		<official-title>To require pipelines regulated by the Secretary of Transportation to be made of steel that is
			 produced in the United States and originates from iron ore and taconite
			 mined and processed in the United States, for safety, and for other
			 purposes.</official-title>

		<section id="H9A51C2F5E3704C3EAF6AA8D310464101" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Pipeline Jobs and Safety Act of 2014</short-title></quote>.</text>
		</section><section id="H222C10142E224F408D9818A9E203F51F"><enum>2.</enum><header>American steel</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/60102">Section 60102</external-xref> of title 49, United States Code, is amended by adding at the end the following new
			 subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HA787EED86E694B3CBE858A1D9A514C0F" style="OLC">
				<subsection id="HA834490BD4BB4A219A868430C91F986E"><enum>(q)</enum><header>American steel</header>
					<paragraph id="H41F97BEFAEDF4B45AFB5DC32AB57CFDA"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of this subsection, the Secretary shall prescribe
			 minimum safety standards requiring that any pipeline subject to this
			 chapter that is constructed or replaced after such date of enactment be
			 made of steel that—</text>
						<subparagraph id="HCED18A49582043D581B21C60BE1FA521"><enum>(A)</enum><text>is produced in the United States; and</text>
						</subparagraph><subparagraph id="H25FB9ED9FDA7444FBCD77FD8C755F924"><enum>(B)</enum><text>originates from iron ore and taconite mined and processed in the United States.</text>
						</subparagraph></paragraph><paragraph id="H1100301AD17E4B4B8C63A0679B08257D"><enum>(2)</enum><header>Use of recycled materials</header><text>For purposes of this subsection, steel that is recycled in the United States shall be considered to
			 be steel described in subparagraphs (A) and (B) of paragraph (1) if the
			 recycled materials are combined with iron ore and taconite mined and
			 processed in the United States.</text>
					</paragraph><paragraph id="H60633BA4B5D14EAE860F067FF1321098"><enum>(3)</enum><header>Waivers</header>
						<subparagraph id="H8793F5BED67C401C8F9AEB063504A2B0"><enum>(A)</enum><header>In general</header><text>In prescribing safety standards under this subsection, the Secretary shall permit a waiver of the
			 requirements of paragraph (1) to the extent that the Secretary determines
			 such a waiver is necessary based on the estimate prepared under
			 subparagraph (B).</text>
						</subparagraph><subparagraph id="H8B9B8AEA3ED346AB8FF2B2A780599AD1"><enum>(B)</enum><header>Annual demand and supply estimate</header><text>The Secretary shall prepare annually an estimate of—</text>
							<clause id="HCEAE7115CEB7454CB4815ED44C974191"><enum>(i)</enum><text>the amount of steel likely to be needed to be produced to meet the requirements of paragraph (1);
			 and</text>
							</clause><clause id="HDDB059595CDD4B1D83EA817452CD8719"><enum>(ii)</enum><text display-inline="yes-display-inline">the production capacity of United States producers of steel described in subparagraphs (A) and (B)
			 of such paragraph.</text>
							</clause></subparagraph><subparagraph id="HA417B4D7A50F40C789940A0B2F847160"><enum>(C)</enum><header>Approval of sources</header><text display-inline="yes-display-inline">The Secretary shall ensure that steel permitted to be used in pipelines pursuant to a waiver under
			 this paragraph meets the same standards as steel described in
			 subparagraphs (A) and (B) of paragraph (1), and shall publish a list of
			 approved sources of steel so permitted.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HB8A2140FF3D540998CC538F65C89263A"><enum>3.</enum><header>Inspection and testing</header>
			<subsection id="HE025C355B606454B8750577A9F2F750A"><enum>(a)</enum><header>Testing</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/60108">Section 60108(b)</external-xref> of title 49, United States Code, is amended by adding at the end the following new
			 paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H68DA9F7CF9134EB6B9940027322F916A" style="OLC">
					<paragraph id="HF6C6CE0EE08E474E868C37FFF83E56C7" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">Testing under this subsection shall include direct, pre-installation testing by the Secretary of
			 pipelines for quality verification.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HF4D1C4A7752E46688BF1E6AA274E59E0"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/60125">Section 60125</external-xref> of title 49, United States Code, is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H001D4E991DCE4622BA2F30D6F718413E" style="OLC">
					<subsection id="HD985FEF001CF40988B4A35BDA6C2EC1A"><enum>(d)</enum><header>Inspection and testing</header><text display-inline="yes-display-inline">There is authorized to be appropriated $10,000,000 for each fiscal year to carry out direct,
			 pre-installation inspection and testing of pipelines under this chapter,
			 including testing of pipelines under section 60108(b)(4) and testing and
			 inspection of steel pursuant to section 60102(q).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
