		<official-title>To authorize the use of force against those nations, organizations, or persons responsible for the
			 attack against United States personnel in Benghazi, Libya.</official-title>

		<section id="H384A4282A3384085A04E064934CD2CC5" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H10E91746171347419C74B85BC2F7260C"><enum>(1)</enum><text display-inline="yes-display-inline">On April 6, 2012, an improvised explosive device was thrown over the fence of the United States
			 Consulate in Benghazi, Libya.</text>
			</paragraph><paragraph id="H5FC39007652145718AB7E43A9082E960"><enum>(2)</enum><text>On May 1, 2012, the British Embassy in Tripoli, Libya, was attacked by a violent mob and set on
			 fire
			 while the embassies of other NATO member countries were attacked as well.</text>
			</paragraph><paragraph id="H7DF93BB8BFB94AB3B4C7B17367DAC76A"><enum>(3)</enum><text>On May 22, 2012, two rocket-propelled grenades were fired at the Benghazi office of the
			 International Committee of the Red Cross, less than one mile from the
			 United States Consulate.</text>
			</paragraph><paragraph id="HB3A0426C38864B8DADFC4F07842453AA"><enum>(4)</enum><text>On June 6, 2012, a large improvised explosive device destroyed part of the security perimeter of
			 the United States Consulate in Benghazi.</text>
			</paragraph><paragraph id="H446B5F13399A405491A308DC931DBA20"><enum>(5)</enum><text>On June 10, 2012, a car carrying the British ambassador was attacked in Tripoli.</text>
			</paragraph><paragraph id="H73DC690EF77D4E70A06DFCCD53A51C60"><enum>(6)</enum><text>On September 11, 2012, the United States Consulate in Benghazi was attacked by an organized group
			 of armed militants killing United States Ambassador Chris Stevens, Sean
			 Smith, Glen Doherty, and Tyrone Woods.</text>
			</paragraph><paragraph id="HBE6570015BDC44ABA9C574915C1B200A"><enum>(7)</enum><text>On January 10, 2014, the Secretary of State designated Ansar al-Sharia in Benghazi and Ansar
			 al-Sharia in Darnah as foreign terrorist organizations for their role in
			 the attack against the United States Consulate in Benghazi.</text>
			</paragraph><paragraph id="HC8D94AA941094F6693BC12A84EA29BCE"><enum>(8)</enum><text display-inline="yes-display-inline">The attacks on September 11, 2012, continue to pose an unusual and extraordinary threat to the
			 national security and foreign policy of the United States.</text>
			</paragraph><paragraph id="H2EFCD0493E0F48CCAD84B3421C7588C0"><enum>(9)</enum><text>The President has authority under the Constitution to take action to deter and prevent acts of
			 international terrorism against the United States.</text>
			</paragraph></section><section id="H6E4F6BCDD7BC44F88FE365BB77219283"><enum>2.</enum><header>Authorization for use of United States Armed Forces</header>
			<subsection id="HE8E52E9AC7054429BAD750E2D3582BF3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The President is authorized to use all necessary and appropriate force against those nations,
			 organizations, or persons the President determines planned, authorized,
			 committed, or aided the terrorist attacks that occurred on September 11,
			 2012, or harbored such organizations or persons, in order to prevent any
			 future acts of international terrorism against the United States by such
			 nations, organizations, or persons.</text>
			</subsection><subsection id="H59B1F5D0E6314EB7BA81D6EC4EFA0CDF"><enum>(b)</enum><header>War powers resolution requirements</header>
				<paragraph id="HF1FB7B888EA544C786FB63ABF0D9ECCE"><enum>(1)</enum><header>Specific statutory authorization</header><text display-inline="yes-display-inline">Consistent with section 8(a)(1) of the War Powers Resolution, the Congress declares that this
			 section is intended to constitute specific statutory authorization within
			 the meaning of section 5(b) of the War Powers Resolution.</text>
				</paragraph><paragraph id="H5163B956862A41FEA33094311BF61175"><enum>(2)</enum><header>Applicability of other requirements</header><text display-inline="yes-display-inline">Nothing in this Act supercedes any requirement of the War Powers Resolution.</text>
