		<section id="H2456056E96A44439918B6D9A291A47BA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Work for Warriors Act of 2014</short-title></quote>.</text>
		</section><section id="H6F33E823297C4A9F8339085E16CF07CF"><enum>2.</enum><header>Direct employment pilot program for members of the National Guard and Reserve</header>
			<subsection id="H1DB91BC59B804A298D206529A2B59BFF"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/1601">Chapter 1601</external-xref> of title 10, United States Code, is amended to read as follows:</text>

					<chapter id="H65DDC427B0D649A682ABDEAD46EEE2E3"><enum>1601</enum><header>Training generally</header>
						<toc regeneration="no-regeneration">
							<toc-entry level="section">Sec.</toc-entry>
							<toc-entry level="section">16101. Work for Warriors Program.</toc-entry></toc>
						<section id="H2BAD679D5F5440B58BB4F17C65A1C829"><enum>16101.</enum><header>Work for Warriors Program</header>
							<subsection id="HD681B4ABCC1B46928F1E04CB44896AB6"><enum>(a)</enum><header>Program authority</header><text display-inline="yes-display-inline">The Chief of the National Guard Bureau shall carry out a pilot program (to be known as the <quote>Work for Warriors Program</quote>) to enhance the efforts of the Department of Defense to provide job placement assistance and
			 related employment services directly to members of the reserve components
			 of the armed forces.</text>
							</subsection><subsection id="H209096A16EC1407B8264FE211CB15832"><enum>(b)</enum><header>Administration</header><text>The Work for Warriors Program shall be offered to, and administered by, the adjutants general
			 appointed under <external-xref legal-doc="usc" parsable-cite="usc/32/314">section 314</external-xref> of title 32.</text>
							</subsection><subsection id="H52D1ED68158F4F7CB0C63A3EB9DDCADC"><enum>(c)</enum><header>Cost-Sharing requirement</header><text display-inline="yes-display-inline">As a condition on the provision of funds under this section to a State to support the operation of
			 a Work for Warriors Program in the State, the State must agree to
			 contribute an amount, derived from non-Federal sources, equal to at least
			 30 percent of the funds provided by the Chief of the National Guard
			 Bureau.</text>
							</subsection><subsection id="H3F3C03D761B0480FA3FF07F6D743620D"><enum>(d)</enum><header>Direct Employment Program Model</header><text display-inline="yes-display-inline">The Work for Warriors Program should follow a job placement program model that focuses on working
			 one-on-one with a member of a reserve component to cost-effectively
			 provide job placement services, including services such as identifying
			 unemployed and underemployed members, job matching services, resume
			 editing, interview preparation, and post-employment follow up. Development
			 of the Work for Warriors Program should be informed by State direct
			 employment programs for members of the reserve components of the armed
			 forces, such as the programs conducted in California and South Carolina.</text>
							</subsection><subsection id="HF9C05F65819C4829B54283E58150B68E"><enum>(e)</enum><header>Assistance from other Federal Agencies</header><text display-inline="yes-display-inline">The Secretary of Labor may provide technical assistance to the Chief of the National Guard Bureau
			 and State adjutants general in the development and implementation of the
			 Work for Warriors Program.</text>
							</subsection><subsection id="HB3CE6D05684C4F8986D3568EFC04E19F"><enum>(f)</enum><header>Evaluation</header><text display-inline="yes-display-inline">The Chief of the National Guard Bureau shall develop outcome measurements to evaluate the success
			 of the Work for Warriors Program in a State.</text>
							</subsection><subsection id="HD306F310E19C4762BB339DCD962C9725"><enum>(g)</enum><header>Reporting requirements</header>
								<paragraph id="HF2A67C6F79BF4B159AA9A15BD58CDA9A"><enum>(1)</enum><header>Report Required</header><text display-inline="yes-display-inline">Not later than 180 days after the completion of a Work for Warriors Program conducted under
			 subsection (a), the Chief of the National Guard Bureau shall submit to the
			 congressional defense committees a report describing the results of the
			 program. The Chief shall prepare the report in coordination with the Under
			 Secretary of Defense for Personnel and Readiness.</text>
								</paragraph><paragraph id="H9E14FB16A6894D0FBD4901BEF7926B97"><enum>(2)</enum><header>Elements of Report</header><text>A report under paragraph (1) shall include the following:</text>
									<subparagraph id="H67A9AE38435D43A599E7A12142BF901D"><enum>(A)</enum><text display-inline="yes-display-inline">A description and assessment of the effectiveness and achievements of the Work for Warriors
			 Program, including the number of members of the reserve components hired
			 and the cost-per-placement of participating members.</text>
									</subparagraph><subparagraph id="H314ABB7D1C9945C0BC42840F5BEC2D0D"><enum>(B)</enum><text display-inline="yes-display-inline">An assessment of the impact of the Work for Warriors Program and increased reserve component
			 employment levels on the readiness of members of the reserve components.</text>
									</subparagraph><subparagraph id="H3A22C3BF48F34F81BBA75B5B7A278658"><enum>(C)</enum><text display-inline="yes-display-inline">A comparison of the Work for Warriors Program to other programs conducted by the Department of
			 Defense and Department of Veterans Affairs to provide unemployment and
			 underemployment support to members of the reserve components.</text>
									</subparagraph><subparagraph id="H2350201DB28945A1847CF6375EB393F1"><enum>(D)</enum><text display-inline="yes-display-inline">Any other matters considered appropriate by the Chief of the National Guard Bureau or the Under
			 Secretary of Defense for Personnel and Readiness.</text>
									</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H5EDBE41D77084600BD4545C6673265DE"><enum>(h)</enum><header>Limitation on total fiscal-Year obligations</header><text display-inline="yes-display-inline">The total amount obligated by the Chief of the National Guard Bureau to carry out the Work for
			 Warriors Program for any fiscal year may not exceed $20,000,000.</text>
							</subsection><subsection id="H7D4175B532BC48398747E891C7FA4512"><enum>(i)</enum><header>Duration of Authority</header>
								<paragraph id="H2E76C0675D624554A2A08B895DBE70FA"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The authority of the Chief of the National Guard Bureau to carry out the Work for Warriors Program
			 applies during fiscal years 2015 through 2018.</text>
								</paragraph><paragraph id="H9C115E69C11F4816990C3BE8DED4A7F8"><enum>(2)</enum><header>Extension</header><text display-inline="yes-display-inline">Upon the expiration of the authority under paragraph (1), the Chief of the National Guard Bureau
			 may extend the Work for Warriors Program for not more than two additional
			 fiscal years.</text></paragraph></subsection></section></chapter><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H559734E6C02C40D6B873FC65E2BFE1E7"><enum>(b)</enum><header>Table of chapters</header><text display-inline="yes-display-inline">The table of chapters at the beginning of subtitle E of title 10, United States Code, and at the
			 beginning of part IV of such subtitle, are each amended by striking the
			 item relating to chapter 1601 and inserting the following new item:</text>
