<official-title>To reauthorize certain provisions of the Public Health Service Act relating to autism, and for other purposes.</official-title>

<section id="HF21C61031D5C4263BE9BE2DA7D4BB498" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Combating Autism Reauthorization Act of 2014</short-title></quote>.</text></section> 
<section id="H8D407662BB2D4C189213B0CE1F257243"><enum>2.</enum><header>Reauthorization of programs relating to autism</header> 
<subsection id="HE71D15A36BF14DD8A00014E8F3A6759F"><enum>(a)</enum><header>National Autism Spectrum Disorder Initiative</header><text>Part R of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i">42 U.S.C. 280i et seq.</external-xref>) is amended—</text> 
<paragraph id="HB7D1AD1A39724BC5AC861AB0D41862ED"><enum>(1)</enum><text>by redesignating sections 399AA through 399EE as sections 399BB through 399FF, respectively; and</text></paragraph> 
<paragraph id="H31BCE3994FF14B218D487EB4B834AC4E"><enum>(2)</enum><text>by inserting before section 399BB, as redesignated, the following:</text> 
<quoted-block style="OLC" id="H34742C831B76414A8A22BAB27BC82960" display-inline="no-display-inline"> 
<section id="HF64ACFAED0104E5C89F1A043EF545160"><enum>399AA.</enum><header>National Autism Spectrum Disorder Initiative</header> 
<subsection id="HDA0C267F8F7F405785BC5D56A66E8A0A"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">For the purposes described in subsection (b), the Secretary shall designate an official within the Department of Health and Human Services to establish and oversee a National Autism Spectrum Disorder Initiative (in this section referred to as the <quote>Initiative</quote>).</text></subsection> 
<subsection id="HE649D23C4F904C02BD9A7CBFB69650AF"><enum>(b)</enum><header>Purposes</header><text>The purposes of the Initiative shall be—</text> 
<paragraph id="HFB4E47C1E0B54AC7957E1A907DAAF00E"><enum>(1)</enum><text display-inline="yes-display-inline">to implement a strategic plan for the conduct of, and support for, autism spectrum disorder research, taking into account the strategic plan developed by the Interagency Autism Coordinating Committee under section 399DD(b); and</text></paragraph> 
<paragraph id="HE7E9E449DCD34F009BAD2FE058F3CE8F"><enum>(2)</enum><text>to ensure that autism spectrum disorder research programs and activities of the Department of Health and Human Services are not unnecessarily duplicative of other Federal research programs and activities.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HB708AF8F091C402B98F6483F4A5D6AC7"><enum>(b)</enum><header>Developmental disabilities surveillance and research program</header><text display-inline="yes-display-inline">Section 399BB of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i">42 U.S.C. 280i</external-xref>), as redesignated, is amended—</text> 
<paragraph id="HCEABB6DAA5474248B567437DBE7895BC"><enum>(1)</enum><text>in subsection (a), by inserting <quote>for children and adults</quote> after <quote>reporting of State epidemiological data</quote>;</text></paragraph> 
<paragraph id="H8E1D3C62F1624C5E97DFAAD48D3D94C5"><enum>(2)</enum><text>in subsection (b)(1), by striking <quote>establishment of regional centers of excellence</quote> and inserting <quote>establishment or support of regional centers of excellence</quote>;</text></paragraph> 
<paragraph id="HA098673E9A88482E9D9BAF9008E3B8E1"><enum>(3)</enum><text>in subsection (b)(2), by striking <quote>center to be established</quote> and inserting <quote>center to be established or supported</quote>; and </text></paragraph> 
<paragraph id="HB70B0D3C7B534A0E969E727C78F74152"><enum>(4)</enum><text>in subsection (e), by striking <quote>2014</quote> and inserting <quote>2019</quote>.</text> </paragraph></subsection> 
<subsection id="H741DF91BACAA4B7795170B37416AED52"><enum>(c)</enum><header>Autism education, early detection, and intervention</header><text display-inline="yes-display-inline">Section 399CC(g) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-1">42 U.S.C. 280i–1</external-xref>), as redesignated, is amended by striking <quote>2014</quote> and inserting <quote>2019</quote>.</text></subsection> 
<subsection id="H78B86E9A6E984764B77D4A8F7F9CAD60"><enum>(d)</enum><header>Interagency Autism Coordinating Committee</header> 
<paragraph id="HC75BAB19FDD84B82B57E16C80F33A2F3"><enum>(1)</enum><header>Appointment of members by congressional leaders</header><text>Section 399DD(c)(1) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-2">42 U.S.C. 280i–2(c)(1)</external-xref>), as redesignated, is amended—</text> 
<subparagraph id="H33DA110C8A1B4F2FB42BE9E89E388437"><enum>(A)</enum><text>in subparagraph (D), by striking <quote>and</quote> at the end;</text></subparagraph>

<paragraph id="HC693F04CA47747F2A46825B544A075B9"><enum>(2)</enum><header>Preventing duplication</header><text>Section 399DD(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-2">42 U.S.C. 280i–2(b)</external-xref>), as redesignated, is amended—</text> 
<subparagraph id="H026688F67D524C29A7138AF2ED8748F2"><enum>(A)</enum><text>in paragraph (5), by striking <quote>and</quote> at the end;</text></subparagraph> 
<subparagraph id="HEF0514D2E656465FBDBD2D2233E7B83F"><enum>(B)</enum><text>by redesignating paragraph (6) as paragraph (7); and</text></subparagraph>

<subsection id="HA821C5B6023E4ED1848B395119DC8807"><enum>(e)</enum><header>Report to Congress</header><text>Section 399EE of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-3">42 U.S.C. 280i–3</external-xref>), as redesignated, is amended—</text> 
<paragraph id="H87CB1953C18A4CE59057A57B5F89FCA6"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>Combating Autism Reauthorization Act of 2011</quote> and inserting <quote>Combating Autism Reauthorization Act of 2014</quote>; and</text></paragraph>

<subsection id="H99B1975C630F48E082BBFAF50DEE7F67"><enum>(f)</enum><header>Authorization of appropriations</header><text>Section 399FF of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-4">42 U.S.C. 280i–4</external-xref>), as redesignated, is amended—</text> 
<paragraph id="H018D6FD265404C91A6C1B9D35CA0FD0B"><enum>(1)</enum><text>in subsection (a)—</text>

<section id="H6A91DEA6DFAD4406A4518A59B6653915"><enum>3.</enum><header>Report to Congress on demographics and needs of adults with autism spectrum disorder</header> 
<subsection id="H46C67C4548BF44B892487E6DD2DDB073"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 24 months after the date of enactment of this Act, the Comptroller General of the United States shall complete a study and submit to the Congress a report on the demographics and needs, if any, of individuals in the United States with an autism spectrum disorder (in this section referred to as <quote>ASD</quote>).</text></subsection> 
<subsection id="HB3526D924A154616994CF3C97EA1B8BE"><enum>(b)</enum><header>Issues To Be addressed</header><text>The study and report under subsection (a) shall—</text> 
<paragraph id="HD0E2B988166F4C5BBDD7D6AE5A3F5007"><enum>(1)</enum><text>address the demographics of individuals with ASD making the transition from a school-based support system to adulthood;</text></paragraph> 
<paragraph id="H5C0A25C4A4FA4DA1A1227FDA6954D393"><enum>(2)</enum><text>address the needs, if any, of adults with ASD with respect to—</text> 
<subparagraph id="H7B582A215FAB41F79E74667A3980E251"><enum>(A)</enum><text>community integration;</text></subparagraph> 
<subparagraph id="H2E28261E462749CCB3C2FB15DEC14D0F"><enum>(B)</enum><text>housing and residential supports;</text></subparagraph> 
<subparagraph id="H474DA2D2D00648998DCC3E4A01B206F8"><enum>(C)</enum><text>employment;</text></subparagraph> 
<subparagraph id="H5617DE9D23414A68965DC3B055B3B075"><enum>(D)</enum><text>transportation;</text></subparagraph> 
<subparagraph id="H9EBCA62256344533A328B8ED0F55F2CA"><enum>(E)</enum><text>vocational training and rehabilitation;</text></subparagraph> 
<subparagraph id="H121DC758C8A04ACAAAF051BA1BE88146"><enum>(F)</enum><text>continued education;</text></subparagraph> 
<subparagraph id="HB040B3D3DBB2455E8DFA0C0BCA742E93"><enum>(G)</enum><text>health care and social services;</text></subparagraph> 
<subparagraph id="H2D28870A87E74C7FA3D0C55AF99115A0"><enum>(H)</enum><text>speech therapy;</text></subparagraph> 
<subparagraph id="H6BC56840F61340B4A86A0AD12FB1079A"><enum>(I)</enum><text>public safety; and</text></subparagraph> 
<subparagraph id="HB3D837C1B0EB4432BEA46AEEF6D80A4B"><enum>(J)</enum><text display-inline="yes-display-inline">day habilitation activities, including those to provide a safe, respectful, and stimulating environment that allows participants to become active members of their community;</text></subparagraph></paragraph> 
<paragraph id="H8A55DE09936141E7971958B29B4D8A20"><enum>(3)</enum><text>provide an overview of Federal, State, and local government policies and programs, and any available private (including private nonprofit) sector assistance, for addressing the needs identified in paragraph (2); and</text></paragraph> 
<paragraph id="H4F6F7C7BE695423DB5E35805B3B6FCD7"><enum>(4)</enum><text display-inline="yes-display-inline">provide policy recommendations to—</text> 
<subparagraph id="HD7363E81A6DE4990A842B50D258A477C"><enum>(A)</enum><text>improve outcomes for adults with ASD making the transition from a school-based support system to adulthood;</text></subparagraph> 
<subparagraph id="H8F5396BF710D4E5BBC0C15C1AA4393C1"><enum>(B)</enum><text>enhance the effectiveness of the policies, programs, and assistance described in paragraph (3);</text></subparagraph> 
<subparagraph id="H96AE6E0FF9F44C6689FD92DB6923CDDD"><enum>(C)</enum><text>ensure integration of and collaboration among services for addressing the needs of adults with ASD; and</text></subparagraph> 
<subparagraph id="HE9547095BA8A4FCF9CE2DC6C504577CB"><enum>(D)</enum><text display-inline="yes-display-inline">encourage independent living, equal opportunity, full participation, and economic self-sufficiency.</text></subparagraph></paragraph></subsection> 
<subsection id="HAF057A1F4B714BABB5EC334859EE2480"><enum>(c)</enum><header>Survey</header> 
<paragraph id="H2FE8C69F9E9748659184C715F875658D"><enum>(1)</enum><header>In general</header><text>In carrying out this section, the Comptroller General shall conduct a survey of public and private sector stakeholders on—</text> 
<subparagraph id="H3F877D5310014AA38352C75A390276E1"><enum>(A)</enum><text>the needs, if any, of adults with ASD;</text></subparagraph> 
<subparagraph id="H2343D07F75D14750960161FDAD00DCE7"><enum>(B)</enum><text>the services and resources available for addressing such needs; and</text></subparagraph> 
<subparagraph id="HDD90EA545B8B4C1D85C77FC4E012D0BE"><enum>(C)</enum><text>the effectiveness of such services and resources.</text></subparagraph></paragraph> 
<paragraph id="HF74A3E0861184EDE90014E85746E9F14" display-inline="no-display-inline"><enum>(2)</enum><header>Stakeholders</header><text>The stakeholders to be surveyed under paragraph (1) include the following:</text> 
<subparagraph id="H39D365B0576E49B78E8C6BD63CDF6E0F"><enum>(A)</enum><text display-inline="yes-display-inline">Individuals from the business community representing both large and small businesses.</text></subparagraph> 
<subparagraph id="HBBFE9B3EFFA04374A88337EDC5BE22EC"><enum>(B)</enum><text>Institutions of higher education, community colleges, vocational schools, and university centers for excellence in developmental disabilities.</text></subparagraph> 
<subparagraph id="H680E458C057749719D7DA91F0EA57275"><enum>(C)</enum><text display-inline="yes-display-inline">Social service providers, including case management experts and health care providers.</text></subparagraph> 
<subparagraph id="HEF511B38C0B847C68D55FA47E5C0BE35"><enum>(D)</enum><text>Vocational rehabilitation experts.</text></subparagraph> 
<subparagraph id="H6C4A68973E5D4831BA1F5A4AAD93134C"><enum>(E)</enum><text>State and local housing departments and nonprofit organizations that provide housing services for individuals with disabilities.</text></subparagraph> 
<subparagraph id="HF1A91A01ACB84526AAC6431CACB0B67B"><enum>(F)</enum><text>Individuals with ASD, parents of individuals with ASD, and representatives from advocacy groups that focus on individuals with ASD.</text></subparagraph> 
<subparagraph id="HC0D4B73A0A4147B6820BCE24F548C778"><enum>(G)</enum><text>Officials or employees of the Federal Government responsible for overseeing disability services at each of the following departments and agencies:</text>
