		<official-title>To improve the national defense laboratories by increasing retention and hiring flexibility to
			 enable the laboratories to perform breakthrough scientific research and
			 effectively fulfill the needs of members of the Armed Forces, and for
			 other purposes.</official-title>

		<section id="HB77D2A7673AA4E4182D13E3079EACF1F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>DoD Laboratory Authorities for Breakthrough Scientific Research Act</short-title></quote> or the <quote><short-title>DoD LABS Research Act</short-title></quote>.</text>
		</section><section id="H8E93263906E1466D92D791B45298519A" section-type="subsequent-section"><enum>2.</enum><header>Travel to technical symposium or technical conference</header><text display-inline="no-display-inline">The Secretary of Defense may not prohibit an employee of a defense laboratory from traveling to a
			 technical symposium or technical conference if the head of the defense
			 laboratory—</text>
			<paragraph id="H54C23ED0F66B49479434416FC77961E3"><enum>(1)</enum><text>determines that there are sufficient amounts available to the defense laboratory for such travel;
			 and</text>
			</paragraph><paragraph id="H8CC9CFB71CF14BA9A151CA58A477AB3C"><enum>(2)</enum><text>approves of such travel using the standard procedures for approving travel.</text>
			</paragraph></section><section id="HC87714F5FF8442B6BAABFF8A97F267C0"><enum>3.</enum><header>Inclusion of qualified students in the temporary authorities for certain positions at Department of
			 Defense research and engineering facilities</header><text display-inline="no-display-inline">Section 1107(a)(1) of the National Defense Authorization Act for Fiscal Year 2014 (Public Law
			 113–66; 127 Stat. 887; <external-xref legal-doc="usc" parsable-cite="usc/10/2358">10 U.S.C. 2358</external-xref> note) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H95E0EC9DBE054C84B193E46345EDD478" style="OLC">
				<paragraph id="HAC50B1C6567C4588AF9AC280B99FAF49"><enum>(1)</enum><header>Candidates for scientific and engineering positions at science and technology reinvention
			 laboratories</header>
					<subparagraph id="H7A619E3C7F14457BA04EA56F82FBBFEF"><enum>(A)</enum><text>The director of any Science and Technology Reinvention Laboratory (hereinafter in this section
			 referred to as an <quote>STRL</quote>) may appoint qualified candidates to positions described in paragraph (1) of subsection (b) as an
			 employee in a laboratory described in that paragraph without regard to the
			 provisions of subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/33">chapter 33</external-xref> of title 5, United States Code
			 (other than section 3303 and 3328 of such title).</text>
					</subparagraph><subparagraph id="HB8F54301FC62442C812A2E5947C0812E"><enum>(B)</enum><text>Notwithstanding the provisions of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/51">chapter 51</external-xref> of title 5, United States Code, for purposes of this
			 subsection, the term <quote>qualified candidate</quote> means an individual who—</text>
						<clause id="H3685C9FCEC624052919A149D09ACB0A9"><enum>(i)</enum><text display-inline="yes-display-inline">has earned a bachelor’s degree; or</text>
						</clause><clause id="H65DF75F7EF054AA29F7E2CFB5903C0A9"><enum>(ii)</enum><text>is a student enrolled in a program of undergraduate or graduate instruction leading to a bachelor’s
			 or master’s degree in a scientific, technical, engineering, mathematical,
			 or medical course of study at an institution of higher education (as
			 defined in section 101(a) of the Higher Education Act of 1965 (20 U.S.C.
			 1001)).</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H7DCC819DFCF14B719AA08D5F87BA31C6" section-type="subsequent-section"><enum>4.</enum><header>Assessment of certain Department of Defense hiring practices</header>
			<subsection id="H6DFA7D0899D84C219CE17A548D654A45"><enum>(a)</enum><header>Assessment report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall
			 submit to the Committees on Armed Services of the Senate and the House of
			 Representatives a report on the implementation and use by the Department
			 of Defense of the following hiring authorities:</text>
				<paragraph id="H4184E9E8B17049B083BEE7C2D9AC31F3"><enum>(1)</enum><text display-inline="yes-display-inline">Section 1101 of the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999 (Public
			 Law 105–261; <external-xref legal-doc="usc" parsable-cite="usc/5/3104">5 U.S.C. 3104</external-xref> note).</text>
				</paragraph><paragraph id="H5DAA5F07964A4E9986387C71FA0CBCEF"><enum>(2)</enum><text display-inline="yes-display-inline">Section 1107 of the National Defense Authorization Act for Fiscal Year 2014 (<external-xref legal-doc="public-law" parsable-cite="pl/113/66">Public Law 113–66</external-xref>; 127
			 Stat. 887; <external-xref legal-doc="usc" parsable-cite="usc/10/2358">10 U.S.C. 2358</external-xref> note).</text>
				</paragraph><paragraph id="H90E0D606B2654E3696E49ED98BA4166C"><enum>(3)</enum><text><external-xref legal-doc="usc" parsable-cite="usc/5/9903">Section 9903</external-xref> of title 5, United States Code (relating to highly qualified experts).</text>
				</paragraph><paragraph id="H888F2242340A4B20AC5FA19E8F08FD03"><enum>(4)</enum><text display-inline="yes-display-inline">The Intergovernmental Personnel Act (<external-xref legal-doc="usc" parsable-cite="usc/5/3371">5 U.S.C. 3371 et seq.</external-xref>).</text>
				</paragraph></subsection><subsection id="H163F2DD1C08A4265BF446EA4DBF3563B"><enum>(b)</enum><header>Contents</header><text>The report required under subsection (a) shall contain—</text>
				<paragraph id="H71775C5B87B04A5ABACD1734EF914FF6"><enum>(1)</enum><text display-inline="yes-display-inline">a description, including quantitative data, of the implementation and use by each service and
			 Defense Agency within the Department of Defense of each authority in
			 subsection (a), including issues encountered, successes, and lessons
			 learned; and</text>
				</paragraph><paragraph id="HE9CF6C0B08964237924D49C961C49BB4"><enum>(2)</enum><text>recommendations with respect to—</text>
					<subparagraph id="H5B99DCD017C346D5B6EF43529CBF60E9"><enum>(A)</enum><text>improvements for such authorities;</text>
					</subparagraph><subparagraph id="H6CC3A34089854BD0869B0CB56D34B714"><enum>(B)</enum><text display-inline="yes-display-inline">tailoring the number of positions or eliminating any limitation on the numbers of positions
			 provided in such authorities (if applicable);</text>
					</subparagraph><subparagraph id="HF8572CE6D5C24EB7AE1C4C72A6435085"><enum>(C)</enum><text>how such authorities can be used or improved to best suit the needs of each Department of Defense
			 laboratory; and</text>
					</subparagraph><subparagraph id="H230819BEF5DC4EAEAF6C3B29B938575C"><enum>(D)</enum><text display-inline="yes-display-inline">the continuance of the hiring authority provided under section 1107 of the National Defense
			 Authorization Act for Fiscal Year 2014 (<external-xref legal-doc="public-law" parsable-cite="pl/113/66">Public Law 113–66</external-xref>; 127 Stat. 887;
			 <external-xref legal-doc="usc" parsable-cite="usc/10/2358">10 U.S.C. 2358</external-xref> note) beyond the sunset date provided in subsection (e) of
			 such section.</text>
					</subparagraph></paragraph></subsection></section><section id="H534C876C64AB4171B37DBE02C43CEA90" section-type="subsequent-section"><enum>5.</enum><header>Permanent authority for experimental personnel program for scientific and technical personnel</header>
			<subsection id="H5544AA8F23764114B7B9E0F6F4F5BE76"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1101 of the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999 (Public
			 Law 105–261) is amended by striking subsections (e) and (f).</text>
			</subsection><subsection id="HD7CF328649914425A48D5F41EFA1B9C6"><enum>(b)</enum><header>Technical and conforming amendments</header><text>Such section is further amended—</text>
				<paragraph id="HE31C4DEF50C548029061222AF7FAECA7"><enum>(1)</enum><text display-inline="yes-display-inline">in the section heading, by striking <quote><header-in-text level="section" style="OLC">Experimental</header-in-text></quote>;</text>
				</paragraph><paragraph id="HF056BBA476634A828792E75BACEF219F"><enum>(2)</enum><text>in subsection (a)—</text>
					<subparagraph id="H3C81514AE7134F93BF69844B78D20116"><enum>(A)</enum><text>by striking <quote>During the program period specified in subsection (e)(1), the</quote> and inserting <quote>The</quote>; and</text>
					</subparagraph><subparagraph id="HB77F833AD13B4C9193156425244BFD93"><enum>(B)</enum><text>by striking <quote>experimental</quote>;</text>
					</subparagraph></paragraph><paragraph id="H8DF195ACB09F40F281CCA58CD043C24A"><enum>(3)</enum><text>in subsection (d)(1)—</text>
					<subparagraph id="H3176E32B43284DD6B82B2A4DC0F66FE8"><enum>(A)</enum><text>in the matter preceding subparagraph (A), by striking <quote>12-month period</quote> and inserting <quote>calendar year</quote>; and</text>
					</subparagraph><subparagraph commented="no" id="H3DCBABAF7B6742BFA2434C71AC3C2347"><enum>(B)</enum><text>in subparagraph (A), striking <quote>fiscal year</quote> and inserting <quote>calendar year</quote>;</text>
					</subparagraph></paragraph><paragraph id="HA3811C72582D477D93CC9740BE8DD0C6"><enum>(4)</enum><text>by redesignating subsection (g) as subsection (e); and</text>
				</paragraph><paragraph commented="no" id="H5B1C7DE31B11438F89930B5C77E4149A"><enum>(5)</enum><text>in subsection (e) (as redesignated by paragraph (4)), by striking <quote>in which the authority under this section is in effect</quote>.</text>
