		<official-title>To amend the Communications Act of 1934 to deny the right to grant retransmission consent to a
			 television broadcast station if an AM or FM radio broadcast station
			 licensed to the same licensee transmits a sound recording without
			 providing compensation for programming.</official-title>

		<section id="H753ABDC589D64DF180F9532B1072A353" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting the Rights of Musicians Act</short-title></quote>.</text>
		</section><section id="HB58DE9BA2729451B9D56B006BA9BAE50"><enum>2.</enum><header>Effect of certain radio transmissions on right to grant television retransmission consent</header><text display-inline="no-display-inline">Section 325(b)(2) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/325">47 U.S.C. 325(b)(2)</external-xref>) is amended—</text>
			<paragraph id="H3FF8CBE7C46D43EF9D4EDFA86CA3C30E"><enum>(1)</enum><text>in subparagraph (D), by striking <quote>or</quote> at the end;</text>
			</paragraph><paragraph id="HFDB05824D8D74EABB08019D48AB3D72E"><enum>(2)</enum><text>in subparagraph (E), by striking the period at the end and inserting <quote>; or</quote>; and</text>
			</paragraph><paragraph id="HA20E267BEF3E49D88241267A453A251F"><enum>(3)</enum><text>by inserting after subparagraph (E) the following:</text>
				<quoted-block display-inline="no-display-inline" id="H9AA47B929A174B58AA278BFBD7F918AB" style="OLC">
					<subparagraph id="HC6EA29266C47451FB667BB42215E3C42" indent="up1"><enum>(F)</enum><text display-inline="yes-display-inline">to retransmission of the signal of a television broadcast station if the licensee of such station
			 is also the licensee of an AM or FM radio broadcast station and, during
			 the term of the license for such television broadcast station in which
			 such retransmission occurs, such licensee has transmitted a sound
			 recording over such radio station without providing compensation for all
			 programming carried over the signal.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
