<official-title>To amend the Federal Deposit Insurance Act to provide for notice to, and input by, State insurance commissioners when requiring an insurance company to serve as a source of financial strength pursuant to such Act.</official-title>

<section id="H0B74047618584ADFABD837799BD920AF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Policyholder Protection Act of 2014</short-title></quote>.</text></section> 
<section id="HA3B953B8D53E444D83D035C7FFBB579D"><enum>2.</enum><header>Source of strength</header><text display-inline="no-display-inline">Section 38A of the Federal Deposit Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1831o-1">12 U.S.C. 1831o–1</external-xref>) is amended—</text> 
<paragraph id="H2927A464323C4E1AA0EF9A8A8033B242"><enum>(1)</enum><text>by redesignating subsections (c), (d), and (e) as subsections (d), (e), and (f), respectively; and</text> </paragraph> 
<paragraph id="H3FDBF297F9B64CE4ACE026FC9C5372E7"><enum>(2)</enum><text>by inserting after subsection (b) the following:</text>

<subsection id="HB1F036D9CEC64D61912A7ADFECDE2942"><enum>(c)</enum><header>Authority of State Insurance Regulator</header> 
<paragraph id="H395F4E84AE3F4FFA9572D15252955E58"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The provisions of section 5(g) of the Bank Holding Company Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/12/1844">12 U.S.C. 1844(g)</external-xref>) shall apply to a savings and loan holding company that is an insurance company, an affiliate of an insured depository institution that is an insurance company, and to any other company that is an insurance company and that directly or indirectly controls an insured depository institution, to the same extent as such section 5(g) applies to a bank holding company that is an insurance company.</text></paragraph> 
<paragraph id="H1262229069374B2D881CC5A77A121089"><enum>(2)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Requiring a bank holding company that is an insurance company, a savings and loan holding company that is an insurance company, an affiliate of an insured depository institution that is an insurance company, or any other company that is an insurance company and that directly or indirectly controls an insured depository institution to serve as a source of financial strength under this section shall be deemed an <quote>action of the Board that requires a bank holding company to provide funds or other assets to a subsidiary depository institution</quote> for purposes of such section 5(g).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
