<official-title>To authorize the Small Business Administrator to establish a grant program to empower encore entrepreneurs.</official-title>

<section id="H016324C4F2D24A11A4EC60CDFF4634C5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Empowering Encore Entrepreneurs Act of 2014</short-title></quote>.</text></section> 
<section id="HD91272815A1F436A8B943D9F4F46A2E2"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="H2B36CBC0C19248E69199937E714F2136"><enum>(1)</enum><header>Administration</header><text>The term <term>Administration</term> means the Small Business Administration.</text></paragraph> 
<paragraph id="HAA1B618F90C14323AC23E47D79DD3069"><enum>(2)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the Small Business Administration.</text></paragraph> 
<paragraph id="HBC7EFC5A6AB84530929A747FB45D0542"><enum>(3)</enum><header>Encore entrepreneur</header><text>The term <term>encore entrepreneur</term> means an entrepreneur, busi­ness­per­son, or owner of a small business concern—</text> 
<subparagraph id="H58080EE8F0C5469EA62A683B4799C93B"><enum>(A)</enum><text>who is seeking to start a new small business concern or expand an existing small business concern; and</text></subparagraph> 
<subparagraph id="H6E5C9C6C3EB347C5AF53DEC37AE5F335"><enum>(B)</enum><text>who—</text> 
<clause id="H68A5AED3D94948B181F825378F402CA0"><enum>(i)</enum><text>is not less than 50 years of age; or</text></clause> 
<clause id="HD3C02333304E4879A1A184FC6C5DF75F"><enum>(ii)</enum><text>has not less than 20 years of experience in a workplace.</text></clause></subparagraph></paragraph> 
<paragraph id="H44FDCC09160647F7AB50C1C11BEAA798"><enum>(4)</enum><header>Nonprofit organization</header><text>The term <term>nonprofit organization</term> means an organization that is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and is exempt from taxation under section 501(a) of such Code.</text></paragraph> 
<paragraph id="H9E92E51561A747E59C737A3CC7A0D622"><enum>(5)</enum><header>Small business concern</header><text>The term <term>small business concern</term> has the meaning given that term under section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text></paragraph> 
<paragraph id="H3559086D1BAA48AA8F20CE7956D97BDC"><enum>(6)</enum><header>Small business development center</header><text>The term <term>small business development center</term> means a small business development center described in section 21 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>).</text></paragraph> 
<paragraph id="H240C22386F1E4B608B29D4A151D0B4F8"><enum>(7)</enum><header>Women's business center</header><text>The term <term>women's business center</term> means a project carried out under section 29 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656</external-xref>).</text></paragraph></section> 
<section id="H7E94842D649B4EB78364549A86552679"><enum>3.</enum><header>Empowering encore entrepreneurs program</header> 
<subsection id="HF9A1B4B436F4457EBB5CC31A6BE2DB8D"><enum>(a)</enum><header>In general</header><text>Subject to the availability of appropriations, the Administrator shall establish a program under which the Administrator may enter into contracts or cooperative agreements with, or make grants to, nonprofit organizations, including small business development centers, women's business centers, chapters participating in the SCORE program authorized by section 8(b)(1)(B) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(b)(1)(B)</external-xref>), and other resource partners of the Administration, and appropriate private sector organizations or entities to provide technical assistance, mentoring, and other specialized training activities for encore entrepreneurs.</text></subsection> 
<subsection id="H975E6554D09A478DAE59EE07F4E3B427"><enum>(b)</enum><header>Uses of funds</header><text>Amounts made available under subsection (a) may be used to provide technical assistance, mentoring, and other specialized training activities including—</text> 
<paragraph id="HD4D4B1E40CFA4B0D9B392BA74505CFE4"><enum>(1)</enum><text>online resources and training for encore entrepreneurs, including virtual networking and mentoring tools;</text></paragraph> 
<paragraph id="H79F17E8E73DC4FD4B0A4952CCA1686B2"><enum>(2)</enum><text>workshops, training, and business networking events for encore entrepreneurs; or</text></paragraph> 
<paragraph id="HEC8CD80BE8D947D8AFF6D023B895EA4E"><enum>(3)</enum><text>programs to assist encore entrepreneurs in remaining in or re-entering the labor market through self-employment.</text></paragraph></subsection> 
<subsection id="H6BA518326C4D47DA8448728D688562E2"><enum>(c)</enum><header>Application</header><text>An entity desiring a grant, contract, or cooperative agreement under subsection (a) shall submit to the Administrator an application that contains—</text> 
<paragraph id="H49EF111B0B944706B14566D241E77955"><enum>(1)</enum><text>a description of the goals of the project to be funded;</text></paragraph> 
<paragraph id="H0632E44AA9A64CCE886004CD0B2D801B"><enum>(2)</enum><text>a list of any partners that plan to participate in the project to be funded; and</text></paragraph> 
<paragraph id="H870C1975090E431AAE80C86B5F1447E6"><enum>(3)</enum><text>any other information the Administrator determines is necessary.</text></paragraph></subsection> 
<subsection id="H6673A9F368074BCE8794AA94C3C136AC"><enum>(d)</enum><header>Special consideration</header><text>The Administrator shall give special consideration to applications seeking funding for programs for—</text> 
<paragraph id="HE2F117B123A14855BE3B6FA0719534A2"><enum>(1)</enum><text>members of the Armed Forces impacted by base closures or realignment; or</text></paragraph> 
<paragraph id="HA7DCA48E7E0744D29927D43F984A3343"><enum>(2)</enum><text>encore entrepreneurs unemployed for a period of not less than 1 year.</text></paragraph></subsection> 
<subsection id="HD47CA9520C16413285F1F0126AB32428"><enum>(e)</enum><header>Termination</header><text>The program established in subsection (a) shall terminate on September 30, 2017.</text></subsection></section> 
<section id="HEE29953A6BB9471299BB59638208FAE5"><enum>4.</enum><header>Report on barriers faced by encore entrepreneurs</header> 
<subsection id="H1F3DC6C9853A49A58270C36E81BEA909"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, the Administrator, in consultation with other relevant Federal agencies, shall submit to the Committee on Small Business and Entrepreneurship of the Senate and the Committee on Small Business of the House of Representatives a report that describes the barriers and obstacles faced by encore entrepreneurs in starting new small business concerns or expanding existing small business concerns.</text></subsection> 
<subsection id="H78B8FBCEB5654C1F8BD03CE6B8AC659E"><enum>(b)</enum><header>Contents</header><text>The report required under subsection (a) shall include—</text> 
<paragraph id="HD1DC9609F7CF4DA09DD5C02CD09E522D"><enum>(1)</enum><text>a review of the accessibility and availability of credit and other forms of financing for encore entrepreneurs;</text></paragraph> 
<paragraph id="HD912DF6D2E5C42B3A7CD995D40B1F152"><enum>(2)</enum><text>a review of the availability of Federal contracting opportunities for encore entrepreneurs;</text></paragraph> 
<paragraph id="HDA19F19BB56A4326BD04FDCD2D9C07FA"><enum>(3)</enum><text>a review of the accessibility and availability of counseling and mentoring programs for encore entrepreneurs; and</text></paragraph> 
<paragraph id="HA4D9A4F700814225B65AA73BD0B0685A"><enum>(4)</enum><text>policy recommendations, if any, for improving Federal assistance and coordination on programs assisting encore entrepreneurs.</text></paragraph></subsection></section>
