		<section id="HB93D39E9DD624B7FB941FF0E780C3AC3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Local Road Safety Act of 2014</short-title></quote>.</text>
		</section><section id="HE7E8EEFFE97346B4988A85D07AED5D68"><enum>2.</enum><header>Highway safety improvement program</header>
			<subsection id="H9BECE550E7C34450943F6AE9A950A39E"><enum>(a)</enum><header>State strategic highway safety plan</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/23/148">Section 148(a)(12)</external-xref> of title 23, United States Code, is amended—</text>
				<paragraph id="HA000593F59EA4A4EAA6A3F041498D624"><enum>(1)</enum><text>in subparagraph (A)—</text>
					<subparagraph id="HFB0E26BAFDF04DEE9303DDC166D39912"><enum>(A)</enum><text>in clause (ix) by striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="H57A1C7B68508408CA5F6A29952877EDA"><enum>(B)</enum><text>by redesignating clause (x) as clause (xi); and</text>
					</subparagraph><subparagraph id="HF4C95C0D4E8D4C5F9F22A8F8BB822AFF"><enum>(C)</enum><text>by inserting after clause (ix) the following:</text>
						<quoted-block display-inline="no-display-inline" id="H9F78F5BC9C464FAA90625C817DBE95F4" style="USC">
							<clause id="H2F6771FBF8A047A9AFD60B024FD1418F"><enum>(x)</enum><text display-inline="yes-display-inline">private sector experts in the field of roadway safety infrastructure; and</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HB71025354D174459A904014A6ED8D1B3"><enum>(2)</enum><text>in subparagraph (E) by inserting <quote>, including the results of any strategic highway safety plan developed by a county or local
			 government entity or regional transportation planning organization</quote> after <quote>processes</quote>.</text>
				</paragraph></subsection><subsection id="HAC3F4B4661744BB3BCF2ECFFFD3A0DEF"><enum>(b)</enum><header>Special Rules</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/23/148">Section 148(g)</external-xref> of title 23, United States Code, is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HAEA95316C4CE4F91A9D950ADB94118BC" style="USC">
					<paragraph id="H1C6B97951F374368BC82AC95AD9C1C8F"><enum>(3)</enum><header>County and local transportation agencies</header><text display-inline="yes-display-inline">Each fiscal year, a State shall provide to county and local transportation agencies, from amounts
			 apportioned to that State under section 104(b)(3) in that fiscal year,
			 amounts that the State determines are necessary to assist such agencies to
			 address significant safety needs, and high fatality segments, of
			 non-State-owned public roads and roads on tribal land identified in a
			 State strategic highway safety plan.</text>
