		<official-title>To amend the Communications Act of 1934 to extend expiring provisions relating to the
			 retransmission of signals of television broadcast stations, and for other
			 purposes.</official-title>

		<section id="HC2D0CAA749BD426085E951EB1CD41D6E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>STELA Reauthorization Act of 2014</short-title></quote>.</text>
		</section><section id="HCF445B60B5534400A666B459038C83F1"><enum>2.</enum><header>Extension of authority</header><text display-inline="no-display-inline">Section 325(b) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/325">47 U.S.C. 325(b)</external-xref>) is amended—</text>
			<paragraph id="H2553809E794B4C2E8E3CDE8FD370A0EC"><enum>(1)</enum><text>in paragraph (2)(C), by striking <quote>December 31, 2014</quote> and inserting <quote>December 31, 2019</quote>; and</text>
			</paragraph><paragraph id="H66A60BBC62D84BA19FEA2E19CC744A1D"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (3)(C), by striking <quote>January 1, 2015</quote> each place it appears and inserting <quote>January 1, 2020</quote>.</text>
			</paragraph></section><section id="HB0340D9B7E59495F9C015971C64882BA"><enum>3.</enum><header>Retransmission consent negotiations</header>
			<subsection id="H736EFDC485F6403AA2343DB221531C50"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 325(b)(3)(C) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/325">47 U.S.C. 325(b)(3)(C)</external-xref>) is amended—</text>
				<paragraph id="H63706DCF92FB456B9CA3EC2CD518D530"><enum>(1)</enum><text>in clause (ii), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H0072569DAB4B4D2E9EB8E74FA46D78D1"><enum>(2)</enum><text>in clause (iii), by striking the period at the end and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="H196780A778A94DD2A6435509888248F2"><enum>(3)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H2CEB17C551C948D48A9F02BC1D15E099" style="OLC">
						<clause id="H2CF74963E2F24587B0E340EED0C715F2" indent="up2"><enum>(iv)</enum><text display-inline="yes-display-inline">prohibit a television broadcast station from coordinating negotiations or negotiating on a joint
			 basis with another television broadcast station in the same local market
			 (as defined in <external-xref legal-doc="usc" parsable-cite="usc/17/122">section 122(j)</external-xref> of title 17, United States Code) to grant
			 retransmission consent under this section to a multichannel video
			 programming distributor, unless such stations are directly or indirectly
			 under common de jure control permitted under the regulations of the
			 Commission.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H7FA26FCCC4674BAE816347B6DC3704D0"><enum>(b)</enum><header>Margin correction</header><text display-inline="yes-display-inline">Section 325(b)(3)(C) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/325">47 U.S.C. 325(b)(3)(C)</external-xref>) is further amended
			 by moving the margin of clause (iii) 4 ems to the left.</text>
			</subsection><subsection id="HC74B18D6398E4CD4B14B514D43D3241F"><enum>(c)</enum><header>Deadline for regulations</header><text>Not later than 9 months after the date of the enactment of this Act, the Commission shall
			 promulgate regulations to implement the amendments made by this section.</text>
			</subsection></section><section commented="no" id="H84A30139D905455E95FE88C2980B58C4" section-type="subsequent-section"><enum>4.</enum><header>Delayed application of JSA attribution rule in case of waiver petition</header><text display-inline="no-display-inline">In the case of a party to a joint sales agreement (as defined in Note 2(k) to section 73.3555 of
			 title 47, Code of Federal Regulations) that is in effect on the effective
			 date of the amendment to Note 2(k)(2) to such section made by the Further
			 Notice of Proposed Rulemaking and Report and Order adopted by the
			 Commission on March 31, 2014 (FCC 14–28), and who, not later than 90 days
			 after the date of the enactment of this Act, submits to the Commission a
			 petition for a waiver of the application to such agreement of the rule in
			 such Note 2(k)(2) (as so amended), such party shall not be considered to
			 be in violation of the ownership limitations of such section by reason of
			 the application of such rule to such agreement until the later of—</text>
			<paragraph id="HD56C1933D7404AEFB7449AECD0759C8F"><enum>(1)</enum><text>the date that is 18 months after the date on which the Commission denies such petition; or</text>
			</paragraph><paragraph id="H2F13969CB47044D28D7DD2DDD1107B0D"><enum>(2)</enum><text>December 31, 2016.</text>
			</paragraph></section><section id="H15DBB24A82594B34ABE9CC93E7869C16"><enum>5.</enum><header>Deletion or repositioning of stations during certain periods</header>
			<subsection id="H2E373CE6EC5D4172B83672CDF3867792"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 614(b)(9) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/534">47 U.S.C. 534(b)(9)</external-xref>) is amended by striking
			 the second sentence.</text>
			</subsection><subsection id="H5D2524500FF44CFF83E9A52E3ED74D16"><enum>(b)</enum><header>Revision of rules</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Commission shall revise
			 section 76.1601 of its rules (47 C.F.R. 76.1601) and any note to such
			 section
			 by removing the prohibition against deletion or repositioning of a local
			 commercial television station during a period in which major television
			 ratings services measure the size of audiences of local television
			 stations.</text>
			</subsection></section><section id="HB206ABD0361E4F47AB4F644D77011F17"><enum>6.</enum><header>Repeal of integration ban</header>
			<subsection id="HAE568949611A4F3D838F6FB4CC2B9CD4"><enum>(a)</enum><header>No force or effect</header><text display-inline="yes-display-inline">The second sentence of <external-xref legal-doc="regulation" parsable-cite="cfr/47/76.1204">section 76.1204(a)(1)</external-xref> of title 47, Code of Federal Regulations, shall have
			 no force or effect after the date of the enactment of this Act.</text>
			</subsection><subsection id="HD4C5BF9612424E6A90EEB1B05E0DCA6E"><enum>(b)</enum><header>Removal from rules</header><text>Not later than 180 days after the date of the enactment of this Act, the Commission shall complete
			 all actions necessary to remove the sentence described in subsection (a)
			 from its rules.</text>
			</subsection></section><section id="H940EE8DF68E2409CA8E113CBD8C6B1F2"><enum>7.</enum><header>Report on communications implications of statutory licensing modifications</header>
			<subsection id="HF5A03E709BC446FDB90AEDEB69BC1EE1"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study that analyzes and evaluates the
			 changes to the carriage requirements currently imposed on multichannel
			 video programming distributors under the Communications Act of 1934 (47
			 U.S.C. 151 et seq.) and the regulations promulgated by the Commission that
			 would be required or beneficial to consumers, and such other matters as
			 the Comptroller General considers appropriate, if Congress implemented a
			 phase-out of the current statutory licensing requirements set forth under
			 sections 111, 119, and 122 of title 17, United States Code. Among other
			 things, the study shall consider the impact such a phase-out and related
			 changes to carriage requirements would have on consumer prices and access
			 to programming.</text>
			</subsection><subsection id="H2316CDBF4499405EA990FB2D10BB4EAA"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 18 months after the date of the enactment of this Act, the Comptroller General shall
			 submit to the appropriate congressional committees a report on the results
			 of the study conducted under subsection (a), including any recommendations
			 for legislative or administrative actions. Such report shall also include
			 a discussion of any differences between such results and the results of
			 the study conducted under section 303 of the Satellite Television
			 Extension and Localism Act of 2010 (124 Stat. 1255).</text>
			</subsection></section><section commented="no" id="HC5CAF6BE6D444D548BE4B2FEF0211310"><enum>8.</enum><header>Local network channel broadcast reports</header>
			<subsection commented="no" id="H092EC9AFA9814D53B19F9E47A1318931"><enum>(a)</enum><header>Requirement</header>
				<paragraph commented="no" id="H3A7A6189865C426F830E5AEDCDC10F2D"><enum>(1)</enum><header>In general</header><text>On the 270th day after the date of the enactment of this Act, and on each succeeding anniversary of
			 such 270th day, each satellite carrier shall submit an annual report to
			 the Commission setting forth—</text>
					<subparagraph commented="no" id="H4C529B72627148FF9580EE7579C1A146"><enum>(A)</enum><text>each local market in which it—</text>
						<clause commented="no" id="HD4362748537F407EA8D0B0D90802253B"><enum>(i)</enum><text>retransmits signals of 1 or more television broadcast stations with a community of license in that
			 market;</text>
						</clause><clause commented="no" id="H23554E0F5B6E4BDC8E7C1D241587C726"><enum>(ii)</enum><text>has commenced providing such signals in the preceding 1-year period; and</text>
						</clause><clause commented="no" id="H8BD9EF6506144D1597B8C1299559F3D9"><enum>(iii)</enum><text>has ceased to provide such signals in the preceding 1-year period; and</text>
						</clause></subparagraph><subparagraph commented="no" id="H30178377E5CD4F86AC353A089D45A017"><enum>(B)</enum><text>detailed information regarding the use and potential use of satellite capacity for the
			 retransmission of local signals in each local market.</text>
					</subparagraph></paragraph><paragraph commented="no" id="HE79F5F621F7D458CBD8399D803DB4DCE"><enum>(2)</enum><header>Termination</header><text>The requirement under paragraph (1) shall cease after each satellite carrier has submitted 5
			 reports under such paragraph.</text>
				</paragraph></subsection><subsection commented="no" id="H23211BF5F1C64727AB1A888E3EBD24A7"><enum>(b)</enum><header>Definitions</header><text>In this section—</text>
				<paragraph commented="no" id="H583F627A241E4514B9D8972B2AA40339"><enum>(1)</enum><text>the terms <quote>local market</quote> and <quote>satellite carrier</quote> have the meaning given such terms in section 339(d) of the Communications Act of 1934 (47 U.S.C.
			 339(d)); and</text>
				</paragraph><paragraph commented="no" id="H26C4DFA085E44BB5B330D8D3C5BE3C65"><enum>(2)</enum><text>the term <quote>television broadcast station</quote> has the meaning given such term in section 325(b)(7) of the Communications Act of 1934 (47 U.S.C.
			 325(b)(7)).</text>
				</paragraph></subsection></section><section id="H16BDFEFA325F454E9BE5825A7E1ADD93"><enum>9.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H0D05CFB9B27F4473A81C7A9FE85071AF"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <quote>appropriate congressional committees</quote> means the Committee on Energy and Commerce and the Committee on the Judiciary of the House of
			 Representatives and the Committee on Commerce, Science, and Transportation
			 and the Committee on the Judiciary of the Senate.</text>
			</paragraph><paragraph id="H8D6D7E5704BC464BA733C6FF552BE73C"><enum>(2)</enum><header>Commission</header><text>The term <quote>Commission</quote> means the Federal Communications Commission.</text>
