		<section id="H514562A5EEC142C6BB16042E3410087F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Perkins Modernization Act of 2014</short-title></quote>.</text>
		</section><section id="HCBD989EDEF69417998BB5272402C3E9A" section-type="subsequent-section"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">Section 2 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2301">20 U.S.C. 2301</external-xref>) is
			 amended—</text>
			<paragraph id="H7BE9FA27E71848ADBEC43F35810E0408"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>high skill, high wage, or high demand occupations in current or emerging professions</quote> and inserting <quote>employment in current or emerging in-demand industry sectors or occupations</quote>;</text>
			</paragraph><paragraph id="HD38B99482D58498E9FFB98A6D3AB631D"><enum>(2)</enum><text>by striking <quote>and</quote> at the end of paragraph (6); and</text>
			</paragraph><paragraph id="H1D05D1A4402F459C9AFE84E625F3CE0B"><enum>(3)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H6607056372AF4B01B9EA4DF7F1C149A2" style="OLC">
					<paragraph id="H29623BB8F8B74BA3BC1332ABB8C8630C"><enum>(8)</enum><text>Aligning the skills, certifications, and credentials of secondary and postsecondary students who
			 enroll in career and technical education programs with the skills,
			 certifications, and credentials needed by employers in the labor markets
			 served by the educational institutions.</text>
					</paragraph><paragraph id="H1AF8FA8137E74A0FB540F94D18C29197"><enum>(9)</enum><text>Ensuring that the selection of skills, certifications, and credentials acquired by career and
			 technical education students is guided by timely labor market information.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section commented="no" id="H1351DB3787C44214A0A818837DE4FC67"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>) is
			 amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H5D3FD2461C7C4DD28B8EFB57F8F15987" style="OLC">
				<paragraph commented="no" id="HC58F1BADA4BB4E078D5D1EBE9257BE06"><enum>(35)</enum><header>In-demand industry sector or occupation</header>
					<subparagraph commented="no" id="H827753FA6BA44C3B8AA55E7B481613A5"><enum>(A)</enum><header>In general</header><text>The term <term>in-demand industry sector or occupation</term> means an industry sector or occupation that—</text>
						<clause commented="no" id="HF8F1AD3BF6574DED97B73E80DB9C5802"><enum>(i)</enum><text>has or is projected to have a substantial role or a positive economic impact in the economy of the
			 area served by an eligible institution;</text>
						</clause><clause id="H4516946976AD48D683307995D5910E16"><enum>(ii)</enum><text display-inline="yes-display-inline">provides workers with jobs that lead to economic self-sufficiency and opportunities for
			 advancement; and</text>
						</clause><clause commented="no" id="HBC6F0B3EA8334ADD8AC5249B3FB90307"><enum>(iii)</enum><text>is documented in labor market information collected by State agencies, Federal agencies, workforce
			 investment boards, or other third-party organizations engaged in labor
			 market research.</text>
						</clause></subparagraph><subparagraph commented="no" id="H078437266D1E436C8B7848CA3278B29D"><enum>(B)</enum><header>Determination</header><text>The determination of whether an industry sector or occupation is an in-demand industry sector or
			 occupation under this paragraph shall be made using State, local,
			 regional, or national labor market information collected by State
			 agencies, Federal agencies, local entities, workforce investment boards,
			 or other third-party organizations engaged in labor market research.
			 Industry sectors and occupations may be identified as in-demand on a
			 current or an emerging basis, as labor market information may describe
			 current workforce demographics and may also identify projected labor
			 market trends.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H93268F36EEF948A1B2A3D7EAA435048B"><enum>4.</enum><header>Accountability</header>
			<text display-inline="no-display-inline">Section 113(b)(2)(B)(iv) of the Carl D. Perkins Career and Technical Education Act of 2006 (20
			 U.S.C. 2323(b)(2)(B)(iv)) is amended by striking <quote>high skill, high wage, or high demand occupations in current or emerging professions</quote> and inserting <quote>employment in in-demand industry sectors or occupations</quote>.</text>
		</section><section id="HBB429849D61E426485877DF7924929CF"><enum>5.</enum><header>National activities</header><text display-inline="no-display-inline">Section 114(d) of the of the Carl D. Perkins Career and Technical Education Act of 2006 (20 U.S.C.
			 2324(d)) is amended—</text>
			<paragraph id="H8CED504EE2294CAA9C2BCB3D009EBEBF"><enum>(1)</enum><text>in paragraph (2)(B)(iii)(II)—</text>
				<subparagraph id="H809CAFE78200415BACAF451825135EF7"><enum>(A)</enum><text>by striking <quote>high skill, high wage occupations (including those in which mathematics and science skills are
			 critical)</quote>; and</text>
				</subparagraph><subparagraph id="H876CB6D88557430F81DC2D2FFBCBCF56"><enum>(B)</enum><text>by inserting <quote>in-demand industry sectors or occupations</quote> after <quote>employment in</quote>; and</text>
				</subparagraph></paragraph><paragraph id="H20881A06DA96476AB24E4209EC2BAE05"><enum>(2)</enum><text>in paragraph (4)(A)(i)(V)—</text>
				<subparagraph id="HB76AB6990C1645DBB5D528343BA2C5D3"><enum>(A)</enum><text>by striking <quote>high skill, high wage, or high demand business and industry</quote>; and</text>
				</subparagraph><subparagraph id="H297E9AAB9CAE46FC9EDA4BBD94AE4C55"><enum>(B)</enum><text>by inserting <quote>in-demand industry sectors or occupations</quote> after <quote> occupations in</quote>.</text>
				</subparagraph></paragraph></section><section commented="no" id="HF67D25CFEDFF4FD6B234F694B0C9550E"><enum>6.</enum><header>Occupational and employment information</header><text display-inline="no-display-inline">Section 118(c) of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2328">20 U.S.C. 2328</external-xref>)
			 is amended in paragraphs (1), (3), and (4) by striking <quote>high skill, high wage, or high demand occupations and non-traditional fields</quote> each place it appears and inserting <quote>employment in in-demand industry sectors or occupations</quote>.</text>
		</section><section id="HECD875516783496B9A2D673A655AB086"><enum>7.</enum><header>State plan</header><text display-inline="no-display-inline">Section 122(c) of the Carl D. Perkins Career and Technical Education Act of 2006 (20 U.S.C.
			 2342(c)) is amended—</text>
			<paragraph id="HC58085E670984E149959CFE8BFD34562"><enum>(1)</enum><text>in paragraph (1)—</text>
				<subparagraph id="HDA72D7730232462186781687365DCC70"><enum>(A)</enum><text>in subparagraph (A)(ii), by inserting <quote>and careers in in-demand industry sectors or occupations</quote> after <quote>in postsecondary education</quote>;</text>
				</subparagraph><subparagraph id="HCC9D4EEAC2874BFEAC87CB47A9877CF6"><enum>(B)</enum><text>in subparagraph (H)—</text>
					<clause id="H52FB35E409D5479BA1A6C9495939E711"><enum>(i)</enum><text>by striking <quote>entry into high skill, high wage, or high demand occupations in current or emerging occupations</quote>; and</text>
					</clause><clause id="H9F210E2EEF0B4350BA4B2741DF62ADA4"><enum>(ii)</enum><text>by inserting <quote>for employment in in-demand industry sectors or occupations</quote> after <quote>or</quote>; and</text>
					</clause></subparagraph><subparagraph id="H89AB332CF2AE4C669D77E82DCC5158E9"><enum>(C)</enum><text>in subparagraph (I)(iii)—</text>
					<clause id="H5A3573B2E55F4A9D88B1F7BE950FAB06"><enum>(i)</enum><text>by striking <quote>high skill, high wage, or high demand occupations</quote>; and</text>
					</clause><clause id="H9D9956D470774CCB8F70019782EA3855"><enum>(ii)</enum><text>by inserting <quote>in-demand industry sectors or occupations</quote> after <quote>in</quote>;</text>
					</clause></subparagraph></paragraph><paragraph id="HE8BED0AAAD5A4CEAA4F3A5BB3806430E"><enum>(2)</enum><text>in paragraph (4), by inserting <quote>or into employment in an in-demand industry sector or occupation</quote> after <quote>institutions of higher education</quote>;</text>
			</paragraph><paragraph id="H30D98FE9060748D5B4AC1E26CBD371EC"><enum>(3)</enum><text>in paragraph (9)(C)—</text>
				<subparagraph id="H59863A44488843B78BCEA10C06AF3CB4"><enum>(A)</enum><text>by striking <quote>high skill, high wage, or high demand occupations</quote>; and</text>
				</subparagraph><subparagraph id="H1ECFAEFA3DBC49CA8D2D977DC1FCB57B"><enum>(B)</enum><text>by inserting <quote>employment in an in-demand industry sector or occupation</quote> after <quote>further learning and for</quote>; and</text>
				</subparagraph></paragraph><paragraph id="H45ACBF0B379B4FC3B062C6FC661CA61C"><enum>(4)</enum><text>in paragraph (18)—</text>
				<subparagraph id="HC535208CD3D64948895E7CC53D5701DB"><enum>(A)</enum><text>by striking <quote>high skill, high wage, or high demand occupations and non-traditional fields</quote>; and</text>
				</subparagraph><subparagraph id="HDA53A64E875B44ADB36C1EC95BF07E8B"><enum>(B)</enum><text>by inserting <quote>employment in in-demand industry sectors or occupations</quote> after <quote>for</quote>.</text>
				</subparagraph></paragraph></section><section id="H85B13310EAFA4763B9341F6D96DD91A2"><enum>8.</enum><header>State leadership activities</header><text display-inline="no-display-inline">Section 124 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2344">20 U.S.C. 2344</external-xref>) is
			 amended—</text>
			<paragraph id="H72A3C44E7CEB483486D9083C3F2F53B1"><enum>(1)</enum><text>in subsection (b)—</text>
				<subparagraph id="H136728413F884884B6C542700732E0ED"><enum>(A)</enum><text>in paragraph (1)—</text>
					<clause id="H7C1DD4957CFB4815B78DE2CF5D15841E"><enum>(i)</enum><text>by striking <quote>high skill, high wage, or high demand occupations</quote>; and</text>
					</clause><clause id="HEE932A4D74BE4B129F334E5FEC193DE4"><enum>(ii)</enum><text>by inserting <quote>employment in in-demand industry sectors or occupations</quote> after <quote>for</quote>;</text>
					</clause></subparagraph><subparagraph id="H4F07C2754125437A936BF58B70D7F708"><enum>(B)</enum><text>in paragraph (2)(C), by inserting <quote>, equipment,</quote> after <quote>internships</quote>;</text>
				</subparagraph><subparagraph id="H1850F93FB48749F392A6F50077CC2331"><enum>(C)</enum><text>in paragraph (5)—</text>
					<clause id="HD6490E0F28A947C4AEBB881BA1908DD6"><enum>(i)</enum><text>by striking <quote>high skill, high wage occupations</quote>; and</text>
					</clause><clause id="HC46E9C30CD544411A8960C96D800D898"><enum>(ii)</enum><text>by inserting <quote>employment opportunities in in-demand industry sectors or occupations</quote> after <quote>to</quote>;</text>
					</clause></subparagraph><subparagraph id="H05E951E6922F4C3CA58F7381E9CF38F5"><enum>(D)</enum><text>in paragraph (8)—</text>
					<clause id="HA3F89E1FDD934EB6A23E61517B7781D5"><enum>(i)</enum><text>by striking <quote>high skill, high wage, or high demand</quote>; and</text>
					</clause><clause id="H3EC9E1A28EFE428C8AAC0B0B11AFC04C"><enum>(ii)</enum><text>by inserting <quote>employment in in-demand industry sectors or</quote> after <quote>to</quote>; and</text>
					</clause></subparagraph><subparagraph id="H3230D240C2B94A9CA209E45E55F6EE35"><enum>(E)</enum><text>by inserting after paragraph (9) the following:</text>

						<paragraph id="H2B6D7C144FAA44E595B2B1FF27072585"><enum>(10)</enum><text>Analyzing labor market information collected by State agencies, Federal agencies, workforce
			 investment boards, or other third-party organizations engaged in labor
			 market research in order to ensure that programs of study in career and
			 technical education align with labor market needs.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H3B0A4207A2374714B4AE6821FAD88E07"><enum>(2)</enum><text>in subsection (c)—</text>
				<subparagraph id="H60A2D9D009DE4641B9349819B87648F0"><enum>(A)</enum><text>in paragraph (1)—</text>
					<clause id="H0622F5495767431DA38C73E16A0CEA61"><enum>(i)</enum><text>in subparagraph (A), by inserting <quote>, and encouraging secondary students to pursue dual enrollment coursework as well as industry
			 licenses, certificates, and other post-secondary credentials</quote> after <quote>degree</quote>; and</text>
					</clause><clause id="HEAC5D10C2F3142E4820A8DBE3E653845"><enum>(ii)</enum><text>in subparagraph (B)—</text>
						<subclause id="HD2E400901AD747B7941591D13A8EF5D6"><enum>(I)</enum><text>by striking <quote>high skill, high wage occupations and non-traditional fields</quote>; and</text>
						</subclause><subclause id="H51418A8FDB3C420083B915890A6430E7"><enum>(II)</enum><text>by inserting <quote>employment opportunities in in-demand industry sectors or occupations and supporting students in
			 the pursuit of internships and opportunities for experiential learning</quote> after <quote>to</quote>; and</text>
						</subclause></clause></subparagraph><subparagraph id="H8A7882BFD5A343419DF89B8B01C1E4AE"><enum>(B)</enum><text>in paragraph (9)—</text>
					<clause id="H061FC86342504787A1A647DF93B27EDF"><enum>(i)</enum><text>by striking <quote>high skill, high wage, or high demand occupations</quote>; and</text>
					</clause><clause id="H42B2C4850717405F82D6DE60555FC74D"><enum>(ii)</enum><text>by inserting <quote>employment opportunities in in-demand industry sectors or occupations</quote> after <quote>for</quote>.</text>
					</clause></subparagraph></paragraph></section><section commented="no" id="HB80FF0A0053D4964A13E2269561D3989"><enum>9.</enum><header>Local plan for career and technical education</header><text display-inline="no-display-inline">Section 134(b)(8)(C) of the Carl D. Perkins Career and Technical Education Act of 2006 (20 U.S.C.
			 2354(b)(8)(C)) is amended by striking <quote>high skill, high wage, or high demand</quote> and inserting <quote>employment opportunities in in-demand industry sectors or</quote>.</text>
		</section><section id="H2F782ED0CDB441CC87DFC9F886763206"><enum>10.</enum><header>Local uses of funds</header><text display-inline="no-display-inline">Section 135 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2355">20 U.S.C. 2355</external-xref>) is
			 amended—</text>
			<paragraph id="H66590F6FF1DA447C96DB718A5B1A9E8E"><enum>(1)</enum><text>in subsection (b)(9)—</text>
				<subparagraph id="H7F5D76B2EE3A408B8DA28687D3C63C71"><enum>(A)</enum><text>by striking <quote>high skill, high wage, or high demand</quote>; and</text>
				</subparagraph><subparagraph id="H645092BAAC454FCBBE8DA465E41F7D5E"><enum>(B)</enum><text>by inserting <quote>employment opportunities in in-demand industry sectors or</quote> after <quote>for</quote>; and</text>
