		<section id="H0D981920F61F4FB59A7FE54B88288D8E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>She Is Ready Act</short-title></quote>.</text>
		</section><section id="H802F60026A184CED8CD0CABE9E2B4C52"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following findings:</text>
			<paragraph id="HE0FD5238D9B941C6A7D547939F92126F"><enum>(1)</enum><text>On January 24, 2013, Secretary of Defense Leon Panetta and Chairman of the Joint Chiefs of Staff
			 Martin Dempsey rescinded the 1994 Direct Ground Combat Definition and
			 Assignment Rule and directed the Armed Forces to open closed occupations,
			 positions, and units to female members of the Armed Forces no later than
			 January 1, 2016.</text>
			</paragraph><paragraph id="H0F1FE2ACB213476EAF88074C9A2B662E"><enum>(2)</enum><text display-inline="yes-display-inline">The rescission of the 1994 policy was based on the knowledge that success in the Armed Forces
			 results solely from a member’s ability, qualifications, and performance,
			 and the decision to rescind the policy is consistent with America’s values
			 and enhances military readiness.</text>
			</paragraph><paragraph id="HD3B0AE9F84524B56A3620A222D2E9574"><enum>(3)</enum><text>The change in policy is reflective of the <quote>on the ground</quote> reality that female members of the Armed Forces, particularly in Iraq and Afghanistan, have been
			 serving in combat.</text>
			</paragraph><paragraph id="HB724992D5C834510A0D1B8662CB4DE25"><enum>(4)</enum><text display-inline="yes-display-inline">A directive from the Chairman of the Joint Chiefs of Staff requires the development, review, and
			 validation of gender-neutral occupational standards <quote>reflecting the knowledge, skills and abilities necessary for each occupation</quote> to be used to assess and assign members not later than September 2015.</text>
			</paragraph><paragraph id="H8E39DB8589584445868958999337CAEB"><enum>(5)</enum><text display-inline="yes-display-inline">There are concerns in regards to the lack of transparency and the type of research the Armed Forces
			 are planning and pursuing in opening closed occupations, positions, and
			 units to female members of the Armed Forces.</text>
			</paragraph><paragraph id="HC6901F78C557469D97EF5AD8A2955641"><enum>(6)</enum><text display-inline="yes-display-inline">The largest number of closed occupations, positions, and units are in the Army and Marine Corps.
			 The Department of Defense announced its intention, pursuant to the January
			 2013 Directives, to open for assignment of female members of the Armed
			 Forces thousands of previously closed positions and units, but thousands
			 of positions and units remain closed female members of the Armed Forces.</text>
			</paragraph></section><section id="H561CC094071046F38203DDC1F5080CCF"><enum>3.</enum><header>Removal of artificial barriers to the service of women in the Armed Forces</header>
			<subsection id="H89A622E3E46E4157B172AA2C29B5BF40"><enum>(a)</enum><header>Prompt assignment</header>
				<paragraph id="H062FA2D25AC247E582D34D8696C3BF09"><enum>(1)</enum><header>Cadre or Critical Mass Not Required</header><text display-inline="yes-display-inline">The Secretaries of the military departments shall not unduly delay the assignment of female members
			 of the Armed Forces to military occupational specialties, positions, and
			 units because of the absence of a cadre or critical mass of female members
			 available for such assignment.</text>
				</paragraph><paragraph id="H181D7E007B56415C8D427A8ED49F31B5"><enum>(2)</enum><header>Open occupation precedence</header><text display-inline="yes-display-inline">As soon as possible after the date of the enactment of this Act, the Secretary of Defense shall
			 direct the Secretaries of the military departments to open for assignment
			 of women to all positions in occupations that, on or after the date of the
			 enactment of this Act, are open to female members of the Armed Forces in
			 any unit of the Armed Forces.</text>
				</paragraph></subsection><subsection id="H3D7FFAB21314497688D3FA411CCF5665"><enum>(b)</enum><header>Validation and oversight of gender-Neutral occupational standards</header>
				<paragraph id="HB94BB7620B1E40BEBACF3E191B31F361"><enum>(1)</enum><header>Validation; purpose</header><text display-inline="yes-display-inline">As soon as possible after the date of the enactment of this Act, the Secretary of Defense shall
			 direct the Secretary of each military department to validate the
			 gender-neutral occupational standards used by the Armed Forces under the
			 jurisdiction of that Secretary for the purpose of ensuring that the
			 standards—</text>
					<subparagraph id="HCCB4689722944394BFC104C3753FD001"><enum>(A)</enum><text display-inline="yes-display-inline">are consistent with section 543 of the National Defense Authorization Act for Fiscal Year 1994
			 (<external-xref legal-doc="public-law" parsable-cite="pl/103/160">Public Law 103–160</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/10/113">10 U.S.C. 113</external-xref> note), as amended by section 523 of the
			 National Defense Authorization Act for Fiscal Year 2014 (Public Law
			 113–66; 127 Stat. 756), which requires gender-neutral occupational
			 standards, requiring performance outcome-based standards for the
			 successful accomplishment of the necessary and required specific tasks
			 associated with the qualifications and duties performed;</text>
					</subparagraph><subparagraph id="HF43EAE50BF9E4F7E92A9C30199C47A6E"><enum>(B)</enum><text>accurately predict performance of actual, regular, and recurring duties of a military occupation;
			 and</text>
					</subparagraph><subparagraph id="HBF2590A65A554CEABD10E0A37E1C303F"><enum>(C)</enum><text>are applied equitably to measure individual capabilities.</text>
					</subparagraph></paragraph><paragraph id="H06947C24A8C447A3A4CFA56FEE38B8A5"><enum>(2)</enum><header>Role of independent research entity</header><text display-inline="yes-display-inline">The Secretaries of the military departments shall work with an independent research entity to
			 comply with paragraph (1).</text>
				</paragraph></subsection></section><section id="H64131F77C08B4E23BDC225395B43A9C3"><enum>4.</enum><header>Improved leadership and responsiveness in implementation of the women in service implementation
			 plan</header>
			<subsection id="HE68C45EA4301459CA20E984F3A8B8D44"><enum>(a)</enum><header>Transparency and goals</header><text display-inline="yes-display-inline">The Secretary of Defense shall direct the Secretaries of the military departments to provide
			 greater transparency of its women in service implementation plan, ensure
			 that a statement of administration policy is created to reflect the
			 mission of the implementation plan and its intent on responsibly opening
			 all jobs, positions and units to female members of the Armed Forces.</text>
			</subsection><subsection id="HD6E7339CF2E144A1AC898CB8EF33983D"><enum>(b)</enum><header>Response and notice of openings</header><text display-inline="yes-display-inline">The Office of the Secretary of Defense shall promptly respond whenever the Secretary of a military
			 department submits a notice of newly opened jobs, positions, of units to
			 female members of the Armed Forces and avoid any delays in transmitting
			 such notices to Congress.</text>
			</subsection><subsection id="H1DB9AA179EAA455CB3D62F8F13A71672"><enum>(c)</enum><header>Final deadline</header><text display-inline="yes-display-inline">The Secretary of Defense shall ensure all closed positions and units are open to female members of
			 the Armed Forces no later than January 1, 2016, consistent with the Joint
			 Memorandum issued on January 24, 2013, regarding the elimination of the
			 1994 Direct Ground Combat Definition and Assignment Rule.</text>
			</subsection></section><section id="HBEB1BA58BE8844AA8249A4CF2889C841"><enum>5.</enum><header>Effective evaluation of physical standards and oversight of Armed Forces implementation plans</header>
			<subsection id="H067171393F3E40129D73D5F315773201"><enum>(a)</enum><header>Navy and marine corps</header>
				<paragraph id="HBCA00CD167184DD9AAC17B0C60709D2D"><enum>(1)</enum><header>Validation of physical standards</header><text display-inline="yes-display-inline">As soon as possible after the date of the enactment of this Act, the Secretary of the Navy shall
			 provide Congress with information on what process and metrics were used to
			 validate the physical standards applicable to members of the Navy and the
			 Marine Corps.</text>
				</paragraph><paragraph id="H2D093130A04D4D6B8005987ECDE258BF"><enum>(2)</enum><header>Infantry Training Courses</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of the Navy shall
			 provide Congress with information in regards to the Marine Corps research
			 involving female members of the Marine Corps who volunteer for the
			 Infantry Officers Course (IOC), the enlisted infantry training course
			 (ITB), and the Ground Combat Element Experimental Task Force (GCEXTF) for
			 the purpose of—</text>
					<subparagraph id="H215796D606474B5AAB4840877092F720"><enum>(A)</enum><text display-inline="yes-display-inline">determining what metrics the Marine Corps used to develop the research requirements and elements
			 for the Marine Corps Expanded Entry-Level Training Research;</text>
					</subparagraph><subparagraph id="H8BD76AB1DFFC43F696BA312DB1CF7944"><enum>(B)</enum><text>indicating what is being evaluated during these research studies, along with how long both research
			 studies will last;</text>
					</subparagraph><subparagraph id="H22034F24F2EC4385A70604757F5FBA81"><enum>(C)</enum><text>identifying how data gathered during the research studies will be used to open infantry and other
			 closed occupations; and</text>
					</subparagraph><subparagraph id="H5CC8B14D732F43CEBE4B40C377EA805A"><enum>(D)</enum><text display-inline="yes-display-inline">assuring that infantry and other closed occupations will not remain closed based on physical tests
			 that have not been validated or any other improper evaluation mechanisms.</text>
					</subparagraph></paragraph><paragraph id="H3A13F8E162724844B69D3F73075060D5"><enum>(3)</enum><header>Enlisted infantry course graduates</header><text display-inline="yes-display-inline">Effective upon the enactment of this Act, any female member of the Marine Corps who graduates from
			 the enlisted infantry course shall be eligible for assignment to an
			 infantry occupational specialty.</text>
				</paragraph></subsection><subsection id="H1BCFFE4373824095A2AF6FDC346F1D55"><enum>(b)</enum><header>Army</header><text display-inline="yes-display-inline">Effective upon the enactment of this Act, the Secretary of the Army shall permit female members of
			 the Army to apply to Army Ranger School as Ranger School is not solely
			 intended for members of the Army who plan to join the Ranger Regiment, but
			 is also intended to provide leadership training opportunities that members
			 can utilize in all jobs, positions, and units.</text>
			</subsection><subsection id="HE299BB32E7E34D9C84D161A58B499D26"><enum>(c)</enum><header>Special Operations Command</header><text display-inline="yes-display-inline">The Secretary of Defense shall direct the Special Operations Command to submit to Congress, not
			 later than 90 days after the date of the enactment of this Act, the type
			 of approach and methodology it will be using for the integration of women
			 into the Special Operations Forces.</text>
			</subsection></section><section id="HD7553D63CC284544AC910F4C15DCB844"><enum>6.</enum><header>Female personal protection gear</header><text display-inline="no-display-inline">The Secretary of Defense shall direct each Secretary of a military department to take immediate
			 steps to ensure that properly designed and fitted combat equipment is
			 available and distributed to female members of the Armed Forces under the
			 jurisdiction of that Secretary.</text>
		</section><section id="HA164C0A4F57B4C8EB97744CB467C7D8E"><enum>7.</enum><header>Review of outreach and recruitment efforts focused on officers</header>
			<subsection id="HC9C23DE14E2C45DD8B934BE0ABFF0CFA"><enum>(a)</enum><header>Review required</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a review of Services’ Outreach and
			 Recruitment Efforts gauged toward women representation in the officer
			 corps.</text>
			</subsection><subsection id="H67833DC4A77F47C38FD5A6EB556E26A4"><enum>(b)</enum><header>Elements of Review</header><text>In conducting the review under subsection (a), the Secretary of Defense shall—</text>
				<paragraph id="H0EE32900603945F48D7E8602212E98CB"><enum>(1)</enum><text>identify and evaluate current initiatives the Armed Forces are using to increase accession of women
			 into the officer corps;</text>
				</paragraph><paragraph id="H1551A4C5A40C4BA4BA283B14DE21A823"><enum>(2)</enum><text>identify new recruiting efforts to increase accessions of women into the officer corps specifically
			 at the military service academies, Officer Candidate Schools, Officer
			 Training Schools, the Academy of Military Science, and Reserve Officer
			 Training Corps; and</text>
				</paragraph><paragraph id="HD707467F5A44444B80DA996091BB024E"><enum>(3)</enum><text display-inline="yes-display-inline">identify efforts, resources, and funding required to increase military service academy accession by
			 an additional 20 percent by the end of the four-year period beginning on
			 the date of the enactment of this Act.</text>
				</paragraph></subsection><subsection id="H96BA5443ECD74BEB94A3130A0FB65D07"><enum>(c)</enum><header>Submission of results</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Comptroller General shall
			 submit to Congress a report containing the results of the review under
			 subsection (a).</text>
