<official-title display="yes">To make permanent the withdrawal and reservation of public land previously withdrawn and reserved to support the operations of Naval Air Weapons Station China Lake, California, and to provide for the withdrawal and reservation of additional public land.<pagebreak/></official-title>

<section id="H8CDE50D050B54A93AF53CE75706A38A7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Naval Air Weapons Station China Lake Security Enhancement Act</short-title></quote>.</text></section> 
<section id="H2ECD8C9525494A7A9CBF31EE31645FEE"><enum>2.</enum><header>Withdrawal and reservation of public land for Naval Air Weapons Station China Lake, California</header> 
<subsection id="H8191F5A9DD2D40D0B21F44AFE6F6EE0C"><enum>(a)</enum><header>Permanent withdrawal and reservation</header><text display-inline="yes-display-inline">Section 2979 of the Military Construction Authorization Act for Fiscal Year 2014 (division B of <external-xref legal-doc="public-law" parsable-cite="pl/113/66">Public Law 113–66</external-xref>; 127 Stat. 1047) is amended to read as follows:</text> 
<quoted-block display-inline="no-display-inline" id="H1551005AA5704AA387877E332CEAAF31" style="OLC"> 
<section id="HFA7D623C29514F6C8554B09AB0B57229"><enum>2979.</enum><header>Permanent withdrawal and reservation</header><text display-inline="no-display-inline">The withdrawal and reservation of public land made by section 2971 shall not terminate, except pursuant to—</text> 
<paragraph id="H364AF036C323485EB36D55E45B45EB85"><enum>(1)</enum><text display-inline="yes-display-inline">an election and determination by the Secretary of the Navy to relinquish the land under section 2922; or</text></paragraph> 
<paragraph id="H55C4771B9463473BBD3DA110E82C06C0"><enum>(2)</enum><text>a transfer by the Secretary of the Interior of permanent administrative jurisdiction over the land to the Secretary of the Navy.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HA9116DB097CA4EE285F4D9B8B0B1E485"><enum>(b)</enum><header>Withdrawal and reservation of additional public land</header><text display-inline="yes-display-inline">Section 2971(b) of the Military Construction Authorization Act for Fiscal Year 2014 (division B of <external-xref legal-doc="public-law" parsable-cite="pl/113/66">Public Law 113–66</external-xref>; 127 Stat. 1044) is amended—</text> 
<paragraph id="HA0E239FA4406467CBC255D7F1093FCA7"><enum>(1)</enum><text>by striking <quote>The public land</quote> and inserting the following:</text> 
<quoted-block display-inline="no-display-inline" id="H8402A7FF8F834284B92F602FBD9C4D1E" style="OLC"> 
<paragraph id="HCC410DBCC7954072A3B56698D91EE8A8"><enum>(1)</enum><header>Initial withdrawal</header><text display-inline="yes-display-inline">The public land</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H6CEF5C37B7EA43078A35FA796D6F1DB1"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text> 
<quoted-block display-inline="no-display-inline" id="HD46934A6306A4870A2826C353325A515" style="OLC"> 
<paragraph id="HABB1F576CF9849158E5F91DDC11D1DD0"><enum>(2)</enum><header>Additional withdrawal</header><text display-inline="yes-display-inline">Subject to valid existing rights, the public land (including interests in land) referred to in subsection (a) also includes the approximately 26,313 acres of public land (including interests in land) known as the Cuddeback Lake Air Force Range, as described in section 2 of <external-xref legal-doc="public-law" parsable-cite="pl/88/46">Public Law 88–46</external-xref> (77 Stat. 70), and an additional approximately 18,933 acres of public land in San Bernardino County, California, identified as <quote>Proposed Navy Acquisition Area</quote> (but excluding the parcel identified as <quote>AF Fee Simple</quote>) on the map entitled <quote>Cuddeback Land Area</quote> and dated April 1, 2014, and filed in accordance with section 2912, except that the withdrawal area specifically excludes any public land included within the Grass Valley Wilderness and all private lands otherwise located within the boundaries of the withdrawal area. The Secretary of the Navy shall ensure that the owners of the excluded private land continue to have reasonable access to their private land.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H5ECBD58045D149B2A054D31C6149A9AB"><enum>(c)</enum><header>Management of additional public land</header><text>Section 2973 of the Military Construction Authorization Act for Fiscal Year 2014 (division B of <external-xref legal-doc="public-law" parsable-cite="pl/113/66">Public Law 113–66</external-xref>; 127 Stat. 1045) is amended by adding at the end the following new subsection:</text>

<subsection id="H03D6D8627C614A3AA5E013D55CB97175"><enum>(d)</enum><header>Additional management considerations for certain lands</header><text>Subject to existing laws and to the extent possible without compromising mission readiness, the Secretary of the Navy shall manage the additional lands withdrawn by section 2971(b)(2) to protect existing historic, economic, cultural, recreational, hunting, and scientific features and uses, including access to existing roadways and trails.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section>
