		<official-title>To amend title 23, United States Code, to require a State with an increase in the number of
			 fatalities or serious injuries of pedestrians or users of nonmotorized
			 forms of transportation to include strategies to address the increase in
			 the State’s subsequent State strategic highway safety plan, and for other
			 purposes.</official-title>

		<section id="H9CB1FC5DB03044508689B7C1CC8B8C28" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Pedestrian Fatalities Reduction Act of 2014</short-title></quote>.</text>
		</section><section id="HB8C01D06D272459B90CB38D2E389C314" section-type="subsequent-section"><enum>2.</enum><header>Special rule for pedestrian safety</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/23/148">Section 148(g)</external-xref> of title 23, United States Code, is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HFC609945EFC146488756D9202F8471AC" style="USC">
				<paragraph id="HC5D50B5080EC420D817A3816F049CA3C"><enum>(3)</enum><header>Pedestrians</header>
					<subparagraph id="H04EC42BCF7374632AD7E372F0A17E0E9"><enum>(A)</enum><header>State-level increase</header><text display-inline="yes-display-inline">If the number of fatalities or serious injuries of pedestrians or users of nonmotorized forms of
			 transportation in a State increases per capita during the most recent
			 2-year period for which data are available, the State shall be required to
			 include, in the State’s subsequent State strategic highway safety plan,
			 strategies to address the increase in such number.</text>
					</subparagraph><subparagraph id="HBB3012DFD16F43BE9F008445D94B2051"><enum>(B)</enum><header>County-level increase</header><text display-inline="yes-display-inline">If the number of fatalities or serious injuries of pedestrians or users of nonmotorized forms of
			 transportation in a county of a State increases per capita over the most
			 recent 2-year period, the State shall be required to include, in the
			 State’s subsequent State strategic highway safety plan, strategies to
			 address the increase in such number in that county.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H6F307C3039C94C4D9977F9797017366F"><enum>3.</enum><header>Additional consideration for strategic highway safety plans</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/23/148">Section 148(d)(1)(B)</external-xref> of title 23, United States Code, is amended—</text>
			<paragraph id="H576770CC14F742D2B35D51DC35E72C00"><enum>(1)</enum><text display-inline="yes-display-inline">in clause (vii) by striking “and” at the end;</text>
			</paragraph><paragraph id="H4FA3E49718AD42B49E5E30E86EAA7D11"><enum>(2)</enum><text>in clause (viii) by striking the period at the end and inserting “; and”; and</text>
			</paragraph><paragraph id="HA991A9007A3D45AE953918DBF3DCCF40"><enum>(3)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H524B80397F434B53A24960CDDE8A0B3D" style="USC">
					<clause id="HBD2A7F99C4064F2A95DE88630BF15C19"><enum>(ix)</enum><text display-inline="yes-display-inline">data on fatalities and injuries of pedestrians and users of nonmotorized forms of transportation.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H8E12179DA46F4BD0B43F1DCB333C673D"><enum>4.</enum><header>Model inventory of roadway elements</header><text display-inline="no-display-inline">Section 148(f)(2)(A) is amended by striking <quote>roadway safety</quote> and inserting <quote>roadway safety, including elements that improve safety for pedestrians and users of nonmotorized
			 forms of transportation</quote>.</text>
