		<section id="HAF07ECBB0483429B9555D4AEA1C5D974" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Department of Defense Energy Security Act of 2014</short-title></quote>.</text>
		</section><section id="HF993D3F4A4ED4EDC888C74659321DD06"><enum>2.</enum><header>Energy savings performance contracts</header>
			<subsection id="H71B4BF7CED504A939C26E12C5DCC7159"><enum>(a)</enum><header>Agency payments</header><text>Section 801(a)(2)(B) of the National Energy Conservation Policy Act (<external-xref legal-doc="usc" parsable-cite="usc/42/8287">42 U.S.C. 8287(a)(2)(B)</external-xref>) is
			 amended in the first sentence—</text>
				<paragraph id="H58FAB8CE7CAF417D818CC5E0CA2EFF61"><enum>(1)</enum><text>by striking <quote>both utilities</quote> and inserting <quote>utilities, entities that supply, deliver, and transport fuel,</quote>; and</text>
				</paragraph><paragraph id="H2E9AD0DC7692415A8FA3D079B622353B"><enum>(2)</enum><text>by inserting <quote>or fuel supply, delivery, or transport</quote> after <quote>for utilities</quote>.</text>
				</paragraph></subsection><subsection id="HF8538562F26D42A192B87DE0F9D9ED18"><enum>(b)</enum><header>Nonbuilding applications</header><text>Section 801(a)(2) of the National Energy Conservation Policy Act (<external-xref legal-doc="usc" parsable-cite="usc/42/8287">42 U.S.C. 8287(a)(2)</external-xref>) is amended
			 by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HA069A71C22784E2BA8056D76C52E8744" style="OLC">
					<subparagraph id="H1F12E69E46074C30B63200C4BD309C56"><enum>(H)</enum><header>Nonbuilding applications</header><text>A Federal agency may enter into an energy savings performance contract under this title for the
			 purpose of reducing the costs of fuel supply, delivery, or transport for
			 nonbuilding applications, including secondary savings.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HFD31BEF7626948E5A085FC01FEA61248"><enum>(c)</enum><header>Definitions</header><text>Section 804 of the National Energy Conservation Policy Act (<external-xref legal-doc="usc" parsable-cite="usc/42/8287c">42 U.S.C. 8287c</external-xref>) is amended—</text>
				<paragraph id="H469B36F21EDC42CFBE80B439C88A2501"><enum>(1)</enum><text>in paragraph (2)(A)—</text>
					<subparagraph id="H1F37CA525F5C49BE8A7F45105AB48082"><enum>(A)</enum><text>in the matter preceding clause (i)—</text>
						<clause id="H64CE74E7A02D4C3A98BE525AF75A9BAD"><enum>(i)</enum><text>by striking <quote>or wastewater treatment</quote> and inserting <quote>wastewater treatment, or fuel supply, delivery, or transport</quote>; and</text>
						</clause><clause id="HB019F18A05004171BA54EE7342C6A1E8"><enum>(ii)</enum><text>by inserting <quote>or nonbuilding applications</quote> after <quote>federally owned facilities</quote>;</text>
						</clause></subparagraph><subparagraph id="H6FFDD0B90F9F4ED085387C3B34735485"><enum>(B)</enum><text>in clause (ii), by striking <quote>or</quote> after the semicolon at the end;</text>
					</subparagraph><subparagraph id="H7F73AED7433847CDB0BFB1BE6A175563"><enum>(C)</enum><text>in clause (iii), by inserting <quote>or</quote> after the semicolon at the end; and</text>
					</subparagraph><subparagraph id="HA9F6397D8F3D48E6BFFBE38B3E6FDD35"><enum>(D)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H59D1346F5C2A46738CD0A5CDF1C47B71" style="OLC">
							<clause id="H674E8CAFB1C742EE953D3C7CB88D02DC"><enum>(iv)</enum><text>the improved efficiency of fuel use in nonbuilding applications.</text></clause><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HEE582728630C45F291C693BC194D73CF"><enum>(2)</enum><text>in the first sentence of paragraph (3), by inserting <quote>or for the purpose of reducing the cost of fuel supply, delivery, or transport for nonbuilding
			 applications</quote> before the period at the end; and</text>
				</paragraph><paragraph id="HC9D381BE915543DAA376C15088077CBC"><enum>(3)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HA27E90CE0FCB45C0B69D518813FA779D" style="OLC">
						<paragraph id="H2911D7308EA648DDB254BCA88F285024"><enum>(5)</enum><header>Nonbuilding application</header><text>The term <term>nonbuilding application</term> means—</text>
							<subparagraph id="HD88BC14D5D284283A4E48D2A6D03EAA9"><enum>(A)</enum><text>any class of vehicles, devices, or equipment that—</text>
								<clause id="H869A60C8504D4D01B191D3BFB31A0042"><enum>(i)</enum><text>is transportable under the power of the applicable vehicle, device, or equipment by land, sea, or
			 air; and</text>
								</clause><clause id="H514AB5822A25486492C15A6F2BE8C47D"><enum>(ii)</enum><text>consumes energy from any fuel source for the purpose of—</text>
									<subclause id="H23368887F8CA44FF8277A92CB1958414"><enum>(I)</enum><text>that transportation; or</text>
									</subclause><subclause id="HB99866B711BA42088F0D96812661A5FF"><enum>(II)</enum><text>maintaining a controlled environment within the vehicle, device, or equipment; and</text>
									</subclause></clause></subparagraph><subparagraph id="H6936439AC7E54DED858E9F40CADA76B0"><enum>(B)</enum><text>any federally owned equipment used to generate electricity or transport water.</text>
							</subparagraph></paragraph><paragraph id="HEC43696D29F44E0297E50039C3990564"><enum>(6)</enum><header>Secondary savings</header>
							<subparagraph id="HCB499D900BCF400E9EC3489DF8C567D8"><enum>(A)</enum><header>In general</header><text>The term <term>secondary savings</term> means additional energy or cost savings that are a direct consequence of the energy savings that
			 result from the energy efficiency improvements that were financed and
			 implemented pursuant to an energy savings performance contract.</text>
							</subparagraph><subparagraph id="HEBCF89186AE24CB8A6F964B72D9009B6"><enum>(B)</enum><header>Inclusions</header><text>The term <term>secondary savings</term> includes—</text>
								<clause id="H6853999CEF2E48B687A3399915509BD9"><enum>(i)</enum><text>energy and cost savings that result from a reduction in the need for fuel delivery and logistical
			 support;</text>
								</clause><clause id="H6FD58418D31A4849AD570EE5D0BB46C4"><enum>(ii)</enum><text>personnel cost savings and environmental benefits; and</text>
								</clause><clause id="H7F12F08119A140E4918C2B719AAE230B"><enum>(iii)</enum><text>in the case of electric generation equipment, the benefits of increased efficiency in the
			 production of electricity, including revenues received by the Federal
			 Government from the sale of electricity from the production.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="HE2C19AB9852E40B3A6AAD1932D8ACABD"><enum>3.</enum><header>Authorization for research to improve military vehicle technology to increase fuel economy or
			 reduce fuel consumption of military vehicles used in combat</header>
			<subsection id="HFA2C1262A74F4D05B67457E4FA419A00"><enum>(a)</enum><header>Research authorized</header><text>The Secretary of Defense, acting through the Assistant Secretary of Defense for Research and
			 Engineering and in collaboration with the Secretary of the Army and the
			 Secretary of the Navy, may carry out research to improve military vehicle
			 technology to increase fuel economy or reduce fuel consumption of military
			 vehicles used in combat.</text>
			</subsection><subsection id="H11159AA6AE1C4724B0C462B2ED6859CE"><enum>(b)</enum><header>Previous successes</header><text>The Secretary of Defense shall ensure that research carried out under subsection (a) takes into
			 account the successes of, and lessons learned during, the development of
			 the Fuel Efficient Ground Vehicle Alpha and Bravo programs to identify,
			 assess, develop, demonstrate, and prototype technologies that support
			 increasing fuel economy and decreasing fuel consumption of light tactical
			 vehicles, while balancing survivability.</text>
			</subsection></section><section id="H32BC779FE25649D9AB1127961DCB5976"><enum>4.</enum><header>Requirement to establish repository for operational energy-related research and development efforts
			 of Department of Defense</header>
			<subsection id="H1FBDDBB25EE94EE09DBF30B55A65A98E"><enum>(a)</enum><header>Repository required</header><text>Not later than December 31, 2015, the Secretary of Defense, acting through the Assistant Secretary
			 of Defense for Research and Engineering and in collaboration with the
			 Assistant Secretary of Defense for Operational Energy Plans and Programs
			 and the Secretaries of the military departments, shall establish a
			 centralized repository for all operational energy-related research and
			 development efforts of the Department of Defense, including with respect
			 to the inception, operational, and complete phases of such efforts.</text>
			</subsection><subsection id="HC520131F2BC14E82AFA8A778C279DBA4"><enum>(b)</enum><header>Internet access</header><text>The Secretary of Defense shall ensure that the repository required by subsection (a) is accessible
			 through an Internet website of the Department of Defense and by all
			 employees of the Department and members of the Armed Forces whom the
			 Secretary determines appropriate, including all program managers involved
			 in such research and development efforts, to enable improved collaboration
			 between military departments on research and development efforts described
			 in subsection (a), sharing of best practices and lessons learned relating
			 to such efforts, and reduce redundancy in such efforts.</text>
			</subsection></section><section id="HD47CB6771CDF4E7CAA2260B0B46FCCAB"><enum>5.</enum><header>Executive agent for warrior power</header><text display-inline="no-display-inline">Not later than September 31, 2014, the Secretary of Defense shall establish a Department of Defense
			 executive agent for warrior power to align and advance efforts across the
			 military services to measure and manage the research, development,
			 testing, evaluation, procurement, and fielding of man-portable tactical
			 power generation systems to power tactical communications equipment,
			 weapons systems, and other troop equipment.</text>
		</section><section id="HF8863907B94E4FA1A1D3DE94FA77F24D"><enum>6.</enum><header>Secure Energy Innovation Program</header>
			<subsection id="HFA45F5B040A542F2BAB5FB5064F2228F"><enum>(a)</enum><header>Establishment</header><text>The Secretary of Defense shall establish a program to develop and support projects designed to
			 foster secure and reliable sources of energy for military installations,
			 including incorporation of advanced energy metering, renewable energy,
			 energy storage, and redundant power systems.</text>
			</subsection><subsection id="H916A8B58DD604200A332108ABEA73013"><enum>(b)</enum><header>Metrics</header><text>The Secretary of Defense shall develop metrics for assessing the costs and benefits associated with
			 secure energy projects proposed or implemented as part of the program
			 established under subsection (a). The metrics shall take into account
			 financial and operational costs associated with sustained losses of power
			 resulting from natural disasters or attacks that damage electrical grids
			 serving military installations.</text>
			</subsection></section><section id="H276BF46273004FAE987E3B3F2CF4E90E"><enum>7.</enum><header>Authority to use Energy Savings Investment Fund for energy management initiatives</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/10/2919">Section 2919(b)(2)</external-xref> of title 10, United States Code, is amended by striking <quote>, to the extent provided for in an appropriations Act,</quote>.</text>
		</section><section id="H30807F047A744B71969B053F0512764B"><enum>8.</enum><header>Establishment of Department of Defense Alternative Fueled Vehicle Infrastructure Fund</header>
			<subsection id="H70A33E9B75754372BF8ADDD264070E95"><enum>(a)</enum><header>Establishment of Fund</header><text>There is established in the Treasury a fund to be known as the <quote>Department of Defense Alternative Fuel Vehicle Infrastructure Fund</quote> (in this section referred to as the <quote>Fund</quote>).</text>
			</subsection><subsection id="H6C4E5C3BEFD04AC9A107EAA570B0A536"><enum>(b)</enum><header>Deposits</header><text>The Fund shall consist of the following:</text>
				<paragraph id="H52D9D847CD414F09BFFFD27AB0B5E419"><enum>(1)</enum><text>Amounts appropriated to the Fund.</text>
				</paragraph><paragraph id="H1170213370694B32907820B364B01D92"><enum>(2)</enum><text>Amounts earned through investment under subsection (c).</text>
				</paragraph><paragraph id="H7AC1B55BCF2D4763A77DBCE7D94B9E9D"><enum>(3)</enum><text>Any other amounts made available to the Fund by law.</text>
				</paragraph></subsection><subsection id="H14FBF1536B624202B6E4BB2D82669819"><enum>(c)</enum><header>Investments</header><text>The Secretary shall invest any part of the Fund that the Secretary decides is not required to meet
			 current expenses. Each investment shall be made in an interest-bearing
			 obligation of the United States Government, or an obligation that has its
			 principal and interest guaranteed by the Government, that the Secretary
			 decides has a maturity suitable for the Fund.</text>
			</subsection><subsection id="H34A9871C43934E349A04865C9564D193"><enum>(d)</enum><header>Use of funds</header><text>Amounts in the Fund shall be available to the Secretary, acting through the Under Secretary of
			 Defense for Acquisition, Training, and Logistics, to install, operate, and
			 maintain alternative fuel dispensing stations for use by alternative
			 fueled vehicles of the Department of Defense and other infrastructure
			 necessary to fuel alternative fueled vehicles of the Department.</text>
			</subsection><subsection id="H6D5D8317074F4D3B8AABC79C5FA7F6E7"><enum>(e)</enum><header>Private use</header><text>The Secretary may make alternative fuel dispensed through alternative fuel dispensing stations of
			 the Department available to employees of the Department and members of the
			 Armed Forces for private use.</text>
			</subsection><subsection id="H8B1EAEB28E174AF1999D2A4D097FAFF8"><enum>(f)</enum><header>Definitions</header><text>In this section:</text>
				<paragraph id="H044CE7DB6294488FBBFEA502DD513771"><enum>(1)</enum><header>Alternative fuel</header><text>The term <term>alternative fuel</term> has the meaning given such term in <external-xref legal-doc="usc" parsable-cite="usc/49/32901">section 32901</external-xref> of title 49, United States Code.</text>
				</paragraph><paragraph id="HC4510C8838C14CE8B9B25587F7B6C197"><enum>(2)</enum><header>Alternative fueled vehicle</header><text>The term <term>alternative fueled vehicle</term> means a vehicle that operates on alternative fuel.</text>
