		<section id="H2B0B6F0F592B4C458286602026707375" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Head Start Improvement Act of 2014</short-title></quote>.</text>
		</section><section id="H85D7E8EE7FB449F6B7B643AC1BFB7735"><enum>2.</enum><header>Head Start Block grants</header><text display-inline="no-display-inline">The Head Start Act (<external-xref legal-doc="usc" parsable-cite="usc/42/9831">42 U.S.C. 9831 et seq.</external-xref>) is amended—</text>
			<paragraph id="HDDA4490560EB4EA9BA11DF1C8E183B59"><enum>(1)</enum><text>in section 640, by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H95FED7AB3F184823BA50FB4DF1B381FE" style="OLC">
					<subsection id="H091F330D220A463288C8BC21B2873881"><enum>(p)</enum><text>Beginning on October 1 of the first fiscal year following the date of enactment of the Head Start
			 Improvement Act of 2014, the Secretary shall not allocate, reserve, or
			 otherwise provide funds pursuant to this section.</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H20305DCE4B164C259640C83C8B5BF916"><enum>(2)</enum><text>by inserting after section 640 the following:</text>
				<quoted-block display-inline="no-display-inline" id="H499D017A96304C0391DEF6F780F2B479" style="OLC">
					<section id="HD5765B829AE84887A7EE13FBF660426F"><enum>640A.</enum><header>Block grants to eligible grantees</header>
						<subsection id="HEADED3A234324F33BD59EA37462F9444"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this subchapter, beginning on October 1 of the first fiscal
			 year following the date of enactment of the Head Start Improvement Act of
			 2014, from the amounts appropriated to carry out this subchapter under
			 section 639 for a fiscal year, the Secretary shall award grants to
			 eligible grantees in accordance with this section.</text>
						</subsection><subsection id="HC7F3D88AA2154E35BCC56651FB05A183"><enum>(b)</enum><header>Allotments</header>
							<paragraph id="H96D59EC70F5D4FF8AD13FC2C763D1D3A"><enum>(1)</enum><header>Eligible grantee defined</header><text>In this section, the term <term>eligible grantee</term> means each of the 50 States of the United States, the District of Columbia, the Commonwealth of
			 Puerto Rico, the United States Virgin Islands, Guam, American Samoa, the
			 Commonwealth of the Northern Mariana Islands, the Republic of Palau, and
			 each of the federally recognized Indian tribes.</text>
							</paragraph><paragraph id="H909359BF702E44109925821E7C05A837"><enum>(2)</enum><header>Formula</header><text>The Secretary shall allot the amount appropriated under section 639 for a fiscal year among the
			 eligible grantees in proportion to the number of children, aged 5 and
			 younger, who reside within the eligible grantee and are from families with
			 incomes below 130 percent of the poverty line for the most recent fiscal
			 year for which satisfactory data are available, compared to the number of
			 such children who reside in all such eligible grantees for that fiscal
			 year.</text>
							</paragraph></subsection><subsection id="HECFD113AB6CB40139633B2B821A88250"><enum>(c)</enum><header>Use of funds</header>
							<paragraph id="H4BC7FC47987A45B09FA472CCE6BC46BB"><enum>(1)</enum><header>In general</header><text>An eligible grantee that receives a grant under this section shall use 100 percent of the grant
			 funds—</text>
								<subparagraph id="H5EBCF70A82D4486AAF7D3712EA8C4A08"><enum>(A)</enum><text>for prekindergarten education programs in the eligible grantee;</text>
								</subparagraph><subparagraph id="H14647435D8A749FBA7D2DB55E162C6BA"><enum>(B)</enum><text>for the administration of the programs described in subparagraph (A); and</text>
								</subparagraph><subparagraph id="H7CDC79F2C32E4077B7CBBDA3A83D2B2F"><enum>(C)</enum><text>to provide direct technical assistance, oversight, monitoring, research, and training with respect
			 to the programs described in subparagraph (A).</text>
								</subparagraph></paragraph><paragraph id="HCC0559867BF54B9995E451FA8908B39D"><enum>(2)</enum><header>Certification</header><text>The Governor, or other chief executive, of each eligible grantee that receives a grant under this
			 section shall certify that all grant funds received under this section
			 will be used to directly or indirectly provide comprehensive education and
			 related services to low-income children and their families.</text>
							</paragraph><paragraph id="H83B8AC4575DC4205A2226A59FD1BD3B1"><enum>(3)</enum><header>Eligible grantee responsibilities</header><text>An eligible grantee that receives a grant under this section shall—</text>
								<subparagraph id="HB9B3E85FD2CD45FCB30B70E42269B43D"><enum>(A)</enum><text>award subgrants to eligible entities (as defined by the eligible grantee) to enable such entities
			 to provide prekindergarten education programs in the eligible grantee;</text>
								</subparagraph><subparagraph id="HF2295A7BB36A4C58BB8FF3790ED0598E"><enum>(B)</enum><text>establish rules and standards for the entities awarded subgrants under subparagraph (A); and</text>
								</subparagraph><subparagraph id="H044523C910624D269C6B90C07D8647AB"><enum>(C)</enum><text>monitor compliance by entities awarded subgrants under subparagraph (A).</text>
								</subparagraph></paragraph><paragraph id="H2D15768FC4D3452D80A719B643A3A12E"><enum>(4)</enum><header>Flexibility</header><text>Subject to the requirements of this section, an eligible grantee that receives a grant under this
			 section shall have full flexibility to use grant funds to finance a
			 prekindergarten education provider, service, or program, including to
			 establish a portable voucher system.</text>
							</paragraph><paragraph id="H844B8E433338406898AB77113F4C165D"><enum>(5)</enum><header>Members of federally recognized indian tribes</header><text>A member of a federally recognized Indian tribe who is eligible to receive services pursuant to a
			 program funded under this section may elect to receive such services from
			 any eligible entity in the eligible grantee in which the member resides.</text>
							</paragraph></subsection><subsection id="H4D2895CF5907497FAC8B3FBD3AD654EE"><enum>(d)</enum><header>Matching funds</header><text>An eligible grantee that receives a grant under this section shall provide matching funds from
			 non-Federal sources equal to 20 percent of the amount of the grant to
			 carry out the activities described in this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
