		<official-title>To direct the Secretary of Veterans Affairs to establish a task force on Agent Orange exposure.</official-title>

		<section id="H8B2D2DA7013E41A8BFAC3C23155A16D6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Lawrence J. Hackett Jr. Vietnam Veterans Agent Orange Fairness Act</short-title></quote>.</text>
		</section><section id="H3F8084DD24B743ADA34C1795EE7F8234"><enum>2.</enum><header>Department of Veterans Affairs task force on Agent Orange exposure</header>
			<subsection id="HDBEED4FE27694E7BA13B60D1B6A59916"><enum>(a)</enum><header>Establishment</header><text>The Secretary of Veterans Affairs shall establish a task force to assess and make recommendations
			 about the care and compensation that should be provided to veterans who
			 have been exposed to Agent Orange, their spouses, and multiple generations
			 of their offspring.</text>
			</subsection><subsection id="HC862B771118744208F9AD91C2440663F"><enum>(b)</enum><header>Composition</header><text>The task force shall be composed of the following:</text>
				<paragraph id="H4B3C6A3CA54E4A8D983C948C8537464D"><enum>(1)</enum><text>The Secretary of Veterans Affairs.</text>
				</paragraph><paragraph id="HBB4202D8B30C4A07BC326C9D91C97BB9"><enum>(2)</enum><text>The Under Secretary of Veterans Affairs for Benefits.</text>
				</paragraph><paragraph id="H826D60EC2B4B412F80367660C5C3203C"><enum>(3)</enum><text>The Under Secretary of Veterans Affairs for Health.</text>
				</paragraph><paragraph id="H70B97620A51047E89872BD5E78A9D7B6"><enum>(4)</enum><text>At least one representative from the Institute of Medicine.</text>
				</paragraph><paragraph id="HA0F11EDF41D8459CB23228BF4F9A9841"><enum>(5)</enum><text>Individuals selected by the Secretary who represent veterans’ service organizations recognized by
			 the Secretary for the representation of veterans under section 5902 of
			 title 38, United States Code.</text>
				</paragraph><paragraph id="H553EB9B98CF340788184AC4AB876E65B"><enum>(6)</enum><text>Such other individuals selected by the Secretary who represent such other organizations and
			 institutions as the Secretary considers appropriate.</text>
				</paragraph></subsection><subsection id="H25991190A6DD4A91959582992C1754AB"><enum>(c)</enum><header>Duties</header><text>The duties of the task force are as follows:</text>
				<paragraph id="H66D10229CEC24CDD88AEAC843E44AD44"><enum>(1)</enum><text>To make recommendations to establish a program to be known as the <quote>Agent Orange Illness Compensation Program</quote> to provide an exposed veteran, or eligible survivor of that veteran if the veteran is deceased, a
			 lump sum payment for the injury, illness, or death of that veteran.</text>
				</paragraph><paragraph id="H6D3E0C4EFDF74846BD75C7D163A838EF"><enum>(2)</enum><text>To make recommendations for the establishment of a coordinated, ongoing, national outreach and
			 education campaign using such means as direct mail, on-line media, social
			 media, and traditional media to communicate information about Agent Orange
			 exposures and health conditions to veterans who are affected by incidents
			 of toxic exposures and their families.</text>
				</paragraph><paragraph id="H5D35FB12A3EC4DAC82FFDEED2AD87266"><enum>(3)</enum><text display-inline="yes-display-inline">To make recommendations for compensation and health care for individuals with Spina Bifida, birth
			 defects, or other illnesses who are the children or descendants of members
			 of the Armed Forces who served in the Republic of Vietnam or in or near
			 the demilitarization zone in Korea during certain time periods determined
			 by the task force.</text>
				</paragraph><paragraph id="H2DA3AD9088054DB1903BC50F1EA13A5D"><enum>(4)</enum><text>To make recommendations for the establishment of a unified policy to deal with the consequences of
			 exposure to hazardous materials in the military.</text>
				</paragraph></subsection><subsection id="H75F4A448E95E47F88436341A99D5A1A4"><enum>(d)</enum><header>Duration</header><text>The task force established under subsection (a) shall terminate not later than two years after the
			 date on which the task force is established under such subsection.</text>
			</subsection><subsection id="HC7ED22EF104943A69D363F082008E2FD"><enum>(e)</enum><header>Reports</header>
				<paragraph id="H2D449D8966D042BA9A68C3BA674291BC"><enum>(1)</enum><header>Submittal of report</header><text>Not later than one year after the date of the establishment of the task force, the Secretary of
			 Veterans Affairs shall submit to Congress a report on the findings of the
			 task force this section.</text>
				</paragraph><paragraph id="HED853DD379D3448580DBA9D01EBA014C"><enum>(2)</enum><header>Assessment of implementation</header><text>Not later than 120 days after the termination of the task force, the Secretary shall submit to
			 Congress a report containing the assessment of the Secretary regarding the
			 implementation of the findings of the task force.</text>
				</paragraph></subsection><subsection id="H22A08B0C3FFA44B78C20427763A017A7"><enum>(f)</enum><header>Definition of Agent Orange</header><text display-inline="yes-display-inline">In this section, the term <quote>Agent Orange</quote> means a chemical in an herbicide used in support of the United States and allied military
			 operations in the Republic of Vietnam during the period beginning on
			 January 9, 1962, and ending on May 7, 1975.</text>
