		<official-title>To direct the Secretary of Commerce, acting through the Administrator of the National Oceanic and
			 Atmospheric Administration, to conduct coastal community vulnerability
			 assessments related to ocean acidification, and for other purposes.</official-title>

		<section id="H90F485955FBB4A3D9F6E260BC45706CE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Coastal Communities Ocean Acidification Act of 2014</short-title></quote>.</text>
		</section><section id="H50FCAAE687D946BB874323F34985C58A" section-type="subsequent-section"><enum>2.</enum><header>Coastal community vulnerability assessment</header>
			<subsection id="H840061D3FF2A4509B6443C758CE7457E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 12406 of the Federal Ocean Acidification Research And Monitoring Act of 2009 (33 U.S.C.
			 3705) is amended—</text>
				<paragraph id="HA25A24969F5345E49CAA93F769CB64A2"><enum>(1)</enum><text>in subsection (a)—</text>
					<subparagraph id="H1ECA659933244F6ABB040D1B0E045628"><enum>(A)</enum><text>in paragraph (2), by striking <quote>and</quote> after the semicolon;</text>
					</subparagraph><subparagraph id="H9D636FB85F384F04BC3540769FB698C4"><enum>(B)</enum><text>in paragraph (3), by striking the period at the end and inserting <quote>; and</quote>; and</text>
					</subparagraph><subparagraph id="HD02E8F6505714D2F87380FFFDEC587BC"><enum>(C)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HD8D1A0AC2B764A278A42BD326E51993F" style="OLC">
							<paragraph id="H46D650876BF9481DAAFDA80AAD1AAF69"><enum>(4)</enum><text display-inline="yes-display-inline">includes an ongoing mechanism that allows affected industry members, coastal stakeholders,
			 non-federal resource managers, and outside scientific experts to provide
			 input on research, data, and monitoring needs that are necessary to
			 support on-the-ground management, decisionmaking, and adaptation related
			 to ocean acidification and its impacts.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HA46C8B0CF31C45449D00641A72DA291E"><enum>(2)</enum><text>by redesignating subsection (b) as subsection (c); and</text>
				</paragraph><paragraph id="HA00CD546BD1143098812147D34E88EA6"><enum>(3)</enum><text>by inserting after subsection (a) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H43E523C8C64446488A3014A8E59093C5" style="OLC">
						<subsection id="HAADFE2987C784DD9B92F3A0F02FC0E15"><enum>(b)</enum><header>Community vulnerability assessment</header>
							<paragraph id="H6FD5559FE78F471E84ACD1CD180DB15A"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, through the program established under subsection (a), shall conduct an ocean
			 acidification coastal community vulnerability assessment, and issue a
			 corresponding public report, that shall be updated at least once every 5
			 years.</text>
							</paragraph><paragraph id="HD7D2197C06A541EB82C9581B12C4E92C"><enum>(2)</enum><header>Requirements</header><text display-inline="yes-display-inline">The assessment conducted under paragraph (1) shall—</text>
								<subparagraph id="HAC745C940252476EB576B670242663B5"><enum>(A)</enum><text>identify the United States coastal communities, including island communities, low-population rural
			 communities, and subsistence communities, that are most dependent on
			 coastal and ocean resources that may be impacted by ocean acidification;</text>
								</subparagraph><subparagraph id="H12BA1DD3A0A64C308B9E782CDEF8910F"><enum>(B)</enum><text>assess the nature of those communities’ social and economic vulnerabilities;</text>
								</subparagraph><subparagraph id="H94D8F32D0E41413CA5D10B7FC6E1997F"><enum>(C)</enum><text>identify the ocean acidification impacts that might harm those communities, including impacts from
			 changes in ocean and coastal marine resources that are not managed by the
			 Federal Government;</text>
								</subparagraph><subparagraph id="H3AD9F692A0474F63A359FDC9B290CD4D"><enum>(D)</enum><text>identify key knowledge gaps where research could be devoted to better understand the possible
			 impacts of ocean acidification on these vulnerable communities, the risks
			 and threats facing these communities, and possible adaptation strategies
			 for these communities; and</text>
								</subparagraph><subparagraph id="H4A40914FB74E4E4EBB6808FCCBCCBC6C"><enum>(E)</enum><text display-inline="yes-display-inline">be conducted in collaboration with experts who are familiar with the unique economic, social,
			 ecological, geographic, and resource concerns of the Nation’s coastal
			 communities, including representatives from the National Oceanic and
			 Atmospheric Administration’s National Marine Fisheries Service, and
			 Coastal Services Center.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H27DFE0CEAC544C06AE6830AD9C2E8178"><enum>(b)</enum><header>Strategic research plan</header><text display-inline="yes-display-inline">Section 12405(b) of the Federal Ocean Acidification Research And Monitoring Act of 2009 (33 U.S.C.
			 3704(b)) is amended—</text>
				<paragraph id="H5F80F8A217DF439D898FACC7845FF062"><enum>(1)</enum><text>in paragraph (8), by striking <quote>and</quote> after the semicolon;</text>
				</paragraph><paragraph id="H2974CFCB2EFA47A99657E384894597A2"><enum>(2)</enum><text>in paragraph (9), by striking the period at the end and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="H78747982F1B14749AC7DCEE1F26BFA9C"><enum>(3)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HB2E1C627BCDA4D1994D683BBBF47CD45" style="OLC">
						<paragraph id="H80B0C36CC2B145B0992884323BFB8A4C"><enum>(10)</enum><text display-inline="yes-display-inline">make recommendations for research that should be conducted, including in the social sciences and
			 economics, to address the key knowledge gaps identified in the community
			 vulnerability assessment report conducted under subsection (b) of section
			 12406.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
