		<official-title>To amend the Mineral Leasing Act to require payment to each county of a portion of mining royalties
			 received for mining operations in such county, and for other purposes.</official-title>

		<section id="H67B438DC03F34455AD63CCC1EA8FAD0E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Using our Energy to Build Better Communities Act</short-title></quote>.</text>
		</section><section id="H00C489B473B549C581B9340A9AE9F911"><enum>2.</enum><header>payment of mining revenues to counties for use for schools and roads</header><text display-inline="no-display-inline">Section 35(a) of the Mineral Leasing Act (<external-xref legal-doc="usc" parsable-cite="usc/30/191">30 U.S.C. 191(a)</external-xref>) is amended—</text>
			<paragraph id="HCB7B3AB593CA49849B2368B6897A6F46"><enum>(1)</enum><text>by inserting <quote>(1)</quote> before the first sentence;</text>
			</paragraph><paragraph id="H2CCA5DABF167481682F5775A561AD89B"><enum>(2)</enum><text>in paragraph (1) (as designated by the amendment made by paragraph (1) of this section) by striking <quote>40 per centum</quote> and inserting <quote>20 per centum</quote>;</text>
			</paragraph><paragraph id="H2C1BD6DDEC764874B34CF6812F8D8FA3"><enum>(3)</enum><text>by inserting after <quote>June 17, 1902,</quote> the following: <quote>20 per centum shall be used to pay directly to each county of the United States in which occurred
			 mining operations for which such money was received, other than any county
			 in Alaska, an amount that is directly proportional to the portion of such
			 money attributable to such operations,</quote>; and</text>
			</paragraph><paragraph id="H18CE447CD3884277A5A10C7F7B1B8DC0"><enum>(4)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H3ADED276D0894477831F8B5CB27E5059" style="OLC">
					<paragraph id="HB351ED55D8F54CAEB09E689D9D2A68E3" indent="up1"><enum>(2)</enum>
						<subparagraph commented="no" display-inline="yes-display-inline" id="HDA3C3D91C37849B783BAD08015382001"><enum>(A)</enum><text>Amounts paid directly to a county under paragraph (1) shall be used by the county for schools and
			 roads in the county.</text>
						</subparagraph><subparagraph id="HFE03766FB2C14EECA40F2893ADB86917" indent="up1"><enum>(B)</enum><text>Subparagraph (A) shall not apply with respect to a county in Alaska.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
