		<official-title>To amend the State Department Basic Authorities Act of 1956 to establish a United States Ambassador
			 at Large for Arctic Affairs, and for other purposes.</official-title>

		<section id="HD5D18FBC1C09459FBE359681F19EA931" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United States Ambassador at Large for Arctic Affairs Act of 2014</short-title></quote>.</text>
		</section><section id="H5DEBE3782A0044B8AA45E3FD88D9141E"><enum>2.</enum><header>United States Ambassador at Large for Arctic Affairs</header><text display-inline="no-display-inline">Title I of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2651a">22 U.S.C. 2651a et seq.</external-xref>) is amended
			 by adding at the end the following new section:</text>

				<section id="H3377CBC38FE245DABD6F0A8018CA1687"><enum>63.</enum><header>United States Ambassador at Large for Arctic Affairs</header>
					<subsection id="H47C8CA6913A24701A676D63C8383CBD2"><enum>(a)</enum><header>Establishment</header><text>There is established within the Department of State an Ambassador at Large for Arctic Affairs
			 (referred to in this section as the <quote>Ambassador</quote>), appointed in accordance with subsection (b).</text>
					</subsection><subsection id="H7E9876E551B44421A06596A7AC203F28"><enum>(b)</enum><header>Appointment</header><text>The Ambassador shall be appointed by the President, by and with the advice and consent of the
			 Senate.</text>
					</subsection><subsection id="H5C7FF428D564416E94719616DDA87B22"><enum>(c)</enum><header>Duties</header>
						<paragraph id="H53A1D9CC34D44F5CB6CAE44DD7EEF1C6"><enum>(1)</enum><header>Diplomatic representation</header><text>Subject to the direction of the President and the Secretary of State, the Ambassador is authorized
			 to represent the United States in matters and cases relevant to Arctic
			 affairs in—</text>
							<subparagraph id="H79EF65B457C54DE593EF9A55531226E8"><enum>(A)</enum><text>contacts with foreign governments, intergovernmental organizations, and specialized agencies of the
			 United Nations, the Arctic Council, and other international organizations
			 of which the United States is a member; and</text>
							</subparagraph><subparagraph id="HAE8D3CB13B0241228855BA4DB17F29C5"><enum>(B)</enum><text>multilateral conferences and meetings relating to Arctic affairs.</text>
							</subparagraph></paragraph><paragraph id="H366E90017FBD4327B47AEA142FE406B1"><enum>(2)</enum><header>Chair of the Arctic Council</header><text>The Ambassador shall serve as the Chair of the Arctic Council when the United States holds the
			 Chairmanship of the Arctic Council from 2015 through 2017.</text>
						</paragraph><paragraph id="H2BC4E20B54414970A697910F13853C37"><enum>(3)</enum><header>Policies and procedures</header><text>The Ambassador shall coordinate United States Arctic policies.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
