		<official-title>To require training for teachers in social and emotional learning programming, and for other
			 purposes.</official-title>

		<section id="H0678D1057C014BA99D25E91D5294DF68" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Emotional Learning Act</short-title></quote>.</text>
		</section><section id="HB2BF7D73DBF04E4492B4DEEB4C1548EE"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds as follows:</text>
			<paragraph id="HD4A2AA2E8D874D4BBDBA4209BC83E016"><enum>(1)</enum><text>A positive, healthy school community where children thrive and grow, both intellectually and
			 emotionally, takes purposeful and thoughtful planning. Students who
			 develop personal strengths like grit, perseverance, concern for others,
			 and positive academic mindsets become important contributors to their
			 school and community. Schools have a responsibility to nurture the
			 intrapersonal and interpersonal skills students need to navigate social
			 situations and effectively and respectfully communicate with a diverse
			 group of people.</text>
			</paragraph><paragraph id="H0ADD861DB4034586B1FC8554FE922907"><enum>(2)</enum><text>In the United States, we have always placed an emphasis on developing academically rigorous
			 curriculum, but unfortunately have not been as deliberate about imparting
			 children with important social and emotional life skills. There needs to
			 be a balance and integration between cognitive learning and social
			 emotional learning.</text>
			</paragraph><paragraph id="HA6D0BBC1A45E44F69F24FE8D003AE20A"><enum>(3)</enum><text>While not a new concept, the term <quote>social and emotional education</quote> has recently become an important focal point for many researchers, administrators, and teachers.
			 The term <quote>social and emotional learning</quote> means the process through which individuals acquire and effectively apply the knowledge,
			 attitudes, and skills necessary to understand and manage emotions, the
			 ability to set and achieve positive goals, feel and show empathy for
			 others, establish and maintain positive relationships, and make
			 responsible decisions.</text>
			</paragraph><paragraph id="H6CA5AE194F3045A6A4AA36EB3A0B03DF"><enum>(4)</enum><text>Research has shown that social and emotional learning effectively boosts student academic success
			 and fosters the very skills that are being utilized in the workforce.
			 Social and emotional learning both increases protective factors for
			 helping children learn and thrive as well as reducing risks for problems
			 in both learning and behavior. These teachable skills help children avoid
			 risky behaviors such as aggression and early drug and alcohol use and
			 provide a springboard for being a capable student, citizen, and worker.</text>
			</paragraph><paragraph id="HDC800D6B477A409A8293A55264A3C4D2"><enum>(5)</enum><text>Continued research is necessary to discover best practices and prepare educators to integrate
			 social-emotional skills into the curriculum and school culture. In
			 addition, we need to support well-designed theoretical models and
			 implementation supports in social and emotional learning. Social and
			 emotional learning should be included as a central component of our
			 education system. Federal law needs to include language that prioritizes
			 social and emotional learning for educators.</text>
			</paragraph></section><section id="HEFA23A1888BD4EDCBC84967C0C638613"><enum>3.</enum><header>Duties of the National Center for Education Research</header><text display-inline="no-display-inline">Section 133(a) of the Education Sciences Reform Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/20/9533">20 U.S.C. 9533(a)</external-xref>) is amended—</text>
			<paragraph id="H94F38003E1E040CE9591AF7166E7BA32"><enum>(1)</enum><text>in paragraph (10), by striking <quote>and</quote> at the end;</text>
			</paragraph><paragraph id="HDA288EEA6CD2477CB1EC6ABC20DAD463"><enum>(2)</enum><text>in paragraph (11), by striking the period at the end and inserting <quote>; and</quote>; and</text>
			</paragraph><paragraph id="H9D8C056816CC4043B3F02FF5C44E33B6"><enum>(3)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H604A026D7B094F109E46513BB7E03E51" style="OLC">
					<paragraph id="H9B9F6CE1D14740949CD92F5E64565B57"><enum>(11)</enum><text display-inline="yes-display-inline">carry out research initiatives regarding the impact of social and emotional education.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HB088B31BEBC64910A0C64C6750736323"><enum>4.</enum><header>Research topics of the Commissioner for Education Research</header><text display-inline="no-display-inline">Section 133(c)(2) of the Education Sciences Reform Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/20/9533">20 U.S.C. 9533(c)(2)</external-xref>) is amended by
			 adding at the end the following:</text>

				<subparagraph id="H4BCC3C9881744A56AF192D6F678561A5"><enum>(L)</enum><text display-inline="yes-display-inline">Social and emotional skills and habits.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HE58BA520E4474F279226FDA0A126BAD9"><enum>5.</enum><header>Comprehensive centers</header><text display-inline="no-display-inline">Section 203(f)(1)(A)(ii) of the Education Sciences Reform Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/20/9602">20 U.S.C. 9602(f)(1)(A)(ii)</external-xref>)
			 is amended—</text>
			<paragraph id="H9A9286B5500B42AF89D4DDCBD20D90DD"><enum>(1)</enum><text>in subclause (II), by striking <quote>and</quote> at the end; and</text>
			</paragraph><paragraph id="H8B17C0B95D634204B549547012633961"><enum>(2)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HE1CB7354422F47AB81780429C0C89E00" style="OLC">
					<subclause id="H5820A13404464A2EBE9B0956CA426718"><enum>(IV)</enum><text display-inline="yes-display-inline">imparting social and emotional life learning (as defined in section 200(24) of the Higher Education
			 Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1021">20 U.S.C. 1021</external-xref>)); and</text></subclause><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H5B4D7F5801CA4CC0B68E18A42B51CDE5"><enum>6.</enum><header>Social and emotional learning</header>
			<subsection commented="no" id="H75DBA7634B0347D6A0C80173B784DC26"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 200 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1021">20 U.S.C. 1021</external-xref>) is amended—</text>
				<paragraph commented="no" id="HDF33F543522F48A3A8EE4F1A6A9BF22A"><enum>(1)</enum><text>in paragraph (13), by inserting at the end the following: <quote>, except that such term includes a requirement that highly qualified teachers have preparation in
			 the understanding, use, and development of social and emotional learning
			 programming</quote>; and</text>
				</paragraph><paragraph commented="no" id="HEA55409AC3BE406F90176A73CD7BF12C"><enum>(2)</enum><text>by adding at the end the following:</text>

						<paragraph commented="no" id="H2D64E164488745EFB6C53C5D229C05E2"><enum>(24)</enum><header>Social and emotional learning</header>
							<subparagraph id="HA8005CE2B1CE4F758570031B934E82D1"><enum>(A)</enum><header>In general</header><text>The term <quote>social and emotional learning</quote> means the processes through which students acquire and effectively apply the following set of
			 interrelated competencies:</text>
								<clause id="HB6FCF1E06DCF4253AACE642BB8B252D0"><enum>(i)</enum><text>Self-awareness and self-management skills to achieve academic and life success.</text>
								</clause><clause id="HD846DE9F546F4AF2931E140A9FA10D78"><enum>(ii)</enum><text>Social-awareness and relationship skills to establish and maintain positive relationships.</text>
								</clause><clause id="H23A1B6D800B240889ADFE87D42C29149"><enum>(iii)</enum><text>Responsible decisionmaking skills and behavior in personal, school, and community contexts.</text>
								</clause></subparagraph><subparagraph id="H0E0894D4E92F46F18833289CEC1EC032"><enum>(B)</enum><header>Self-awareness</header><text display-inline="yes-display-inline">The term <quote>self-awareness</quote> means an individual’s ability to accurately recognize—</text>
								<clause id="HFC7B3FCED1A240ADA5B90564AA7956A0"><enum>(i)</enum><text>the individual’s own feelings and thoughts; and</text>
								</clause><clause id="HA0512BA3723047ECADF5DCDA57A9034E"><enum>(ii)</enum><text>the influence of such feelings and thoughts on the individual’s behaviors.</text>
								</clause></subparagraph><subparagraph id="HD49ECDB2329E40D09791E7F3B04CF493"><enum>(C)</enum><header>Self-management</header><text>The term <quote>self-management</quote> means an individual’s ability to—</text>
								<clause id="H28E02107F0AD4EC192CE9AB93396D177"><enum>(i)</enum><text>regulate the individual’s own emotions, cognitions, and behaviors effectively in different
			 situations; and</text>
								</clause><clause id="H505ED048E6464256BD979D76A1E6DB87"><enum>(ii)</enum><text>set and work toward personal and academic goals.</text>
								</clause></subparagraph><subparagraph id="H8FF1A799AE4D45228E19FD722F6F2777"><enum>(D)</enum><header>Social awareness</header><text>The term <quote>social awareness</quote> means an individual’s ability to—</text>
								<clause id="H50E861A6D8944DBAA267039F73DB390C"><enum>(i)</enum><text>take the perspective of and empathize with individuals from diverse backgrounds and cultures; and</text>
								</clause><clause id="H417721C1F6D54A14930F3A97655946A8"><enum>(ii)</enum><text>recognize family, school, and community resources and supports.</text>
								</clause></subparagraph><subparagraph id="H1C3202DFCAE44B0BAB4E2C61E115FAC4"><enum>(E)</enum><header>Relationship skill</header><text>The term <quote>relationship skill</quote> means an individual’s ability to establish and maintain healthy and rewarding relationships with
			 individuals from diverse backgrounds and cultures through communicating
			 clearly, listening actively, cooperating, negotiating conflict
			 constructively, and seeking and offering help when needed.</text>
							</subparagraph><subparagraph id="HA8DFA0F784F5473F8CD037819C634602"><enum>(F)</enum><header>Responsible decisionmaking skills and behavior</header><text>The term <quote>responsible decisionmaking skills and behavior</quote> means an individual’s ability to make constructive and respectful choices about personal behavior
			 and social interactions, based on consideration of ethical standards,
			 safety concerns, the realistic evaluation of consequences that stem from
			 actions, and the well-being of self and others.</text>
							</subparagraph></paragraph><paragraph id="H455FD47012A94D06BEE8FC1F9CC7E7B8"><enum>(25)</enum><header>Social and emotional learning programming</header><text display-inline="yes-display-inline">The term <quote>social and emotional learning programming</quote> refers to instruction, activities, and best practice initiatives that—</text>
							<subparagraph id="H30934F115480402084875406AAAEA29A"><enum>(A)</enum><text>integrate social and emotional learning with academic achievement;</text>
							</subparagraph><subparagraph id="H8E9B146D41EB4AC9BF2F61A8176CB2E2"><enum>(B)</enum><text>provide systematic instruction whereby social and emotional skills are taught, modeled, practiced,
			 and applied so that students use them as part of their daily behavior;</text>
							</subparagraph><subparagraph id="H20E54F9603FE44908E4DC0DAC5E3AA48"><enum>(C)</enum><text>teach students to apply social and emotional skills to prevent specific problem behaviors such as
			 substance use, violence, bullying, and school failure, and to promote
			 positive behaviors in class, school, and community activities; and</text>
							</subparagraph><subparagraph id="H6306024BD2ED4430AB4F6ECF134B5CBC"><enum>(D)</enum><text>establish safe and caring learning environments that foster student participation, engagement, and
			 connection to learning and school.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H3F12D0425EAB49E4BC84946BD14DCC17"><enum>(b)</enum><header>Teacher quality partnership grants</header><text>Section 202 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022a">20 U.S.C. 1022a</external-xref>) is amended—</text>
				<paragraph id="H7B1743B41FE7453F95DA4991B0F7E26A"><enum>(1)</enum><text>in subsection (b)—</text>
					<subparagraph id="H17AA3B8DB4254DEFB71AF9505E552C5F"><enum>(A)</enum><text>by striking the period at the end of paragraph (7)(D) and inserting <quote>; and</quote>; and</text>
					</subparagraph><subparagraph id="H014C1B4FDBE342A4A2AAB517BF94AB18"><enum>(B)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H6C0017A2C951428AB879DAAF1CF2538F" style="OLC">
							<paragraph id="H63D36FC3C52A41EB97A1D54F472D457D"><enum>(8)</enum><text display-inline="yes-display-inline">a description of how the eligible partnership will prepare prospective and new teachers and
			 principals, if applicable, to understand, use, and develop social and
			 emotional learning programming.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H38EA0C425348402C8A1DB968AA8F647F"><enum>(2)</enum><text>in subsection (e)(1)(C)—</text>
					<subparagraph id="H50D32261BE25408FACD63BA95A47393E"><enum>(A)</enum><text>by striking <quote>and</quote> at the end of clause (iii);</text>
					</subparagraph><subparagraph id="H050A2703932B4CB0900FF3A7F80C253A"><enum>(B)</enum><text>by striking the period at the end of clause (iv) and inserting <quote>; and</quote>; and</text>

					<subparagraph id="H0E7E05C6CEE040348A644689AEC2F1B6"><enum>(A)</enum><text>by striking <quote>and</quote> at the end of clause (ii);</text>
					</subparagraph><subparagraph id="HD952A79C8EFE4A26BBE4C8A901B950F9"><enum>(B)</enum><text>by striking the period at the end of clause (iii) and inserting <quote>; and</quote>; and</text>

					</subparagraph></paragraph></subsection><subsection id="H9B54840267EE4DEB9E14DE23B9DBAEB3"><enum>(c)</enum><header>Augustus Hawkins Centers of Excellence</header><text>Section 242(b)(1)(B) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1033a">20 U.S.C. 1033a(b)(1)(B)</external-xref>) is amended—</text>
				<paragraph id="H6E50FD117CF54E4C87E77FE1DCDCFD00"><enum>(1)</enum><text>in clause (i), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H944CDFC20BBC470BB8DEA0B413B243F2"><enum>(2)</enum><text>by striking the period at the end of clause (ii) and inserting <quote>; and</quote>; and</text>

				<paragraph id="H66B3E852B49F4A07B741C0E9D0C146F4"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of clause (iv); and</text>
				</paragraph><paragraph id="HF0562BAFBF7742BB854BDF8CA962BBD5"><enum>(2)</enum><text>by adding at the end the following:</text>
