		<official-title>To direct the President to suspend assistance to foreign countries that fail to use INTERPOL’s
			 Stolen and Lost Travel Documents database for purposes of determining
			 accuracy of passports of prospective passengers on commercial flights.</official-title>

		<section id="H52820EBED4DE4A78B5CCDC0F58B76314" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe Skies Act of 2014</short-title></quote>.</text>
		</section><section id="H4993DF30DDBF41F3A60D448A4CCAEA3D"><enum>2.</enum><header>Suspension of assistance to foreign countries that fail to use INTERPOL’s Stolen and Lost Travel
			 Documents database</header>
			<subsection id="HF84D1FD48C484136A8B4C0C82052044B"><enum>(a)</enum><header>Suspension</header><text display-inline="yes-display-inline">The President shall suspend assistance for a fiscal year to a foreign country that is identified in
			 the report submitted to Congress under subsection (b) with respect to the
			 immediately preceding fiscal year.</text>
			</subsection><subsection id="H0660E27A89994800B5CE8DD2D875F5A7"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than September 1 of each fiscal year, the President shall submit to Congress a report
			 that identifies each foreign country the government of which the President
			 determines failed to use the Stolen and Lost Travel Documents (SLTD)
			 database of the International Criminal Police Organization (INTERPOL) for
			 purposes of determining accuracy of passports of prospective passengers on
			 commercial flights during such fiscal year.</text>
			</subsection><subsection id="HA1C687F97FB14C1E9698EE11EC1E37F1"><enum>(c)</enum><header>Waiver</header><text>The President may waive the limitation under subsection (a) in whole or in part with respect to a
			 foreign country if—</text>
				<paragraph id="HA5F0C67A4F2E4FE18D3DE7D0A8B4127A"><enum>(1)</enum><text>the President determines and certifies to Congress that it is in the national security interests of
			 the United States to do so; and</text>
				</paragraph><paragraph id="H1CFEAF3B69D24B92B04308EF3630F070"><enum>(2)</enum><text>such determination is approved by an Act of Congress.</text>
				</paragraph></subsection><subsection commented="no" id="H5E4A4368FEF34C86B4C8ADA3E78E8F5E"><enum>(d)</enum><header>Effective date and applicability</header>
				<paragraph id="HFFE483848E82461DBFE7FB2B6DB3647E"><enum>(1)</enum><header>Effective date</header><text>This section takes effect on the date of the enactment of this Act and applies in
			 accordance with the provisions of paragraph (2).</text>
				</paragraph><paragraph id="H79C3CAB5E8B64B1684239CA7485F09BD"><enum>(2)</enum><header>Applicability</header><text display-inline="yes-display-inline">Subsection (a) applies beginning with the third fiscal year that begins after the date of the
			 enactment of this Act and subsection (b) applies beginning with the second
			 fiscal year that begins after the date of the enactment of this Act.</text>
