		<official-title>To encourage continued enlargement of the North Atlantic Treaty Organization.</official-title>

		<section id="HB9ED93E56CA94931BF49AF837996973E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>NATO Alliance Recognition and Promotion Act</short-title></quote>.</text>
		</section><section id="H6EA991063A754C9482ACB3BF0125C052"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HDBDED64811DF49C4B3996A4038E2D543"><enum>(1)</enum><text>On March 12, 2014, the North Atlantic Treaty Organization (NATO) marks the 15th anniversary of
			 enlargement through the accession of 3 Central European countries: the
			 Czech Republic, Poland, and Hungary.</text>
			</paragraph><paragraph id="H8B889C3C9B4449C3BE948A7386AD746E"><enum>(2)</enum><text>On March 29, 2014, NATO marks the 10th anniversary of enlargement through the accession of 7
			 Central European countries: Bulgaria, Estonia, Latvia, Lithuania, Romania,
			 Slovakia, and Slovenia.</text>
			</paragraph><paragraph id="H43D08FACA40C45EEAF8039B381D90D82"><enum>(3)</enum><text>On April 7, 2014, NATO marks the 5th anniversary of enlargement through the accession of Albania
			 and Croatia.</text>
			</paragraph><paragraph id="HDDF4E081AF6C41AFBF6341911E058CC5"><enum>(4)</enum><text>The incorporation of these European countries into NATO has contributed toward a vision of Europe
			 that is aimed at promoting stability and cooperation, at building a Europe
			 whole and free, united in peace, democracy and common values.</text>
			</paragraph><paragraph id="HE93AFEFFB652455F87B076F4807DCB84"><enum>(5)</enum><text>Since joining the Alliance, these 12 member states have contributed to numerous NATO-led peace and
			 security and stability operations, including participation in the
			 International Security Assistance Force’s (ISAF) mission in Afghanistan.</text>
			</paragraph></section><section id="H559B03854B9645299E2B1222C5E4CED9"><enum>3.</enum><header>Statement of Congress</header><text display-inline="no-display-inline">Congress declares that—</text>
			<paragraph id="H79BFC808B813430DB0D287DBD2E0A959"><enum>(1)</enum><text>NATO has been the cornerstone of transatlantic security cooperation and an enduring instrument for
			 promoting stability in Europe and around the world for over sixty-five
			 years;</text>
			</paragraph><paragraph id="HC24FAFEB696642CF9D20AA9EC804FBD7"><enum>(2)</enum><text>the incorporation of the Czech Republic, Poland, Hungary, Bulgaria, Estonia, Latvia, Lithuania,
			 Romania, Slovakia, Slovenia, Albania, and Croatia has been essential to
			 the success of NATO in this modern era;</text>
			</paragraph><paragraph id="H9F8EFC1B710D45A0AF356C9B7459DDC3"><enum>(3)</enum><text>the Czech Republic, Poland, Hungary, Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia,
			 Slovenia, Albania and Croatia has over time added to and strengthened the
			 list of key European allies of the United States;</text>
			</paragraph><paragraph id="HB32EAB447E844212A6A3E5A6E4182404"><enum>(4)</enum><text>since joining NATO, these member states have remained committed to the collective defense of the
			 Alliance and have demonstrated their will and ability to contribute to
			 transatlantic solidarity and assume increasingly more responsibility for
			 international peace and security;</text>
			</paragraph><paragraph id="H6CC72E1A32494543BABEC5253523E7BC"><enum>(5)</enum><text>these NATO member states have become reliable partners and supporters of aspiring members, and the
			 United States recognizes their continued efforts to aid in further
			 enlargement initiatives; and</text>
			</paragraph><paragraph id="H98C4F85A3C36464C803C39205E5C3BE0"><enum>(6)</enum><text>the commitment by these NATO members to Alliance principles and active participation in Alliance
			 initiatives shows the success of NATO’s Open-Door Policy.</text>
			</paragraph></section><section id="H149A601F31B64FFE9C71B8DE3228BB97"><enum>4.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text>
			<paragraph id="H57728CFDB95B4D0C895F76E6D700FA36"><enum>(1)</enum><text>the United States should remain committed to maintaining a military presence in Europe as a means
			 of promoting allied interoperability and providing visible assurance to
			 NATO allies in the region; and</text>
			</paragraph><paragraph id="HECE5ECC0B5464495A1ED85F6B60F553D"><enum>(2)</enum><text>at the September 2014 NATO Summit in Wales, the United States, along with NATO allies, should
			 continue to pursue enlargement initiatives for the aspirant countries.</text>
