		<official-title>To authorize the approval of natural gas pipelines and establish deadlines and expedite permits for
			 certain natural gas gathering lines on Federal land and Indian land.</official-title>

		<section id="HD2FEBE75513B4A06BC23605D796B35EB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Natural Gas Gathering Enhancement Act</short-title></quote>.</text>
		</section><section id="H9BD53E074F5D4125983316C72597C2D3" section-type="subsequent-section"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="H9845D3841DA048B2850891A0634AF7B1"><enum>(1)</enum><text>record volumes of natural gas production in the United States as of the date of enactment of this
			 Act are providing enormous benefits to the United States, including by—</text>
				<subparagraph id="H28C78DB0466D4A939E30E52491715873"><enum>(A)</enum><text>reducing the need for imports of natural gas, thereby directly reducing the trade deficit;</text>
				</subparagraph><subparagraph id="H11F93527E06F4598A424AC12F70EB563"><enum>(B)</enum><text>strengthening trade ties among the United States, Canada, and Mexico;</text>
				</subparagraph><subparagraph id="H9A76AD3688AA403CAECD0165ED67A3F5"><enum>(C)</enum><text>providing the opportunity for the United States to join the emerging global gas trade through the
			 export of liquefied natural gas;</text>
				</subparagraph><subparagraph id="H8ECB464BC3E8409183A27D413CD7C16C"><enum>(D)</enum><text>creating and supporting millions of new jobs across the United States;</text>
				</subparagraph><subparagraph id="H83B0790D96604BB184C263C9A39F4FA4"><enum>(E)</enum><text>adding billions of dollars to the gross domestic product of the United States every year;</text>
				</subparagraph><subparagraph id="H16B4E757424942569B751F0D0B403465"><enum>(F)</enum><text>generating additional Federal, State, and local government tax revenues; and</text>
				</subparagraph><subparagraph id="H1B7C945AD6AC4F02A53A6C50E70089F5"><enum>(G)</enum><text>revitalizing the manufacturing sector by providing abundant and affordable feedstock;</text>
				</subparagraph></paragraph><paragraph id="H74610C60A54247268B3AD4A4E441D3FB"><enum>(2)</enum><text>large quantities of natural gas are lost due to venting and flaring, primarily in areas where
			 natural gas infrastructure has not been developed quickly enough, such as
			 States with large quantities of Federal land and Indian land;</text>
			</paragraph><paragraph id="HAA61CB8D6B6B4E4E9496F99A28A3F69A"><enum>(3)</enum><text>permitting processes can hinder the development of natural gas infrastructure, such as pipeline
			 lines and gathering lines on Federal land and Indian land; and</text>
			</paragraph><paragraph id="H2F11B0071B4043E4805593A092E10EE7"><enum>(4)</enum><text>additional authority for the Secretary of the Interior to approve natural gas pipelines and
			 gathering lines on Federal land and Indian land would—</text>
				<subparagraph id="H2E42B3F283D7485BA6D9FFF967F5DE56"><enum>(A)</enum><text>assist in bringing gas to market that would otherwise be vented or flared; and</text>
				</subparagraph><subparagraph id="H4575608F409F444FA59E6B58F0A6F8FA"><enum>(B)</enum><text>significantly increase royalties collected by the Secretary of the Interior and disbursed to
			 Federal, State, and tribal governments and individual Indians.</text>
				</subparagraph></paragraph></section><section id="H1E7B42C293CF42DB9E22AB36BA939680" section-type="subsequent-section"><enum>3.</enum><header>Authority to approve natural gas pipelines</header><text display-inline="no-display-inline">Section 1 of the Act of February 15, 1901 (31 Stat. 790, chapter 372; <external-xref legal-doc="usc" parsable-cite="usc/16/79">16 U.S.C. 79</external-xref>), is amended by
			 inserting <quote>, for natural gas pipelines</quote> after <quote>distribution of electrical power</quote>.</text>
		</section><section id="H1E10DEF7E6044C76A016B0C353F1520B" section-type="subsequent-section"><enum>4.</enum><header>Certain natural gas gathering lines located on Federal land and Indian land</header>
			<subsection id="HF268579E0C9F411995FBD4054557DF60"><enum>(a)</enum><header>In general</header><text>Subtitle B of title III of the Energy Policy Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/58">Public Law 109–58</external-xref>; 119 Stat. 685) is
			 amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H99A1C5B03FC74CC5882A636ED3C32507" style="OLC">
					<section id="H3F22131627F04C1C93A1CB1AC7CE994D"><enum>319.</enum><header>Certain natural gas gathering lines located on Federal land and Indian land</header>
						<subsection id="H75E69F9C3E914162917F5A92A2FCE6EF"><enum>(a)</enum><header>Definitions</header><text>In this section:</text>
							<paragraph id="H052AEA2C48824DB4A7835E312D3DB37C"><enum>(1)</enum><header>Gas gathering line and associated field compression unit</header>
								<subparagraph id="H793B85E527504B7999FFF81A73D8A732"><enum>(A)</enum><header>In general</header><text>The term <term>gas gathering line and associated field compression unit</term> means—</text>
									<clause id="H2DCE7B02813E461AA7C3C5D418E5E223"><enum>(i)</enum><text>a pipeline that is installed to transport natural gas production associated with 1 or more wells
			 drilled and completed to produce crude oil; and</text>
									</clause><clause id="HD4BA22D3225E493BAC7B145DBD8511CD"><enum>(ii)</enum><text>if necessary, a compressor to raise the pressure of that transported natural gas to higher
			 pressures suitable to enable the gas to flow into pipelines and other
			 facilities.</text>
									</clause></subparagraph><subparagraph id="H05EE8316395247C184FDBF198CD2FB0A"><enum>(B)</enum><header>Exclusions</header><text>The term <term>gas gathering line and associated field compression unit</term> does not include a pipeline or compression unit that is installed to transport natural gas from a
			 processing plant to a common carrier pipeline or facility.</text>
								</subparagraph></paragraph><paragraph id="H99F4EB035D9A41D8960F4ECA0202F8E7"><enum>(2)</enum><header>Federal land</header>
								<subparagraph id="H039BFEC936D24A179A609A955D608FFF"><enum>(A)</enum><header>In general</header><text>The term <term>Federal land</term> means land the title to which is held by the United States.</text>
								</subparagraph><subparagraph id="H21F553482EEA42649FF65B9DA84E5BDF"><enum>(B)</enum><header>Exclusions</header><text>The term <quote>Federal land</quote> does not include—</text>
									<clause id="HA78FB68C754B4A5EAD7802AB18B9F96F"><enum>(i)</enum><text>a unit of the National Park System;</text>
									</clause><clause id="H372ED6E526314BC99B9E8447042A9C18"><enum>(ii)</enum><text>a unit of the National Wildlife Refuge System; or</text>
									</clause><clause id="HCF26A14B688449CEA32160E5EFD28660"><enum>(iii)</enum><text>a component of the National Wilderness Preservation System.</text>
									</clause></subparagraph></paragraph><paragraph id="H32297D45E75F48DC99A89050D218E87B"><enum>(3)</enum><header>Indian land</header><text>The term <term>Indian land</term> means land the title to which is held by—</text>
								<subparagraph id="H8866DA5AFC124F2A8E0BCADB419A6A88"><enum>(A)</enum><text>the United States in trust for an Indian tribe or an individual Indian; or</text>
								</subparagraph><subparagraph id="H6475E5AC77E046ABAAD41F8AD5FB1362"><enum>(B)</enum><text>an Indian tribe or an individual Indian subject to a restriction by the United States against
			 alienation.</text>
								</subparagraph></paragraph></subsection><subsection id="H4D9E3CC24B1C4E7F87C5B24CE4A033C0"><enum>(b)</enum><header>Certain natural gas gathering lines</header>
							<paragraph id="H0C07B0178A2E43588B7E72C948E281D1"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), the issuance of a sundry notice or right-of-way for a gas gathering line
			 and associated field compression unit that is located on Federal land or
			 Indian land and that services any oil well shall be considered to be an
			 action that is categorically excluded (as defined in section 1508.4 of
			 title 40, Code of Federal Regulations (as in effect on the date of
			 enactment of this Act)) for purposes of the National Environmental Policy
			 Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>) if the gas gathering line and
			 associated field compression unit are—</text>
								<subparagraph id="H75484956E699427F9228B1AAC0C3D764"><enum>(A)</enum><text>within a field or unit for which an approved land use plan or an environmental document prepared
			 pursuant to the National Environmental Policy Act of 1969 (42 U.S.C. 4321
			 et seq.) analyzed transportation of natural gas produced from 1 or more
			 oil wells in that field or unit as a reasonably foreseeable activity; and</text>
								</subparagraph><subparagraph id="H9A9D03EF21274BF6A652597744370D70"><enum>(B)</enum><text>located adjacent to an existing disturbed area for the construction of a road or pad.</text>
								</subparagraph></paragraph><paragraph id="HD7E94F22B177421CAD1988964F0FC24D"><enum>(2)</enum><header>Applicability</header>
								<subparagraph id="HC22EA8F788E549348C27A20FF8163A25"><enum>(A)</enum><header>Federal land</header><text>Paragraph (1) shall not apply to Federal land, or a portion of Federal land, for which the Governor
			 of the State in which the Federal land is located submits to the Secretary
			 of the Interior or the Secretary of Agriculture, as applicable, a written
			 request that paragraph (1) not apply to that Federal land (or portion of
			 Federal land).</text>
								</subparagraph><subparagraph id="HA26F8A1B8F1F46C88C6CEADE06C0C757"><enum>(B)</enum><header>Indian land</header><text>Paragraph (1) shall apply to Indian land, or a portion of Indian land, for which the Indian tribe
			 with jurisdiction over the Indian land submits to the Secretary of the
			 Interior a written request that paragraph (1) apply to that Indian land
			 (or portion of Indian land).</text>
								</subparagraph></paragraph></subsection><subsection id="HF8C613834F434C3C8F932CC99EAD29E0"><enum>(c)</enum><header>Effect on other law</header><text>Nothing in this section affects or alters any requirement—</text>
							<paragraph id="H248BF3B542A74ED5BFE113D8FFFAAD5F"><enum>(1)</enum><text>relating to prior consent under—</text>
								<subparagraph id="H20919C0AA2CD448B82C235E3F9CBB859"><enum>(A)</enum><text>section 2 of the Act of February 5, 1948 (<external-xref legal-doc="usc" parsable-cite="usc/25/324">25 U.S.C. 324</external-xref>); or</text>
								</subparagraph><subparagraph id="H4F15F5716AB549AABFDCF24E7DDF3E32"><enum>(B)</enum><text>section 16(e) of the Act of June 18, 1934 (<external-xref legal-doc="usc" parsable-cite="usc/25/476">25 U.S.C. 476(e)</external-xref>) (commonly known as the <quote>Indian Reorganization Act</quote>); or</text>
								</subparagraph></paragraph><paragraph id="HDB2778AA25CA46C8940F8F4B97074B07"><enum>(2)</enum><text>under any other Federal law (including regulations) relating to tribal consent for rights-of-way
			 across Indian land.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HB3816EACE3654D4A83960B7BAFAD8E3A"><enum>(b)</enum><header>Assessments</header><text>Title XVIII of the Energy Policy Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/58">Public Law 109–58</external-xref>; 119 Stat. 1122) is amended by
			 adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H0A67AADD0F62482BA93823BA42EFB922" style="OLC">
					<section id="H134E435F95894C74974FEDD086A047EC"><enum>1841.</enum><header>Natural gas gathering system assessments</header>
						<subsection id="HDA05FC9C05A04BEB80C7626D8012E1E6"><enum>(a)</enum><header>Definition of gas gathering line and associated field compression unit</header><text>In this section, the term <quote>gas gathering line and associated field compression unit</quote> has the meaning given the term in section 319.</text>
						</subsection><subsection id="H4E505D045CA44ECF8B22A219F9E263A3"><enum>(b)</enum><header>Study</header><text>Not later than 1 year after the date of enactment of the <short-title>Natural Gas Gathering Enhancement Act</short-title>, the Secretary of the Interior, in consultation with other appropriate Federal agencies, States,
			 and Indian tribes, shall conduct a study to identify—</text>
							<paragraph id="H97762AAC56EA413D870B1ED5A7D79E72"><enum>(1)</enum><text>any actions that may be taken, under Federal law (including regulations), to expedite permitting
			 for gas gathering lines and associated field compression units that are
			 located on Federal land or Indian land, for the purpose of transporting
			 natural gas associated with crude oil production on any land to a
			 processing plant or a common carrier pipeline for delivery to markets; and</text>
							</paragraph><paragraph id="H1053BA3A113F471E92F71F459A0E9071"><enum>(2)</enum><text>any proposed changes to Federal law (including regulations) to expedite permitting for gas
			 gathering lines and associated field compression units that are located on
			 Federal land or Indian land, for the purpose of transporting natural gas
			 associated with crude oil production on any land to a processing plant or
			 a common carrier pipeline for delivery to markets.</text>
							</paragraph></subsection><subsection id="HBA79772B942E454C963EE639B492A5CB"><enum>(c)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of the <short-title>Natural Gas Gathering Enhancement Act</short-title>, and every 180 days thereafter, the Secretary of the Interior, in consultation with other
			 appropriate Federal agencies, States, and Indian tribes, shall submit to
			 Congress a report that describes—</text>
							<paragraph id="HEF6A74D0A233472F98F75F96BE27A84F"><enum>(1)</enum><text>the progress made in expediting permits for gas gathering lines and associated field compression
			 units that are located on Federal land or Indian land, for the purpose of
			 transporting natural gas associated with crude oil production on any land
			 to a processing plant or a common carrier pipeline for delivery to
			 markets; and</text>
							</paragraph><paragraph id="H6ACD0816E0B04BDDA88E63E133B12BB6"><enum>(2)</enum><text>any issues impeding that progress.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HA8DC925EFDC441CBB4B624DE44EA3BB9"><enum>(c)</enum><header>Technical amendments</header>
				<paragraph id="H1CA333D0C5244C148F8DB4DFB3D74B61"><enum>(1)</enum><text>Section 1(b) of the Energy Policy Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/58">Public Law 109–58</external-xref>; 119 Stat. 594) is amended by
			 adding at the end of subtitle B of title III the following:</text>

							<toc-entry bold="off" level="section">Sec. 319. Natural gas gathering lines located on Federal land and Indian land.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H807345CB2F554032A74CFFB44D6F5ADD"><enum>(2)</enum><text>Section (1)(b) of the Energy Policy Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/58">Public Law 109–58</external-xref>; 119 Stat. 594) is amended by
			 adding at the end of title XXVIII the following:</text>

							<toc-entry bold="off" level="section">Sec. 1841. Natural gas gathering system assessments.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="H6A8000D42B664604A5431669AF6245B1"><enum>5.</enum><header>Deadlines for permitting natural gas gathering lines under the Mineral Leasing Act</header><text display-inline="no-display-inline">Section 28 of the Mineral Leasing Act (<external-xref legal-doc="usc" parsable-cite="usc/30/185">30 U.S.C. 185</external-xref>) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="H0EF2870510A344FB8EF385E5DD73EFD1" style="OLC">
				<subsection id="H623FC66AFF194BFD896201B7379C7A94"><enum>(z)</enum><header>Natural gas gathering lines</header><text>The Secretary of the Interior or other appropriate agency head shall issue a sundry notice or
			 right-of-way for a gas gathering line and associated field compression
			 unit (as defined in section 319(a) of the Energy Policy Act of 2005) that
			 is located on Federal lands—</text>
					<paragraph id="HC9836A658A0B484D96E2347842233847"><enum>(1)</enum><text>for a gas gathering line and associated field compression unit described in section 319(b) of the
			 Energy Policy Act of 2005, not later than 30 days after the date on which
			 the applicable agency head receives the request for issuance; and</text>
					</paragraph><paragraph id="H884356FE9F4141AF9268C473FE8BA3A4"><enum>(2)</enum><text>for all other gas gathering lines and associated field compression units, not later than 60 days
			 after the date on which the applicable agency head receives the request
			 for issuance.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H9A73D2FE4D644A0FB17FA782E556AAD7"><enum>6.</enum><header>Deadlines for permitting natural gas gathering lines under the Federal Land Policy and Management
			 Act of 1976</header><text display-inline="no-display-inline">Section 504 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1764">43 U.S.C. 1764</external-xref>) is amended by
			 adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HE92E811247124857AAB359D0E517FA95" style="OLC">
				<subsection id="HA68D845589E7419CA82E384CC6DEAFEC"><enum>(k)</enum><header>Natural gas gathering lines</header><text>The Secretary concerned shall issue a sundry notice or right-of-way for a gas gathering line and
			 associated field compression unit (as defined in section 319(a) of the
			 Energy Policy Act of 2005) that is located on public lands—</text>
					<paragraph id="HAAC7F1B73B314C00AEA2EAF1497B61F3"><enum>(1)</enum><text>for a gas gathering line and associated field compression unit described in section 319(b) of the
			 Energy Policy Act of 2005, not later than 30 days after the date on which
			 the applicable agency head receives the request for issuance; and</text>
					</paragraph><paragraph id="H2A43CD687A0E466292DAC582D79E0181"><enum>(2)</enum><text>for all other gas gathering lines and associated field compression units, not later than 60 days
			 after the date on which the applicable agency head receives the request
			 for issuance.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
