			<paragraph commented="no" display-inline="no-display-inline" id="H9F52B6C589F9462CA21CC2B429207EE1"><enum>(1)</enum><header display-inline="yes-display-inline">Congressional intelligence committees</header><text display-inline="yes-display-inline">The term <quote>congressional intelligence committees</quote> means—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="HCF799A50457F45BFA6A7DD3E7597EA7A"><enum>(A)</enum><text display-inline="yes-display-inline">the Select Committee on Intelligence of the Senate; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H7A98EA4242014A4BB59EB71B04F585AF"><enum>(B)</enum><text display-inline="yes-display-inline">the Permanent Select Committee on Intelligence of the House of Representatives.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDDB4C863656C4B7695CBD92AF92FEB6D"><enum>(2)</enum><header display-inline="yes-display-inline">Intelligence community</header><text display-inline="yes-display-inline">The term <quote>intelligence community</quote> has the meaning given that term in section 3(4) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003(4)</external-xref>).</text>
			</paragraph></section><title id="H6918941005D74532AF8FF44C8C17B927"><enum>I</enum><header>Intelligence activities</header>
			<section id="HA3B787587001416F8437683B38F812DF"><enum>101.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Funds are hereby authorized to be appropriated for fiscal years 2014 and 2015 for the conduct of
			 the intelligence and intelligence-related activities of the following
			 elements of the United States Government:</text>

				</paragraph><paragraph id="HFF24D98B7FBA4FA8894D5238C3F47A3A"><enum>(2)</enum><text>The Central Intelligence Agency.</text>
				</paragraph><paragraph id="H398E1A1D925746A9827A656C752C0C04"><enum>(3)</enum><text>The Department of Defense.</text>
				</paragraph><paragraph id="HB83F51C40185490293009A95D1C6BE83"><enum>(4)</enum><text>The Defense Intelligence Agency.</text>

				<subsection id="HD4FCCA05B26543DD98D394DAF417EF50"><enum>(a)</enum><header>Specifications of amounts and personnel levels</header>
					<paragraph id="H559DAA5489ED49A8989D3962D6C7175C"><enum>(1)</enum><header>Fiscal year <enum-in-header>2014</enum-in-header></header><text>The amounts authorized to be appropriated under section 101 and, subject to section 103, the
			 authorized personnel ceilings as of September 30, 2014, for the conduct of
			 the intelligence activities of the elements listed in paragraphs (1)
			 through (16) of section 101, are those specified in the classified
			 Schedule of Authorizations for fiscal year 2014 prepared to accompany the
			 bill H.R. 4681 of the One Hundred Thirteenth Congress.</text>
					</paragraph><paragraph id="H6EC9B2CEDEC8424AB88E5CD0CAD49622"><enum>(2)</enum><header>Fiscal year <enum-in-header>2015</enum-in-header></header><text>The amounts authorized to be appropriated under section 101 and, subject to section 103, the
			 authorized personnel ceilings as of September 30, 2015, for the conduct of
			 the intelligence activities of the elements listed in paragraphs (1)
			 through (16) of section 101, are those specified in the classified
			 Schedule of Authorizations for fiscal year 2015 prepared to accompany the
			 bill H.R. 4681 of the One Hundred Thirteenth Congress.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HD9AE496BE53241CD904C52330728F580"><enum>(b)</enum><header>Availability of classified Schedule of Authorizations</header>
					<paragraph id="H66DEBD12637B4757900DD064C3E87504"><enum>(1)</enum><header>Availability</header><text>The classified Schedules of Authorizations referred to in subsection (a) shall be made available to
			 the Committee on Appropriations of the Senate, the Committee on
			 Appropriations of the House of Representatives, and to the President.</text>
					</paragraph><paragraph id="H99E2A6ED640543BB8F1F9111A57BE687"><enum>(2)</enum><header>Distribution by the President</header><text>Subject to paragraph (3), the President shall provide for suitable distribution of the classified
			 Schedules of Authorizations, or of appropriate portions of the Schedules,
			 within the executive branch.</text>
					</paragraph><paragraph id="HA7BA6AADD4EB487EA877AFDF7DC15294"><enum>(3)</enum><header>Limits on disclosure</header><text>The President shall not publicly disclose the classified Schedules of Authorizations or any portion
			 of such Schedules except—</text>
						<subparagraph id="H3A6C30AA13F340EBB75FD8567816D1B5"><enum>(A)</enum><text>as provided in section 601(a) of the Implementing Recommendations of the 9/11 Commission Act of
			 2007 (<external-xref legal-doc="usc" parsable-cite="usc/50/3306">50 U.S.C. 3306(a)</external-xref>);</text>
						</subparagraph><subparagraph id="HD918CAB8A10D456B9898A7368FF41A1D"><enum>(B)</enum><text>to the extent necessary to implement the budget; or</text>
						</subparagraph><subparagraph id="HCC01F8D88311412A8E89C25D34481402"><enum>(C)</enum><text>as otherwise required by law.</text>
						</subparagraph></paragraph></subsection></section><section id="H9A2B97C658354173864D24924E5C799C"><enum>103.</enum><header>Personnel ceiling adjustments</header>
				<subsection id="HB633375EBFBE4B39A72CB3B05F2E4547"><enum>(a)</enum><header>Authority for increases</header><text display-inline="yes-display-inline">The Director of National Intelligence may authorize employment of civilian personnel in excess of
			 the number authorized for fiscal year 2014 or 2015 by the classified
			 Schedules of Authorizations referred to in section 102(a) if the Director
			 of National Intelligence determines that such action is necessary to the
			 performance of important intelligence functions, except that the number of
			 personnel employed in excess of the number authorized under such section
			 may not, for any element of the intelligence community, exceed 3 percent
			 of the number of civilian personnel authorized under the Schedule for such
			 element during the fiscal year covered by such Schedule.</text>
				</subsection><subsection id="H218077A5506F4F34A539377A55858104"><enum>(b)</enum><header>Treatment of certain personnel</header><text display-inline="yes-display-inline">The Director of National Intelligence shall establish guidelines that govern, for each element of
			 the intelligence community, the treatment under the personnel levels
			 authorized under section 102(a), including any exemption from such
			 personnel levels, of employment or assignment in—</text>
					<paragraph id="H329B4EA665154648ACC2901DD62ACF32"><enum>(1)</enum><text display-inline="yes-display-inline">a student program, trainee program, or similar program;</text>
					</paragraph><paragraph id="HEA47EFC8CE64482EB2CDE7112600A5CD"><enum>(2)</enum><text>a reserve corps or as a reemployed annuitant; or</text>
					</paragraph><paragraph id="H32D6C28C18684FB890C759C6DC09D43F"><enum>(3)</enum><text>details, joint duty, or long term, full-time training.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H183B765F2D864DA2AA63A9DF369CED7C"><enum>(c)</enum><header>Notice to congressional intelligence committees</header><text>The Director of National Intelligence shall notify the congressional intelligence committees in
			 writing at least 15 days prior to each exercise of an authority described
			 in subsection (a).</text>
				</subsection></section><section id="HBAB2C3332D6E418683C6C1D48A675AF6"><enum>104.</enum><header>Intelligence Community Management Account</header>
				<subsection id="H8B3790A3168B4FA695CB7B89EAADEC35"><enum>(a)</enum><header>Authorization of appropriations</header>
					<paragraph id="H5017052372A94E2E8F841E2D021A202C"><enum>(1)</enum><header>Fiscal year <enum-in-header>2014</enum-in-header></header><text>There is authorized to be appropriated for the Intelligence Community Management Account of the
			 Director of National Intelligence for fiscal year 2014 the sum of
			 $528,229,000. Within such amount, funds identified in the classified
			 Schedule of Authorizations referred to in section 102(a) for advanced
			 research and development shall remain available until September 30, 2015.</text>
					</paragraph><paragraph id="H673D984AE49444E78BC84A3D3245EFE0"><enum>(2)</enum><header>Fiscal year <enum-in-header>2015</enum-in-header></header><text>There is authorized to be appropriated for the Intelligence Community Management Account of the
			 Director of National Intelligence for fiscal year 2015 the sum of
			 $505,476,000. Within such amount, funds identified in the classified
			 Schedule of Authorizations referred to in section 102(a) for advanced
			 research and development shall remain available until September 30, 2016.</text>
					</paragraph></subsection><subsection id="H99DE8D2538DC4DDD8FBABA81E347D1C7"><enum>(b)</enum><header>Authorized personnel levels</header><text display-inline="yes-display-inline">The elements within the Intelligence Community Management Account of the Director of National
			 Intelligence are authorized 855 positions as of September 30, 2014, and
			 777 positions as of September 30, 2015. Personnel serving in such elements
			 may be permanent employees of the Office of the Director of National
			 Intelligence or personnel detailed from other elements of the United
			 States Government.</text>
				</subsection><subsection id="H5826C59EB02B48DF90294A2D2C2EFE50"><enum>(c)</enum><header>Classified authorizations</header>
					<paragraph id="H135E1AD53C3F4DEAA85078B092528CAA"><enum>(1)</enum><header>Authorization of appropriations</header>
						<subparagraph id="HA82E6A6FE3B24A718E7BCAD4F9D0A74B"><enum>(A)</enum><header>Fiscal year <enum-in-header>2014</enum-in-header></header><text>In addition to amounts authorized to be appropriated for the Intelligence Community Management
			 Account by subsection (a), there are authorized to be appropriated for the
			 Community Management Account for fiscal year 2014 such additional amounts
			 as are specified in the classified Schedule of Authorizations referred to
			 in section 102(a). Such additional amounts for advanced research and
			 development shall remain available until September 30, 2015.</text>
						</subparagraph><subparagraph id="H872F21DDD159440BA6BCE0CCAA21B1B5"><enum>(B)</enum><header>Fiscal year <enum-in-header>2015</enum-in-header></header><text>In addition to amounts authorized to be appropriated for the Intelligence Community Management
			 Account by subsection (a), there are authorized to be appropriated for the
			 Community Management Account for fiscal year 2015 such additional amounts

			 Disability Fund $514,000,000 for each of fiscal years 2014 and 2015.</text>
			</section></title><title id="HA0E5E435F1A2403EB60EE35A830DC740"><enum>III</enum><header>General provisions</header>
			<subtitle id="HFF27A389F4B043EE98859C95F9C9F064"><enum>A</enum><header>General matters</header>
				<section id="H2275E8C0C71F491683882B9FE21E766E"><enum>301.</enum><header>Increase in employee compensation and benefits authorized by law</header><text display-inline="no-display-inline">Appropriations authorized by this Act for salary, pay, retirement, and other benefits for Federal
			 employees may be increased by such additional or supplemental amounts as
			 may be necessary for increases in such compensation or benefits authorized
			 by law.</text>
				</section><section id="H06AC2DEDEAA24849999FB36D2AC23B06"><enum>302.</enum><header>Restriction on conduct of intelligence activities</header><text display-inline="no-display-inline">The authorization of appropriations by this Act shall not be deemed to constitute authority for the
			 conduct of any intelligence activity which is not otherwise authorized by
			 the Constitution or the laws of the United States.</text>
				</section><section id="H512BD61D4BAF4F1F816B8E1194314E87"><enum>303.</enum><header>Specific authorization of funding for High Performance Computing Center 2</header><text display-inline="no-display-inline">Funds appropriated for the construction of the High Performance Computing Center 2 (HPCC 2), as
			 described in the table entitled Consolidated Cryptologic Program (CCP) in
			 the classified annex to accompany the Consolidated and Further Continuing
			 Appropriations Act, 2013 (<external-xref legal-doc="public-law" parsable-cite="pl/113/6">Public Law 113–6</external-xref>; 127 Stat. 198), in excess of the amount specified for such activity in the tables in the
			 classified annex prepared to accompany the Intelligence Authorization Act
			 for Fiscal Year 2013 (<external-xref legal-doc="public-law" parsable-cite="pl/112/277">Public Law 112–277</external-xref>; 126 Stat. 2468) shall be specifically authorized by Congress for the purposes of section 504 of
			 the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3094">50 U.S.C. 3094</external-xref>).</text>
				</section><section id="H1677FC046D3B4D399333C9D1FED26BB8"><enum>304.</enum><header>Clarification of exemption from Freedom of Information Act of identities of employees submitting
			 complaints to the Inspector General of the Intelligence Community</header><text display-inline="no-display-inline">Section 103H(g)(3)(A) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3033">50 U.S.C. 3033(g)(3)(A)</external-xref>) is amended by striking <quote>undertaken;</quote> and inserting <quote>undertaken, and this provision shall qualify as a withholding statute pursuant to subsection (b)(3)
			 of <external-xref legal-doc="usc" parsable-cite="usc/5/552">section 552</external-xref> of title 5, United States Code (commonly known as the <quote>Freedom of Information Act</quote>);</quote>.</text>
				</section><section id="H14539DF98635404B9A3B1915C8F9E4A4"><enum>305.</enum><header>Functional managers for the intelligence community</header>
					<subsection id="H748DA63A25E441529D3CB6A5BE996E33"><enum>(a)</enum><header>Functional managers authorized</header><text>Title I of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3021">50 U.S.C. 3021 et seq.</external-xref>) is amended by inserting after section 103I the following new section:</text>
						<quoted-block display-inline="no-display-inline" id="H3F19038861034F87829F2D1F219EFFE3" style="OLC">
							<section id="H4BDDF5719FA147C896D9D543E5074C30"><enum>103J.</enum><header>Functional managers for the intelligence community</header>
								<subsection id="HFA26764558E04224B4D9E59B0611F8C8"><enum>(a)</enum><header>Functional managers authorized</header><text>The Director of National Intelligence may establish within the intelligence community one or more
			 positions of manager of an intelligence function. Any position so
			 established may be known as the <quote>Functional Manager</quote> of the intelligence function concerned.</text>
								</subsection><subsection id="HAC589C33735648589275551F8B1BAA91"><enum>(b)</enum><header>Personnel</header><text>The Director shall designate individuals to serve as manager of intelligence functions established
			 under subsection (a) from among officers and employees of elements of the
			 intelligence community.</text>
								</subsection><subsection id="H15007933EC99467783CC0A3D9AE4EC1C"><enum>(c)</enum><header>Duties</header><text>Each manager of an intelligence function established under subsection (a) shall have the duties as
			 follows:</text>
									<paragraph id="HF8E2DE9A1B33428ABB72B7A1B48D9411"><enum>(1)</enum><text>To act as principal advisor to the Director on the intelligence function.</text>
									</paragraph><paragraph id="HD8BF000A847A4803A7D5B8910E3CB18A"><enum>(2)</enum><text>To carry out such other responsibilities with respect to the intelligence function as the Director
			 may specify for purposes of this section.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection id="H506E2A187DAB40D58A6A607FDC08ED23"><enum>(b)</enum><header>Table of contents amendment</header><text>The table of contents in the first section of the National Security Act of 1947 is amended by

								<subsection id="H6D86854DDD274F88807472D1C79DE172"><enum>(a)</enum><header>In general</header><text>Not later than April 1, 2016, and each year thereafter, the Director of National Intelligence
			 shall, in consultation with the Functional Managers, submit to the
			 congressional intelligence committees a report on covered intelligence
			 functions during the preceding year.</text>
								</subsection><subsection id="HB1BB783BD4F140D0BF6A53EA58000696"><enum>(b)</enum><header>Elements</header><text>Each report under subsection (a) shall include for each covered intelligence function for the year
			 covered by such report the following:</text>
									<paragraph id="H0E8427A01A3D456F811F013E73E516B8"><enum>(1)</enum><text>An identification of the capabilities, programs, and activities of such intelligence function,
			 regardless of the element of the intelligence community that carried out
			 such capabilities, programs, and activities.</text>
									</paragraph><paragraph id="H28DBDD7F93A94BC4B0A96F32FA3BEFE2"><enum>(2)</enum><text>A description of the investment and allocation of resources for such intelligence function,
			 including an analysis of the allocation of resources within the context of
			 the National Intelligence Strategy, priorities for recipients of
			 resources, and areas of risk.</text>
									</paragraph><paragraph id="HF9D4CE29AC694E9DA4CEDE24488B28BA"><enum>(3)</enum><text>A description and assessment of the performance of such intelligence function.</text>
									</paragraph><paragraph id="H615E979B07D3410491A554D84EFAD480"><enum>(4)</enum><text>An identification of any issues related to the application of technical interoperability standards
			 in the capabilities, programs, and activities of such intelligence
			 function.</text>
									</paragraph><paragraph id="H16D9EDB1736B48439AEDA5B2A577017E"><enum>(5)</enum><text>An identification of the operational overlap or need for de-confliction, if any, within such
			 intelligence function.</text>
									</paragraph><paragraph id="H2C91C1CCB02644409EEAFDA8ED20AF56"><enum>(6)</enum><text>A description of any efforts to integrate such intelligence function with other intelligence
			 disciplines as part of an integrated intelligence enterprise.</text>
									</paragraph><paragraph id="H7ADCDE6C7A11403E83B6684435E89ED7"><enum>(7)</enum><text>A description of any efforts to establish consistency in tradecraft and training within such
			 intelligence function.</text>
									</paragraph><paragraph id="HFFB46A97B2CC435697819DB1E47CD97F"><enum>(8)</enum><text>A description and assessment of developments in technology that bear on the future of such
			 intelligence function.</text>
									</paragraph><paragraph id="HDEAF813AE8F945EE87C808B5B547F868"><enum>(9)</enum><text>Such other matters relating to such intelligence function as the Director may specify for purposes
			 of this section.</text>
									</paragraph></subsection><subsection id="H5388019CCAFE41399C450D286AA840CD"><enum>(c)</enum><header>Definitions</header><text>In this section:</text>
									<paragraph id="H4F834FAFF55949249CA6376FB9AB72EE"><enum>(1)</enum><text>The term <term>covered intelligence functions</term> means each intelligence function for which a Functional Manager has been established under section
			 103J during the year covered by a report under this section.</text>
									</paragraph><paragraph id="H33B075BD5E2341A29379088F4EE93BB8"><enum>(2)</enum><text>The term <term>Functional Manager</term> means the manager of an intelligence function established under section 103J.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

			 the Chief Information Officer of the Intelligence Community, shall
			 biennially—</text>
									<paragraph commented="no" id="HD3ECF093340B42439070F5F261F93732"><enum>(1)</enum><text>conduct an inventory of all existing software licenses of such element, including utilized and
			 unutilized licenses;</text>
									</paragraph><paragraph commented="no" id="HCF16051B6720474E950F57F9A4ED0704"><enum>(2)</enum><text display-inline="yes-display-inline">assess the actions that could be carried out by such element to achieve the greatest possible
			 economies of scale and associated cost savings in software procurement and
			 usage, including—</text>
										<subparagraph id="H7C3BC2BEF50049D08FC906E647E1278F"><enum>(A)</enum><text>increasing the centralization of the management of software licenses;</text>
										</subparagraph><subparagraph id="H5BF9BC6DACBD4F3B93B638E34B685CA9"><enum>(B)</enum><text>increasing the regular tracking and maintaining of comprehensive inventories of software licenses
			 using automated discovery and inventory tools and metrics;</text>
										</subparagraph><subparagraph id="HDFEAA9F0A0C04E9B934D29ABCEA1173B"><enum>(C)</enum><text>analyzing software license data to inform investment decisions; and</text>
										</subparagraph><subparagraph id="H154F9FBEA48B43A09AB72B3AB94A5688"><enum>(D)</enum><text>providing appropriate personnel with sufficient software licenses management training; and</text>
										</subparagraph></paragraph><paragraph commented="no" id="HD1BECEA4F174488EA89B764ED07A1B86"><enum>(3)</enum><text>submit to the Chief Information Officer of the Intelligence Community each inventory required by
			 paragraph (1) and each assessment required by paragraph (2).</text>
									</paragraph></subsection><subsection commented="no" id="H93755B3C33A94F128DCBCCCD92A8A11F"><enum>(b)</enum><header>Inventories by the Chief Information Officer of the Intelligence Community</header><text>The Chief Information Officer of the Intelligence Community, based on the inventories and
			 assessments required by subsection (a), shall biennially—</text>
									<paragraph commented="no" id="HCE75387809684EC7AD068FDDAF50307F"><enum>(1)</enum><text>compile an inventory of all existing software licenses of the intelligence community, including
			 utilized and unutilized licenses;</text>
									</paragraph><paragraph commented="no" id="H9F41E74936EA4C99BD24E2C174F1CF65"><enum>(2)</enum><text display-inline="yes-display-inline">assess the actions that could be carried out by the intelligence community to achieve the greatest
			 possible economies of scale and associated cost savings in software
			 procurement and usage, including—</text>
										<subparagraph id="HA5A47BCD5AC34D93A97B353F4CD83B3A"><enum>(A)</enum><text>increasing the centralization of the management of software licenses;</text>
										</subparagraph><subparagraph id="HEA248F417F0545749EC8A80392ADCBDD"><enum>(B)</enum><text>increasing the regular tracking and maintaining of comprehensive inventories of software licenses
			 using automated discovery and inventory tools and metrics;</text>
										</subparagraph><subparagraph id="H3B20B033F0D84071BC6A724656626D9E"><enum>(C)</enum><text>analyzing software license data to inform investment decisions; and</text>
										</subparagraph><subparagraph id="HC99A6DFE7BE243D8B9868008FE5D14D7"><enum>(D)</enum><text>providing appropriate personnel with sufficient software licenses management training; and</text>
										</subparagraph></paragraph><paragraph id="HBDD086B206BA4728A492A712529600B6"><enum>(3)</enum><text>based on the assessment required under paragraph (2), make such recommendations with respect to
			 software procurement and usage to the Director of National Intelligence as
			 the Chief Information Officer considers appropriate.</text>
									</paragraph></subsection><subsection commented="no" id="HC86F4BE84B8B4ADC9CB3E81B63175950"><enum>(c)</enum><header>Reports to Congress</header><text>The Chief Information Officer of the Intelligence Community shall submit to the congressional
			 intelligence committees a copy of each inventory compiled under subsection
			 (b)(1).</text>
								</subsection><subsection id="H4073F34FC716448E95D1411DA92FBF6F"><enum>(d)</enum><header>Implementation of recommendations</header><text>Not later than 180 days after the date on which the Director of National Intelligence receives
			 recommendations from the Chief Information Officer of the Intelligence
			 Community in accordance with subsection (b)(3), the Director of National
			 Intelligence shall, to the extent practicable, issue guidelines for the
			 intelligence community on software procurement and usage based on such
			 recommendations.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection id="H2E3839990D744C4A96B0CF392259386E"><enum>(b)</enum><header>Initial inventory</header>
						<paragraph id="H427B02A199A548999394806268D6B00F"><enum>(1)</enum><header>Intelligence community elements</header>
							<subparagraph id="H2C5AB34514B34805AB71D93AF534F6E5"><enum>(A)</enum><header>Date</header><text>Not later than 120 days after the date of the enactment of this Act, the chief information officer
			 of each element of the intelligence community shall complete the initial
			 inventory, assessment, and submission required under section 109(a) of the
			 National Security Act of 1947, as added by subsection (a) of this section.</text>
							</subparagraph><subparagraph id="H31C0BBAA44A5411897C4F7A319AF187D"><enum>(B)</enum><header>Basis</header><text>The initial inventory conducted for each element of the intelligence community under section
			 109(a)(1) of the National Security Act of 1947, as added by subsection (a)
			 of this section, shall be based on the inventory of software licenses
			 conducted pursuant to section 305 of the Intelligence Authorization Act
			 for Fiscal Year 2013 (<external-xref legal-doc="public-law" parsable-cite="pl/112/277">Public Law 112–277</external-xref>; 126 Stat. 2472) for such element.</text>
							</subparagraph></paragraph><paragraph id="H64802960A10E4D0BB05CAB17D0C84E2A"><enum>(2)</enum><header>Chief Information Officer of the Intelligence Community</header><text>Not later than 180 days after the date of the enactment of this Act, the Chief Information Officer
			 of the Intelligence Community shall complete the initial compilation and
			 assessment required under section 109(b) of the National Security Act of
			 1947, as added by subsection (a).</text>
						</paragraph></subsection><subsection id="HDC2FD2445B9B42D387A8FB133B22701A"><enum>(c)</enum><header>Table of contents amendments</header><text>The table of contents in the first section of the National Security Act of 1947 is amended—</text>
						<paragraph id="H0986822B81F5460387008B99575CB5EB"><enum>(1)</enum><text display-inline="yes-display-inline">by striking the second item relating to section 104 (relating to Annual national security strategy
			 report); and</text>

						</paragraph></subsection></section><section id="H59118137979E445493737A8738CAFCEC"><enum>308.</enum><header>Plans to respond to unauthorized public disclosures of covert actions</header><text display-inline="no-display-inline">Section 503 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3093">50 U.S.C. 3093</external-xref>) is amended by adding at the end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H0E8A68BC9F1F43FE9ED8D5D26B2303D5" style="OLC">
						<subsection commented="no" id="H6F6785B2D2694FE9A262623515BF8596"><enum>(h)</enum><text display-inline="yes-display-inline">For each type of activity undertaken as part of a covert action, the President shall establish in
			 writing a plan to respond to the unauthorized public disclosure of that
			 type of activity.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</section><section id="HD55F1295BF21467E90DDC66209CE554E"><enum>309.</enum><header>Auditability</header>
					<subsection id="H3C37DDD8142A4D4CA4B32D09720E3CC0"><enum>(a)</enum><header>In general</header><text>Title V of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3091">50 U.S.C. 3091 et seq.</external-xref>) is amended by adding at the end the following new section:</text>
						<quoted-block display-inline="no-display-inline" id="H735AE6C2C4474D00A9AAAD8CBF5000A2" style="OLC">
							<section id="H015CD4BDAE5F4F8F87BAE9B874394BB0"><enum>509.</enum><header>Auditability of certain elements of the intelligence community</header>
								<subsection id="H8F57E378C79A4731B622EC71CE515A21"><enum>(a)</enum><header>Requirement for annual audits</header><text>The head of each covered entity shall ensure that there is a full financial audit of such covered
			 entity each year beginning with fiscal year 2014. Such audits may be
			 conducted by an internal or external independent accounting or auditing
			 organization.</text>
								</subsection><subsection id="H84F4B5BA9F31458382BD107E8B453242"><enum>(b)</enum><header>Requirement for unqualified opinion</header><text>Beginning as early as practicable, but in no event later than the audit required under subsection
			 (a) for fiscal year 2016, the head of each covered entity shall take all
			 reasonable steps necessary to ensure that each audit required under
			 subsection (a) contains an unqualified opinion on the financial statements
			 of such covered entity for the fiscal year covered by such audit.</text>
								</subsection><subsection id="HEF5E722EFAB64C9ABF90CCB225022B56"><enum>(c)</enum><header>Reports to Congress</header><text display-inline="yes-display-inline">The chief financial officer of each covered entity shall provide to the congressional intelligence
			 committees an annual audit report from an accounting or auditing
			 organization on each audit of the covered entity conducted pursuant to
			 subsection (a).</text>
								</subsection><subsection id="H2C0EF85BDCA14188B04836048DBFD1D8"><enum>(d)</enum><header>Covered entity defined</header><text display-inline="yes-display-inline">In this section, the term <quote>covered entity</quote> means the Office of the Director of National Intelligence, the Central Intelligence Agency, the
			 Defense Intelligence Agency, the National Security Agency, the National
			 Reconnaissance Office, and the National Geospatial-Intelligence Agency.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection id="H5819DC50D6FD4242B15242C36C36AED2"><enum>(b)</enum><header>Table of contents amendment</header><text>The table of contents in the first section of the National Security Act of 1947 is amended by

					<subsection id="H22AC920E4F844C509EBD647ECCCF2FD1"><enum>(a)</enum><header>Restriction</header><text display-inline="yes-display-inline">Title III of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3071">50 U.S.C. 3071 et seq.</external-xref>) is amended by inserting after section 303 the following new section:</text>
						<quoted-block display-inline="no-display-inline" id="HF8AE2790E46D4FB29E69E9B6509FB852" style="OLC">
							<section id="HCBFDC4217A114BBDABF01696E84B3EE7"><enum>304.</enum><header>Restrictions on certain former intelligence officers and employees</header>
								<subsection id="H0C449FB90D6A44F4A814F3DA7408EB47"><enum>(a)</enum><header>Negotiations</header><text>A covered employee shall notify the element of the intelligence community employing such employee
			 not later than 3 business days after the commencement of any negotiation
			 for future employment or compensation between such covered employee and a
			 covered entity.</text>
								</subsection><subsection id="H8429B7C509B04E70B6D1457BAD72A951"><enum>(b)</enum><header>Separation</header><text>A covered employee may not commence employment with or be contracted by a covered entity—</text>
									<paragraph id="HDB2BBF6B7AFB47A38A2BB8698ACD53DE"><enum>(1)</enum><text>for a period of one year following the termination of the service or employment of such covered
			 employee by an element of the intelligence community; and</text>
									</paragraph><paragraph id="HF3FC41A110844AAB9CBE1D62F98B1D53"><enum>(2)</enum><text>for a period of two years following such termination with respect to any matter that was a part of
			 the official responsibility of such covered employee during the final year
			 of the service or employment of such covered employee by an element of the
			 intelligence community.</text>
									</paragraph></subsection><subsection id="HFA19448260DB4CE8B35E5DE4BC06BD1A"><enum>(c)</enum><header>Annual reporting</header>
									<paragraph id="HB945ACA590114B2C9E7221C6D6D464AB"><enum>(1)</enum><header>Reporting required</header><text>Each former covered employee who was a covered employee at the time of separation from an element
			 of the intelligence community shall annually report in writing to the
			 element of the intelligence community that most recently previously
			 employed such covered employee any payment received in the preceding year
			 from a foreign government or a covered entity.</text>
									</paragraph><paragraph id="H988FD16A20B84153B82125C6DDB318B6"><enum>(2)</enum><header>Applicability</header><text>The requirement to submit a report under paragraph (1) for each former covered employee shall
			 terminate on the date that is 5 years after the date on which such former
			 covered employee was most recently employed by an element of the
			 intelligence community.</text>
									</paragraph></subsection><subsection id="H5BCABC760C804BFE8A98A61719079502"><enum>(d)</enum><header>Determination of foreign governments posing a significant counterintelligence threat</header><text>The Director of National Intelligence shall annually—</text>
									<paragraph id="H444806BC62AD49859D399FF39D25180D"><enum>(1)</enum><text>determine which foreign governments pose a significant counterintelligence threat to the United
			 States; and</text>
									</paragraph><paragraph id="HCB6CDD9618404D50AAE78BA7293B4536"><enum>(2)</enum><text>submit to the congressional intelligence committees a list of such foreign governments.</text>
									</paragraph></subsection><subsection id="H6F6E3EA634A24AB5B82FE63EBC889514"><enum>(e)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
									<paragraph id="HE9173B9A18F1475CBBDAE0D6DC00A1B6"><enum>(1)</enum><header>Covered employee</header><text>The term <quote>covered employee</quote> means—</text>
										<subparagraph id="HC5801E4F4B604C2DAB82F0FCFE9F4E70"><enum>(A)</enum><text>an employee of an element of the intelligence community with access to sensitive compartmented
			 information occupying a position—</text>
											<clause id="H87E83E005F82458CA0E8E7C05EE28070"><enum>(i)</enum><text display-inline="yes-display-inline">classified at GS–15 of the General Schedule (<external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/53">chapter 53</external-xref> of title 5, United States Code); or</text>
											</clause><clause id="H16E656D7570348CE95B95B3A090CF960"><enum>(ii)</enum><text display-inline="yes-display-inline">as a senior civilian officer of the intelligence community (as defined in Intelligence Community
			 Directive No. 610 or any successor directive); and</text>
											</clause></subparagraph><subparagraph id="H93E6982CCD134F14AA83EB8E85F1170E"><enum>(B)</enum><text>a person who during the preceding 12-month period was an officer or employee of the Congress (as
			 defined in <external-xref legal-doc="usc-act" parsable-cite="usc-act/Ethics in Government Act of 1978 /109">section 109(13)</external-xref> of the Ethics in Government Act of 1978 (5 U.S.C. App.)) with access to sensitive compartmented
			 information.</text>
										</subparagraph></paragraph><paragraph id="H0798BE61E17A426A97C3D116360DF179"><enum>(2)</enum><header>Covered entity</header><text>The term <quote>covered entity</quote> means—</text>
										<subparagraph id="H3E41927229CC4F0F8658A15D50EDF779"><enum>(A)</enum><text>any person acting on behalf or under the supervision of a designated foreign government; or</text>
										</subparagraph><subparagraph id="HBFB948EB7014423E95373709C8C65CC6"><enum>(B)</enum><text>any entity owned or controlled by a designated foreign government.</text>
										</subparagraph></paragraph><paragraph id="H1E694F37364D4C80A280F2B3E3DA7E9C"><enum>(3)</enum><header>Designated foreign government</header><text display-inline="yes-display-inline">The term <quote>designated foreign government</quote> means a government that the Director of National Intelligence determines poses a significant
			 counterintelligence threat to the United States under subsection (d).</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection id="HEC2DDAAC5A7D40CD8020E8D236BE38D7"><enum>(b)</enum><header>Effective date of negotiation period notice</header><text>The requirement under section 304(a) of the National Security Act of 1947, as added by subsection
			 (a) of this section, shall take effect on the date that is 30 days after
			 the date of the enactment of this Act.</text>
					</subsection><subsection id="H9E2F324CC5FD4D52BBDC0C39D68798D1"><enum>(c)</enum><header>Applicability of separation period</header><text>The requirement under section 304(b) of the National Security Act of 1947, as added by subsection
			 (a) of this section, shall not apply to a covered employee that has
			 entered into an employment agreement on or before the date of the
			 enactment of this Act.</text>
					</subsection><subsection id="HC496094E35674ECE873E7BCEB5224C30"><enum>(d)</enum><header>First reporting requirement</header><text>The first report required to be submitted by each former covered employee under section 304(c) of
			 the National Security Act of 1947, as added by subsection (a) of this
			 section, shall be submitted not later than one year after the date of the
			 enactment of this Act.</text>
					</subsection><subsection id="H8865D12B2040470BBEC3E9A3BCB66A29"><enum>(e)</enum><header>First designation requirement</header><text>The Director of National Intelligence shall submit to the congressional intelligence committees the
			 initial list of foreign governments under section 304(d) of the National
			 Security Act of 1947, as added by subsection (a) of this section, not
			 later than 30 days after the date of the enactment of this Act.</text>
					</subsection><subsection id="H3CA5437365F74AE3927FD94C6AAE550D"><enum>(f)</enum><header>Table of contents amendments</header><text>The table of contents in the first section of such Act is amended—</text>
						<paragraph id="H3629E8D6C1E14245959CFF5A84F721BA"><enum>(1)</enum><text display-inline="yes-display-inline">by striking the second item relating to section 302 (Under Secretaries and Assistant Secretaries)
			 and the items relating to sections 304, 305, and 306; and</text>
						</paragraph><paragraph id="H431B8AC2AADE4550A98980445A5F867E"><enum>(2)</enum><text>by inserting after the item relating to section 303 the following new item:</text>
							<quoted-block display-inline="no-display-inline" id="HBE061CC25B5D43558B11C89045B803A3" style="OLC">
								<toc regeneration="no-regeneration">
									<toc-entry level="section">Sec. 304. Restrictions on certain former intelligence officers and employees.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HA63A62A5F4AF4F618F40FB4B8A20159D"><enum>311.</enum><header>Public Interest Declassification Board</header><text display-inline="no-display-inline">Section 710(b) of the Public Interest Declassification Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/567">Public Law 106–567</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/50/3161">50 U.S.C. 3161</external-xref> note) is amended by striking <quote>2014.</quote> and inserting <quote>2018.</quote>.</text>
				</section><section commented="no" display-inline="no-display-inline" id="HA80E7D21B2D64382B24E321CFA0B63EC"><enum>312.</enum><header>Official representation items in support of the Coast Guard Attaché Program</header><text display-inline="no-display-inline">Notwithstanding any other limitation on the amount of funds that may be used for official
			 representation items, the Secretary of Homeland Security may use funds
			 made available to the Secretary through the National Intelligence Program
			 for necessary expenses for intelligence analysis and operations
			 coordination activities for official representation items in support of
			 the Coast Guard Attaché Program.</text>
				</section><section id="HDD6A97DE25D14A8796525D91B2CB0454"><enum>313.</enum><header>Declassification review of certain items collected during the mission that killed Osama bin Laden
			 on May <enum-in-header>1</enum-in-header>, <enum-in-header>2011</enum-in-header></header><text display-inline="no-display-inline">Not later than 120 days after the date of the enactment of this Act, the Director of National
			 Intelligence shall—</text>
					<paragraph id="H17648C24EC0349B29D65C23C7BD62D07"><enum>(1)</enum><text>in the manner described in the classified annex to this Act—</text>
						<subparagraph id="HBD3FF5FE16B34384B50265685F6ADD42"><enum>(A)</enum><text>complete a declassification review of documents collected in Abbottabad, Pakistan, during the
			 mission that killed Osama bin Laden on May 1, 2011; and</text>
						</subparagraph><subparagraph id="H7A57D48BFF95410B918406C66197D277"><enum>(B)</enum><text>make publicly available any information declassified as a result of the declassification review
			 required under paragraph (1); and</text>
						</subparagraph></paragraph><paragraph id="HE708A3AB24284D24A987AED949ED119C"><enum>(2)</enum><text>report to the congressional intelligence committees—</text>
						<subparagraph id="H2424194E144C41F8A4F5568498C81F22"><enum>(A)</enum><text>the results of the declassification review required under paragraph (1); and</text>
						</subparagraph><subparagraph id="H919C425C36654AACB56F26DAFEF4639B"><enum>(B)</enum><text>a justification for not declassifying any information required to be included in such
			 declassification review that remains classified.</text>
						</subparagraph></paragraph></section><section id="H59B53ECE78FD48D79A4864889CF57B5C"><enum>314.</enum><header>Merger of the Foreign Counterintelligence Program and the General Defense Intelligence Program</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, the Director of National Intelligence shall carry out
			 the merger of the Foreign Counterintelligence Program into the General
			 Defense Intelligence Program as directed in the classified annex to this
			 Act. The merger shall go into effect no earlier than 30 days after written
			 notification of the merger is provided to the congressional intelligence
			 committees.</text>
				</section><section id="HA95FABEBE0534AC79C9506D07FCCD662"><enum>315.</enum><header>Inclusion of Predominantly Black Institutions in intelligence officer training program</header><text display-inline="no-display-inline">Section 1024 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3224">50 U.S.C. 3224</external-xref>) is amended—</text>
					<paragraph id="HE074F0F5B5AA488FA6723C787DC700AB"><enum>(1)</enum><text>in subsection (c)(1), by inserting <quote>and Predominantly Black Institutions</quote> after <quote>universities</quote>; and</text>
					</paragraph><paragraph id="HC5D717B23E9A498087CBD62113816E91"><enum>(2)</enum><text>in subsection (g)—</text>
						<subparagraph id="HDA5C0E2890374418AE990CCE54B1CF4C"><enum>(A)</enum><text>by redesignating paragraph (4) as paragraph (5); and</text>
						</subparagraph><subparagraph id="HFC07694684BC44A98C5043C6F6633DD8"><enum>(B)</enum><text>by inserting after paragraph (3) the following new paragraph:</text>
							<quoted-block display-inline="no-display-inline" id="H0756D89C3ED0487B926E62A921E2DEAB" style="OLC">

						</subparagraph></paragraph></section></subtitle><subtitle id="H5FD54ACE20D7424197DBFBA78EF4FBDD" style="OLC"><enum>B</enum><header>Reporting</header>
				<section id="H8426199954184C03B32B5BE312687617" section-type="subsequent-section"><enum>321.</enum><header>Annual report on violations of law or executive order</header>
					<subsection id="HB101699C9A3247D49A2B217F875DDEE5"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title V of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3091">50 U.S.C. 3091 et seq.</external-xref>), as amended by section 309, is further amended by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HDAAE37A6E0D74F18840ABE56E767B6A1" style="OLC">
							<section id="HB89FEE695B524F67BD1E57A68EB1FA1F"><enum>510.</enum><header>Annual report on violations of law or executive order</header>
								<subsection id="H8AD782EE91564B8C809FB0AEC505EEF7"><enum>(a)</enum><header>Annual reports required</header><text>The Director of National Intelligence shall annually submit to the congressional intelligence
			 committees a report on violations of law or executive order by personnel
			 of an element of the intelligence community that were identified during
			 the previous calendar year.</text>
								</subsection><subsection id="HAD0B01E1AB354399988E719C39505384"><enum>(b)</enum><header>Elements</header><text>Each report required under subsection (a) shall, consistent with the need to preserve ongoing
			 criminal investigations, include a description of, and any action taken in
			 response to, any violation of law or executive order (including Executive
			 Order No. 12333 (<external-xref legal-doc="usc" parsable-cite="usc/50/3001">50 U.S.C. 3001</external-xref> note)) relating to intelligence activities committed by personnel of an element of the
			 intelligence community in the course of the employment of such personnel
			 that, during the previous calendar year, was—</text>
									<paragraph id="H66C119F7DDA2426FA5BE0891E86FC36F"><enum>(1)</enum><text>determined by the director, head, or general counsel of any element of the intelligence community
			 to have occurred;</text>
									</paragraph><paragraph id="HACDD914BD1B84A219D44FD70474C155D"><enum>(2)</enum><text>referred to the Department of Justice for possible criminal prosecution; or</text>
									</paragraph><paragraph id="HEF635487FEE94A16A82AE97BB05387EF"><enum>(3)</enum><text>substantiated by the inspector general of any element of the intelligence community.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection id="H50246095909A4D33AB37066E6A5D3CBF"><enum>(b)</enum><header>Initial report</header><text>The first report required under section 510 of the National Security Act of 1947, as added by
			 subsection (a), shall be submitted not later than one year after the date
			 of the enactment of this Act.</text>
					</subsection><subsection id="H982E45A1E2BC4136A697B86E9467038F"><enum>(c)</enum><header>Guidelines</header><text>Not later than 180 days after the date of the enactment of this Act, the Director of National
			 Intelligence, in consultation with the head of each element of the
			 intelligence community, shall—</text>
						<paragraph id="HB161CE5FE22749519D3BA1FF0DA849B9"><enum>(1)</enum><text>issue guidelines to carry out section 510 of the National Security Act of 1947, as added by
			 subsection (a) of this section; and</text>
						</paragraph><paragraph id="H2E4CC8D052CB4CA48E3669F646CED42B"><enum>(2)</enum><text>submit such guidelines to the congressional intelligence committees.</text>
						</paragraph></subsection><subsection commented="no" id="H3ADB25C1E96A4F0CA3990301F263BCFF"><enum>(d)</enum><header>Table of contents amendment</header><text>The table of sections in the first section of the National Security Act of 1947, as amended by
			 section 309 of this Act, is further amended by adding after the section
			 relating to section 509, as added by such section 309, the following new
			 item:</text>

					</subsection><subsection id="H8F6CDE9C884C4D0BB169942582757B5E"><enum>(e)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section or the amendments made by this section shall be construed to alter any
			 requirement existing on the date of the enactment of this Act to submit a
			 report under any provision of law.</text>
					</subsection></section><section id="HE0BCB43121A7474FBD624B933B78903F"><enum>322.</enum><header>Submittal to Congress by heads of elements of intelligence community of plans for orderly shutdown
			 in event of absence of appropriations</header>
					<subsection id="HC8BFDB49379E4FBBB76819DDAC7D28FA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Whenever the head of an applicable agency submits a plan to the Director of the Office of
			 Management and Budget in accordance with section 124 of Office of
			 Management and Budget Circular A–11, pertaining to agency operations in
			 the absence of appropriations, or any successor circular of the Office
			 that requires the head of an applicable agency to submit to the Director a
			 plan for an orderly shutdown in the event of the absence of
			 appropriations, such head shall submit a copy of such plan to the
			 following:</text>
						<paragraph id="HD915B45555F143859A2FB7B5AF373FA0"><enum>(1)</enum><text display-inline="yes-display-inline">The congressional intelligence committees.</text>
						</paragraph><paragraph id="H518DB151835C4C3BB64E28F799B99DF2"><enum>(2)</enum><text>The Subcommittee on Defense of the Committee on Appropriations of the Senate.</text>
						</paragraph><paragraph id="HC16BCD6B967B4CE0954B2E92BB222AED"><enum>(3)</enum><text>The Subcommittee on Defense of the Committee on Appropriations of the House of Representatives.</text>
						</paragraph><paragraph id="HBD576522078E4FB580F0585F4C3D898C"><enum>(4)</enum><text>In the case of a plan for an element of the intelligence community that is within the Department of
			 Defense, to—</text>
							<subparagraph id="HF3E439C75E4C4D7EAD92DD13FF108F70"><enum>(A)</enum><text>the Committee on Armed Services of the Senate; and</text>
							</subparagraph><subparagraph id="H7325154D8AB94839856EB8517D4FE8B0"><enum>(B)</enum><text>the Committee on Armed Services of the House of Representatives.</text>
							</subparagraph></paragraph></subsection><subsection id="HB63C38C4D20B46AABFC90E0C48E4B257"><enum>(b)</enum><header>Head of an applicable agency defined</header><text>In this section, the term <term>head of an applicable agency</term> includes the following:</text>
						<paragraph id="HF3A8C8C3A4C64734A2EB3DCBED381512"><enum>(1)</enum><text>The Director of National Intelligence.</text>
						</paragraph><paragraph id="HBAC10D9673354BB3B2CCEBD9AD43EE42"><enum>(2)</enum><text>The Director of the Central Intelligence Agency.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2F836833896E4B9EA37B197F30C6F6A7"><enum>(3)</enum><text>Each head of each element of the intelligence community that is within the Department of Defense.</text>
						</paragraph></subsection></section><section id="H1058E8025E4B49C496AE030ED2C6D331"><enum>323.</enum><header>Reports on chemical weapons in Syria</header>
					<subsection id="HABD4DA2BE28A47B98D6A7210536A001E"><enum>(a)</enum><header>In general</header><text>Not later than 30 days after the date of the enactment of this Act, the Director of National
			 Intelligence shall submit to Congress a report on the Syrian chemical
			 weapons program.</text>
					</subsection><subsection id="H010A50D8F16E45D1AD234EFF9D2F0640"><enum>(b)</enum><header>Elements</header><text>The report required under subsection (a) shall include the following elements:</text>
						<paragraph id="H26D699E70FE54D3E813AB018FB16EACF"><enum>(1)</enum><text>A comprehensive assessment of chemical weapon stockpiles in Syria, including names, types, and
			 quantities of chemical weapons agents, types of munitions, and location
			 and form of storage, production, and research and development facilities.</text>
						</paragraph><paragraph id="H464000890BF84BE69AA5782EFCBB9A05"><enum>(2)</enum><text>A listing of key personnel associated with the Syrian chemical weapons program.</text>
						</paragraph><paragraph id="HE63D61B717E64A64A569C04D40046789"><enum>(3)</enum><text>An assessment of undeclared chemical weapons stockpiles, munitions, and facilities.</text>
						</paragraph><paragraph id="HE69CD664E6264DA8853C9B152798B6ED"><enum>(4)</enum><text>An assessment of how these stockpiles, precursors, and delivery systems were obtained.</text>
						</paragraph><paragraph id="H13448C4C24994DA8AAA56F423633D7A5"><enum>(5)</enum><text>A description of key intelligence gaps related to the Syrian chemical weapons program.</text>
						</paragraph><paragraph id="H0CCC793FF9364F2FB5204BD245FB1157"><enum>(6)</enum><text>An assessment of any denial and deception efforts on the part of the Syrian regime related to its
			 chemical weapons program.</text>
						</paragraph></subsection><subsection id="H96D3EB4EF9654B3EB8B4AA1F018965DB"><enum>(c)</enum><header>Progress reports</header><text>Every 90 days until the date that is 18 months after the date of the enactment of this Act, the
			 Director of National Intelligence shall submit to Congress a progress
			 report providing any material updates to the report required under
			 subsection (a).</text>
					</subsection></section><section id="H27166792AFC74B51A0ACA54DA4AC06E0"><enum>324.</enum><header>Reports to the intelligence community on penetrations of networks and information systems of
			 certain contractors</header>
					<subsection id="H43C3E89FF3A9443EB3F56E7ECFCA6588"><enum>(a)</enum><header>Procedures for reporting penetrations</header><text>The Director of National Intelligence shall establish procedures that require each cleared
			 intelligence contractor to report to an element of the intelligence
			 community designated by the Director for purposes of such procedures when
			 a network or information system of such contractor that meets the criteria
			 established pursuant to subsection (b) is successfully penetrated.</text>
					</subsection><subsection id="HA9F0A1C5DB7A472AAB5B771F8133D993"><enum>(b)</enum><header>Networks and information systems subject to reporting</header><text>The Director of National Intelligence shall, in consultation with appropriate officials, establish
			 criteria for covered networks to be subject to the procedures for
			 reporting system penetrations under subsection (a).</text>
					</subsection><subsection id="HDD18AFF6DEE64DA08653F84FC4E4C53B"><enum>(c)</enum><header>Procedure requirements</header>
						<paragraph id="H0BE90D88FDB2436E807AAB9AB9395CB6"><enum>(1)</enum><header>Rapid reporting</header><text>The procedures established pursuant to subsection (a) shall require each cleared intelligence
			 contractor to rapidly report to an element of the intelligence community
			 designated pursuant to subsection (a) of each successful penetration of
			 the network or information systems of such contractor that meet the
			 criteria established pursuant to subsection (b). Each such report shall
			 include the following:</text>
							<subparagraph id="H9ADA29E0AB2B4617B177C951BCFA883A"><enum>(A)</enum><text>A description of the technique or method used in such penetration.</text>
							</subparagraph><subparagraph id="H0E8D8FED95D340318CCB0F53096CAF44"><enum>(B)</enum><text>A sample of the malicious software, if discovered and isolated by the contractor, involved in such
			 penetration.</text>
							</subparagraph><subparagraph id="H45AF7369E5F840AB86387C75D6C7D94A"><enum>(C)</enum><text>A summary of information created by or for such element in connection with any program of such
			 element that has been potentially compromised due to such penetration.</text>
							</subparagraph></paragraph><paragraph id="H03BC45FA11604C819B14940C0B1E98CD"><enum>(2)</enum><header>Access to equipment and information by intelligence community personnel</header><text display-inline="yes-display-inline">The procedures established pursuant to subsection (a) shall—</text>
							<subparagraph id="H680BC35C8D8D42BBA57A31BDDF505F51"><enum>(A)</enum><text display-inline="yes-display-inline">include mechanisms for intelligence community personnel to, upon request, obtain access to
			 equipment or information of a cleared intelligence contractor necessary to
			 conduct forensic analysis in addition to any analysis conducted by such
			 contractor;</text>
							</subparagraph><subparagraph id="HED1A6BD8E4F84BCFBF98AD14534B0584"><enum>(B)</enum><text display-inline="yes-display-inline">provide that a cleared intelligence contractor is only required to provide access to equipment or
			 information as described in subparagraph (A) to determine whether
			 information created by or for an element of the intelligence community in
			 connection with any intelligence community program was successfully
			 exfiltrated from a network or information system of such contractor and,
			 if so, what information was exfiltrated; and</text>
							</subparagraph><subparagraph commented="no" id="H008399C836F3454EA478F1C3637931F0"><enum>(C)</enum><text>provide for the reasonable protection of trade secrets, commercial or financial information, and
			 information that can be used to identify a specific person (other than the
			 name of the suspected perpetrator of the penetration).</text>
							</subparagraph></paragraph><paragraph id="H66802665D38847B1BDBC9985E6E00E8E"><enum>(3)</enum><header>Limitation on dissemination of certain information</header><text>The procedures established pursuant to subsection (a) shall prohibit the dissemination outside the
			 intelligence community of information obtained or derived through such
			 procedures that is not created by or for the intelligence community
			 except—</text>
							<subparagraph id="H5DEE7638481845C3B1054608FA9A0090"><enum>(A)</enum><text>with the approval of the contractor providing such information;</text>
							</subparagraph><subparagraph id="H68A5E2765817429E8CFEB22DF7C448C2"><enum>(B)</enum><text>to the congressional intelligence committees or the Subcommittees on Defense of the Committees on
			 Appropriations of the House of Representatives and the Senate for such
			 committees and such Subcommittees to perform oversight; or</text>
							</subparagraph><subparagraph id="H325C1A85CF7B451CAADFA483E6C93106"><enum>(C)</enum><text>to law enforcement agencies to investigate a penetration reported under this section.</text>
							</subparagraph></paragraph></subsection><subsection id="HB253FDCFF8F54D5BAC9E6A1CBFD7D0AC"><enum>(d)</enum><header>Issuance of procedures and establishment of criteria</header>
						<paragraph id="H9D149CD44C8A4C9EB3CFC811756CD994"><enum>(1)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of this Act, the Director of National
			 Intelligence shall establish the procedures required under subsection (a)
			 and the criteria required under subsection (b).</text>
						</paragraph><paragraph id="H5C81B3C11FB74A69ADFB5AA5BF1FBDA1"><enum>(2)</enum><header>Applicability date</header><text>The requirements of this section shall apply on the date on which the Director of National
			 Intelligence establishes the procedures required under this section.</text>
						</paragraph></subsection><subsection id="HA2D535419AEC4B44AFC929ABC95C471D"><enum>(e)</enum><header>Coordination with the Secretary of Defense To prevent duplicate reporting</header><text>Not later than 180 days after the date of the enactment of this Act, the Director of National
			 Intelligence and the Secretary of Defense shall establish procedures to
			 permit a contractor that is a cleared intelligence contractor and a
			 cleared defense contractor under section 941 of the National Defense
			 Authorization Act for Fiscal Year 2013 (<external-xref legal-doc="public-law" parsable-cite="pl/112/239">Public Law 112–239</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/10/2224">10 U.S.C. 2224</external-xref> note) to submit a single report that satisfies the requirements of this section and such section
			 941 for an incident of penetration of network or information system.</text>
					</subsection><subsection id="H1A90C27760F446B386FD819A515325EF"><enum>(f)</enum><header>Definitions</header><text>In this section:</text>
						<paragraph id="HC407A385FB7F47EC800B85F01CE078A0"><enum>(1)</enum><header>Cleared intelligence contractor</header><text>The term <term>cleared intelligence contractor</term> means a private entity granted clearance by the Director of National Intelligence or the head of
			 an element of the intelligence community to access, receive, or store
			 classified information for the purpose of bidding for a contract or
			 conducting activities in support of any program of an element of the
			 intelligence community.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF5A81E0D00D7425FA2629E6BE14F9D23"><enum>(2)</enum><header>Covered network</header><text display-inline="yes-display-inline">The term <quote>covered network</quote> means a network or information system of a cleared intelligence contractor that contains or
			 processes information created by or for an element of the intelligence
			 community with respect to which such contractor is required to apply
			 enhanced protection.</text>
						</paragraph></subsection><subsection id="H1B0A5301B62B43958A136E1D99B520EA"><enum>(g)</enum><header>Savings clauses</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to alter or limit any otherwise authorized access by
			 government personnel to networks or information systems owned or operated
			 by a contractor that processes or stores government data.</text>
					</subsection></section><section id="H977BB64424EA49DF90DAC4970C2D1499"><enum>325.</enum><header>Report on electronic waste</header>
					<subsection id="HAF4B443CA7F9463390108B4748E491AD"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Director of National
			 Intelligence shall submit to the congressional intelligence committees a
			 report on the extent to which the intelligence community has implemented
			 the recommendations of the Inspector General of the Intelligence Community
			 contained in the report entitled <quote>Study of Intelligence Community Electronic Waste Disposal Practices</quote> issued in May 2013. Such report shall include an assessment of the extent to which the policies,
			 standards, and guidelines of the intelligence community governing the
			 proper disposal of electronic waste are applicable to covered commercial
			 electronic waste that may contain classified information.</text>
					</subsection><subsection id="HFFD18098B4114DD7A2F7D17B5D64685C"><enum>(b)</enum><header>Form</header><text>The report required under subsection (a) shall be submitted in unclassified form, but may include a
			 classified annex.</text>
					</subsection><subsection id="H853B839ACC514D668B879E045BAA0065"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
						<paragraph id="H5B6487E2E86F4D43B97897EF8657AF76"><enum>(1)</enum><header>Covered commercial electronic waste</header><text>The term <quote>covered commercial electronic waste</quote> means electronic waste of a commercial entity that contracts with an element of the intelligence
			 community.</text>
						</paragraph><paragraph id="HB0A9244CBF7D47C0A8571A0074F5FFFB"><enum>(2)</enum><header>Electronic waste</header><text display-inline="yes-display-inline">The term <quote>electronic waste</quote> includes any obsolete, broken, or irreparable electronic device, including a television, copier,
			 facsimile machine, tablet, telephone, computer, computer monitor, laptop,
			 printer, scanner, and associated electrical wiring.</text>
						</paragraph></subsection></section><section id="HE77A499AB4C949C38A76F82D7C342302"><enum>326.</enum><header>Promoting STEM education to meet the future workforce needs of the intelligence community</header>
					<subsection id="H4492410B0D114726AF763B93ABE9671E"><enum>(a)</enum><header>Report</header><text>Not later than 180 days after the date of the enactment of this Act, the Director of National
			 Intelligence shall submit to the Secretary of Education and the
			 congressional intelligence committees a report describing the anticipated
			 hiring needs of the intelligence community in the fields of science,
			 technology, engineering, and mathematics, including cybersecurity and
			 computer literacy. The report shall—</text>
						<paragraph id="HD24ADF542B0C421790ECE2DAB0B8AE17"><enum>(1)</enum><text>describe the extent to which competitions, challenges, or internships at elements of the
			 intelligence community that do not involve access to classified
			 information may be utilized to promote education in the fields of science,
			 technology, engineering, and mathematics, including cybersecurity and
			 computer literacy, within high schools or institutions of higher education
			 in the United States;</text>
						</paragraph><paragraph id="HD71DF6C4E34D4E4B9DE4CBDD6875AF9E"><enum>(2)</enum><text>include cost estimates for carrying out such competitions, challenges, or internships; and</text>
						</paragraph><paragraph id="HDDFAB90E82D241CE8D66C1D4E583B831"><enum>(3)</enum><text>include strategies for conducting expedited security clearance investigations and adjudications for
			 students at institutions of higher education for purposes of offering
			 internships at elements of the intelligence community.</text>
						</paragraph></subsection><subsection id="HD7C8C413DA8A4959801B089C69220982"><enum>(b)</enum><header>Consideration of existing programs</header><text>In developing the report under subsection (a), the Director shall take into consideration existing
			 programs of the intelligence community, including the education programs
			 of the National Security Agency and the Information Assurance Scholarship
			 Program of the Department of Defense, as appropriate.</text>
					</subsection><subsection id="HA933F2D1B5234ACCB3A0F4FD448DE27F"><enum>(c)</enum><header>Definitions</header><text>In this section:</text>
						<paragraph id="H835EEAB0D0324BB188BE540B8A85BE2A"><enum>(1)</enum><header>High school</header><text>The term <term>high school</term> mean a school that awards a secondary school diploma.</text>
						</paragraph><paragraph id="H319BA3640BDA45B488C4FBF6F8C8D206"><enum>(2)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given the term in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>).</text>
						</paragraph><paragraph id="H27093CBB077E404B8C79C95F66465AE3"><enum>(3)</enum><header>Secondary school</header><text>The term <term>secondary school</term> has the meaning given the term in section 9101 of the Elementary and Secondary Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text>
						</paragraph></subsection></section><section display-inline="no-display-inline" id="H8B5FCD299CC24823A26753F1F178BA0C" section-type="subsequent-section"><enum>327.</enum><header>Assessment of security of domestic oil refineries and related rail transportation infrastructure</header>
					<subsection id="H83D27FA5BC804C54B1ADA679E96FE3D8"><enum>(a)</enum><header>Assessment</header><text display-inline="yes-display-inline">The Under Secretary of Homeland Security for Intelligence and Analysis shall conduct an
			 intelligence assessment of the security of domestic oil refineries and
			 related rail transportation infrastructure.</text>
					</subsection><subsection id="HF07ADED870754BE19E8B73FB9885E516"><enum>(b)</enum><header>Submission</header><text>Not later than 180 days after the date of the enactment of this Act, the Under Secretary of
			 Homeland Security for Intelligence and Analysis shall submit to the
			 congressional intelligence committees—</text>
						<paragraph id="H6700751C80E74540960278F3351B2211"><enum>(1)</enum><text>the results of the assessment required under subsection (a); and</text>
						</paragraph><paragraph id="H22F56F3BFF4F4B66A7B8255F07F6DF85"><enum>(2)</enum><text>any recommendations with respect to intelligence sharing or intelligence collection to improve the
			 security of domestic oil refineries and related rail transportation
			 infrastructure to protect the communities surrounding such refineries or
			 such infrastructure from potential harm that the Under Secretary considers
			 appropriate.</text>
						</paragraph></subsection></section><section id="H7FE0D8406D1F4E82A46AAF40CB880F66"><enum>328.</enum><header>Repeal or modification of certain reporting requirements</header>
					<subsection id="H7E0D6CD1188F438CA8A6E254F65370A0"><enum>(a)</enum><header>Repeal of reporting requirements</header>
						<paragraph id="H6F0F34794A824C35BE7BEF0F63EE25F9"><enum>(1)</enum><header>Threat of attack on the United States using weapons of mass destruction</header><text display-inline="yes-display-inline">Section 114 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3050">50 U.S.C. 3050</external-xref>) is amended by striking subsection (b).</text>
						</paragraph><paragraph commented="no" id="HBC1D5BCD84F040DDB5306684C338AFAA"><enum>(2)</enum><header>Treaty on Conventional Armed Forces in Europe</header><text display-inline="yes-display-inline">Section 2(5)(E) of the Senate resolution advising and consenting to ratification of the Document
			 Agreed Among the States Parties to the Treaty on Conventional Armed Forces
			 in Europe (CFE) of November 19, 1990, adopted at Vienna May 31, 1996
			 (Treaty Doc. 105–5) (commonly referred to as the <quote>CFE Flank Document</quote>), 105th Congress, agreed to May 14, 1997, is repealed.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HA84997A303E54986868007A01F20D424"><enum>(b)</enum><header>Modification of reporting requirements</header>
						<paragraph id="H033CC540E6B542B4B920CA82AB6DE72A"><enum>(1)</enum><header>Intelligence advisory committees</header><text display-inline="yes-display-inline">Section 410(b) of the Intelligence Authorization Act for Fiscal Year 2010 (<external-xref legal-doc="usc" parsable-cite="usc/50/3309">50 U.S.C. 3309</external-xref>) is amended to read as follows:</text>
							<quoted-block display-inline="no-display-inline" id="H2A56BB1D0E954EC48A18B547FC7C0181" style="OLC">
								<subsection commented="no" id="H543F581E45414BE38D069EF302637B03"><enum>(b)</enum><header>Notification of establishment of advisory committee</header><text display-inline="yes-display-inline">The Director of National Intelligence and the Director of the Central Intelligence Agency shall
			 each notify the congressional intelligence committees each time each such
			 Director creates an advisory committee. Each notification shall include—</text>
									<paragraph commented="no" id="H62139C6F564746A1AF19467761D58A53"><enum>(1)</enum><text>a description of such advisory committee, including the subject matter of such committee;</text>
									</paragraph><paragraph commented="no" id="HB1168B6BC1294A1E8EF700129D9EDF72"><enum>(2)</enum><text>a list of members of such advisory committee; and</text>
									</paragraph><paragraph commented="no" id="H5E8FBA075843460780379F71493A871A"><enum>(3)</enum><text>in the case of an advisory committee created by the Director of National Intelligence, the reasons
			 for a determination by the Director under <external-xref legal-doc="usc-act" parsable-cite="usc-act/Federal Advisory Committee Act /4">section 4(b)(3)</external-xref> of the Federal Advisory Committee Act (5 U.S.C. App.) that an advisory committee cannot comply
			 with the requirements of such Act.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph><paragraph id="H9D2020210BE54ED18129E3C6FF154DEC"><enum>(2)</enum><header>Intelligence information sharing</header><text>Section 102A(g)(4) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3024">50 U.S.C. 3024(g)(4)</external-xref>) is amended to read as follows:</text>
							<quoted-block display-inline="no-display-inline" id="H586484433F1E42F495E4D6281713C166" style="traditional">
								<paragraph id="HFB5310598BA84DC29DBB17BACEE4745D" indent="up1"><enum>(4)</enum><text>The Director of National Intelligence shall, in a timely manner, report to Congress any statute,
			 regulation, policy, or practice that the Director believes impedes the
			 ability of the Director to fully and effectively ensure maximum
			 availability of access to intelligence information within the intelligence
			 community consistent with the protection of the national security of the
			 United States.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph><paragraph id="HA8DECFC97E914962850363DC83F7DCC3"><enum>(3)</enum><header>Intelligence community business system transformation</header><text>Section 506D(j) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3100">50 U.S.C. 3100(j)</external-xref>) is amended in the matter preceding paragraph (1) by striking <quote>2015</quote> and inserting <quote>2014</quote>.</text>
						</paragraph><paragraph id="HCEAE7A33BF964FD09751E71BA60DF151"><enum>(4)</enum><header>Activities of privacy and civil liberties officers</header><text display-inline="yes-display-inline">Section 1062(f)(1) of the Intelligence Reform and Terrorism Prevention Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/2000ee-1">42 U.S.C. 2000ee–1(f)(1)</external-xref>) is amended in the matter preceding subparagraph (A) by striking <quote>quarterly</quote> and inserting <quote>semiannually</quote>.</text>

			 Intelligence shall submit to Congress a report describing—</text>
					<paragraph id="H5F1285043EE648F2B3EDEEF6F49654EA"><enum>(1)</enum><text display-inline="yes-display-inline">how to improve the declassification process across the intelligence community; and</text>
					</paragraph><paragraph id="H334854ACCBD44E4DBBFD23D2A4743116"><enum>(2)</enum><text>what steps the intelligence community can take, or what legislation may be necessary, to enable the
			 National Declassification Center to better accomplish the missions
			 assigned to the Center by Executive Order No. 13526.</text>
					</paragraph></section><section id="HB07330CBF8264B6C89F8A995A363929A"><enum>330.</enum><header>Director of National Intelligence study on the use of contractors in the conduct of intelligence
			 activities</header><text display-inline="no-display-inline">The Director of National Intelligence shall conduct an assessment of the reliance of intelligence
			 activities on contractors to support Government activities, including an
			 assessment of—</text>
					<paragraph id="H046CBE1A068441F19EB96465397A3E4A"><enum>(1)</enum><text>contractors performing intelligence activities (including intelligence analysis); and</text>
					</paragraph><paragraph id="HFF8D4A810B9D4CBA90C2B664B6EF8C61"><enum>(2)</enum><text>the skills performed by contractors and the availability of Federal employees to perform those
			 skills.</text>
					</paragraph></section><section id="H149BFB0F7D074EC085E9FDCB38647C2A"><enum>331.</enum><header>Assessment of the efficacy of memoranda of understanding to facilitate intelligence-sharing</header><text display-inline="no-display-inline">Not later than 90 days after the date of the enactment of this Act, the Under Secretary of Homeland
			 Security for Intelligence and Analysis, in consultation with the Director
			 of the Federal Bureau of Investigation and the Program Manager of the
			 Information Sharing Environment, shall submit to the congressional
			 intelligence committees, the Committee on Homeland Security of the House
			 of Representatives, and the Committee on Homeland Security and
			 Governmental Affairs of the Senate an assessment of the efficacy of the
			 memoranda of understanding signed between Federal, State, local, tribal,
			 and territorial agencies to facilitate intelligence-sharing within and
			 separate from the Joint Terrorism Task Force. Such assessment shall
			 include—</text>
					<paragraph id="H7BCFBA22546A4C4BAE8DB144875F60AB"><enum>(1)</enum><text>any language within such memoranda of understanding that prohibited or may be construed to prohibit
			 intelligence-sharing between Federal, State, local, tribal, and
			 territorial agencies; and</text>
					</paragraph><paragraph id="H35CC1A3534F140B4854ECE8B36E4E24D"><enum>(2)</enum><text>any recommendations for memoranda of understanding to better facilitate intelligence-sharing
			 between Federal, State, local, tribal, and territorial agencies.</text>
					</paragraph></section><section id="HEEA4A4372D9D4FBCA66ED13ACD15A39D"><enum>332.</enum><header>Report on foreign man-made electromagnetic pulse weapons</header>
					<subsection id="H3AE6451D13A442A6A605C3EE10C001FF"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Director of National
			 Intelligence shall submit to the congressional intelligence committees and
			 the Committees on Armed Services of the House of Representatives and the
			 Senate a report on the threat posed by man-made electromagnetic pulse
			 weapons to United States interests through 2025, including threats from
			 foreign countries and foreign non-State actors.</text>
					</subsection><subsection id="HDE31DBB7086849AE914C70DB5EC37E61"><enum>(b)</enum><header>Form</header><text>The report required under subsection (a) shall be submitted in unclassified form, but may include a
			 classified annex.</text>
					</subsection></section><section id="HFCD6718CC9EF4C0F92837E536C50AB08"><enum>333.</enum><header>Report on United States counterterrorism strategy to disrupt, dismantle, and defeat al-Qaeda, its
			 affiliated groups, associated groups, and adherents</header>
					<subsection id="HC1AA3D088FE943F5A8649D996456685F"><enum>(a)</enum><header>Report</header>
						<paragraph id="H885646D3185D4ADD82EE02145526897D"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Director of National
			 Intelligence shall submit to the appropriate committees of Congress a
			 comprehensive report on the United States counterterrorism strategy to
			 disrupt, dismantle, and defeat al-Qaeda, its affiliated groups, associated
			 groups, and adherents.</text>
						</paragraph><paragraph id="H0DCA80937CBD4C88992B53793010D712"><enum>(2)</enum><header>Coordination</header><text display-inline="yes-display-inline">The report required by paragraph (1) shall be prepared in coordination with the Secretary of State,
			 the Secretary of the Treasury, the Attorney General, and the Secretary of
			 Defense, and the head of any other department or agency of the United
			 States Government that has responsibility for activities directed at
			 combating al-Qaeda, its affiliated groups, associated groups, and
			 adherents.</text>
						</paragraph><paragraph id="HCE29680B1F224288936E6D559EF8AFDF"><enum>(3)</enum><header>Elements</header><text>The report required by paragraph (1) shall include the following:</text>
							<subparagraph id="HC3246BF1B17B49E1B2C0B832E66D3605"><enum>(A)</enum><text display-inline="yes-display-inline">A definition of—</text>
								<clause commented="no" id="H23C2B62C5FA344068FB5C9E6D40808DD"><enum>(i)</enum><text>al-Qaeda core, including a list of which known individuals constitute al-Qaeda core;</text>
								</clause><clause id="H793888D4CC604433ACB4FD4577B7C088"><enum>(ii)</enum><text>an affiliated group of al-Qaeda, including a list of which known groups constitute an affiliate
			 group of al-Qaeda;</text>
								</clause><clause id="H7D3F1231CF884FC3A91127E4803F47E6"><enum>(iii)</enum><text>an associated group of al-Qaeda, including a list of which known groups constitute an associated
			 group of al-Qaeda;</text>
								</clause><clause id="HCA3A0C53D156483F98E758D0CE8670A2"><enum>(iv)</enum><text>an adherent of al-Qaeda, including a list of which known groups constitute an adherent of al-Qaeda;
			 and</text>
								</clause><clause commented="no" id="HDC77ADA9B4524B14ABD862D496CF2C7E"><enum>(v)</enum><text>a group aligned with al-Qaeda, including a description of what actions a group takes or statements
			 it makes that qualify it as a group aligned with al-Qaeda.</text>
								</clause></subparagraph><subparagraph id="H5833792C927B4D72A4E4BCFAAD5FC6AE"><enum>(B)</enum><text>An assessment of the relationship between all identified al-Qaeda affiliated groups, associated
			 groups, and adherents with al-Qaeda core.</text>
							</subparagraph><subparagraph id="HBD67AD64B81D4201BC545CB6D08A6796"><enum>(C)</enum><text display-inline="yes-display-inline">An assessment of the strengthening or weakening of al-Qaeda, its affiliated groups, associated
			 groups, and adherents, from January 1, 2010, to the present, including a
			 description of the metrics that are used to assess strengthening or
			 weakening and an assessment of the relative increase or decrease in
			 violent attacks attributed to such entities.</text>
							</subparagraph><subparagraph id="H8DA3724A1EBF49E792ABBCFBD173FF4E"><enum>(D)</enum><text>An assessment of whether or not an individual can be a member of al-Qaeda core if such individual
			 is not located in Afghanistan or Pakistan.</text>
							</subparagraph><subparagraph id="H16F126B8B74C4CCEA4D294F92EB490D8"><enum>(E)</enum><text>An assessment of whether or not an individual can be a member of al-Qaeda core as well as a member
			 of an al-Qaeda affiliated group, associated group, or adherent.</text>
							</subparagraph><subparagraph id="HFE5A9D87164B49DD92FD00136D1BF30C"><enum>(F)</enum><text>A definition of defeat of core al-Qaeda.</text>
							</subparagraph><subparagraph id="HFF832350C6A64C2CB5BD1884C1ACF6CA"><enum>(G)</enum><text>An assessment of the extent or coordination, command, and control between core al-Qaeda, its
			 affiliated groups, associated groups, and adherents, specifically
			 addressing each such entity.</text>
							</subparagraph><subparagraph id="HF8D49C4A0362441CAEFEA7E967AD1D91"><enum>(H)</enum><text>An assessment of the effectiveness of counterterrorism operations against core al-Qaeda, its
			 affiliated groups, associated groups, and adherents, and whether such
			 operations have had a sustained impact on the capabilities and
			 effectiveness of core al-Qaeda, its affiliated groups, associated groups,
			 and adherents.</text>
							</subparagraph></paragraph><paragraph id="HFDD612CF692446F2808F5863B4E0BA1E"><enum>(4)</enum><header>Form</header><text display-inline="yes-display-inline">The report required by paragraph (1) shall be submitted in unclassified form, but may include a
			 classified annex.</text>
						</paragraph></subsection><subsection id="H645C2621513846B3B5C45FFFF091D59C"><enum>(b)</enum><header>Appropriate committees of Congress defined</header><text>In this section, the term <quote>appropriate committees of Congress</quote> means—</text>
						<paragraph id="HB8576EC8C44249119C4ECCACE4BC1D71"><enum>(1)</enum><text display-inline="yes-display-inline">the Permanent Select Committee on Intelligence, the Committee on Foreign Affairs, and the Committee
			 on Armed Services of the House of Representatives; and</text>
						</paragraph><paragraph id="H5E11C915244C41D7B78B6FBD7994C63A"><enum>(2)</enum><text display-inline="yes-display-inline">the Select Committee on Intelligence, the Committee on Foreign Relations, and the Committee on
			 Armed Services of the Senate.</text>
						</paragraph></subsection></section><section id="H35AB70BBA3894060B110B50D546DC53E"><enum>334.</enum><header>Report on retraining veterans in cybersecurity</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Director of National
			 Intelligence, in consultation with the Secretary of Defense, the Secretary
			 of Veterans Affairs, and the Secretary of Homeland Security, shall submit
			 to Congress recommendations for retraining veterans and retired members of
			 elements of the intelligence community in cybersecurity.</text>
				</section></subtitle></title><title id="HBF4119281C7D4E199F92B0AEFE5BF7CC" style="OLC"><enum>IV</enum><header>Matters relating to elements of the intelligence community</header>
			<section id="H0CAB285EE07F4EDF981E72E8432C16BE"><enum>401.</enum><header>Gifts, devises, and bequests to the Central Intelligence Agency</header><text display-inline="no-display-inline">Section 12 of the Central Intelligence Agency Act of 1949 (<external-xref legal-doc="usc" parsable-cite="usc/50/3512">50 U.S.C. 3512</external-xref>) is amended—</text>
				<paragraph id="H6EC1E3639FAD4843B942BC180D8BAF11"><enum>(1)</enum><text>by striking the section heading and inserting <quote><header-in-text level="section" style="appropriations">Gifts, devises, and bequests</header-in-text></quote>;</text>

			 their family members.</text>
							</paragraph><paragraph commented="no" id="H1C7C50D0003C49A8B9A792334D1924CE" indent="up1"><enum>(2)</enum><text>In this subsection, the term <term>fundraising</term> means the raising of funds through the active participation in the promotion, production, or
			 presentation of an event designed to raise funds and does not include the
			 direct solicitation of money by any other means.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section display-inline="no-display-inline" id="HD592AA73E06843D48B5BB9CBB477D489" section-type="subsequent-section"><enum>402.</enum><header>Inspector General of the National Security Agency</header>
				<subsection id="H76026859E3E441019A4AE1B468DA3C22"><enum>(a)</enum><header>Elevation of Inspector General status</header><text display-inline="yes-display-inline">The Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text>
					<paragraph id="H053BA8C095F14B86BFF7C325BF2B5C47"><enum>(1)</enum><text>in section 8G(a)(2), by striking <quote>the National Security Agency,</quote>; and</text>
					</paragraph><paragraph id="HA1BBD3AD25DA4E7599BE79415F513DB9"><enum>(2)</enum><text>in section 12—</text>

			 General of the National Security Agency appointed pursuant to <external-xref legal-doc="usc-act" parsable-cite="usc-act/Inspector General Act of 1978 /8G">section 8G</external-xref> of the Inspector General Act of 1978 (5 U.S.C. App.) as in effect before the date of the enactment
			 of this Act and serving on such date, the President shall nominate a
			 person for appointment, by and with the advice and consent of the Senate,
			 as Inspector General of the National Security Agency under <external-xref legal-doc="usc-act" parsable-cite="usc-act/Inspector General Act of 1978 /3">section 3(a)</external-xref> of the Inspector General Act of 1978 (5 U.S.C. App.) consistent with the amendments made by
			 subsection (a).</text>
				</subsection><subsection id="H5E846BE041C943DDB8A4CD5253693DA7"><enum>(c)</enum><header>Transition rule</header><text>An individual serving as Inspector General of the National Security Agency on the date of the
			 enactment of this Act pursuant to an appointment made under <external-xref legal-doc="usc-act" parsable-cite="usc-act/Inspector General Act of 1978 /8G">section 8G</external-xref> of the Inspector General Act of 1978 (5 U.S.C. App.)—</text>
					<paragraph id="HEAF1B16260274935859B0A90B44B2309"><enum>(1)</enum><text>may continue so serving until the President makes an appointment under section 3(a) of such Act
			 with respect to the National Security Agency consistent with the
			 amendments made by subsection (a); and</text>
					</paragraph><paragraph id="H4C2D6258F9A44A6E9A690CC6D946F948"><enum>(2)</enum><text>shall, while serving under paragraph (1), remain subject to the provisions of section 8G of such
			 Act that, immediately before the date of the enactment of this Act,
			 applied with respect to the Inspector General of the National Security
			 Agency and suffer no reduction in pay.</text>
					</paragraph></subsection><subsection id="H12955F110E0E4A9AA64B8FE9765D128F"><enum>(d)</enum><header>Special provisions concerning the National Security Agency</header><text>The Inspector General Act of 1978 (5 U.S.C. App.) is amended by inserting after section 8J the
			 following new section:</text>
					<quoted-block display-inline="no-display-inline" id="HF76CD390A0B0405F88F6329E17BB0127" style="OLC">
						<section id="HF806DCCC484C4B44B6DE73EC5E48B42A"><enum>8K.</enum><header>Special provisions concerning the National Security Agency</header>
							<subsection id="H22E6511234CE40579529CB14B9B9E62A"><enum>(a)</enum><header>General counsel to the Inspector General</header>
								<paragraph display-inline="no-display-inline" id="H2EBF77658F454E7B9861C59EF12AB1E2"><enum>(1)</enum><header>In general</header><text>There is a General Counsel to the Inspector General of the National Security Agency, who shall be
			 appointed by the Inspector General of the National Security Agency.</text>
								</paragraph><paragraph display-inline="no-display-inline" id="HC90ED0E57F6D47D09DF71BD04F68DB68"><enum>(2)</enum><header>Duties</header><text display-inline="yes-display-inline">The General Counsel to the Inspector General of the National Security Agency shall—</text>
									<subparagraph display-inline="no-display-inline" id="HDFB696104D8D42AFA53B09C4A075320E"><enum>(A)</enum><text>serve as the chief legal officer of the Office of the Inspector General of the National Security
			 Agency;</text>
									</subparagraph><subparagraph display-inline="no-display-inline" id="H728902F131E04C1E8B04FB70FE24F496"><enum>(B)</enum><text>provide legal services only to the Inspector General of the National Security Agency;</text>
									</subparagraph><subparagraph id="H90B7586F50CE4AF1ADEB8B94F385DBCB"><enum>(C)</enum><text display-inline="yes-display-inline">prescribe professional rules of ethics and responsibilities for employees and officers of, and
			 contractors to, the Office of the Inspector General of the National
			 Security Agency;</text>
									</subparagraph><subparagraph display-inline="no-display-inline" id="H143E69FDCEEF4A5E9E0C41584996D635"><enum>(D)</enum><text>perform such functions as the Inspector General may prescribe; and</text>
									</subparagraph><subparagraph display-inline="no-display-inline" id="HD0B785F0F08A4DF7ADCE6287CF9E8C63"><enum>(E)</enum><text>serve at the discretion of the Inspector General.</text>
									</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="HBE80661B6E1D4FF18A6E66B3FB4233D7"><enum>(3)</enum><header>Office of the General Counsel</header><text>There is an Office of the General Counsel to the Inspector General of the National Security Agency.
			 The Inspector General may appoint to the Office to serve as staff of the
			 General Counsel such legal counsel as the Inspector General considers
			 appropriate.</text>
								</paragraph></subsection><subsection display-inline="no-display-inline" id="HCF4CC7C96E2A4AFD991D2DF43658D0FE"><enum>(b)</enum><header>Testimony</header>
								<paragraph display-inline="no-display-inline" id="HC446A8D7995E4DF1B9633325728FAAF5"><enum>(1)</enum><header>Authority to compel</header><text>The Inspector General of the National Security Agency is authorized to require by subpoena the
			 attendance and testimony of former employees of the National Security
			 Agency or contractors, former contractors, or former detailees to the
			 National Security Agency as necessary in the performance of functions
			 assigned to the Inspector General by this Act.</text>
								</paragraph><paragraph display-inline="no-display-inline" id="HBD443477AE704EE1B73F52CCEAE3F502"><enum>(2)</enum><header>Refusal to obey</header><text>A subpoena issued under this subsection, in the case of contumacy or refusal to obey, shall be
			 enforceable by order of any appropriate United States district court.</text>
								</paragraph><paragraph display-inline="no-display-inline" id="H8D41BB4966144093994726C57667449B"><enum>(3)</enum><header>Notification</header><text>The Inspector General shall notify the Attorney General 7 days before issuing any subpoena under
			 this section.</text>
								</paragraph></subsection><subsection id="HDC9BCB4CB0814CBBAA674AD1CA5B80EE"><enum>(c)</enum><header>Prohibitions on investigations for national security reasons</header>
								<paragraph id="HC5C46AC8B9AD48F4BAF89DE675B8ACB2"><enum>(1)</enum><header>Evaluations of prohibitions</header><text>Not later than 7 days after the date on which the Inspector General of the National Security Agency
			 receives notice or a statement under section 8G(d)(2)(C) of the reasons
			 the Secretary of Defense is prohibiting the Inspector General from
			 initiating, carrying out, or completing any audit or investigation, the
			 Inspector General shall submit to the Permanent Select Committee on
			 Intelligence and the Committee on Armed Services of the House of
			 Representatives and the Select Committee on Intelligence and the Committee
			 on Armed Services of the Senate an evaluation of such notice or such
			 statement.</text>
								</paragraph><paragraph id="HF6945FBF1E5941A99580CD6EA8832D70"><enum>(2)</enum><header>Inclusion in semi-annual report</header><text display-inline="yes-display-inline">The Inspector General shall include in the semiannual report prepared by the Inspector General in
			 accordance with section 5(a) a description of the instances in which the
			 Secretary of Defense prohibited the Inspector General from initiating,
			 carrying out, or completing any audit or investigation during the period
			 covered by such report.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section></title><title commented="no" id="HD7404BF9E3B74EDEB8D1DE273DB25879"><enum>V</enum><header>Security clearance reform</header>
			<section id="HF8F66D00289B4E2A9488E6866F280145"><enum>501.</enum><header>Continuous evaluation and sharing of derogatory information regarding personnel with access to
			 classified information</header><text display-inline="no-display-inline">Section 102A(j) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3024">50 U.S.C. 3024(j)</external-xref>) is amended—</text>
				<paragraph commented="no" id="H49E2DB8FE85F43D0976B05512916EB3C"><enum>(1)</enum><text display-inline="yes-display-inline">in the heading, by striking <quote><header-in-text level="subsection" style="OLC">Sensitive Compartmented Information</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Classified Information</header-in-text></quote>;</text>
				</paragraph><paragraph commented="no" id="HE8AB3752116F4D7CB171A5889B86A5FB"><enum>(2)</enum><text>in paragraph (3), by striking <quote>; and</quote> and inserting a semicolon;</text>
				</paragraph><paragraph commented="no" id="H80D67D7B17B9478EBB203FA63FDB2360"><enum>(3)</enum><text>in paragraph (4), by striking the period and inserting a semicolon; and</text>
				</paragraph><paragraph commented="no" id="H997A39D723594892BE1FB6DC6AF62601"><enum>(4)</enum><text>by adding at the end the following new paragraphs:</text>

						<paragraph commented="no" id="HE526FABC6BB14DC5BAC0121DBF771929"><enum>(5)</enum><text display-inline="yes-display-inline">ensure that the background of each employee or officer of an element of the intelligence community,
			 each contractor to an element of the intelligence community, and each
			 individual employee of such a contractor who has been determined to be
			 eligible for access to classified information is monitored on a continual
			 basis under standards developed by the Director, including with respect to
			 the frequency of evaluation, during the period of eligibility of such
			 employee or officer of an element of the intelligence community, such
			 contractor, or such individual employee to such a contractor to determine
			 whether such employee or officer of an element of the intelligence
			 community, such contractor, and such individual employee of such a
			 contractor continues to meet the requirements for eligibility for access
			 to classified information; and</text>
						</paragraph><paragraph commented="no" id="HE1EF2B66CA49409285A4943CF328B9EC"><enum>(6)</enum><text>develop procedures to require information sharing between elements of the intelligence community
			 concerning potentially derogatory security information regarding an
			 employee or officer of an element of the intelligence community, a
			 contractor to an element of the intelligence community, or an individual
			 employee of such a contractor that may impact the eligibility of such
			 employee or officer of an element of the intelligence community, such
			 contractor, or such individual employee of such a contractor for a
			 security clearance.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H59B1D72F8F944A38A2547FF99444D3E1"><enum>502.</enum><header>Requirements for intelligence community contractors</header>
				<subsection commented="no" id="HC4E075F44E8C4782BCE632048C52EC66"><enum>(a)</enum><header>Requirements</header><text display-inline="yes-display-inline">Section 102A of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3024">50 U.S.C. 3024</external-xref>) is amended by adding at the end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H9468792D86134CDCABD9B55A25B5A319" style="OLC">
						<subsection commented="no" id="H7AFCEB78DDF648E2A71E36E080DD2C79"><enum>(x)</enum><header>Requirements for intelligence community contractors</header><text display-inline="yes-display-inline">The Director of National Intelligence, in consultation with the head of each department of the
			 Federal Government that contains an element of the intelligence community
			 and the Director of the Central Intelligence Agency, shall—</text>
							<paragraph commented="no" id="H13EE377AE8934237854B75A4DFF29204"><enum>(1)</enum><text>ensure that—</text>
								<subparagraph commented="no" id="H4191170C358646278BC94D18E04ED3D4"><enum>(A)</enum><text>any contractor to an element of the intelligence community with access to a classified network or
			 classified information develops and operates a security plan that is
			 consistent with standards established by the Director of National
			 Intelligence for intelligence community networks; and</text>
								</subparagraph><subparagraph commented="no" id="HB0EE08E617684CE7A93F495A4149C17A"><enum>(B)</enum><text>each contract awarded by an element of the intelligence community includes provisions requiring the
			 contractor comply with such plan and such standards;</text>
								</subparagraph></paragraph><paragraph commented="no" id="HFCC650BD016A438389D89590C8CE04EA"><enum>(2)</enum><text>conduct periodic assessments of each security plan required under paragraph (1)(A) to ensure such
			 security plan complies with the requirements of such paragraph; and</text>
							</paragraph><paragraph commented="no" id="H5415623784654866BEA6C7C4AD867550"><enum>(3)</enum><text>ensure that the insider threat detection capabilities and insider threat policies of the
			 intelligence community apply to facilities of contractors with access to a
			 classified network.</text></paragraph></subsection><after-quoted-block>. </after-quoted-block></quoted-block>
				</subsection><subsection commented="no" id="H8C31983B35CD4421A7744B36E6B713C3"><enum>(b)</enum><header>Applicability</header><text>The amendment made by subsection (a) shall apply with respect to contracts entered into or renewed
			 after the date of the enactment of this Act.</text>
				</subsection></section><section id="HF5B11DC4FEA34EB9BBF7FB896467D51D"><enum>503.</enum><header>Technology improvements to security clearance processing</header>
				<subsection commented="no" id="H54BC77DA76194AACB19A556D946EFD29"><enum>(a)</enum><header>In general</header><text>The Director of National Intelligence, in consultation with the Secretary of Defense and the
			 Director of the Office of Personnel Management, shall conduct an analysis
			 of the relative costs and benefits of potential improvements to the
			 process for investigating persons who are proposed for access to
			 classified information and adjudicating whether such persons satisfy the
			 criteria for obtaining and retaining access to such information.</text>
				</subsection><subsection commented="no" id="H63E9E4B7A02B474E8933610FF3CD5183"><enum>(b)</enum><header>Contents of analysis</header><text>In conducting the analysis required by subsection (a), the Director of National Intelligence shall
			 evaluate the costs and benefits associated with—</text>
					<paragraph commented="no" id="HE07EC063FC5E46B9839167457E6BE0BB"><enum>(1)</enum><text>the elimination of manual processes in security clearance investigations and adjudications, if
			 possible, and automating and integrating the elements of the investigation
			 process, including—</text>
						<subparagraph commented="no" id="H2C7384F5DA244D48A9D0FF3B17A5C343"><enum>(A)</enum><text>the clearance application process;</text>
						</subparagraph><subparagraph commented="no" id="H35CC6ADFDFBD4A0CA8AC47AA22595657"><enum>(B)</enum><text>case management;</text>
						</subparagraph><subparagraph commented="no" id="HD90A0800DC5B4457A742E245E62EAA03"><enum>(C)</enum><text>adjudication management;</text>
						</subparagraph><subparagraph commented="no" id="HE354EC5CFDDD46A69D8022E7D7A62A75"><enum>(D)</enum><text>investigation methods for the collection, analysis, storage, retrieval, and transfer of data and
			 records; and</text>
						</subparagraph><subparagraph commented="no" id="HB8EAA8D4A9DD4A91B49E57F79AEFAB78"><enum>(E)</enum><text>records management for access and eligibility determinations;</text>
						</subparagraph></paragraph><paragraph commented="no" id="H3FB34DDA28C4429FB839C1F7089B006F"><enum>(2)</enum><text>the elimination or reduction, if possible, of the use of databases and information sources that
			 cannot be accessed and processed automatically electronically, or
			 modification of such databases and information sources, to enable
			 electronic access and processing;</text>
					</paragraph><paragraph commented="no" id="H690C4ADE00B64E21A260A3CB955AE8EB"><enum>(3)</enum><text>the use of government-developed and commercial technology for continuous monitoring and evaluation
			 of government and commercial data sources that can identify and flag
			 information pertinent to adjudication guidelines and eligibility
			 determinations;</text>
					</paragraph><paragraph commented="no" id="HBC509E969588435A89416C3C04FE2EA4"><enum>(4)</enum><text>the standardization of forms used for routine reporting required of cleared personnel (such as
			 travel, foreign contacts, and financial disclosures) and use of continuous
			 monitoring technology to access databases containing such reportable
			 information to independently obtain and analyze reportable data and
			 events;</text>
					</paragraph><paragraph commented="no" id="HA6D0FE612CE149EA8D4306367CA21791"><enum>(5)</enum><text>the establishment of an authoritative central repository of personnel security information that is
			 accessible electronically at multiple levels of classification and
			 eliminates technical barriers to rapid access to information necessary for
			 eligibility determinations and reciprocal recognition thereof;</text>
					</paragraph><paragraph commented="no" id="HA07DB98131DA4B95B2A07E31C8EC1B91"><enum>(6)</enum><text>using digitally processed fingerprints, as a substitute for ink or paper prints, to reduce error
			 rates and improve portability of data;</text>
					</paragraph><paragraph commented="no" id="HC17E19E9212D438699B80CBD4B282E1E"><enum>(7)</enum><text>expanding the use of technology to improve an applicant’s ability to discover the status of a
			 pending security clearance application or reinvestigation; and</text>
					</paragraph><paragraph commented="no" id="H96C1EDD6E5664938B1D347861EAFEC8D"><enum>(8)</enum><text>using government and publicly available commercial data sources, including social media, that
			 provide independent information pertinent to adjudication guidelines to
			 improve quality and timeliness, and reduce costs, of investigations and
			 reinvestigations.</text>
					</paragraph></subsection><subsection commented="no" id="HFF4D2841265440D08719416DF39BAEE2"><enum>(c)</enum><header>Report to Congress</header><text>Not later than 6 months after the date of the enactment of this Act, the Director of National
			 Intelligence shall submit to the appropriate committees of Congress a
			 report on the analysis required by subsection (a).</text>
				</subsection></section><section id="H7537C15B763B4B67992611C099C4E72B"><enum>504.</enum><header>Report on reciprocity of security clearances</header><text display-inline="no-display-inline">The head of the entity selected pursuant to section 3001(b) of the Intelligence Reform and
			 Terrorism Prevention Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/50/3341">50 U.S.C. 3341(b)</external-xref>) shall submit to the appropriate committees of Congress a report each year through 2017 that
			 describes for the preceding year—</text>
				<paragraph commented="no" id="H840B44E76CF44C4B9E505C9175ABA2B8"><enum>(1)</enum><text>the periods of time required by authorized adjudicative agencies for accepting background
			 investigations and determinations completed by an authorized investigative
			 entity or authorized adjudicative agency;</text>
				</paragraph><paragraph commented="no" id="H4DE95140A75F4002A5751ADAD28E5E7B"><enum>(2)</enum><text>the total number of cases in which a background investigation or determination completed by an
			 authorized investigative entity or authorized adjudicative agency is
			 accepted by another agency;</text>
				</paragraph><paragraph commented="no" id="H115127119AA44B19894538C232FF3CF9"><enum>(3)</enum><text>the total number of cases in which a background investigation or determination completed by an
			 authorized investigative entity or authorized adjudicative agency is not
			 accepted by another agency; and</text>
				</paragraph><paragraph commented="no" id="H195469093EAB4502A0B0F3A05D0ECA70"><enum>(4)</enum><text>such other information or recommendations as the head of the entity selected pursuant to such
			 section 3001(b) considers appropriate.</text>
				</paragraph></section><section id="H424B6A0085924D45BFDD77340934DD56"><enum>505.</enum><header>Improving the periodic reinvestigation process</header>
				<subsection commented="no" id="HF86058757B684762BEE8A9930FB86736"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, and annually thereafter until
			 December 31, 2017, the Director of National Intelligence, in consultation
			 with the Secretary of Defense and the Director of the Office of Personnel
			 Management, shall transmit to the appropriate committees of Congress a
			 strategic plan for updating the process for periodic reinvestigations
			 consistent with a continuous evaluation program.</text>
				</subsection><subsection commented="no" id="H34642263A5354461826111925EACE605"><enum>(b)</enum><header>Contents</header><text>The plan required by subsection (a) shall include—</text>
					<paragraph commented="no" id="H3A647F805890476BB26FC182771141D4"><enum>(1)</enum><text>an analysis of the costs and benefits associated with conducting periodic reinvestigations;</text>
					</paragraph><paragraph commented="no" id="HBDD954004223479D8F3F8B00E34A2004"><enum>(2)</enum><text>an analysis of the costs and benefits associated with replacing some or all periodic
			 reinvestigations with a program of continuous evaluation;</text>
					</paragraph><paragraph commented="no" id="H9E0180AD3C4E4E98B812422E32CD4A41"><enum>(3)</enum><text>a determination of how many risk-based and ad hoc periodic reinvestigations are necessary on an
			 annual basis for each component of the Federal Government with employees
			 with security clearances;</text>
					</paragraph><paragraph commented="no" id="H768BAD8CB75243B8B6D3C7260C2ED460"><enum>(4)</enum><text>an analysis of the potential benefits of expanding the Government's use of continuous evaluation
			 tools as a means of improving the effectiveness and efficiency of
			 procedures for confirming the eligibility of personnel for continued
			 access to classified information; and</text>
					</paragraph><paragraph commented="no" id="H94A2430E9FFC4177A74FC4103EF73A70"><enum>(5)</enum><text>an analysis of how many personnel with out-of-scope background investigations are employed by, or
			 contracted or detailed to, each element of the intelligence community.</text>
					</paragraph></subsection><subsection commented="no" id="H87676F3842E7406AA494DC9714974CA9"><enum>(c)</enum><header>Periodic reinvestigations defined</header><text>In this section, the term <term>periodic reinvestigations</term> has the meaning given that term in section 3001(a) of the Intelligence Reform and Terrorism
			 Prevention Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/50/3341">50 U.S.C. 3341(a)</external-xref>).</text>
				</subsection></section><section id="H02F1239705494A1189ED501E367BD974"><enum>506.</enum><header>Appropriate committees of Congress defined</header><text display-inline="no-display-inline">In this title, the term <term>appropriate committees of Congress</term> means—</text>
				<paragraph commented="no" id="HA22E4C6FE83A4A1C97959D1D73285B84"><enum>(1)</enum><text>the congressional intelligence committees;</text>
				</paragraph><paragraph commented="no" id="H99E4D4A781884CF09AB79AF8DA7C8730"><enum>(2)</enum><text>the Committee on Armed Services and the Committee on Homeland Security and Governmental Affairs of
			 the Senate; and</text>
				</paragraph><paragraph commented="no" id="HA59C318EC4CF47328EA344327FF3D08C"><enum>(3)</enum><text>the Committee on Armed Services and the Committee on Homeland Security of the House of
			 Representatives.</text>

			<section id="H5FA2AF82A7994ECCB88897295AF634A4"><enum>601.</enum><header>Technical amendments to the Central Intelligence Agency Act of 1949</header><text display-inline="no-display-inline">Section 21 of the Central Intelligence Agency Act of 1949 (<external-xref legal-doc="usc" parsable-cite="usc/50/3521">50 U.S.C. 3521</external-xref>) is amended—</text>
