		<section id="HF49740D4D3EE4336B02419C7BB832842" section-type="section-one"><enum>1.</enum><header>Cooperative agreements under Sikes Act for land management related to Department of Defense
			 readiness activities</header>
			<subsection id="H2842E802F7A047F4A919F2C8D6694539"><enum>(a)</enum><header>Multiyear agreements to fund long-term management</header><text display-inline="yes-display-inline">Subsection (b) of section 103A of the Sikes Act (<external-xref legal-doc="usc" parsable-cite="usc/16/670c-1">16 U.S.C. 670c–1</external-xref>) is amended—</text>
				<paragraph id="H5653D0A3E3E541DA8F935FE02571B3F9"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>(1)</quote> before <quote>Funds</quote>; and</text>
				</paragraph><paragraph id="H34F1072BF55E40AFA675E0598A655635"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text>
					<quoted-block changed="added" committee-id="HII00" display-inline="no-display-inline" id="H34DD603C55924BCC9B726F6007752350" reported-display-style="italic" style="OLC">
						<paragraph id="H3E696D223A7841179B5FE0864F2A5481" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">In the case of a cooperative agreement under subsection (a)(2), funds referred to in paragraph (1)—</text>
							<subparagraph id="H626975EE93534767937428B27C03111C"><enum>(A)</enum><text>may be paid in a lump sum and include an amount intended to cover the future costs of the natural
			 resource maintenance and improvement activities provided for under the
			 agreement;</text>
							</subparagraph><subparagraph id="HC7C0DB8007734F18AEAAB1E8DD7CC2A8"><enum>(B)</enum><text display-inline="yes-display-inline">may be invested by the recipient in accordance with the recipient’s own guidelines for the
			 management and investment of financial assets, and any interest or income
			 derived from such investment may be applied for the same purposes as the
			 principal; and</text>
							</subparagraph><subparagraph id="HA252DBE75B1641E998C3124EE8C2FC59"><enum>(C)</enum><text>may be used only for payment of—</text>
								<clause id="HC4F703336BE84821B522D5B67FAAEF1C"><enum>(i)</enum><text display-inline="yes-display-inline">direct costs of maintenance and improvement of natural resources on the lands within the scope of
			 the agreement and only pursuant to an approved Department of Defense
			 Integrated Natural Resource Management Plan; and</text>
								</clause><clause id="H79EDC3904706495384A15A34711279F6"><enum>(ii)</enum><text>indirect and administrative costs, as determined in accordance with official guidance issued by the
			 Office of Management and Budget, but not to exceed 10 percent of the total
			 cost of the project.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H7A49A3C5A90648B3B51522E4855C69E1"><enum>(b)</enum><header>Availability of funds and relation to other laws</header><text>Subsection (c) of such section is amended to read as follows:</text>
				<quoted-block changed="added" committee-id="HII00" display-inline="no-display-inline" id="H816323A4D5784A8BB803B1FA31A602E1" reported-display-style="italic" style="OLC">
					<subsection id="H28FCD3CE3F6740599E279DD28017B0D2"><enum>(c)</enum><header>Availability of funds and relation to other laws</header>
						<paragraph commented="no" display-inline="yes-display-inline" id="HCF29E72B88D54C0BA420E2936E14DC83"><enum>(1)</enum><text display-inline="yes-display-inline">Cooperative agreements and interagency agreements entered into under this section shall be subject
			 to the availability of funds.</text>
						</paragraph><paragraph changed="added" committee-id="HII00" id="H7A5B374E0ADC429DB657AA3550400314" indent="up1" reported-display-style="italic"><enum>(2)</enum><text>Notwithstanding <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/63">chapter 63</external-xref> of title 31, United States Code, a cooperative agreement under this
			 section may be used to acquire property or services for the direct benefit
			 or use of the United States Government.</text>
						</paragraph><paragraph changed="added" committee-id="HII00" id="HA74178A27FAF4EEA9AD76106DA841721" indent="up1" reported-display-style="italic"><enum>(3)</enum><text display-inline="yes-display-inline">Amounts available to the Department of Defense may not be used under this Act to acquire fee title
			 interest in real property for natural resources projects that are not on a
			 military installation.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H97D9311665024516966E50C44C6D23B2"><enum>(c)</enum><header>Audit</header><text display-inline="yes-display-inline">The Inspector General of the Department of Defense shall conduct an audit of the natural resources
			 projects funded with amounts available to the Department of Defense under
			 the Sikes Act, as amended by this section, that is not on a military
			 installation. Not later than October 1, 2018, the Inspector General shall
			 submit to Congress a report on the audit conducted under this subsection.</text>
			</subsection><subsection id="H12B0229AD86649E4BB0B40DD92F38D47"><enum>(d)</enum><header>Sunset</header><text>This section and the provisions of law enacted by the amendments made by this section shall expire
			 on October 1, 2019, except that any cooperative agreement referred to in
			 such provisions that is entered into on or before September 30, 2019,
			 shall continue according to its terms and conditions as if this section
			 has not expired.</text>
