		<section id="HFE428650284040139389BF9CD4861FFE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>World War I Memorial Act of 2014</short-title></quote>.</text>
		</section><section id="HACFAE57E8B5E4CB69A8169D6FD3EE882"><enum>2.</enum><header>Designation of National World War I Museum and Memorial in Kansas City, Missouri</header>
			<subsection id="HBEE4F4B48EB8412BA50C4BAD04CEEAFA"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">The Liberty Memorial of Kansas City at America’s National World War I Museum in Kansas City,
			 Missouri, is hereby designated as the <quote>National World War I Museum and Memorial</quote>.</text>
			</subsection><subsection id="H143CC8975E244F3DABDB94C5B3CC9454"><enum>(b)</enum><header>Ceremonies</header><text display-inline="yes-display-inline">The World War I Centennial Commission (in this Act referred to as the <quote>Commission</quote>) may plan, develop, and execute ceremonies to recognize the designation of the Liberty Memorial of
			 Kansas City as the National World War I Museum and Memorial.</text>
			</subsection></section><section id="H34AEA1940F0F48659E3C1CB362954DAB"><enum>3.</enum><header>Redesignation of Pershing Park in the District of Columbia as the National World War I Memorial and
			 enhancement of commemorative work</header>
			<subsection id="H55DD4D474E0F4DC6B3DEA6EEBF1D46CC"><enum>(a)</enum><header>Redesignation</header><text display-inline="yes-display-inline">Pershing Park in the District of Columbia is hereby redesignated as the <quote>National World War I Memorial</quote>.</text>
			</subsection><subsection id="H5566AF1CB0F24453B17A16F94A67B263"><enum>(b)</enum><header>Ceremonies</header><text display-inline="yes-display-inline">The Commission may plan, develop, and execute ceremonies for the rededication of Pershing Park, as
			 it approaches its 50th anniversary, as the National World War I Memorial
			 and for the enhancement of the General Pershing Commemorative Work as
			 authorized by subsection (c).</text>
			</subsection><subsection id="HF0A1612A88334F7EBEE3D4701CB5666E"><enum>(c)</enum><header>Authority To enhance commemorative work</header>
				<paragraph id="H81897EDE0C2647A0BF4CC34D642A11EA"><enum>(1)</enum><header>In General</header><text>The Commission may enhance the General Pershing Commemorative Work by constructing on the land
			 designated by subsection (a) as the National World War I Memorial
			 appropriate sculptural and other commemorative elements, including
			 landscaping, to further honor the service of members of the United States
			 Armed Forces in World War I.</text>
				</paragraph><paragraph id="H50D511ABB9954ED2A554FEC0BC40C7DF"><enum>(2)</enum><header>General Pershing Commemorative Work defined</header><text display-inline="yes-display-inline">The term <quote>General Pershing Commemorative Work</quote> means the memorial to the late John J. Pershing, General of the Armies of the United States, who
			 commanded the American Expeditionary Forces in World War I, and to the
			 officers and men under his command, as authorized by <external-xref legal-doc="public-law" parsable-cite="pl/89/786">Public Law 89–786</external-xref> (80
			 Stat. 1377).</text>
				</paragraph></subsection><subsection commented="no" id="H1167724020CD4005B7AC438F2D0FED66"><enum>(d)</enum><header>Compliance with standards for commemorative works</header>
				<paragraph commented="no" id="H63B5A845281B4AB093276276A4D131CD"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in paragraph (2), <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/89">chapter 89</external-xref> of title 40, United States Code, applies to the
			 enhancement of the General Pershing Commemorative Work under subsection
			 (c).</text>
				</paragraph><paragraph commented="no" id="H7C2EBA0E5E384B6F9F63F94FE282D350"><enum>(2)</enum><header>Waiver of certain requirements</header>
					<subparagraph id="H5CA3A19644BE443984BDF2A7614C33B2"><enum>(A)</enum><header>Site selection for memorial</header><text>Section 8905 of such title does not apply with respect to the selection of the site for the
			 National World War I Memorial.</text>
					</subparagraph><subparagraph id="HE3B8D02A13C54D0B9F37095F2FF8FA6A"><enum>(B)</enum><header>Certain conditions</header><text display-inline="yes-display-inline">Section 8908(b) of such title does not apply to this section.</text>
					</subparagraph></paragraph></subsection><subsection id="H5FAE8ED173904A2B8E551FC4BE4C5776"><enum>(e)</enum><header>No infringement upon existing memorial</header><text display-inline="yes-display-inline">The National World War I Memorial may not interfere with or encroach on the District of Columbia
			 War Memorial.</text>
			</subsection><subsection commented="no" id="H64501CC9BC3B4D14B839D3BF7B5D7921"><enum>(f)</enum><header>Deposit of excess funds</header>
				<paragraph id="H87DCE2BB7A2148ABB30D300F4B6D2C19"><enum>(1)</enum><header>Use for other World War I commemorative activities</header><text>If, upon payment of all expenses for the enhancement of the General Pershing Commemorative Work
			 under subsection (c) (including the maintenance and preservation amount
			 required by <external-xref legal-doc="usc" parsable-cite="usc/40/8906">section 8906(b)(1)</external-xref> of title 40, United States Code), there
			 remains a balance of funds received for such purpose, the Commission may
			 use the amount of the balance for other commemorative activities
			 authorized under the World War I Centennial Commission Act (Public Law
			 112–272; 126 Stat. 2448).</text>
				</paragraph><paragraph id="H096D13B6D5A840A48C5C86A7935FB4E6"><enum>(2)</enum><header>Use for other commemorative works</header><text display-inline="yes-display-inline">If the authority for enhancement of the General Pershing Commemorative Work and the authority of
			 the Commission to plan and conduct commemorative activities under the
			 World War I Centennial Commission Act have expired and there remains a
			 balance of funds received for the enhancement of the General Pershing
			 Commemorative Work, the Commission shall transmit the amount of the
			 balance to a separate account with the National Park Foundation, to be
			 available to the Secretary of the Interior following the process provided
			 in <external-xref legal-doc="usc" parsable-cite="usc/40/8906">section 8906(b)(4)</external-xref> of title 40, United States Code, for accounts
			 established under section 8906(b)(3) of such title.</text>
				</paragraph></subsection><subsection id="H132047EB31A04FA5A1C4E84B6D660769"><enum>(g)</enum><header>Authorization To complete construction after termination of Commission</header><text display-inline="yes-display-inline">Section 8 of the World War I Centennial Commission Act (<external-xref legal-doc="public-law" parsable-cite="pl/112/272">Public Law 112–272</external-xref>) is amended—</text>
				<paragraph display-inline="no-display-inline" id="HF43EE36181AC4E539497249182DFD907"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>The Centennial Commission</quote> and inserting <quote>Except as provided in subsection (c), the Centennial Commission</quote>; and</text>
				</paragraph><paragraph id="HA25D1DD835C64AB7B0785BB76C9FA735"><enum>(2)</enum><text>by adding at the end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H79BB8196EE6748F29A306E790D0882FC" style="OLC">
						<subsection id="H3F4A07636264483D9216AC421E60ABD1"><enum>(c)</enum><header>Exception for completion of National World War I Memorial</header><text display-inline="yes-display-inline">The Centennial Commission may perform such work as is necessary to complete the rededication of the
			 National World War I Memorial and enhancement of the General Pershing
			 Commemorative Work under section 3 of the World War I Memorial Act of
			 2014, subject to <external-xref legal-doc="usc" parsable-cite="usc/40/8903">section 8903</external-xref> of title 40, United States Code.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="HCC3A8E3F84D341CB82D89F23FF3039B6"><enum>4.</enum><header>Additional amendments to World War I Centennial Commission Act</header>
			<subsection id="HBD8CE967AA9F440BA9E19EE1E49737DE"><enum>(a)</enum><header>Ex officio and other advisory members</header><text display-inline="yes-display-inline">Section 4 of the World War I Centennial Commission Act (<external-xref legal-doc="public-law" parsable-cite="pl/112/272">Public Law 112–272</external-xref>; 126 Stat. 2449) is
			 amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H353201DAD0D84A72A5134A3198B254A7" style="OLC">
					<subsection id="HE1CF28E742524E8E96E88C902DB7AAD3"><enum>(e)</enum><header>Ex officio and other advisory members</header>
						<paragraph id="H157D5683E46B48D6AF071632E58E7034"><enum>(1)</enum><header>Powers</header><text display-inline="yes-display-inline">The individuals listed in paragraphs (2) and (3), or their designated representative, shall serve
			 on the Centennial Commission solely to provide advice and information to
			 the members of the Centennial Commission appointed pursuant to subsection
			 (b)(1), and shall not be considered members for purposes of any other
			 provision of this Act.</text>
						</paragraph><paragraph id="H45AC4ABB41974EB2B22645D68C89D3A8"><enum>(2)</enum><header>Ex officio members</header><text display-inline="yes-display-inline">The following individuals shall serve as ex officio members:</text>
							<subparagraph id="H31A75DB369BB4216B2709512AA4267E1"><enum>(A)</enum><text display-inline="yes-display-inline">The Archivist of the United States.</text>
							</subparagraph><subparagraph id="H55567A0ECADB4614A3D5A6868EBB5740"><enum>(B)</enum><text display-inline="yes-display-inline">The Librarian of Congress.</text>
							</subparagraph><subparagraph id="HEBD38B02A13B42E5B9438EE3CD0C4867"><enum>(C)</enum><text display-inline="yes-display-inline">The Secretary of the Smithsonian Institution.</text>
							</subparagraph><subparagraph id="HBEF6E9D86489471EAD62C799B6D93EA6"><enum>(D)</enum><text display-inline="yes-display-inline">The Secretary of State.</text>
							</subparagraph><subparagraph id="HA0F05DF9A9464BB2B7133C0034B479FE"><enum>(E)</enum><text display-inline="yes-display-inline">The Secretary of Veterans Affairs.</text>
							</subparagraph><subparagraph id="HA84BF9BC8B3F483184C7885B46932032"><enum>(F)</enum><text display-inline="yes-display-inline">The Administrator of General Services.</text>
							</subparagraph></paragraph><paragraph id="HC9383990056E47D39505E20DCC1DC6FD"><enum>(3)</enum><header>Other advisory members</header><text display-inline="yes-display-inline">The following individuals shall serve as other advisory members:</text>
							<subparagraph id="H5DB3C7D87EA94A978F37304226289DAB"><enum>(A)</enum><text display-inline="yes-display-inline">Four members appointed by the Secretary of Defense in the following manner: One from the Navy, one
			 from the Marine Corps, one from the Army, and one from the Air Force.</text>
							</subparagraph><subparagraph id="H6D84604F26ED4EADB5409E6F66414BA7"><enum>(B)</enum><text display-inline="yes-display-inline">Two members appointed by the Secretary of Homeland Security in the following manner: One from the
			 Coast Guard and one from the United States Secret Service.</text>
							</subparagraph><subparagraph id="H892740FE252B4326992A216D6F9C440C"><enum>(C)</enum><text display-inline="yes-display-inline">Two members appointed by the Secretary of the Interior, including one from the National Parks
			 Service.</text>
							</subparagraph></paragraph><paragraph id="H842DCAAB443A4E48AFC5D311B5C93D92"><enum>(4)</enum><header>Vacancies</header><text>A vacancy in a member position under paragraph (3) shall be filled in the same manner in which the
			 original appointment was made.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H2A941495B0C042E485DE4CE723DADCE4"><enum>(b)</enum><header>Payable rate of staff</header><text display-inline="yes-display-inline">Section 7(c)(2) of such Act (<external-xref legal-doc="public-law" parsable-cite="pl/112/272">Public Law 112–272</external-xref>; 126 Stat. 2451) is amended—</text>
				<paragraph id="H2A89CAA898AD4148B2C24357E5B613EC"><enum>(1)</enum><text>in subparagraph (A), by striking the period at the end and inserting <quote>, without regard to the provisions of chapter 51 and subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/53">chapter 53</external-xref> of title 5,
			 United States Code, relating to classification and General Schedule pay
			 rates.</quote>; and</text>
				</paragraph><paragraph id="HC8940AAF8D6E4ED4BC7F7E7780F91616"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (B), by striking <quote>level IV</quote> and inserting <quote>level II</quote>.</text>
				</paragraph></subsection><subsection id="HFDBA76C60EAF442B9EBEA3589680DE02"><enum>(c)</enum><header>Limitation on obligation of Federal funds</header>
				<paragraph id="H5183FF1735EE4A3B8EB76E5440110110"><enum>(1)</enum><header>Limitation</header><text display-inline="yes-display-inline">Section 9 of such Act (<external-xref legal-doc="public-law" parsable-cite="pl/112/272">Public Law 112–272</external-xref>; 126 Stat. 2453) is amended to read as follows:</text>

						<section id="H86444958720C4D50A81F079617AC42D5"><enum>9.</enum><header>Limitation on obligation of Federal funds</header><text display-inline="no-display-inline">No Federal funds may be obligated or expended for the designation, establishment, or enhancement of
			 a memorial or commemorative work by the World War I Centennial Commission.</text></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H353D51EADE2B4D6DA82E30E8441264D3"><enum>(2)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">Section 7(f) of such Act (<external-xref legal-doc="public-law" parsable-cite="pl/112/272">Public Law 112–272</external-xref>; 126 Stat. 2452) is repealed.</text>
				</paragraph><paragraph id="HE622266D9AE94E4B840511FE4A62081F"><enum>(3)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The item relating to section 9 in the table of contents of such Act (<external-xref legal-doc="public-law" parsable-cite="pl/112/272">Public Law 112–272</external-xref>; 126 Stat.
			 2448) is amended to read as follows:</text>
