		<section id="id45B0FADDEEB74D8EB0A78A8797C9857C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>The Stop Punishing Innocent Taxpayers Act</short-title></quote>.</text></section><section id="H24D76DBCD81A4698BAE816DB3036F269" section-type="subsequent-section"><enum>2.</enum><header>Restoration of statute of limitations</header>
			<subsection id="H8FD31E4AE543429794C25E4BDC9002CF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/31/3716">Section 3716(e)</external-xref> of title 31, United States Code, is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H0D95A9D2FD2A4072996DE8D74EDC8384" style="USC">
					<subsection id="H10FC307DBC3245A0A92507E09C4825DA"><enum>(e)</enum><text display-inline="yes-display-inline">This section does not apply—</text>
						<paragraph id="H9DED931F95C64639A8F983A01DE56305"><enum>(1)</enum><text display-inline="yes-display-inline">to a claim under this subchapter that has been outstanding for more than 10 years; or</text>
						</paragraph><paragraph id="H218BA88CA68046D4B0600DFD95E8AD6B"><enum>(2)</enum><text>when a statute explicitly prohibits using administrative offset or setoff to collect the claim or
			 type of claim involved.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HA3BAC1AA5BE8494199EC3900498C217F"><enum>(b)</enum><header>Retroactivity</header><text>In the administration of <external-xref legal-doc="usc" parsable-cite="usc/31/3716">section 3716(e)</external-xref> of title 31, United States Code, the following provisions
			 of law shall be treated as if they had never been enacted:</text>
				<paragraph id="H4BFB5D460EDD4F29889C0C86EC0FC88C"><enum>(1)</enum><text>Section 14219 of the Food, Conservation, and Energy Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/234">Public Law 110–234</external-xref>; 122 Stat.
			 1483), repealed as duplicative enactment by section 4 of Public Law
			 110–246 (<external-xref legal-doc="usc" parsable-cite="usc/7/8701">7 U.S.C. 8701</external-xref> note).</text>
				</paragraph><paragraph id="H8FB6127FD2EE4DF6B1326102B07A3D6B"><enum>(2)</enum><text>Section 14219 of the Food, Conservation, and Energy Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/246">Public Law 110–246</external-xref>; 122 Stat.
