air Forces Escape and Evasion Society,
			 in recognition of the ceaseless efforts of American aircrew members to
			 escape captivity and evade capture by the enemy forces in occupied
			 countries during our foreign wars, and the brave resistance organizations
			 and patriotic nationals of those foreign countries who assisted them.</official-title>

		<section id="HE415D9242757400F9BD1A6272103B3D3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>U.S. Air Forces Escape and Evasion Society Recognition Act of 2014</short-title></quote>.</text>
		</section><section id="H9FB7CA5C23FF4C3FACED5DB2F8B980FD"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text>
			<paragraph id="HCA9C5E72D5844B748120161C1B0B953F"><enum>(1)</enum><text>During nearly all foreign wars, members of our Air Force have been forced to eject, crash land, or
			 abandon their aircraft in an occupied country or territory (referred to in
			 this Act as <quote>downed aircrew members</quote>).</text>
			</paragraph><paragraph id="H6A44BE1BB1A24D9CBB737D53DD4CD34B"><enum>(2)</enum><text>Those downed aircrew members had to evade capture by enemy forces, oftentimes while suffering from
			 critical injuries.</text>
			</paragraph><paragraph id="H92815D7526AA403DA9F29E7EF79635B8"><enum>(3)</enum><text>Of the downed aircrew members that were captured, many escaped from the enemy force that was
			 holding them.</text>
			</paragraph><paragraph id="H8BA8BD560ED945BD9ED76234D7F2EED3"><enum>(4)</enum><text>Many times, downed aircrew members were aided in evasion and escape by resistance organizations and
			 patriotic nationals in those occupied countries.</text>
			</paragraph><paragraph id="H933BB2AB68A34118AE50DFA7E4BE392F"><enum>(5)</enum><text>Thousands of brave, ordinary people in the occupied countries took extraordinary risks at huge
			 costs to help these aircrew members.</text>
			</paragraph><paragraph id="H9CC94ED1E4DD42B0AB525BA20CB90806"><enum>(6)</enum><text>Each downed aircrew member’s story is different; however, the narrative for each member has one
			 common thread: American aircrew members evading capture or escaping
			 captivity with the assistance of brave people living in an occupied
			 country.</text>
			</paragraph><paragraph id="HEE69EF8FB6DF48DCBB9680D57EFAACBB"><enum>(7)</enum><text display-inline="yes-display-inline">In 1964, the U.S. Air Forces Escape and Evasion Society (AFEES) was created by the downed aircrew
			 members who evaded capture by enemy forces during foreign wars with the
			 assistance of resistance organizations and patriotic nationals in occupied
			 countries.</text>
			</paragraph><paragraph id="H16B2B003263B4F5EA57F88361BC2FCA2"><enum>(8)</enum><text display-inline="yes-display-inline">AFEES includes downed aircrew members and people who directly aided them in escape and evasion, and
			 has more than 600 members, including members from World War II, the Korean
			 War, and the Vietnam War.</text>
			</paragraph></section><section id="H3A94C90E900940D29A9967D15908DA12"><enum>3.</enum><header>Congressional gold medal</header>
			<subsection id="HBE068BFA528845C0A907F3F2AA24D016"><enum>(a)</enum><header>Presentation authorized</header><text>The Speaker of the House of Representatives and the President pro tempore of the Senate shall make
			 appropriate arrangements for the presentation, on behalf of the Congress,
			 of a gold medal of appropriate design in commemoration to the U.S. Air
			 Forces Escape and Evasion Society, in recognition of the ceaseless efforts
			 of American aircrew members to escape captivity and evade capture by the
			 enemy forces in occupied countries during our foreign wars, and the brave
			 resistance organizations and patriotic nationals of those foreign
			 countries who assisted them.</text>
			</subsection><subsection id="H350442D359B348C2853E33DC191A0F10"><enum>(b)</enum><header>Design and striking</header><text>For purposes of the presentation referred to in subsection (a), the Secretary of the Treasury
			 (referred to in this Act as the <quote>Secretary</quote>) shall strike a gold medal with suitable emblems, devices, and inscriptions, to be determined by
			 the Secretary.</text>
			</subsection><subsection id="H3D83AC7AA5DE4B4AA86A4AF3FB0A7F0A"><enum>(c)</enum><header>Smithsonian institution</header>
				<paragraph id="H5EE7727C61C545FE97C6F8B18EB1E408"><enum>(1)</enum><header>In general</header><text>Following the award of the gold medal under subsection (a), the gold medal shall be given to the
			 Smithsonian Institution, where it shall be available for display as
			 appropriate and available for research.</text>
				</paragraph><paragraph id="HBC200DC1F25347FCAAB5CA8501AF5EB4"><enum>(2)</enum><header>Sense of the Congress</header><text>It is the sense of the Congress that the Smithsonian Institution should make the gold medal awarded
			 pursuant to this Act available for display elsewhere, particularly at
			 appropriate locations associated with the U.S. Air Forces Escape and
			 Evasion Society, and that preference should be given to locations
			 affiliated with the Smithsonian Institution.</text>
				</paragraph></subsection></section><section id="HC0C3E07262EF4982803F6010CC9AA8B2"><enum>4.</enum><header>Duplicate medals</header><text display-inline="no-display-inline">The Secretary may strike and sell duplicates in bronze of the gold medal struck pursuant to section
			 3 under such regulations as the Secretary may prescribe, at a price
			 sufficient to cover the cost thereof, including labor, materials, dies,
			 use of machinery, and overhead expenses, and the cost of the gold medal.</text>
		</section><section id="H6DEC75C967F04DCF899C883365C98F23"><enum>5.</enum><header>Status of medals</header>
			<subsection id="H5FB55029AA874686ABAB7088B74D158D"><enum>(a)</enum><header>National medals</header><text>The medals struck pursuant to this Act are national medals for purposes of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/51">chapter 51</external-xref> of title 31,
			 United States Code.</text>
			</subsection><subsection id="HBED7376BD3864D75A2D370EF0DC34104"><enum>(b)</enum><header>Numismatic items</header><text>For purposes of <external-xref legal-doc="usc" parsable-cite="usc/31/5134">section 5134</external-xref> of title 31, United States Code, all medals struck under this Act
			 shall be considered to be numismatic items.</text>
