		<official-title>To direct the employing authority of any officer or employee of the Federal Government who is in
			 contempt of Congress to not pay compensation to the officer or employee
			 while the officer or employee remains in contempt, and for other purposes.</official-title>

		<section id="H8FAB3DAE723E4A8BA7AFE051F8702F3D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Contempt Act</short-title></quote>.</text>
		</section><section id="H410BE845E3E34E3E99497FDC39BA79DC"><enum>2.</enum><header>No payment of compensation for Federal employees in contempt of Congress</header>
			<subsection id="H44370B0AC70B49BEAEA2E9D0237F7FBC"><enum>(a)</enum><header>No Payment Permitted</header><text display-inline="yes-display-inline">If an officer or employee of the Federal Government is in a period of contempt of Congress during
			 any pay period, the head of the employing authority of the employee shall
			 not pay the compensation otherwise required to be paid to the officer or
			 employee for such pay period.</text>
			</subsection><subsection id="H88D0C1E9F73443A086861EE9841CD4AC"><enum>(b)</enum><header>Definitions</header><text>In this Act—</text>
				<paragraph id="HA99CFC2A0988467889B72E149C6E923C"><enum>(1)</enum><text>the term <quote>officer</quote> has the meaning given such term in <external-xref legal-doc="usc" parsable-cite="usc/5/2104">section 2104</external-xref> of title 5, United States Code; and</text>
				</paragraph><paragraph id="H87A79E2BFD9D40EFAB5B77E70F5C76DC"><enum>(2)</enum><text>the term <quote>employee</quote> has the meaning given such term in <external-xref legal-doc="usc" parsable-cite="usc/5/2105">section 2105</external-xref> of title 5, United States Code.</text>
				</paragraph></subsection></section><section id="HB154319225FF42839CDF55042C6010FA"><enum>3.</enum><header>Period of contempt of Congress described</header>
			<subsection id="H1053C28DC68F429BB4BE2E29485CAEA0"><enum>(a)</enum><header>Period Described</header><text display-inline="yes-display-inline">For purposes of this Act, a <quote>period of contempt of Congress</quote> is, with respect to an officer or employee of the Federal Government, any of the following:</text>
				<paragraph id="HB3EE183A3A2741F79E1D1342FC341820"><enum>(1)</enum><text>The period which begins on the date on which a resolution holding the officer or employee in
			 contempt is adopted by the House of Representatives or Senate and ends on
			 the date on which a resolution revoking such contempt is adopted by the
			 House or Senate (as the case may be).</text>
				</paragraph><paragraph id="HB1BFCD874D974F5382C81092D8EC1BEA"><enum>(2)</enum><text>The period which begins on the date on which a statement of contempt described in subsection (b) is
			 filed in the House of Representatives or Senate with respect to the
			 officer or employee and which ends on the date on which a statement
			 withdrawing such statement of contempt is filed with the House or Senate
			 (as the case may be).</text>
				</paragraph></subsection><subsection id="HF13D19CF921C428FB42451A8B151752A"><enum>(b)</enum><header>Statement of Contempt Described</header><text display-inline="yes-display-inline">In this Act, a <quote>statement of contempt</quote> is, with respect to an individual, a statement of fact which has been filed with the President of
			 the Senate or the Speaker of the House of Representatives under section
			 104 of the Revised Statutes (<external-xref legal-doc="usc" parsable-cite="usc/2/194">2 U.S.C. 194</external-xref>) that the individual has failed
			 to appear, testify, produce information, or answer pertinent questions
			 when summoned by Congress or a committee of Congress.</text>
