			 in terms of an amendment to, or repeal of, a section or other provision,
			 the reference shall be considered to be made to a section or other
			 provision of the Education Sciences Reform Act of 2002 (20 U.S.C. 9501 et
			 seq.).</text>
			</section><section id="H416FFF8EDAFF4E51B3C0580C8D8A0071"><enum>102.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 102 (<external-xref legal-doc="usc" parsable-cite="usc/20/9501">20 U.S.C. 9501</external-xref>) is amended—</text>
				<paragraph id="HA2525484FAE8452C8E68F316C7AB9A8B"><enum>(1)</enum><text>in paragraph (5), by striking <quote>Affairs</quote> and inserting <quote>Education</quote>;</text>
				</paragraph><paragraph id="HA5CD8A28EA7249768A8214203E19244F"><enum>(2)</enum><text>in paragraph (10)—</text>

						<paragraph id="HF17D801C31B94552B195A05B2C02CEF1"><enum>(18)</enum><header>Principles of scientific research</header><text display-inline="yes-display-inline">The term <term>principles of scientific research</term> means principles of research that—</text>
							<subparagraph id="HFBDAE49FB03F4EDC88DA86F3A01EC835"><enum>(A)</enum><text display-inline="yes-display-inline">apply rigorous, systematic, and objective methodology to obtain reliable and valid knowledge
			 relevant to education activities and programs;</text>
							</subparagraph><subparagraph id="H8A4AB905DE15465CAC78422AE7AFDDD1"><enum>(B)</enum><text>present findings and make claims that are appropriate to, and supported by, the methods that have
			 been employed; and</text>
							</subparagraph><subparagraph id="H4F73BB29D02A456FAE2EDCD7241433F7"><enum>(C)</enum><text>include, appropriate to the research being conducted—</text>
								<clause id="H1E4FB47A98B74BE089FF6DE873C9CC73"><enum>(i)</enum><text>use of systematic, empirical methods that draw on observation or experiment;</text>
								</clause><clause id="HAD10A8004AD1438B84C4DAA2E96B7FB9"><enum>(ii)</enum><text>use of data analyses that are adequate to support the general findings;</text>
								</clause><clause id="H763FC18693DE4E10B5B400E05D30906A"><enum>(iii)</enum><text>reliance on measurements or observational methods that provide reliable and generalizable findings;</text>
								</clause><clause id="H1C42DBE79B6A42E9B7FDAEACF649BD17"><enum>(iv)</enum><text>strong claims of causal relationships, only with research designs that eliminate plausible
			 competing explanations for observed results, such as, but not limited to,
			 random-assignment experiments;</text>
								</clause><clause id="HD93DE1F1C8244D0C8C49D334D62B1E80"><enum>(v)</enum><text>presentation of studies and methods in sufficient detail and clarity to allow for replication or,
			 at a minimum, to offer the opportunity to build systematically on the
			 findings of the research;</text>
								</clause><clause id="H919214E3F1BF4683BCC291377FA4B937"><enum>(vi)</enum><text>acceptance by a peer-reviewed journal or critique by a panel of independent experts through a
			 comparably rigorous, objective, and scientific review; and</text>
								</clause><clause id="H7055D92A69274B10866DE6F751B39017"><enum>(vii)</enum><text>consistency of findings across multiple studies or sites to support the generality of results and
			 conclusions.</text></clause></subparagraph></paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
				</paragraph><paragraph id="H0ABCEF518E5245D1BA13406DA7BCA8E2"><enum>(8)</enum><text>in paragraph (20), by striking <quote>scientifically based research standards</quote> and inserting <quote>the principles of scientific research</quote>; and</text>
				</paragraph><paragraph id="HA5EBF7C8B26F4F7C893395E47784546E"><enum>(9)</enum><text>by adding at the end the following:</text>

								<clause id="H46E56641488F4A13B003E40BB9C7E286"><enum>(i)</enum><text>an elementary school or secondary school;</text>
								</clause><clause id="H497A46C09CC840228E87615C84C31B77"><enum>(ii)</enum><text>a local educational agency serving an elementary school or secondary school; or</text>
								</clause><clause id="HAEA7288A34454D0F8CBBDB21C822B20E"><enum>(iii)</enum><text>another entity operating the elementary school or secondary school; and</text>
								</clause></subparagraph><subparagraph id="HFEB30CE90EB64AAF9728FE3984DDA77B"><enum>(B)</enum><text>responsible for the daily instructional leadership and managerial operations of the elementary
			 school or secondary school.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><part id="HF0B22E3F9C2349B28B962BB90790E770"><enum>A</enum><header>The Institute of Education Sciences</header>
				<section id="H0E93C6168A9C4839B67780DCCF47C28E"><enum>111.</enum><header>Establishment</header><text display-inline="no-display-inline">Section 111 (<external-xref legal-doc="usc" parsable-cite="usc/20/9511">20 U.S.C. 9511</external-xref>) is amended—</text>
					<paragraph id="H4220CDE7E3BB4D76BDBE5A86D1B4248F"><enum>(1)</enum><text>in subsection (b)(2)—</text>
						<subparagraph id="H64C751AFCE914F45855595F54B097792"><enum>(A)</enum><text>in the matter preceding subparagraph (A)—</text>

						</subparagraph></paragraph></section><section id="H5A8737A8C8994388ACEA552AF19F57D7"><enum>112.</enum><header>Functions</header><text display-inline="no-display-inline">Section 112 (<external-xref legal-doc="usc" parsable-cite="usc/20/9512">20 U.S.C. 9512</external-xref>) is amended—</text>
					<paragraph id="HDAD5843923934CCEABFFF915F8837539"><enum>(1)</enum><text>in paragraph (1)—</text>
						<subparagraph id="HB4DCF5B1474E45228301CDDCB2E21499"><enum>(A)</enum><text>by inserting <quote>(including evaluations of impact and implementation)</quote> after <quote>education evaluation</quote>; and</text>
						</subparagraph><subparagraph id="H6217F7FFC2654DBE98DB0E771D48154A"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting before the semicolon the following <quote>and utilization</quote>; and</text>
						</subparagraph></paragraph><paragraph id="H131536B6DBEA4C0F915E91D8FE263CE2"><enum>(2)</enum><text>in paragraph (2)—</text>
						<subparagraph id="H98971C770CB443D8B11CE14D2D10D3B4"><enum>(A)</enum><text>by inserting <quote>, consistent with section 114(j),</quote> after <quote>disseminate</quote>; and</text>

						</subparagraph></paragraph></section><section id="H489F586A38AE49BF96F6D693C305186B"><enum>113.</enum><header>Delegation</header><text display-inline="no-display-inline">Section 113 (<external-xref legal-doc="usc" parsable-cite="usc/20/9513">20 U.S.C. 9513</external-xref>) is amended—</text>
					<paragraph id="H84475FE5DBC24165860DF3FB878636DC"><enum>(1)</enum><text>in subsection (a)—</text>
						<subparagraph id="H8C7AFCA367F24E79A330817792FAB8E0"><enum>(A)</enum><text>by striking paragraph (1);</text>
						</subparagraph><subparagraph id="HDC41F6B559F44C61A14F850613F850A4"><enum>(B)</enum><text>by redesignating paragraphs (2) through (5) as paragraphs (1) through (4), respectively; and</text>
						</subparagraph><subparagraph id="H82BC666929A54305B6CB0A3AA1AD2F19"><enum>(C)</enum><text>in paragraph (2), as so redesignated, by striking <quote>of the National Assessment of Educational Progress Authorization Act</quote>;</text>
						</subparagraph></paragraph><paragraph id="H0F22A222F1B641F79AAAE5FACD5302A5"><enum>(2)</enum><text>in subsection (b), by striking <quote>Secretary may assign the Institute responsibility for administering</quote> and by inserting <quote>Director may accept requests from the Secretary for the Institute to administer</quote>; and</text>
					</paragraph><paragraph id="H94DBD5F173794583BB2F86DDCC86D0A9"><enum>(3)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H925939786C4E4D9BB2DAA23168B1AF6C" style="OLC">
							<subsection id="HE3AE9ADBE1DD45ED8A4272655F43352B"><enum>(c)</enum><header>Contract acquisition</header><text display-inline="yes-display-inline">With respect to any contract entered into under this title, the Director shall be consulted—</text>
								<paragraph id="H478C914C48DC4F87BD29141555DEA452"><enum>(1)</enum><text>during the procurement process; and</text>
								</paragraph><paragraph id="H6DBDEB403FF24EC7B488B4517C7CCDB8"><enum>(2)</enum><text>in the management of such contract’s performance, which shall be consistent with the requirements
			 of the performance management system described in section 185.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

									<subparagraph commented="no" id="H9E47A8ABC0CF426C9535AECF4F48E88A"><enum>(A)</enum><text>prepared and widely disseminated—</text>
										<clause commented="no" id="HE7DB7C74DB5E4A6085ACBD625E923DB5"><enum>(i)</enum><text display-inline="yes-display-inline">in a timely fashion; and</text>
										</clause><clause commented="no" id="HE2DDA051CE3E402895CD70D58445E663"><enum>(ii)</enum><text display-inline="yes-display-inline">in forms that are understandable, easily accessible, and usable, or adaptable for use in, the
			 improvement of educational practice; and</text>
										</clause></subparagraph><subparagraph commented="no" id="HDCC2608317674C87927F13C05585BEED"><enum>(B)</enum><text display-inline="yes-display-inline">widely disseminated through electronic transfer, and other means, such as posting to the
			 Institute’s website or other relevant place;</text>
									</subparagraph></paragraph><paragraph id="H4B8207020CBC481798300AB49643FB50"><enum>(3)</enum><text display-inline="yes-display-inline">promote the utilization of the information, products, and publications of the Institute, including
			 through the use of dissemination networks and technical assistance
			 providers, within the Institute and the Department; and</text>
								</paragraph><paragraph commented="no" id="HE84C3EC377C84331976AA893DDD3E312"><enum>(4)</enum><text display-inline="yes-display-inline">monitor and manage the performance of all activities authorized under this title in accordance with

					</paragraph></section><section id="H10D9FC1FF8E74441B899AA683970FA8C"><enum>115.</enum><header>Priorities</header><text display-inline="no-display-inline">Section 115 (<external-xref legal-doc="usc" parsable-cite="usc/20/9515">20 U.S.C. 9515</external-xref>) is amended—</text>
					<paragraph id="H3BFEE0D7E61543F3BB30F4BCB42CC451"><enum>(1)</enum><text>in subsection (a)—</text>

			 is timely, rigorous, and relevant;</text>
									</subparagraph><subparagraph id="HDD851A7BF7504F2BB9F13E60DC04C060"><enum>(C)</enum><text>any recommendations regarding actions that may be taken to enhance the ability of the Institute and
			 the National Education Centers to carry out their priorities and missions;
			 and</text>
									</subparagraph><subparagraph id="H925E160F6DD54EF7BA9CEA6EFAA61CC7"><enum>(D)</enum><text>a summary of the major research findings of the Institute and the activities carried out under
			 section 113(b) during the 3 preceding fiscal years.</text>
									</subparagraph></paragraph><paragraph id="H5338AC760DF14B239F76E5A22FE1E71F"><enum>(3)</enum><header>National Center for Education Evaluation and Regional Assistance</header><text display-inline="yes-display-inline">With respect to the National Center for Education Evaluation and Regional Assistance, an evaluation
			 report described in paragraph (1) shall contain—</text>

			 evaluation for the laboratory conducted prior to the date of enactment of

								</paragraph><paragraph commented="no" id="H283035CDFE26439DB8D8A1618F6AD6B8"><enum>(3)</enum><text display-inline="yes-display-inline">describes how the Research Center will use the performance management system described in section
			 185 to assess and improve the activities of the Center;</text>
								</paragraph><paragraph commented="no" id="HD3D92372F65A49ADA8205B314BB2AA65"><enum>(4)</enum><text display-inline="yes-display-inline">meets the procedures for peer review established and maintained by the Director under section
			 114(f)(5) and the standards of research described in section 134; and</text>
								</paragraph><paragraph commented="no" id="H13E57E2D02D2412087CAB82513A3C76A"><enum>(5)</enum><text display-inline="yes-display-inline">includes both basic research and applied research, which shall include research conducted through

								</paragraph><paragraph id="H09F46CC56EE24470AD3F0A3385EE3D71"><enum>(2)</enum><header>Eligibility</header><text display-inline="yes-display-inline">For purposes of this subsection, the term <term>eligible applicant</term> means an applicant that has the ability and capacity to conduct scientifically valid research.</text>
								</paragraph><paragraph id="H53136369EF32453CB8B13270F22318DC"><enum>(3)</enum><header>Applications</header>
									<subparagraph id="H24907253428641F68B1EF1E526DC94B5"><enum>(A)</enum><header>In general</header><text>An eligible applicant that wishes to receive a grant, or enter into a contract or cooperative
			 agreement, under this section shall submit an application to the Research
			 Commissioner at such time, in such manner, and containing such information
			 as the Research Commissioner may require.</text>
									</subparagraph><subparagraph id="H4D5B09C40A484744AC0F1AA4339D4F43"><enum>(B)</enum><header>Content</header><text>An application submitted under subparagraph (A) shall describe how the eligible applicant will
			 address and demonstrate progress on the requirements of the performance
			 management system described in section 185, with respect to the activities
			 that will be carried out under the grant, contract, or cooperative
			 agreement.</text></subparagraph></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
					</paragraph><paragraph id="HFD027AC63FE349C2999D8F9F3645302F"><enum>(5)</enum><text>in subsection (d), as redesignated by paragraph (3)—</text>

							<subsection id="H9177723CF68A4DD09F175AE0A55F7AF7"><enum>(c)</enum><header>Plan</header><text>The Evaluation and Regional Assistance Commissioner shall propose to the Director and, subject to
			 the approval of the Director, implement a plan for the activities of the
			 National Center for Education Evaluation and Regional Assistance that—</text>
								<paragraph id="H5A5D68A73D8C4B16AC3F1D9F68109233"><enum>(1)</enum><text>is consistent with the priorities and mission of the Institute and the mission of the Center
			 described in section 171(b);</text>
								</paragraph><paragraph id="HB954C2E4A633446E9AA421B25E61918B"><enum>(2)</enum><text>is carried out and, as appropriate, updated and modified, including through the use of the results
			 of the Center’s most recent evaluation report under section 116(d); and</text>
								</paragraph><paragraph id="H961EEC4EA1E9424B96D1AAEA95CFEB51"><enum>(3)</enum><text>describes how the Center will use the performance management system described in section 185 to
			 assess and improve the activities of the Center.</text>
								</paragraph></subsection><subsection id="H346C6673F42B4ACEBF64A1F298EEB41E"><enum>(d)</enum><header>Grants, contracts, and cooperative agreements</header>
								<paragraph id="H2ADC393FC3924B13B243FC05811B5D57"><enum>(1)</enum><header>In general</header><text>In carrying out the duties under this part (except for section 174), the Evaluation and Regional
			 Assistance Commissioner may—</text>
									<subparagraph id="H9945E2EE2CAF48A0A86392E73836E102"><enum>(A)</enum><text>award grants, contracts, or cooperative agreements to eligible entities to carry out the activities
			 under this part (except for section 174); and</text>
									</subparagraph><subparagraph id="H71155CE2892D4096BCBA5DB688BB6777"><enum>(B)</enum><text>provide technical assistance.</text>
									</subparagraph></paragraph><paragraph id="HEE0CE234E9734AFC8F9A3F0065A1D77A"><enum>(2)</enum><header>Entities to conduct evaluations</header><text display-inline="yes-display-inline">In awarding grants, contracts, or cooperative agreements under paragraph (1) to carry out
			 activities under section 173, the Evaluation and Regional Assistance
			 Commissioner shall make such awards to eligible entities with the ability
			 and capacity to conduct scientifically valid education evaluations.</text>
								</paragraph><paragraph id="H8ACEEB7F069140BBA41DFB35F71CB608"><enum>(3)</enum><header>Applications</header>
									<subparagraph id="H9C047D44E1B442A29D02D8365B54B419"><enum>(A)</enum><header>In general</header><text>An eligible entity that wishes to receive a grant, contract, or cooperative agreement under
			 paragraph (1) shall submit an application to the Evaluation and Regional
			 Assistance Commissioner at such time, in such manner, and containing such
			 information as the Commissioner may require.</text>
									</subparagraph><subparagraph id="HB7D3E2D7E3AA4CDB9ED895327A249CA3"><enum>(B)</enum><header>Contents</header><text>An application submitted under subparagraph (A) shall describe how the eligible entity will address
			 and demonstrate progress on the requirements of the performance management
			 system described in section 185, with respect to the activities carried
			 out under such grant, contract, or cooperative agreement.</text>
									</subparagraph></paragraph><paragraph id="H52B7AB3FBD8F4149A31353031E8121AE"><enum>(4)</enum><header>Duration</header><text>Notwithstanding any other provision of law, the grants, contracts, and cooperative agreements under
			 paragraph (1) may be awarded, on a competitive basis, for a period of not
			 more than 5 years, and may be renewed at the discretion of the Evaluation
			 and Regional Assistance Commissioner for an additional period of not more
			 than 2 years if the recipient demonstrates progress on the requirements of
			 the performance management system described in section 185, with respect
			 to the activities carried out under the grant, contract, or cooperative
			 agreement.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
					</paragraph><paragraph id="H735EBED8F0DB40448B30481AD1958AB8"><enum>(5)</enum><text>in subsection (e), as so redesignated—</text>
						<subparagraph id="HD1F50C60E41C4D81AEB0013567F58742"><enum>(A)</enum><text>in paragraph (1), by striking <quote>There is established</quote> and all that follows through <quote>Regional Assistance</quote> and inserting <quote>The Evaluation and Regional Assistance Commissioner may establish</quote>;</text>

						</subparagraph></paragraph></section><section id="H01DB52A2FBAD4A17B5F54B9B5DD70433"><enum>173.</enum><header>Evaluations</header><text display-inline="no-display-inline">Section 173 (<external-xref legal-doc="usc" parsable-cite="usc/20/9563">20 U.S.C. 9563</external-xref>) is amended—</text>
					<paragraph id="H49283C5C67ED447A9781CB2C85213F8C"><enum>(1)</enum><text>in subsection (a)—</text>
						<subparagraph id="H9DD89AC8A2E847739E2FCF2B87F80C99"><enum>(A)</enum><text>in paragraph (1)—</text>
							<clause commented="no" id="HB832261FABDA46588B8C65B5F26575F5"><enum>(i)</enum><text>in the matter preceding subparagraph (A), by striking <quote>may</quote> and inserting <quote>shall</quote>;</text>

										<clause id="H13B32954910C4714910323EFC310F1A2"><enum>(i)</enum><text display-inline="yes-display-inline">examine evaluations conducted or supported by others to determine the quality and relevance of the
			 evidence of effectiveness generated by those evaluations, with the
			 approval of the Director;</text>
										</clause><clause id="H39E79E6408CE4CA0A5742F6EC5D8E0F7"><enum>(ii)</enum><text display-inline="yes-display-inline">review and supplement Federal education program evaluations, particularly such evaluations by the
			 Department, to determine or enhance the quality and relevance of the
			 evidence generated by those evaluations;</text>
										</clause><clause id="H53AA76B9A11C44EFB609E0C3D17FF14C"><enum>(iii)</enum><text display-inline="yes-display-inline">conduct implementation evaluations that promote continuous improvement and inform policymaking;</text>
										</clause><clause id="H1D6D0196E4B84AD99C3148785EE91F25"><enum>(iv)</enum><text>evaluate the short- and long-term effects and cost efficiencies across programs assisted or
			 authorized under Federal law and administrated by the Department; and</text>
										</clause><clause id="H76C10CB02C074F638058CF429F6CAEF9"><enum>(v)</enum><text>synthesize the results of evaluation studies for and across Federal education programs, policies,
			 and practices.</text></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
							</clause></subparagraph><subparagraph id="H1CAA4F19B23040A091C1DB6030B15683"><enum>(B)</enum><text>in paragraph (2)—</text>

										</subparagraph><subparagraph id="H2EA521246B74415BA89BF3137EF823C6"><enum>(B)</enum><header>Input</header><text>To ensure that applications submitted under this paragraph are reflective of the needs of the
			 regions to be served, each eligible applicant submitting such an
			 application shall seek input from State educational agencies and local
			 educational agencies in the region that the award will serve, and other
			 individuals with knowledge of the region’s needs. Such individuals may
			 include members of the regional advisory committee for the region under
			 section 206(a).</text>
										</subparagraph></paragraph><paragraph id="HB559F3B3AF004227AC6738FE476B45BB"><enum>(2)</enum><header>Plan</header>
										<subparagraph id="H7CC531ECF37747018D5D13AA3842C4F2"><enum>(A)</enum><header>In general</header><text>Each application submitted under paragraph (1) shall contain a plan for the activities of the
			 regional educational laboratory to be established under this section,
			 which shall be updated, modified, and improved, as appropriate, on an
			 ongoing basis, including by using the results of the laboratory’s interim
			 evaluation under subsection (i)(3).</text>
										</subparagraph><subparagraph id="HC030871D64084E27AC4CB21DFCB34360"><enum>(B)</enum><header>Contents</header><text>A plan described in subparagraph (A) shall address—</text>
											<clause id="H74632355BE0F4DBFAB7597E89883F37F"><enum>(i)</enum><text>the priorities for applied research, development, evaluations, and wide dissemination established
			 under section 207;</text>
											</clause><clause id="H4B643A738E76496EBB28D330BB85C866"><enum>(ii)</enum><text>the needs of State educational agencies and local educational agencies, on an ongoing basis, using
			 available State and local data, including the relevant results of the
			 region’s assessment under section 206(e); and</text>
											</clause><clause id="H4F9F493D459A4D02B1B25F7315D6984C"><enum>(iii)</enum><text>if available, demonstrated support from State educational agencies and local educational agencies
			 in the region, such as letters of support or signed memoranda of
			 understanding.</text>
											</clause></subparagraph></paragraph><paragraph id="H45841501BD7B4E5AAF67F31BC837EA73"><enum>(3)</enum><header>Non-Federal support</header><text>In conducting a competition for grants, contracts, or cooperative agreements under subsection (a),
			 the Director shall give priority to eligible applicants that will provide
			 a portion of non-Federal funds to maximize support for activities of the
			 regional educational laboratories to be established under this section.</text>
									</paragraph></subsection><subsection id="H3F139BAB985B486D95E7F57336F7FD8A"><enum>(e)</enum><header>Awarding grants, contracts, or cooperative agreements</header>
									<paragraph id="H6DB64EA7E1874D6C9F108A36D029BD70"><enum>(1)</enum><header>Assurances</header><text>In awarding grants, contracts, or cooperative agreements under this section, the Director shall—</text>
										<subparagraph id="HF2E7E3907FEB48D6858E214045BC541E"><enum>(A)</enum><text>make such an award for not more than a 5-year period;</text>
										</subparagraph><subparagraph id="H36D9FE4686454C0E9A07D45D430B8A72"><enum>(B)</enum><text>ensure that regional educational laboratories established under this section have strong and
			 effective governance, organization, management, and administration, and
			 employ qualified staff; and</text>
										</subparagraph><subparagraph id="H7F9E9A5F3AD9468BA6CA8A0EB7C649D8"><enum>(C)</enum><text>ensure that each such laboratory has the flexibility to respond in a timely fashion to the needs of
			 the laboratory’s region, including—</text>
											<clause id="HEB26B07D0EEF431BBFDF6EF629F79059"><enum>(i)</enum><text>through using the results of the laboratory’s interim evaluation under subsection (i)(3) to improve
			 and modify the activities of the laboratory before the end of the award
			 period; and</text>
											</clause><clause id="H36FEAA778C844294A6F14519C377AFA9"><enum>(ii)</enum><text>through sharing preliminary results of the laboratory’s research, as appropriate, to increase the
			 relevance and usefulness of the research.</text>
											</clause></subparagraph></paragraph><paragraph id="H582E101692364F92B108D82DB36462B8"><enum>(2)</enum><header>Coordination</header><text>To ensure coordination and prevent unnecessary duplication of activities among the regions, the
			 Evaluation and Regional Assistance Commissioner shall—</text>
										<subparagraph id="H565D65D99EB74151BAB5841F02BCBB7E"><enum>(A)</enum><text>share information about the activities of each regional educational laboratory with each other
			 regional educational laboratory, the Department, the Director, and the
			 National Board for Education Sciences;</text>
										</subparagraph><subparagraph id="H6EFEF7038E214E26B7C49CBE4FC83BAE"><enum>(B)</enum><text>ensure, where appropriate, that the activities of each regional educational laboratory established
			 under this section also serve national interests;</text>
										</subparagraph><subparagraph id="H350D36A9E6174549AF9A6E7A34164301"><enum>(C)</enum><text>ensure each such regional educational laboratory establishes strong partnerships among
			 practitioners, policymakers, researchers, and others, so that such
			 partnerships are continued in the absence of Federal support; and</text>
										</subparagraph><subparagraph commented="no" id="H6E1C9E666E9A4608AA36B0343920F0E2"><enum>(D)</enum><text>enable, where appropriate, for such a laboratory to work in a region being served by another
			 laboratory or to carry out a project that extends beyond the region served
			 by the laboratory.</text>
										</subparagraph></paragraph><paragraph id="HEEA3F19A197141CB83BD52FEFA69CFE7"><enum>(3)</enum><header>Collaboration with technical assistance providers</header><text>Each regional educational laboratory established under this section shall, on an ongoing basis,
			 coordinate its activities, collaborate, and regularly exchange information
			 with the comprehensive centers (established in section 203) in the region
			 in which the center is located, and with comprehensive centers located
			 outside of its region, as appropriate.</text>
									</paragraph><paragraph id="HECC20AE4C14E4C148FFB08B6D26DA384"><enum>(4)</enum><header>Outreach</header>
										<subparagraph id="H474B87A18D084592B72BED54FFB703BC"><enum>(A)</enum><header>In general</header><text>In conducting competitions for grants, contracts, or cooperative agreements under this section, the
			 Director shall—</text>
											<clause id="HE2931683F9A84235868B2FD2940BD2BC"><enum>(i)</enum><text>by making information and technical assistance relating to the competition widely available,
			 actively encourage eligible applicants to compete for such an award; and</text>
											</clause><clause id="H6D5AD0C79A144BA5B9BC782A10FA1C28"><enum>(ii)</enum><text>seek input from the chief executive officers of States, chief State school officers, educators,
			 parents, superintendents, and other individuals with knowledge of the
			 needs of the regions to be served by the awards, regarding—</text>
												<subclause id="HE85CE5CBE6604D94877E62DE67F1E060"><enum>(I)</enum><text>the needs in the regions for applied research, evaluation, development, and wide-dissemination
			 activities authorized by this title; and</text>
												</subclause><subclause id="HC1AA7FA0796947BDB52983CBB91549CA"><enum>(II)</enum><text>how such needs may be addressed most effectively.</text>
												</subclause></clause></subparagraph><subparagraph id="H909A6771B7FA425FA2D858695E5D7CB3"><enum>(B)</enum><header>Regional advisory committees</header><text>The individuals described in subparagraph (A)(ii) may include members of the regional advisory
			 committees established under section 206(a).</text>
										</subparagraph></paragraph><paragraph id="H2C9139DB688940D492DEAC8673F62D94"><enum>(5)</enum><header>Performance management</header><text>Before awarding a grant, contract, or cooperative agreement under this section, the Director shall
			 establish measurable performance indicators for assessing the ongoing
			 progress and performance of the regional educational laboratories
			 established with such awards that address—</text>
										<subparagraph id="HC06F274A3E5E42AE996195C12A0FEE98"><enum>(A)</enum><text>the requirements of the performance management system described in section 185; and</text>
										</subparagraph><subparagraph id="H73351B5642C845B9A480E6B8C11228E0"><enum>(B)</enum><text>the relevant results of the regional assessments under section 206(e).</text>
										</subparagraph></paragraph><paragraph id="HB9F6022E923241B8A238A30E1D36930E"><enum>(6)</enum><header>Standards</header><text>The Evaluation and Regional Assistance Commissioner shall adhere to the Institute’s system for
			 technical and peer review under section 114(h) in reviewing the applied
			 research activities and research-based reports of the regional educational
			 laboratories.</text>
									</paragraph><paragraph commented="no" id="H06ED7A99A311486AAECC6097FD142F75"><enum>(7)</enum><header>Required consideration</header><text>In determining whether to award a grant, contract, or cooperative agreement under this section to
			 an eligible applicant that previously established a regional educational
			 laboratory under this section, the Secretary shall consider the results of
			 such laboratory’s summative evaluation under subsection (i)(2).</text>
									</paragraph></subsection><subsection commented="no" id="H4F40A2B3CC414D738E0206F198DAF0BC"><enum>(f)</enum><header>Mission</header><text>Each regional educational laboratory established under this section shall—</text>
									<paragraph commented="no" id="H3469E6A9EEC94BC98D2D55251B5C7594"><enum>(1)</enum><text>conduct applied research, development, and evaluation activities with State educational agencies,
			 local educational agencies, and, as appropriate, schools funded by the
			 Bureau;</text>
									</paragraph><paragraph commented="no" id="H842CD786171443938FDA81C2B970469B"><enum>(2)</enum><text>widely disseminate such work, consistent with section 114(j); and</text>
									</paragraph><paragraph commented="no" id="H4AD7BC36F60645798DB10B9284741A0E"><enum>(3)</enum><text>develop the capacity of State educational agencies, local educational agencies, and, as
			 appropriate, schools funded by the Bureau to carry out the activities
			 described in paragraphs (1) and (2).</text>
									</paragraph></subsection><subsection commented="no" id="H9D4FD78C28A54E60BFFA74C4A3CEC51F"><enum>(g)</enum><header>Activities</header><text>To carry out the mission described in subsection (f), each regional educational laboratory
			 established under this section shall carry out the following activities:</text>
									<paragraph commented="no" id="H8CA53B5522A04EA59F09ADFBA876C72E"><enum>(1)</enum><text>Conduct, widely disseminate, and promote utilization of applied research, development activities,
			 evaluations, and other scientifically valid research.</text>
									</paragraph><paragraph commented="no" id="HBDAD32751B97444C9D3117F3CF37A318"><enum>(2)</enum><text display-inline="yes-display-inline">Develop and improve the plan for the laboratory under subsection (d)(2) for serving the region of
			 the laboratory, and as appropriate, national needs, on an ongoing basis,
			 which shall include seeking input and incorporating feedback from the
			 representatives of State educational agencies and local educational
			 agencies in the region, and other individuals with knowledge of the
			 region’s needs. Such representatives and other individuals may include
			 members of the regional advisory committee for the region established
			 under section 206(a).</text>
									</paragraph><paragraph commented="no" id="H78122321A1264AB99B6765268C163BE7"><enum>(3)</enum><text display-inline="yes-display-inline">Ensure research and related products are relevant and responsive to the needs of the region,
			 including by using the relevant results of the region’s assessment under
			 section 206(e).</text>
									</paragraph></subsection><subsection id="HE6809C0528F049A5BC0C6F299D19A1C3"><enum>(h)</enum><header>Governing board</header>
									<paragraph id="H5D88DC3ED4304727B2A7C4AD472AC30A"><enum>(1)</enum><header>In general</header><text>Each regional educational laboratory established under this section may establish a governing board
			 to improve the management of activities that the laboratory carries out
			 under this section.</text>
									</paragraph><paragraph id="H1578E9451B664D2BB690A6544B8A720C"><enum>(2)</enum><header>Board duties</header><text>A Board established under paragraph (1) shall coordinate and align its work with the work of the
			 regional advisory committee for the region established under section 206.</text>
									</paragraph></subsection><subsection id="HC47D915097814639BB1E4A02DE06086A"><enum>(i)</enum><header>Evaluations</header>
									<paragraph id="H633CB998FB6A40B7A93C0BA7FE240CFC"><enum>(1)</enum><header>In general</header><text>The Evaluation and Regional Assistance Commissioner shall—</text>
										<subparagraph id="H9086D4BB5A1A488E933A64C11DA84ECD"><enum>(A)</enum><text>provide for ongoing summative and interim evaluations described in paragraphs (2) and (3),
			 respectively, of each of the regional educational laboratories established
			 under this section in carrying out the full range of duties described in
			 this section; and</text>
										</subparagraph><subparagraph id="H1FE7B226FF904BC4B634C2A5F219F3A1"><enum>(B)</enum><text>transmit the results of such evaluations, through appropriate means, to the appropriate
			 congressional committees, the Director, and the public.</text>
										</subparagraph></paragraph><paragraph id="HB6088DDA534F49018411758AC8F82213"><enum>(2)</enum><header>Summative evaluations</header><text display-inline="yes-display-inline">The Evaluation and Regional Assistance Commissioner shall ensure each regional educational
			 laboratory established under this section is evaluated by an independent
			 entity at the end of the period of the grant, contract, or cooperative
			 agreement that established such laboratory, which shall—</text>
										<subparagraph id="H6E589A95A6BD476799A4C6389543FAD9"><enum>(A)</enum><text display-inline="yes-display-inline">be completed in a timely fashion;</text>
										</subparagraph><subparagraph id="HB1D058BE51934C75BDDBBA7364D82B91"><enum>(B)</enum><text>assess how well the laboratory is meeting the measurable performance indicators established under <internal-xref idref="H2C9139DB688940D492DEAC8673F62D94" legis-path="(e)(5)">subsection (e)(5)</internal-xref>; and</text>
										</subparagraph><subparagraph id="HEFB3AB4EF3ED4C82B70FF5E3A05CE80D"><enum>(C)</enum><text>consider the extent to which the laboratory ensures that the activities of such laboratory are
			 relevant and useful to the work of State and local practitioners and
			 policymakers.</text>
										</subparagraph></paragraph><paragraph commented="no" id="H40C025A2F89D4E01A5287CA17F14E3C0"><enum>(3)</enum><header>Interim evaluations</header><text display-inline="yes-display-inline">The Evaluation and Regional Assistance Commissioner shall ensure each regional educational
			 laboratory established under this section is evaluated at the midpoint of
			 the period of the grant, contract, or cooperative agreement that
			 established such laboratory, which shall—</text>
										<subparagraph commented="no" id="HE9F5EBE678294ABB90C5B13B929C6614"><enum>(A)</enum><text>assess how well such laboratory is meeting the performance indicators described in <internal-xref idref="H2C9139DB688940D492DEAC8673F62D94" legis-path="(e)(5)">subsection (e)(5)</internal-xref>; and</text>
										</subparagraph><subparagraph commented="no" id="HA59DB674B9B943B4A32A2DC411DD5ADA"><enum>(B)</enum><text>be used to improve the effectiveness of such laboratory in carrying out its plan under subsection
			 (d)(2).</text>
										</subparagraph></paragraph></subsection><subsection commented="no" id="H7B35A6FCDBE540089DE4491627138326"><enum>(j)</enum><header>Continuation of awards; Recompetition</header>
									<paragraph commented="no" id="HE7367239CDDE489CB255FF4CC7BECDD0"><enum>(1)</enum><header>Continuation of awards</header><text>The Director shall continue awards made to each eligible applicant for the support of regional
			 educational laboratories established under this section prior to the date
			 of enactment of the <short-title>Strengthening Education through Research Act</short-title>, as such awards were in effect on the day before the date of enactment of the <short-title>Strengthening Education through Research Act</short-title>, for the duration of those awards, in accordance with the terms and agreements of such awards.</text>
									</paragraph><paragraph commented="no" id="H467001543AE84A31ABA2561DDF166FF1"><enum>(2)</enum><header>Recompetition</header><text display-inline="yes-display-inline">Not later than the end of the period of the awards described in paragraph (1), the Director shall—</text>
										<subparagraph id="H4C20F6B0D3324368AC1A88056AE83D5B"><enum>(A)</enum><text>hold a competition to make grants, contracts, or cooperative agreements under this section to
			 eligible applicants, which may include eligible applicants that held
			 awards described in paragraph (1); and</text>
										</subparagraph><subparagraph id="HDED377005F6842BA9C7C6573B6126A28"><enum>(B)</enum><text display-inline="yes-display-inline">in determining whether to select an eligible applicant that held an award described in paragraph
			 (1) for an award under subparagraph (A) of this paragraph, consider the
			 results of the summative evaluation under subsection (i)(2) of the
			 laboratory established with the eligible applicant’s award described in
			 paragraph (1).</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
						</paragraph><paragraph id="HE703D48219F0417D97C4CF46270E2938"><enum>(5)</enum><text>by striking subsection (l);</text>
						</paragraph><paragraph id="H271BCE0E4F7F4040AAA2F3CC558F615F"><enum>(6)</enum><text>by redesignating subsections (m), (n), and (o) as subsections (l), (m), and (n), respectively;</text>
						</paragraph><paragraph id="H760CD9138D304505B251C16B856712DE"><enum>(7)</enum><text>in subsection (l), as so redesignated, by inserting <quote>and local</quote> after <quote>achieve State</quote>;</text>
						</paragraph><paragraph id="H3E9120444DF643CDA64F767425F06A18"><enum>(8)</enum><text>by amending subsection (m), as so redesignated, to read as follows:</text>
							<quoted-block display-inline="no-display-inline" id="HF280AC443F7B4FFBB15ECA0EB0C91F2E" style="OLC">
								<subsection id="H32B6B4F46A5B4E8BAA40501081ADF60E"><enum>(m)</enum><header>Annual report</header><text display-inline="yes-display-inline">Each regional educational laboratory established under this section shall submit to the Evaluation
			 and Regional Assistance Commissioner an annual report containing such
			 information as the Commissioner may require, but which shall include, at a
			 minimum, the following:</text>
									<paragraph id="H3207306928BA423EBBC0B9AB291BAC60"><enum>(1)</enum><text>A summary of the laboratory’s activities and products developed during the previous year.</text>
									</paragraph><paragraph id="HBCDFC5A522F940BFBFE84F2460E8A55C"><enum>(2)</enum><text>A listing of the State educational agencies, local educational agencies, and schools the laboratory
			 assisted during the previous year.</text>
									</paragraph><paragraph id="H29C4906C1EDC4ABF9C28CE75054C3A11"><enum>(3)</enum><text>Using the measurable performance indicators established under subsection (e)(5), a description of
			 how well the laboratory is meeting educational needs of the region served
			 by the laboratory.</text>
									</paragraph><paragraph id="H6C2E09010D014375BA57AF9AA5C96B8A"><enum>(4)</enum><text>Any changes to the laboratory’s plan under subsection (d)(2) to improve its activities in the
			 remaining years of the grant, contract, or cooperative agreement.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
						</paragraph><paragraph id="H713E0E56633B412D8DD2DA4C3DC6B335"><enum>(9)</enum><text>by adding at the end the following new subsection:</text>
							<quoted-block display-inline="no-display-inline" id="H47143960C3444683A90FAC764808BD31" style="OLC">
								<subsection id="H9E9C21CF23984E9AAA79C9A3924E2574"><enum>(o)</enum><header>Appropriations reservation</header><text>Of the amounts appropriated under section 194(a), the Director shall reserve 16.13 percent of such
			 funds to carry out this section, of which the Director shall use not less
			 than 25 percent to serve rural areas (including schools funded by the

			 agreement.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
						</subparagraph><subparagraph id="H66B71897BE9147A3ABC2C6877F833E9B"><enum>(C)</enum><text>by adding at the end the following:</text>

			 this section may be awarded, on a competitive basis, for a period of not
			 more than 5 years, and may be renewed at the discretion of the Special
			 Education Research Commissioner for an additional period of not more than
			 2 years if the recipient demonstrates progress on the requirements of the
			 performance management system described in section 185, with respect to
			 the activities carried out under the grant, contract, or cooperative
			 agreement received under this section.</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
						</subparagraph></paragraph><paragraph id="HC115307D612C46B582925A316F294D5A"><enum>(4)</enum><text>by amending subsection (e) to read as follows:</text>

							</paragraph><paragraph id="HD2426F2ED5E24527AC8866EFF2058C9C"><enum>(2)</enum><header>Mission</header><text>The mission of the comprehensive centers is to provide State educational agencies and local
			 educational agencies technical assistance, analysis, and training to build
			 their capacity in implementing the requirements of the Elementary and
			 Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>) and other Federal
			 education laws, and research-based practices.</text>
							</paragraph><paragraph id="H03D82B2BBBB44AE38FF1D6301DE67D9C"><enum>(3)</enum><header>Regions</header><text>In awarding grants, contracts, or cooperative agreements under paragraph (1), the Secretary—</text>
								<subparagraph id="H657D16BAD5304EE79E96CCA26C814A2B"><enum>(A)</enum><text>shall establish at least one comprehensive center for each of the 10 geographic regions served by
			 the regional educational laboratories established under section 941(h) of
			 the Educational Research, Development, Dissemination, and Improvement Act
			 of 1994 (as such provision existed on the day before the date of enactment
			 of this Act); and</text>
								</subparagraph><subparagraph id="H9D27F1D012314A3183EC2915BBC1D0A6"><enum>(B)</enum><text>may establish additional comprehensive centers—</text>
									<clause id="HFC0F82376599482ABA327359839A9E1D"><enum>(i)</enum><text>for one or more of the regions described in subparagraph (A); or</text>
									</clause><clause id="HC3FAD268856A4F2F866039ABD3601BC6"><enum>(ii)</enum><text display-inline="yes-display-inline">to serve the Nation as a whole by providing technical assistance on a particular content area of
			 importance to the Nation, as determined by the Secretary with the advice
			 of the regional advisory committees established under section 206(a).</text>
									</clause></subparagraph></paragraph><paragraph commented="no" id="HEF7C23005304474280C144830BCC51F9"><enum>(4)</enum><header>Nation</header><text>In the case of a comprehensive center established to serve the Nation as described in paragraph
			 (3)(B)(ii), the Nation shall be considered to be a region served by such
			 Center.</text>
							</paragraph><paragraph commented="no" id="HBA8822E402544A019ED73D188334EE6F"><enum>(5)</enum><header>Award period</header><text>A grant, contract, or cooperative agreement under this section may be awarded, on a competitive
			 basis, for a period of not more than 5 years.</text>
							</paragraph><paragraph id="H11D880F047A34A75951D272976AF7493"><enum>(6)</enum><header>Responsiveness</header><text>The Secretary shall ensure that each comprehensive center established under this section has the
			 ability to respond in a timely fashion to the needs of State educational
			 agencies and local educational agencies, including through using the
			 results of the center’s interim evaluation under section 204(c), to
			 improve and modify the activities of the center before the end of the
			 award period.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H3D7943092A5543BDA990C118509CDBD0"><enum>(2)</enum><text>in subsection (b)—</text>
					<subparagraph id="H8B84CC6A92874F2E88592E131F33619D"><enum>(A)</enum><text>in paragraph (1)—</text>

			 Secretary shall—</text>
									<clause id="HD499D96322814EE5986AB287DD09BF95"><enum>(i)</enum><text>by making widely available information and technical assistance relating to the competition,
			 actively encourage eligible applicants to compete for such awards; and</text>
									</clause><clause id="HDE5ED3E954FC400183F1FAF8A811644A"><enum>(ii)</enum><text>seek input from chief executive officers of States, chief State school officers, educators,
			 parents, superintendents, and other individuals with knowledge of the
			 needs of the regions to be served by the awards, regarding—</text>
										<subclause commented="no" id="H48B7A55CA7394092B3BD5398BA891AF7"><enum>(I)</enum><text>the needs in the regions for technical assistance authorized under this title; and</text>
										</subclause><subclause commented="no" id="H3174FDADEBFB479CA373345A1E9826E0"><enum>(II)</enum><text>how such needs may be addressed most effectively.</text>
										</subclause></clause></subparagraph><subparagraph id="H051432B938A4428EA153E3F6677E5636"><enum>(B)</enum><header>Regional advisory committees</header><text>The individuals described in subparagraph (A)(ii) may include members of the regional advisory
			 committees established under section 206(a).</text>
								</subparagraph></paragraph><paragraph id="HC3AE84BD7081455EA3E1DAB3951F1E4E"><enum>(3)</enum><header>Performance management</header><text>Before awarding a grant, contract, or cooperative agreement under this section, the Secretary shall
			 establish measurable performance indicators to be used to assess the
			 ongoing progress and performance of the comprehensive centers to be
			 established under this title that address—</text>
								<subparagraph id="HA520E5D014674E2BB09E102C6AB4EFB4"><enum>(A)</enum><text>paragraphs (1) through (3) of the performance management system described in section 185; and</text>
								</subparagraph><subparagraph id="H0C18915AEB2E479F9ED597CE66616204"><enum>(B)</enum><text>the relevant results of the regional assessments under section 206(e).</text>
								</subparagraph></paragraph><paragraph commented="no" id="HA5FCF2C1CBCE41918656D9ADE5912BE7"><enum>(4)</enum><header>Required consideration</header><text>In determining whether to award a grant, contract, or cooperative agreement under this section to
			 an eligible applicant that previously established a comprehensive center
			 under this section, the Secretary shall consider the results of such
			 center’s summative evaluation under section 204(b).</text>
							</paragraph><paragraph id="H8FE2D22A4E4D4DFC98C81DFE5097EF2C"><enum>(5)</enum><header>Continuation of awards</header>
								<subparagraph id="H93742B4142CE486D8793AB9588B90C0F"><enum>(A)</enum><header>Continuation of awards</header><text display-inline="yes-display-inline">The Secretary shall continue awards made to each eligible applicant for the support of
			 comprehensive centers established under this section prior to the date of
			 enactment of the <short-title>Strengthening Education through Research Act</short-title>, as such awards were in effect on the day before the date of enactment of the <short-title>Strengthening Education through Research Act</short-title>, for the duration of those awards, in accordance with the terms and agreements of such awards.</text>
								</subparagraph><subparagraph id="H27B9089C97DE4953B4447AC0872D0E09"><enum>(B)</enum><header>Recompetition</header><text display-inline="yes-display-inline">Not later than the end of the period of the awards described in subparagraph (A), the Secretary
			 shall—</text>
									<clause id="HEB0B9252EE0B40C89DB317C53F8B4C15"><enum>(i)</enum><text>hold a competition to make grants, contracts, or cooperative agreements under this section to
			 eligible applicants, which may include eligible applicants that held
			 awards described in subparagraph (A); and</text>
									</clause><clause id="H3EA5B575935B401DACC2F0D91B53D26F"><enum>(ii)</enum><text>in determining whether to select an eligible applicant that held an award described in subparagraph
			 (A) for an award under clause (i) of this subparagraph, consider the
			 results of the summative evaluation under section 204(b) of the center
			 established with the eligible applicant’s award described in subparagraph
			 (A).</text>
									</clause></subparagraph></paragraph><paragraph commented="no" id="H57F8E05A41004F32A89B6438B6262319"><enum>(6)</enum><header>Eligible applicant defined</header><text>For purposes of this section, the term <term>eligible applicant</term> means an entity described in paragraph (1).</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HC71B233B72F04533A5652E14455301EA"><enum>(3)</enum><text>by amending subsection (c) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H4C1BB941DB5E4E8C9BD46C6476D3B742" style="OLC">
						<subsection id="HF9C45B81842B4FFF96243D4D9AA948BB"><enum>(c)</enum><header>Applications</header>
							<paragraph id="H9086F75592074FCD800B623B7B9BF910"><enum>(1)</enum><header>Submission</header>
								<subparagraph id="H3644539560234D72ABA413D9D8797BBA"><enum>(A)</enum><header>In general</header><text>Each eligible applicant seeking a grant, contract, or cooperative agreement under this section
			 shall submit an application at such time, in such manner, and containing
			 such additional information as the Secretary may reasonably require.</text>
								</subparagraph><subparagraph id="H02BC815984744CEF9F1286D91133F374"><enum>(B)</enum><header>Input</header><text>To ensure that applications submitted under this paragraph are reflective of the needs of the
			 regions to be served, each eligible applicant submitting such an
			 application shall seek input from State educational agencies and local
			 educational agencies in the region that the award will serve, and other
			 individuals with knowledge of the region’s needs. Such individuals may
			 include members of the regional advisory committee for the region under
			 section 206(a).</text>
								</subparagraph></paragraph><paragraph id="H3473BA61CEC74D028960289AD3558407"><enum>(2)</enum><header>Plan</header>
								<subparagraph id="H6DD10983642A4D7C849263C383A84171"><enum>(A)</enum><header>In general</header><text>Each application submitted under paragraph (1) shall contain a plan for the comprehensive center to
			 be established under this section, which shall be updated, modified, and
			 improved, as appropriate, on an ongoing basis, including by using the
			 results of the center’s interim evaluation under section 204(c).</text>
								</subparagraph><subparagraph id="H4FB3063B624D4060B8BC8B21EDEFDBA8"><enum>(B)</enum><header>Contents</header><text>A plan described in subparagraph (A) shall address—</text>
									<clause commented="no" id="HB853A544ACD1468AAD2038FFD5E7D504"><enum>(i)</enum><text>the priorities for technical assistance established under section 207;</text>
									</clause><clause id="H064A350B19FC47E69F735E4777AA175A"><enum>(ii)</enum><text>the needs of State educational agencies and local educational agencies, on an ongoing basis, using
			 available State and local data, including the relevant results of the
			 regional assessments under section 206(e); and</text>
									</clause><clause id="H1D769E7048134718B4C585438CC9AF71"><enum>(iii)</enum><text>if available, demonstrated support from State educational agencies and local educational agencies,
			 such as letters of support or signed memoranda of understanding.</text>
									</clause></subparagraph></paragraph><paragraph id="H0532A03D15CC49D59B135B6A5CCF53DF"><enum>(3)</enum><header>Non-Federal Support</header><text>In conducting a competition for grants, contracts, or cooperative agreements under subsection (a),
			 the Secretary shall give priority to eligible applicants that will provide
			 a portion of non-Federal funds to maximize support for activities of the
			 comprehensive centers to be established under this section.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HA61FFD56C3664D6C8730AEDA8397FCE8"><enum>(4)</enum><text>in subsection (d), by inserting <quote>the number of low-performing schools in the region,</quote> after <quote>economically disadvantaged students,</quote>;</text>
				</paragraph><paragraph id="H0975BAC4857C4F9CB6C82DBE8DF2AF60"><enum>(5)</enum><text>by striking subsection (e) and redesignating subsections (f), (g), and (h) as subsections (e), (f),
			 and (g), respectively;</text>
				</paragraph><paragraph id="H7D215F5CADBE481D9A2E46D2CAC85A5F"><enum>(6)</enum><text>in subsection (e), as so redesignated—</text>
					<subparagraph id="H2DD4ADB5124942D8A15F9EABF346B6F3"><enum>(A)</enum><text>in paragraph (1)—</text>
						<clause id="H5D4924E6FAFB4EFA80A786EBE146767B"><enum>(i)</enum><text>by striking <quote>support dissemination and technical assistance activities by</quote> and inserting <quote>support State educational agencies and local educational agencies, including by—</quote>;</text>
						</clause><clause id="H3DBBB09D886C4319B74968ED66BB2744"><enum>(ii)</enum><text>in subparagraph (A)(i), by inserting <quote>and other Federal education laws</quote> before the semicolon;</text>
						</clause><clause id="H33E130D496974C23B8F37FD4E5FE34CE"><enum>(iii)</enum><text>in subparagraph (A)(ii)—</text>
							<subclause id="H7620BF12221D4AE4BABC574760129596"><enum>(I)</enum><text>by striking <quote>and assessment tools</quote> and inserting <quote>, assessment tools, and other educational strategies</quote>; and</text>
							</subclause><subclause id="H91D6C1B1FDE94FBFA233059BB2F7FE15"><enum>(II)</enum><text>in subclause (III), by inserting <quote>, including innovative tools and methods</quote> before the semicolon;</text>
							</subclause></clause><clause id="HC603A6F255034D35A0DECB49CD69B2ED"><enum>(iv)</enum><text>by striking subparagraph (A)(iii) and inserting the following:</text>
							<quoted-block display-inline="no-display-inline" id="H71A179826BAC4C7AAA7F3AC29936B069" style="OLC">
								<clause id="H598039C9FE6C40B88553D0A36A6A002C"><enum>(iii)</enum><text display-inline="yes-display-inline">the replication and adaptation of exemplary practices and innovative methods that have an evidence

							<subclause id="H55312799994144CEAD8C35D1D520B763"><enum>(I)</enum><text>by inserting <quote>, consistent with section 114(j),</quote> after <quote>disseminating</quote>; and</text>
							</subclause><subclause id="H23AD4343805A421FA0E2AF762632FC27"><enum>(II)</enum><text>by striking <quote>(as described</quote> and all that follows through <quote>is located</quote>; and</text>
							</subclause></clause><clause id="H6FD106B454CC4E9B80729ED0B5B38DDA"><enum>(vi)</enum><text>by amending subparagraph (C) to read as follows:</text>
							<quoted-block display-inline="no-display-inline" id="HC9DDB01F429C44C9B0135A3C984D6777" style="OLC">
								<subparagraph id="H4DCA39A927E14B489F4A8E66E88C58DA"><enum>(C)</enum><text display-inline="yes-display-inline">ensuring activities carried out under this section are relevant and responsive to the needs of the
			 region being served, including by using the relevant results of the
			 regional assessments under section 206(e).</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="H632D6AC9F6D34E8789527F9D0EA02CEE"><enum>(B)</enum><text>in paragraph (2)—</text>
						<clause id="H360ED83C95474EBB9514546047DA44FB"><enum>(i)</enum><text>by inserting <quote>, on an ongoing basis,</quote> after <quote>this section shall</quote>; and</text>
						</clause><clause id="HB1A5D2CA80E9483391EE9DD14D0B0678"><enum>(ii)</enum><text>by inserting <quote>or other regional educational laboratories or comprehensive centers, as appropriate,</quote> after <quote>center is located,</quote>; and</text>
						</clause></subparagraph></paragraph><paragraph id="H85A0BA87BBC64F93ABCE8D5671937523"><enum>(7)</enum><text>by amending subsections (f) and (g), as each so redesignated, to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H1FC6429AF0704296B6F84A6C5A7D043D" style="OLC">
						<subsection id="H23B544DC8B454D2FA1888A7063CEB6C9"><enum>(f)</enum><header>Comprehensive Center Advisory Board</header><text display-inline="yes-display-inline">A comprehensive center established under this section may establish an advisory board to support
			 and monitor the priorities and activities of such center.</text>
						</subsection><subsection id="H01D58D7D54D94593B64AF69917C7EB88"><enum>(g)</enum><header>Report to the Secretary</header><text display-inline="yes-display-inline">Each comprehensive center established under this section shall submit to the Secretary an annual
			 report, at such time, in such manner, and containing such information as
			 the Secretary may require, which shall include the following:</text>
							<paragraph id="H895FEEB7DE64468E953F59375DC450E3"><enum>(1)</enum><text>A summary of the center’s activities and products developed during the previous year.</text>
							</paragraph><paragraph id="H8B0582AE692649B8AC0E35930D1EEAF2"><enum>(2)</enum><text>A listing of the State educational agencies, local educational agencies, and schools the center
			 assisted during the previous year.</text>
							</paragraph><paragraph id="H85BD033C04E24E45A3216885C566F1E5"><enum>(3)</enum><text>Using the measurable performance indicators established under subsection (b)(3), a description of
			 how well the center is meeting educational needs of the region served by
			 the center.</text>
							</paragraph><paragraph id="H81054E044885442CBCEF92FF75744DD8"><enum>(4)</enum><text>Any changes to the center’s plan under subsection (c)(2) to improve its activities in the remaining
			 years of the grant, contract, or cooperative agreement.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H89FD16105FF94CCEBC920FF04F36AF7D"><enum>204.</enum><header>Evaluations</header><text display-inline="no-display-inline">Section 204 (<external-xref legal-doc="usc" parsable-cite="usc/20/9603">20 U.S.C. 9603</external-xref>) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H9E0A662107BC4BEBACD8FBA1E391AC94" style="OLC">
					<section id="H357167ECA074498CB91B848042CD9B5B"><enum>204.</enum><header>Evaluations</header>
						<subsection id="H1FB1CA1A899A4B1ABD48F9F002CD5675"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall—</text>
							<paragraph id="HB407803FED2D481DB20F92294FE2684E"><enum>(1)</enum><text>provide for ongoing summative and interim evaluations described in subsections (b) and (c),
			 respectively, of each of the comprehensive centers established under this
			 title in carrying out the full range of duties of the center under this
			 title; and</text>
							</paragraph><paragraph id="H93759E79FC1D48AF8708B9CED2C9FAE5"><enum>(2)</enum><text>transmit the results of such evaluations, through appropriate means, to the appropriate
			 congressional committees, the Director of the Institute of Education
			 Sciences, and the public.</text>
							</paragraph></subsection><subsection id="HF9635A6D5B9742D4BFCC1A674B7B38B4"><enum>(b)</enum><header>Summative evaluation</header><text>The Secretary shall ensure each comprehensive center established under this title is evaluated by
			 an independent entity at the end of the period of the grant, contract, or
			 cooperative agreement that established such center, which shall—</text>
							<paragraph id="H57EDAABB1B7D4B05941C3B05DFEB1BB6"><enum>(1)</enum><text>be completed in a timely fashion;</text>
							</paragraph><paragraph id="H2551139EF2684B9A847AB26ECD935EE5"><enum>(2)</enum><text>assess how well the center is meeting the measurable performance indicators established under
			 section 203(b)(3); and</text>
							</paragraph><paragraph id="H92DC89FB328F4393B9180AF6148483A9"><enum>(3)</enum><text display-inline="yes-display-inline">consider the extent to which the center ensures that the technical assistance of such center is
			 relevant and useful to the work of State and local practitioners and
			 policymakers.</text>
							</paragraph></subsection><subsection id="HDA9890C25EC148729FD15226981DA79B"><enum>(c)</enum><header>Interim evaluation</header><text>The Secretary shall ensure that each comprehensive center established under this title is evaluated
			 at the midpoint of the period of the grant, contract, or cooperative
			 agreement that established such center, which shall—</text>
							<paragraph id="H23EB6903CE574B1E8E853DDAAD42741F"><enum>(1)</enum><text>assess how well such center is meeting the measurable performance indicators established under
			 section 203(b)(3); and</text>
							</paragraph><paragraph id="H253744C9CAE04F06888923FC971C50BF"><enum>(2)</enum><text>be used to improve the effectiveness of such center in carrying out its plan under section
			 203(c)(2).</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="HF97890BEEDC540068C8902A9C727385C"><enum>205.</enum><header>Existing technical assistance providers</header>
				<subsection id="HB3A3C902D89A4D4A84C2BC87ADE3D1F9"><enum>(a)</enum><header>Repeal</header><text display-inline="yes-display-inline">Section 205 (<external-xref legal-doc="usc" parsable-cite="usc/20/9604">20 U.S.C. 9604</external-xref>) is repealed.</text>
				</subsection><subsection id="H35591EC04BA646D4AEE3FD398110B7AD"><enum>(b)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">The table of contents in section 1 of the Act of November 5, 2002 (<external-xref legal-doc="public-law" parsable-cite="pl/107/279">Public Law 107–279</external-xref>; 116 Stat.
			 1940) is amended by striking the item relating to section 205.</text>
				</subsection></section><section id="H46BAD0F2D504442EB42D031F50FE6FB1"><enum>206.</enum><header>Regional advisory committees</header><text display-inline="no-display-inline">Section 206 (<external-xref legal-doc="usc" parsable-cite="usc/20/9605">20 U.S.C. 9605</external-xref>) is amended—</text>
				<paragraph id="HA31C2ED7A21049CD99E246830EF742FB"><enum>(1)</enum><text>in subsection (a)—</text>
					<subparagraph id="HD68A070ED4204D4C913E4CBEE4AC8EB6"><enum>(A)</enum><text>by striking <quote>Beginning in 2004, the</quote> and inserting <quote>The</quote>; and</text>
					</subparagraph><subparagraph id="HE525967090FB4BC9A5C79C3513E37FA3"><enum>(B)</enum><text>by striking <quote>of the Education Sciences Reform Act of 2002</quote>;</text>

			 established under section 174 and the comprehensive centers established
			 under this title; and</text>
							</paragraph><paragraph id="HC6874A7343FA43C0848B48E970662C04"><enum>(2)</enum><text>ensure that the regional educational laboratories and comprehensive centers are meeting the needs
			 of their regions.</text>
							</paragraph></subsection><subsection id="H0C80BD13CD1F4606BDBF14FD04188384"><enum>(c)</enum><header>Duties</header><text>Each advisory committee established under subsection (a) shall—</text>
							<paragraph id="H7576E30C4D944845B24A338EAC7488AC"><enum>(1)</enum><text display-inline="yes-display-inline">conduct, on at least a biennial basis, a needs assessments of the region served by the committee,
			 as described in subsection (e);</text>
							</paragraph><paragraph id="H0A42FCBA624443A78BC627351E7FDC69"><enum>(2)</enum><text>to ensure the activities of the regional educational laboratory and comprehensive centers serving
			 the region of the committee are responsive to the needs of such region,
			 provide ongoing input to the laboratory and centers on planning and
			 carrying out their activities under section 174 and this title,
			 respectively;</text>
							</paragraph><paragraph id="HFCAE5944CC2740148A6EDC3FB759CA63"><enum>(3)</enum><text>maintain a high standard of quality in the performance of the activities of the laboratory and
			 centers, respectively; and</text>
							</paragraph><paragraph id="HB9134FBD16B340618FF34AA35ED0508B"><enum>(4)</enum><text>support the continuous improvement of the laboratory and centers in the region served by the
			 committee, especially in meeting the measurable performance indicators
			 established under sections 174(e)(4) and 203(b)(3), respectively.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H0707DBE3062346498C6258FDBD5C714F"><enum>(4)</enum><text>by amending subsection (d), as so redesignated, to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="HE4977D9DDC7748FD9EA87D15EEDAE48F" style="OLC">
						<subsection id="HA4AEA1FEA44A4303AAE059C2C998239E"><enum>(d)</enum><header>Membership</header>
							<paragraph id="HA275FB218FA94D1F8B83D7EF420E1706"><enum>(1)</enum><header>Composition</header><text>The membership of each regional advisory committee shall—</text>
								<subparagraph id="HC062CC5F888945508F2CDBD079785760"><enum>(A)</enum><text>not exceed 25 members;</text>
								</subparagraph><subparagraph id="HC4DE71BF595B4054AC7FEC364D3F4CD0"><enum>(B)</enum><text>include the chief State school officer, or such officer’s designee, or other State official, of
			 States within the region of the committee who have primary responsibility
			 under State law for elementary and secondary education in the State;</text>
								</subparagraph><subparagraph id="H5075AFFC8C26441681375CCBF55C4E54"><enum>(C)</enum><text>include representatives of local educational agencies, including rural and urban local educational
			 agencies, that represent the geographic diversity of the region; and</text>
								</subparagraph><subparagraph id="H14EF2386A235485E84CDB65F395FF09C"><enum>(D)</enum><text>include researchers.</text>
								</subparagraph></paragraph><paragraph id="H450C0E2B96564EE8A7535901DDAE7043"><enum>(2)</enum><header>Eligibility</header><text>The membership of each regional advisory committee may include the following:</text>
								<subparagraph id="H18E6579EFAA74979A1B9B5B55EFFAE10"><enum>(A)</enum><text>Representatives of institutions of higher education.</text>
								</subparagraph><subparagraph id="H397E53E62FB54DF4BAA82DAD9C1771B2"><enum>(B)</enum><text>Parents.</text>
								</subparagraph><subparagraph id="H4FFAD46BF17A4571A4C2C9434BF92A40"><enum>(C)</enum><text>Practicing educators, including classroom teachers, school leaders, administrators, school board
			 members, and other local school officials.</text>
								</subparagraph><subparagraph id="HC62D6C5631E74EFAA352C61814278460"><enum>(D)</enum><text>Representatives of business.</text>
								</subparagraph><subparagraph id="H7422AF0AA9764812A2AE8A6C87991301"><enum>(E)</enum><text>Policymakers.</text>
								</subparagraph><subparagraph id="H1D54C40778934263A5B491C713ED30C3"><enum>(F)</enum><text>Representatives from the regional educational laboratory and comprehensive centers in the region.</text>
								</subparagraph></paragraph><paragraph id="HA76D506F28094294A11A26E2ED7DBE65"><enum>(2)</enum><header>Recommendations</header><text>In choosing individuals for membership on a regional advisory committee, the Secretary shall
			 consult with, and solicit recommendations from, the chief executive
			 officers of States, chief State school officers, local educational
			 agencies, and other education stakeholders within the applicable region.</text>
							</paragraph><paragraph id="HABD7D34E5B98488D9748E5A74B2277C1"><enum>(3)</enum><header>Special rule</header><text>The total number of members on each committee who are selected under subparagraphs (B) and (C) of
			 paragraph (1), in the aggregate, shall exceed the total number of members
			 who are selected under paragraph (2), collectively.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HD4345F771F04499B885D98CB95969B7D"><enum>(5)</enum><text>in subsection (e), as so redesignated—</text>
					<subparagraph id="H031A90C89F9B4516ABF6883FA17F55F0"><enum>(A)</enum><text>in paragraph (1)—</text>
						<clause id="HE3602D301431492E9C74D833079967C6"><enum>(i)</enum><text>by inserting <quote>, at least on a biennial basis,</quote> after <quote>assess</quote>; and</text>

				</paragraph></section><section id="H98CFAC9A8F9E4C3AAE3211F795FECA04"><enum>208.</enum><header>Grant program for statewide longitudinal data systems</header><text display-inline="no-display-inline">Section 208 (<external-xref legal-doc="usc" parsable-cite="usc/20/9607">20 U.S.C. 9607</external-xref>) is amended—</text>
				<paragraph id="HCAF423299D024D5D9A101B0428B69454"><enum>(1)</enum><text>in subsection (a)—</text>
					<subparagraph id="HB4135F34423D4EB88DE11CB35D65C57A"><enum>(A)</enum><text>by inserting before the period the following: <quote>, the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>), and the Individuals with Disabilities

					</subparagraph></paragraph><paragraph id="HC560490919764392A08C665E51C3ED55"><enum>(2)</enum><text>by redesignating subsections (c), (d), and (e) as subsections (d), (e), and (g), respectively;</text>

				</paragraph><paragraph id="HE74E18107A4D4641BBE7595C50F66FB3"><enum>(4)</enum><text>in subsection (d), as so redesignated—</text>
					<subparagraph id="H162E4BE3A1864FA8BBBE9B8620E401AE"><enum>(A)</enum><text>in paragraph (1), by striking <quote>, promotes linkages across States,</quote>;</text>
					</subparagraph><subparagraph id="H92619B0F634541B0A1726A322080E0C5"><enum>(B)</enum><text>in paragraph (2)—</text>

								<subparagraph commented="no" id="H9AAF0139145749918C794DE289F85BB9"><enum>(C)</enum><text display-inline="yes-display-inline">to align statewide longitudinal data systems from early education through postsecondary education
			 (including pre-service preparation programs), and the workforce,
			 consistent with privacy protections under section 183;</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="HA1E99023AFFB4A48B694C54391E952BF"><enum>(C)</enum><text>by striking paragraph (3) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="HD51F75C1FB0749009C50A3FF7A59E2F9" style="OLC">
							<paragraph id="HFECB20E2F0AC4D04AABE447FA543D8FF"><enum>(3)</enum><text>ensures the protection of student privacy, and includes a review of how State educational agencies,
			 local educational agencies, and others that will have access to the
			 statewide data systems under this section will adhere to Federal privacy
			 laws and protections, consistent with section 183, in the building,
			 maintenance, and use of such data systems;</text>
							</paragraph><paragraph id="HE4E0DAF55D694B85B8151F3E0AA33B31"><enum>(4)</enum><text display-inline="yes-display-inline">ensures State educational agencies receiving a grant under this section support professional
			 development that builds the capacity of teachers and school leaders to use
			 data effectively; and</text>
							</paragraph><paragraph id="HBAD6CF83FC2E4FA4B192F42527E17A33"><enum>(5)</enum><text>gives priority to State educational agencies that leverage the use of longitudinal data systems to
			 improve student achievement and growth, including such State educational
			 agencies that—</text>
								<subparagraph id="HC5E5B76E29434C3EB9620929F391F934"><enum>(A)</enum><text>meet the voluntary standards and guidelines described in section 153(a)(5);</text>
								</subparagraph><subparagraph id="H76691F3C3C6243798CAC36264C54A719"><enum>(B)</enum><text>define the roles of State educational agencies, local educational agencies, and others in providing
			 timely access to data under the statewide data systems, consistent with
			 privacy protections in section 183; and</text>
								</subparagraph><subparagraph commented="no" id="HD4690FEA58F8460B8C7DF72FC12F22EB"><enum>(C)</enum><text display-inline="yes-display-inline">demonstrate the capacity to share teacher and school leader performance data, including student
			 achievement and growth data, with local educational agencies and teacher
			 and school leader preparation programs.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H4F2102C7C3B64E2F877EC6C51B986AAD"><enum>(5)</enum><text>by inserting after subsection (e), as so redesignated, the following:</text>
					<quoted-block display-inline="no-display-inline" id="HAE2E5A62603840048A7939B88B8459F6" style="OLC">
						<subsection id="HC19A2E63A1674472B413085ADAB9EF3A"><enum>(f)</enum><header>Renewal of awards</header><text display-inline="yes-display-inline">The Secretary may renew a grant awarded to a State educational agency under this section for a
			 period not to exceed 3 years, if the State educational agency has
			 demonstrated progress on the measurable performance indicators established
			 under subsection (c).</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H51373D3CA6CC4189B7B00BEB8D518603"><enum>(6)</enum><text>by amending subsection (g), as so redesignated, to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="HF0F4EAEA7D6347819CD5268E2DA165F3" style="OLC">
						<subsection id="H4324AC8041D4468DA69C2E4AB7BC9B6B"><enum>(g)</enum><header>Reports</header>
							<paragraph id="HDB5B5E298F7D471EB27E1B8A7FC56A8B"><enum>(1)</enum><header>First report</header><text>Not later than 1 year after the date of enactment of the <short-title>Strengthening Education through Research Act</short-title>, the Secretary shall prepare and make publicly available a report on the implementation and
			 effectiveness of the activities carried out by State educational agencies
			 receiving a grant under this section, including—</text>
								<subparagraph id="H1853E037A6C747B198D0D474BEAF8E2F"><enum>(A)</enum><text>information on progress in the development and use of statewide longitudinal data systems described
			 in this section;</text>
								</subparagraph><subparagraph id="H345A9691F6FD4E6B9F2ABCCB3364F53E"><enum>(B)</enum><text>information on best practices and areas for improvement in such development and use; and</text>
								</subparagraph><subparagraph id="H71D1C9022C994C5B88FD6F2A4EA37663"><enum>(C)</enum><text>how the State educational agencies are adhering to Federal privacy laws and protections in the
			 building, maintenance, and use of such data systems.</text>
								</subparagraph></paragraph><paragraph id="H1744DF1E338D4571B935DA5C17962628"><enum>(2)</enum><header>Succeeding reports</header><text display-inline="yes-display-inline">Every succeeding 3 years after the report is made publicly available under paragraph (1), the
			 Secretary shall prepare and make publicly available a report on the
			 implementation and effectiveness of the activities carried out by State
			 educational agencies receiving a grant under this section, including—</text>
								<subparagraph id="H72401AC3A8C141AEAC661E91F81FA4AD"><enum>(A)</enum><text>information on the requirements of subparagraphs (A) through (C) of paragraph (1); and</text>
								</subparagraph><subparagraph id="H40B1B234E53745D490656A8FA1BA7845"><enum>(B)</enum><text>the progress, in the aggregate, State educational agencies are making on the measurable performance
			 indicators established under subsection (c).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

			</section></title><title id="H0BC8A7589D564699BDBDCD2EE955D4CF"><enum>IV</enum><header>EVALUATION PLAN</header>
			<section commented="no" id="HBFD4C7E1A6704520A4D0027B4330F538"><enum>401.</enum><header>Research and evaluation</header>
				<subsection id="HDCA0A27E0ADA4A6098BBD52D16642409"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Institute of Education Sciences shall be the primary entity for conducting research on and
			 evaluations of Federal education programs within the Department of
			 Education to ensure the rigor and independence of such research and
			 evaluation.</text>
				</subsection><subsection id="HA5CE90A92DED40049B5BC948250A55E8"><enum>(b)</enum><header>Flexible authority</header>
					<paragraph id="H79C14C6EF57341DB9A80419B032CDAA9"><enum>(1)</enum><header>Reservation</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, the Secretary of Education, in consultation with the
			 Director of the Institute of Education Sciences, may, for purposes of
			 carrying out the activities described in paragraph (2)—</text>
						<subparagraph id="HCB3AA74BE3CA47FCBF71CB5B729305A7"><enum>(A)</enum><text>reserve not more than 0.5 percent of the amount appropriated for each program authorized under the
			 Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>),
			 other than part A of title I of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/6311">20 U.S.C. 6311 et seq.</external-xref>); and</text>
						</subparagraph><subparagraph id="H7A83AD9EC1674242897682AED908CC4E"><enum>(B)</enum><text>reserve not more than 0.25 percent of the amount appropriated for part A of title I of such Act (20
			 U.S.C. 6311 et seq.).</text>
						</subparagraph></paragraph><paragraph id="H748433F753FA43F6A3033F03014DB3C0"><enum>(2)</enum><header>Authorized activities</header><text display-inline="yes-display-inline">Subject to subsection (d), the Secretary of Education, in consultation with the Director of the
			 Institute of Education Sciences, may use the amounts reserved under
			 paragraph (1) to—</text>
						<subparagraph id="H8FB1481F878A44AF8C65A8C268C80765"><enum>(A)</enum><text display-inline="yes-display-inline">carry out high-quality evaluations (consistent with the requirements of section 173(a) of the
			 Education Sciences Reform Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/20/9563">20 U.S.C. 9563(a)</external-xref>), as amended by
			 this Act, and the evaluation plan described in subsection (c) of this
			 section) of programs authorized under the Elementary and Secondary
			 Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>);</text>
						</subparagraph><subparagraph id="H6C7E45329311420EB7A252E40A604C63"><enum>(B)</enum><text display-inline="yes-display-inline">increase the usefulness of such evaluations to promote continuous improvement of programs under
			 such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>); and</text>
						</subparagraph><subparagraph id="H8D5E6852305541D1B88735E22F201808"><enum>(C)</enum><text display-inline="yes-display-inline">assist grantees of such programs in collecting and analyzing data and other activities related to
			 conducting high-quality evaluations under subparagraph (A).</text>
						</subparagraph></paragraph><paragraph id="H4164C93CF92A4F44AC632410C9E2031C"><enum>(3)</enum><header>Dissemination</header><text display-inline="yes-display-inline">The Secretary of Education shall disseminate evaluation findings, consistent with section 114(j) of
			 the Education Sciences Reform Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/20/9514">20 U.S.C. 9514(j)</external-xref>), as amended
			 by this Act, of evaluations carried out under paragraph (2)(A).</text>
					</paragraph><paragraph id="HDEC1B2CC032E4E4897E86CAAEFF42EB1"><enum>(4)</enum><header>Consolidation</header><text display-inline="yes-display-inline">The Secretary of Education—</text>
						<subparagraph id="HA932B14A214B48B4B5445C15DECDBB65"><enum>(A)</enum><text display-inline="yes-display-inline">may consolidate the funds reserved under paragraph (1) for purposes of carrying out the activities
			 under paragraph (2); and</text>
						</subparagraph><subparagraph id="H338BF5FDED3241D292C8A9705D8F66BE"><enum>(B)</enum><text display-inline="yes-display-inline">shall not be required to evaluate under paragraph (2)(A) each program authorized under the
			 Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>)
			 each year.</text>
						</subparagraph></paragraph></subsection><subsection id="H147522062F4547D692AB690ABE049293"><enum>(c)</enum><header>Evaluation plan</header><text display-inline="yes-display-inline">The Director of the Institute of Education Sciences, in consultation with the Secretary of
			 Education, shall, on a biennial basis, develop, submit to Congress, and
			 make publicly available an evaluation plan, that—</text>
					<paragraph id="HC791E32C7C9348A08419EB09A52E6124"><enum>(1)</enum><text>describes the specific activities that will be carried out under subsection (b)(2) for the 2-year
			 period applicable to the plan, and the timelines of such activities; and</text>
					</paragraph><paragraph id="HEA256A589DDB4067BBF31C97199642C2"><enum>(2)</enum><text>contains the results of the activities carried out under subsection (b)(2) for the most recent
			 2-year period.</text>
					</paragraph></subsection><subsection id="H34250B2BFB8A4EBCA9BD45C5B6DE0C23"><enum>(d)</enum><header>Evaluations under title I of the ESEA</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to affect part E of title I of the Elementary and
			 Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6491">20 U.S.C. 6491 et seq.</external-xref>) or section 173(b)
			 of the Education Sciences Reform Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/20/9563">20 U.S.C. 9563(b)</external-xref>), as
			 amended by this Act.</text>
