		<section id="HE48001DEC17E40E4ADD269CC254BACEB" section-type="section-one"><enum>1.</enum><header>Short title</header>
			<text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Parental Protection Act</short-title></quote>.</text></section><section id="id3CF2130D08EC4E89B8B50F753C47AC69" section-type="subsequent-section"><enum>2.</enum><header>Congressional findings</header><text display-inline="no-display-inline">Congress finds:</text><paragraph id="id99F200EF0DDD4FF7909D5B8F20C38FC9"><enum>(1)</enum><text>The rates in the diagnosis of psychiatric disorders in children and the prescription of
			 psychotropic medication to children has increased dramatically in recent
			 years.</text></paragraph><paragraph id="id9D6D60D7AD354F039F2088AB0640CB3F"><enum>(2)</enum><text>Nearly 70 percent of the Diagnostic and Statistical Manual of Mental Disorders (DSM–V) task force
			 members report having ties to the pharmaceutical industry.</text></paragraph><paragraph id="idE931E2EE934441C5BDC63D2035737D97"><enum>(3)</enum><text>Many medical institutions are allowed to include wards of the State in research that presents
			 greater than minimal risk with no prospect of direct benefit for the
			 research subject.</text></paragraph><paragraph id="idA558D455108D4DFC8BA7947DCB7A3826"><enum>(4)</enum><text>There is a misuse of federally allocated funds to violate the First and Fourteenth Amendment rights
			 of children and wards of the State.</text></paragraph></section><section id="id84DAC0F457E444A88CEDEBAA23A75970"><enum>3.</enum><header>General authorization</header><text display-inline="no-display-inline">The Department of Health and Human Services shall withhold all monies from State agencies or
			 entities, hospitals, and medical facilities that—</text><paragraph id="idC372656F6ED148FB8DF45CC3926553E9"><enum>(1)</enum><text>allow research presenting greater than minimal risk to minors, juveniles, or wards of the State;</text></paragraph><paragraph id="id049FB6BE150F4EF5A5FF9BEFFC769A65"><enum>(2)</enum><text>deny Fourteenth Amendment rights to the parents or child; or</text></paragraph><paragraph id="idD8251BB24CC84836AFC373019BDF2A0A"><enum>(3)</enum><text>investigate parents or charge them with medical neglect, or remove children from the parents’
			 custody when in disagreement with a subjective diagnosis involving
			 psychotropic drugs.</text></paragraph></section><section id="id23425C9ED7C8489A9BCA171E943C7E2D"><enum>4.</enum><header>Enforcement</header><text display-inline="no-display-inline">The Department of Health and Human Services and the Attorney General shall enforce the provisions
			 of section 4.</text></section><section id="idEA94724407334079843ABF0E7C8DAE6D"><enum>5.</enum><header>Effective date</header><text display-inline="no-display-inline">The provisions of this Act shall take effect immediately upon enactment.</text></section></legis-body>
