		<section id="HD0AAAC29E741401480FE98D6ED63891F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Getting into Researching, Learning, &amp; Studying of STEM Act of 2014</short-title></quote> or the <quote>GIRLS–STEM Act of 2014</quote>.</text>
		</section><section id="HF1B2D00B43A449B3A840590738761340"><enum>2.</enum><header>Grants to prepare females for the 21st century</header>
			<subsection id="H64DC78DFD19048EABB8452401735E7E4"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title V of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7201">20 U.S.C. 7201 et seq.</external-xref>) is amended
			 by adding at the end the following:</text>

					<part id="H28C2D13C9AB54EC3872BDFD9C79FE99C"><enum>E</enum><header>Preparing Female Students for the 21st Century</header>
						<section id="HAAD5273D94F146C9A8BC8B52DB5F53C0"><enum>5701.</enum><header>Program authority</header>
							<subsection id="H98BE2858DB314CA49D98B9C53BC52760"><enum>(a)</enum><header>In general</header><text>From funds provided under section 5702, the Secretary may provide grants to eligible local
			 educational agencies to enable elementary schools and secondary schools
			 served by the agencies to establish and implement a program to—</text>
								<paragraph id="HB0E56AD7241141B5A3108DF0094B3225"><enum>(1)</enum><text display-inline="yes-display-inline">encourage the ongoing interest of female students in careers requiring skills in science,
			 mathematics, engineering, or technology at all levels of the career
			 pathway, including at the technician level; and</text>
								</paragraph><paragraph id="H840C3BEA0CC34547B409A61B0CD8A7E5"><enum>(2)</enum><text display-inline="yes-display-inline">prepare female students to pursue industry-recognized credentials, such as certificates, licenses,
			 undergraduate, and graduate degrees, needed to pursue a career in the
			 science, mathematics, engineering, or technology field.</text>
								</paragraph></subsection><subsection id="HECF4BC3B165D4D589AC769F5DA535F7D"><enum>(b)</enum><header>Grant awards</header><text>A grant awarded under this part shall be awarded in 4 school year increments.</text>
							</subsection><subsection id="H38438389AE52468799B9FDD4A01ABF7C"><enum>(c)</enum><header>Application</header>
								<paragraph id="H09D8D032EE764214A8943FB5F42CBBD9"><enum>(1)</enum><header>In general</header><text>To be eligible to receive a grant, or enter into a contract or cooperative agreement, under this
			 part an eligible local educational agency shall submit an application to
			 the Secretary at such time and in such manner as the Secretary may
			 require.</text>
								</paragraph><paragraph id="HB2187AC5D3BA48B6A4DC045ABD6FA8EC"><enum>(2)</enum><header>Contents</header><text>The application shall contain, at a minimum, the following:</text>
									<subparagraph id="HBF4801960C1146FF9541872E4C9542E4"><enum>(A)</enum><text>A program description, including the content of the program and the research and models used to
			 design the program.</text>
									</subparagraph><subparagraph id="H04239565B90445B7B616E1BC98AB596E"><enum>(B)</enum><text>A description of the collaboration between elementary schools and secondary schools to fulfill
			 goals of the program and how the eligible local educational agency will
			 ensure that there is a comprehensive plan to improve science, mathematics,
			 engineering, and technology education for female students in kindergarten
			 through grade 12.</text>
									</subparagraph><subparagraph id="HC1F79DBCD4674A2882765CB680171CAF"><enum>(C)</enum><text>A description of the process for recruitment and selection of participants.</text>
									</subparagraph><subparagraph id="HDE11EAE6E9314DFA83D891D877A11666"><enum>(D)</enum><text>A description of the planned instructional and motivational activities.</text>
									</subparagraph><subparagraph id="H8B71517AA2F347519E765CB2F62DBC1D"><enum>(E)</enum><text>A description of any collaboration among local, regional, or national institutions and
			 organizations that will be necessary to fulfill the goals of the program.</text>
									</subparagraph></paragraph><paragraph id="H7D7B64B0F3B745F8A45B69E14F415D9E"><enum>(3)</enum><header>Consideration</header><text>In selecting an eligible local educational agency to receive a grant under this part, the Secretary
			 shall consider the application of each eligible local educational agency
			 that demonstrates that the agency will use the grant funds to carry out
			 the activities described in subsection (d).</text>
								</paragraph></subsection><subsection id="H27B4A5478AEB49E2A0AE6721F0F9D2FB"><enum>(d)</enum><header>Use of funds</header><text>An eligible local educational agency shall use a grant received under this section to carry out the
			 following:</text>
								<paragraph id="H4D2CA59E76A24C69BC3C418D309D196D"><enum>(1)</enum><text>Acquainting female students with careers requiring skills in science, mathematics, engineering, and
			 technology, and preparing such students for pursuing careers in such
			 areas, including careers in such areas at the technician level.</text>
								</paragraph><paragraph id="HDD3777709B5340F1BC48232475DD6982"><enum>(2)</enum><text>Educating the parents of female students about the opportunities and advantages of science,
			 mathematics, engineering, and technology careers.</text>
								</paragraph><paragraph id="H962321CF2A454DFA98257CD4F9807837"><enum>(3)</enum><text>Providing tutoring and mentoring programs for female students in science, mathematics, engineering,
			 and technology.</text>
								</paragraph><paragraph id="H414DB01E8DD7455AB16BBB6C52C1B78F"><enum>(4)</enum><text display-inline="yes-display-inline">Establishing partnerships and other opportunities that expose female students to role models,
			 events, academic programs, or career and technical education programs in
			 the fields of science, mathematics, engineering, and technology.</text>
								</paragraph><paragraph id="H7589EBA7D58048CCA629C954D692354A"><enum>(5)</enum><text>Providing after-school activities designed to encourage interest, and develop skills of female
			 students, in science, mathematics, engineering, and technology.</text>
								</paragraph><paragraph id="HB67395E003A5456684183619B640AA2B"><enum>(6)</enum><text>Carrying out summer programs designed to assist female students in—</text>
									<subparagraph id="HB449BBA08F744C6FA2AB368797D21EEF"><enum>(A)</enum><text>developing an interest and skills in; and</text>
									</subparagraph><subparagraph id="HB9414257596542C8AFC894B1353D0124"><enum>(B)</enum><text>understanding the relevance and significance of, science, mathematics, engineering, and technology.</text>
									</subparagraph></paragraph><paragraph id="H13276AB9C6D14537939FD1A6043947BC"><enum>(7)</enum><text>Purchasing educational instructional materials, equipment, and instrumentation or software designed
			 to teach and encourage interest of female students in science,
			 mathematics, engineering, and technology.</text>
								</paragraph><paragraph id="H02AA9FF71A2741269FF6034C3576A918"><enum>(8)</enum><text display-inline="yes-display-inline">Providing academic and career counseling services and assistance in secondary school course
			 selection that encourages female students to take courses that provide
			 preparation for postsecondary education, and experiential learning
			 opportunities (such as apprenticeships, mentorships, internships), in the
			 areas of science, technology, engineering, and mathematics.</text>
								</paragraph><paragraph id="H16DF36E1E34849A7B72580B4E069B633"><enum>(9)</enum><text>Facilitating internships in science, mathematics, engineering, or technology for female students.</text>
								</paragraph><paragraph id="H17D9F40B99E34CCDAE6321D1EC858EAC"><enum>(10)</enum><text>Providing professional development for teachers and other school personnel that includes—</text>
									<subparagraph id="H742DBC7023644701A00AC9629D34B7E0"><enum>(A)</enum><text>topics on how to eliminate gender bias in the classroom;</text>
									</subparagraph><subparagraph id="H51A53733EE3143A9B40BA500C3A242A5"><enum>(B)</enum><text display-inline="yes-display-inline">topics on how to engage students in the face of gender-based peer pressure and parental
			 expectations; and</text>
									</subparagraph><subparagraph id="H299577EB01124E02BCC6116B38839C63"><enum>(C)</enum><text display-inline="yes-display-inline">increased instructional strategies and content knowledge of science, mathematics, engineering, and
			 technology.</text>
									</subparagraph></paragraph></subsection><subsection id="HEE773C0B6D644D12974FBF12C0D35376"><enum>(e)</enum><header>Supplement, not supplant</header><text>The Secretary shall require each eligible local educational agency receiving a grant under this
			 part to supplement, and not to supplant, any other assistance or funds
			 made available from non-Federal sources for the activities assisted under
			 this part.</text>
							</subsection><subsection id="H45D353F8925F4DA68B2A4B5BA88039A6"><enum>(f)</enum><header>Evaluations</header><text display-inline="yes-display-inline">Each eligible local educational agency that receives a grant under this part shall provide the
			 Secretary, at the conclusion of every school year during which the funds
			 are received, with an evaluation assessing the improvements made in the
			 areas described in subsection (a), in a form prescribed by the Secretary.</text>
							</subsection><subsection id="H4E9993DB72A74FB483E1C82EE899205C"><enum>(g)</enum><header>Eligible local educational agency defined</header><text>For purposes of this part, the term <quote>eligible local educational agency</quote> means a local educational agency that serves underrepresented or low-income students.</text>
							</subsection></section><section id="HE997762DC7B04E8D914D337C250840BC"><enum>5702.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to carry out this part $50,000,000 for fiscal year 2015
			 through 2019.</text></section></part><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" id="HE6EE10BC7E7647A690FC1A4C0C739F5B"><enum>(b)</enum><header>Conforming amendment</header><text>The table of contents for such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>) is amended by adding at the end of the
			 items relating to title V the following:</text>
