		<official-title>To provide for the establishment of a pilot program to train individuals for employment in the
			 renewable energy and energy efficiency industries.</official-title>

	<legis-body id="HBE30518238364EDA8536470D80BFB176" style="OLC">
		<section id="H7B5F8817297243F1BCCAD4A8AE0FF219" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited to as the <quote><short-title>Renewable Energy Jobs Act</short-title></quote>.</text>
		</section><section id="H5370DC7165B24C9DB08A43B30D0FD4C8"><enum>2.</enum><header>Alternative Energy Training and Employment Program</header>
			<subsection id="HD0ACEFF4791347DC8D8EE081998374FB"><enum>(a)</enum><header>Pilot program</header><text display-inline="yes-display-inline">The Secretary of Labor shall carry out a pilot program to award competitive grants to States to
			 train individuals for careers in the renewable energy and energy
			 efficiency industries.</text>
			</subsection><subsection id="HF047B6C1BA0A4DFBA3BC4F01312C411C"><enum>(b)</enum><header>Grant awards</header><text display-inline="yes-display-inline">The Secretary shall award grants under the pilot program to the five States with the highest
			 installed alternative energy power capacity.</text>
			</subsection><subsection id="H19E098149B954614A8BC952EB040C866"><enum>(c)</enum><header>Application</header>
				<paragraph id="HABCC86A1954E46B4A3142A6541D21B99"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">A State that desires a grant under the pilot program shall submit an application to the Secretary
			 at such time, in such manner, and accompanied by such information as the
			 Secretary may reasonably require.</text>
				</paragraph><paragraph id="HCA399BF1CA0248329E6F6A71A2BBC9DA"><enum>(2)</enum><header>Contents</header><text display-inline="yes-display-inline">A grant application under the pilot program shall include the following:</text>
					<subparagraph id="H78FED95DD5434FAF912F263B8AE7D953"><enum>(A)</enum><text display-inline="yes-display-inline">Evidence of the installed alternative energy power capacity for wind, solar, and geothermal
			 facilities in that State.</text>
					</subparagraph><subparagraph id="H86AD1372CA5E48349E3E13F7EF4778D4"><enum>(B)</enum><text>A description of how the funds will be used to establish and administer a program designed to
			 provide skills training or on-the-job training for a significant number of
			 individuals and ensure lasting and sustainable employment in the renewable
			 energy and energy efficiency industries.</text>
					</subparagraph><subparagraph id="HF94A1EFB907445079A2B0CB0425CDD5A"><enum>(C)</enum><text display-inline="yes-display-inline">A description of the State’s option to coordinate with its State and local workforce investment
			 boards and Energy Efficiency Industry Councils in carrying out a program
			 funded by a grant under this Act, including through partnerships of local
			 boards with renewable energy and energy efficiency employers and other
			 appropriate providers of training services.</text>
					</subparagraph><subparagraph id="HB72B0A6FFA2E4742AE7894BBF205E1DD"><enum>(D)</enum><text display-inline="yes-display-inline">A description of the skills training, on-the-job training, or both that may be offered to
			 individuals by grant recipients, and how this training will lead to an
			 industry-recognized certificate or similar credential.</text>
					</subparagraph><subparagraph id="H18F500E677294E53A3BB51072CB55EC1"><enum>(E)</enum><text display-inline="yes-display-inline">A description of how the State plans to prioritize grants among grant recipients.</text>
					</subparagraph><subparagraph id="H617FAB2E8E7746A69402B1ED1C103EC8"><enum>(F)</enum><text display-inline="yes-display-inline">A description of how the grant may be used to support existing programs focused on renewable energy
			 job creation.</text>
					</subparagraph></paragraph></subsection><subsection id="H4CCA56E52FEE4616B97538768B7CAF22"><enum>(d)</enum><header>Grant amount</header><text display-inline="yes-display-inline">The Secretary shall ensure that grants are of sufficient size to enable States to carry out all
			 required activities.</text>
			</subsection><subsection id="HFA57F52A212D44A5BEEF751EDF67446B"><enum>(e)</enum><header>Duration of grant</header><text>A grant under this section shall be for a period of 3 years.</text>
			</subsection><subsection id="H2B8A35BA53794B54814B3D3B08B2F526"><enum>(f)</enum><header>Use of funds</header><text display-inline="yes-display-inline">A State receiving a grant under this section shall use the grant funds to—</text>
				<paragraph id="H520116CBF8854D1BAC55EB071205124F"><enum>(1)</enum><text display-inline="yes-display-inline">reimburse a renewable energy and energy efficiency employer for the cost of providing on-the-job
			 training;</text>
				</paragraph><paragraph id="H92A2816FFCA245E59F0D0DA301619755"><enum>(2)</enum><text display-inline="yes-display-inline">reimburse any of the following entities for the cost of providing skills training (or on-the-job
			 training if in partnership with an energy efficient employer)—</text>
					<subparagraph id="HA08F09F77F58496CBD908EBCADE2072D"><enum>(A)</enum><text display-inline="yes-display-inline">a labor organization;</text>
					</subparagraph><subparagraph id="H3B3119A8AC784B2880AF70211907953F"><enum>(B)</enum><text display-inline="yes-display-inline">a postsecondary educational institution; or</text>
					</subparagraph><subparagraph id="HA00A433A0E7A4C20A6FF9131ABB8D3B4"><enum>(C)</enum><text>nonprofit organizations; and</text>
					</subparagraph></paragraph><paragraph id="H0CB8C526EBCD49A1B160252ECC483206"><enum>(3)</enum><text display-inline="yes-display-inline">conduct outreach to inform renewable energy and energy efficiency employers, labor organizations,
			 postsecondary educational institutions, non-profit organizations, and the
			 general public, including individuals in rural areas and Indian tribes,
			 of their eligibility or potential eligibility for participation in the
			 program.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H101E7DDEAB7242F8A365D7E895034BA0"><enum>(g)</enum><header>Conditions</header><text display-inline="yes-display-inline">Under the pilot program, a grant to a State shall be subject to the following conditions:</text>
				<paragraph id="H6EFDEAF753484074A84EF99DA85CD9F2"><enum>(1)</enum><text>The State shall repay to the Secretary, on such date as shall be determined by the Secretary, any
			 amount received under the pilot program that is not used for the purposes
			 described in subsection (f).</text>
				</paragraph><paragraph id="HF8345F0E56F04693AA2AF645650D750F"><enum>(2)</enum><text display-inline="yes-display-inline">The State shall submit to the Secretary, at such times and containing such information as the
			 Secretary shall require, reports on the use of grant funds.</text>
				</paragraph></subsection><subsection id="HB4D082853F20407B87073F3A55D276F9"><enum>(h)</enum><header>Requirements of grant recipients</header><text display-inline="yes-display-inline">In order to receive a grant made by a State under the pilot program, an entity described in
			 subsection (f) shall—</text>
				<paragraph id="HCBB2F6EA31C349ADA2E27B0B78676F4A"><enum>(1)</enum><text>submit an application to the State that includes such other information and assurances as the State
			 may require; and</text>
				</paragraph><paragraph id="H5FBA83D6DA70453BA3030182585743C4"><enum>(2)</enum><text>agree to submit to the State, for each quarter, a report containing such information as the
			 Secretary may specify.</text>
				</paragraph></subsection><subsection id="HABB7C44E114341EB8D384497DC62E51A"><enum>(i)</enum><header>Limitation on administrative costs</header>
				<paragraph id="HB3A1E8C421224B659ADCDA1C3DB1A689"><enum>(1)</enum><header>Federal administration</header><text>Of the amounts appropriated pursuant to the authorization of appropriations under subsection (l), 2
			 percent shall be made available to the Secretary for administrative costs
			 associated with implementing and evaluating the pilot program under this
			 section and for preparing and submitting the report required under
			 subsection (j).</text>
				</paragraph><paragraph id="H830CA5B7751F42ECA807595646442EAC"><enum>(2)</enum><header>State administration</header><text>The Secretary shall determine the appropriate maximum amount of each grant awarded under this
			 section that may be used by the recipient for administrative and reporting
			 costs.</text>
				</paragraph></subsection><subsection id="H3DCEC968C00646DE9D176735A9CDBC5C"><enum>(j)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">The Secretary shall submit to Congress an annual report on the pilot program for each year of the
			 grant period. The report on the pilot program shall include a detailed
			 description of activities carried out under this section and an evaluation
			 of the program, and how many participants were employed by renewable
			 energy and energy efficiency employers within 6 months of completing the
			 training.</text>
			</subsection><subsection display-inline="no-display-inline" id="H30A506E8549E43D4BE243840139EACCB"><enum>(k)</enum><header>Appropriations</header><text>There is authorized to be appropriated to the Secretary $10,000,000 for each of fiscal years 2015
			 through 2017, for the purpose of carrying out the pilot program.</text>
			</subsection><subsection id="HDA0A41B0CA8B4F6EA69D68591FACD715"><enum>(l)</enum><header>Definitions</header><text display-inline="yes-display-inline">For purposes of this section:</text>
				<paragraph id="HF3CF55C1F4204A45BE79A6B7CEF31006"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>Indian tribe</term> has the meaning given that term in section 102 of the Federally Recognized Indian Tribe List Act
			 of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/25/479a">25 U.S.C. 479a</external-xref>).</text>
				</paragraph><paragraph id="H8BC7974D002C494AAEE7B6701EF00EDB"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>installed alternative energy power capacity</term> means the amount of wind, solar, and geothermal power generation, expressed in megawatts,
			 installed in a State.</text>
				</paragraph><paragraph id="H386256AFAFB849DFBD5BD1E175263411"><enum>(3)</enum><text display-inline="yes-display-inline">The term <term>labor organization</term> has the meaning given such term in section 2 of the National Labor Relations Act.</text>
				</paragraph><paragraph commented="no" id="H44AEC9838D00445C940E01930D02958F"><enum>(4)</enum><text display-inline="yes-display-inline">The term <term>on-the-job training</term> means training by renewable energy and energy efficiency employers, a labor organization, a
			 postsecondary educational institution, or a nonprofit organization that is
			 provided to a paid participant while engaged in productive work that—</text>
					<subparagraph commented="no" id="HEC1A5666DAE949A791F9E25D60AB9C67">
						<enum>(A)</enum>
						<text>provides knowledge or skills essential to the full and adequate performance of the job;</text>
					</subparagraph><subparagraph commented="no" id="H50ECA45C1B36495F8A101B627816C1E7">
						<enum>(B)</enum>
						<text>provides reimbursement to the employer for the costs of providing the training and additional
			 supervision related to the training; and</text>
					</subparagraph><subparagraph commented="no" id="HA89CD59BF5154AAAB46D33A216A06E74">
						<enum>(C)</enum>
						<text>is limited in duration as appropriate to the occupation for which the participant is being trained,
			 taking into account the content of the training, the prior work experience
			 of the participant, and the service strategy of the participant, as
			 appropriate.</text>
					</subparagraph></paragraph><paragraph id="H10D8753101CF4390BB607A67EA1E761E"><enum>(5)</enum><text display-inline="yes-display-inline">The term <term>postsecondary educational institution</term> has the meaning given such term in section 101 of the Workforce Investment Act of 1998 (29 U.S.C.
			 2801).</text>
				</paragraph><paragraph display-inline="no-display-inline" id="HACEB6215DD7F463C9181D0093FF1E212"><enum>(6)</enum><text display-inline="yes-display-inline">The term <term>renewable energy and energy efficiency employer</term> means an entity that employs individuals in a trade or business in the renewable energy and energy
			 efficiency industries.</text>
				</paragraph><paragraph id="H324D1C1F3DB446868B8C08BB1730B187"><enum>(7)</enum><text>The term <term>renewable energy and energy efficiency industries</term> means any of the following industries:</text>
					<subparagraph display-inline="no-display-inline" id="H000F7DC68E9F4CF2BC5B48DD52CBEEBC"><enum>(A)</enum><text>The energy-efficient building, construction, or retrofits industry.</text>
					</subparagraph><subparagraph id="H2727095B44D24594972D0FF34971DB32"><enum>(B)</enum><text>The renewable electric power industry, including the wind, solar, and geothermal energy industries.</text>
					</subparagraph><subparagraph id="H30C1AB3367564A07BD67970882287749"><enum>(C)</enum><text>The energy efficiency assessment industry that serves the residential, commercial, or industrial
			 sectors.</text>
					</subparagraph></paragraph><paragraph id="HF182D5C8D05C4479BB5FA1173DDC99BE"><enum>(8)</enum><text display-inline="yes-display-inline">The term <term>skills training</term> means training by a labor organization, a postsecondary educational institution, or a nonprofit
			 organization that provides the knowledge and skills essential to specific
			 jobs in the renewable energy and energy efficiency industries.</text>
				</paragraph><paragraph id="H9CC561BEC2164B9ABDA3FC719D72D3E7"><enum>(9)</enum><text display-inline="yes-display-inline">The term <term>State</term> includes each of the several States, the District of Columbia, the Commonwealth of Puerto Rico,
			 the Virgin Islands, the Commonwealth of the Northern Mariana Islands, the
			 Federated States of Micronesia, the Republic of the Marshall Islands, the
			 Republic of Palau, and the territories and possessions of the United
			 States.</text>
				</paragraph><paragraph id="H4BF4BEEE3E72428891004FBD0EA58AB1"><enum>(10)</enum><text>The term <term>workforce investment board</term> refers to a State or local workforce investment board established pursuant to the Workforce
			 Investment Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/20/2801">20 U.S.C. 2801 et seq.</external-xref>) that coordinates job
			 training programs for that State or local area under that Act.</text>
				</paragraph></subsection></section></legis-body>
